1.1 SB1-5.2.1 Bid – ATS Feeder Bracing:
Equipment: Medium Voltage Switchboard C-2 Automatic Transfer switch
Scope of Work:The incoming feeders for Side A and Side B are not braced. These conductors
should be braced to protect equipment during fault conditions. Provide NEMA
and OEM recommended non-conducting bracing.

1.2 SB1-5.2.3 Bid – Phase Barrier Replacement
Equipment: Medium Voltage Switchboard "MAIN"
Scope of Work:
The phase barriers between A and C phase Potential Transformers (PT's) of
the B side feed were badly damaged from a previous fuse operation.
Replace the barrier material with non-conducting "glastic" or other approved
material.

1.3 SB1-5.2.6 Bid – ATS Interlocks
Equipment: Medium Voltage Switchboard C-2 Automatic Transfer switch
Scope of Work:
The electrical interlocks, which prevent opening a door to the ATS,
while it is energized, is disabled. This feature is designed for
personnel safety in the event of a transfer occurring when the switch
door is open. Restore the interlock to a functioning condition. Demostrate
completion and functtioning the interlock the Owner and Engineer.

1.7 WHP-A Bid – Repair Terminations & Retest
Equipment: Medium Voltage Dry Type Transformers
Scope of Work:
CH and CL power-factor or dissipation-factor values will vary due to many
factors such as support insulators and bus work utilized on dry
transformers. Additionally, de-energized dry type transformers allowed to
decrease to ambient temperature may be exposed to pulling in moisture
from the surrounding air which is indicative of higher power factor values.
Under ideal conditions, distribution transformers should be expected to
have CHL power factors of 5.0 percent or less. The above listed
transformers were outside of this range per NETA MTS 2011-
7.2.1.2.3.2.3. Peform and document CH and CL re-testing on this
transformer.

Scope of Work:The medium voltage terminations on incoming A & B feeders are degraded.
Retest using Partial Discharge testing and comment if terminaitons need to be
replaced. Replacement is not part of this bid.

1.8 WHP-5.4.1 Bid – Repair Terminations & Retest
Equipment: Main Medium Voltage Switchboard
Scope of Work:
The current transformers on A and B feed were not installed per the
manufacturer’s instructions. The MV Cable drain wires were not routed back
through the current transformer as detailed in the installation drawings, thereby
desensitizing the fault current block transfer function. This switch has been
designed to block a transfer in the event a fault to prevent high current arcing
across the switch contacts. This feature was effectively disabled as a result of
the incorrect installation of the current transformers. Route the drain wires back
through the current transformers per the manufacturer’s Installation instructions.

1.11 ML-5.6.1 Bid – Transformer Cooling Fans
Equipment: Medium Voltage Dry Type Transformer
Scope of Work:
Three of the six Millar Library dry type transformer cooling fans are
seized, and the fan controls are not operational. Provide two scopes of work: 1)
Cost to replace fans; 2) Cost to replace controller. The intent is to only replace
the components that are failed.

1.12 ML-1A-Repair Bid – MV Disconnect Switch Repair/ Adjustment
Equipment: Medium Voltage Disconnect Switch
Scope of Work:The existing MV switch needs either or be replaced or adjusted/ repaired.
Provide price to rpair/ adjust the switch. Include any parts that are required, all
lubrication and testing.

1.13 ML-1B- Replace Bid – MV Disconnect Switch Replacement

Scope of Work:
If the existing MV switch is determined to be beyond repair or adjusting then
provide price to replace the entire switch. Include labor, permits, rigging,
installation, terminations, testing, and all other items to create a complete
working switch. Indicate manufacturer make and model numbers of proposed
unit.

Equipment: Medium Voltage Switchgear "CH-101"
Scope of Work:
The cable terminations of five of the six medium voltage switches at
the CH-101 switchgear have been changed from pot head terminations to stress
cones. The pot head mounting supports were removed to support the upgraded
terminations, however only two of the switches have the cable supports and
bracing installed.Provide installation of required cable bracing and supports for
the three remaining switches. Field verify which feeders are involved.

1.15 CHSE-5.8.3 Bid – ATS Controls Upgrade
Equipment: Medium Voltage Switchgear "CH-200"
Scope of Work:
The medium voltage automatic transfer switch serving the Cramer
Hall no longer functions in automatic. Four of the Six Elbow
Potential Devices (EPD) are defective and can no longer sense
healthy voltages. These voltage sensing relays are no longer
available from the original manufacturer or aftermarket suppliers.
In order to return this ATS to serviceable condition provide a retrofit kit
that includes all new sensors/ electronics/ relays.

1.16 CHNW-5.9.2 Bid – Oil-filled Transformer Testing
Equipment: Medium Voltage Oil-Filled Transformer
Scope of Work:
The three oil filled transformers, connected three phase, feeding Cramer Hall NW
appear to have contained PCB’s at one point and the label has been painted
over to obscure the warning. No other labels were found identifying that the unit
has been verified <50ppm PCB content. Perform and document testing on all
three transformers to detemine PCB levels and to determine condition of each
transformer. Provide new labels with required text.

Equipment: Medium Voltage Dry Type Transformer
Scope of Work:
The transformer in this substation is not properly anchored or supported. The
core supports are bent, loose and misaligned. The transformer is quite heavy
and will not likely move on its own however, during fault conditions or external
seismic events the core can be subjected to electro-mechanical and mechanical
forces which can unseat the core and windings leading to catastrophic failure.
Obtain Oregon structural engineered anchorage calculations and anchor
transformer per those calculations.

1.24 NH-5.11.2 Bid – MV Transformer Retest
Equipment: Medium Voltage Dry Type Transformer
Scope of Work:
The power factor of this transformer was found to be 7%, greater than the upper
limit of 5%. The polarization index (PI) and Dialectric Absorption Ratio (DAR)
were both less than 1.0. According to IEEE standard C57.12.91 a PI of less than
2.0 indicates ingress of moisture into the transformer insulation. Because this
transformer is installed in a very humid location it is expected that moisture is
contributing to the poor insulation test values. Additionally, the turns ratio test
was out of tolerance. Perform and document the PI and DAR testing on the
transformer.

Equipment: Medium Voltage Dry Type Transformer
Scope of Work:
The transformer at this location has a defective fan control module.
The temperature was incorrect and the reading lowered when heat
was applied to the thermocouple indicating that the thermocouple
installed is not the correct type of the control module. Provide cost to investigate
& repair controller/thermocouple pair and cost to replace unit.
