The purpose is to construct an inground pool and associated hardscaping to the rear of the existing single family detached dwelling at 43 Riverside Crescent in the City of Toronto (Etobicoke York). 394

EX10.3 CITY OF TORONTOTo construct, reconstruct, erect or place a building or structure and site grade on , (117 Torresdale Avenue to Don River W Branch - Assignment 28-04B), in the City of Toronto (North York Community Council Area), Don River Watershed as located on the property owned by City of Toronto. The purpose is to construct 160m of new 1650mm to 2250 mm diameter storm pipes to enhance the discharge capacity of the existing 1500mm diameter sewer, near Harryetta Gardens in North York, Toronto. The existing storm outlet will be upgraded to accommodate the addition of a second storm pipe. A Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO). 395

EX10.4 CITY OF TORONTOTo construct, reconstruct, erect or place a building or structure and site grade on , (Duncanwoods Drive and Finch Avenue West), in the City of Toronto (North York Community Council Area), Humber River Watershed as located on the property owned by City of Toronto. The purpose is to upgrade the existing storm sewers within the Duncanwoods Drive Greenbelt and along Finch Avenue West, in the City of Toronto. The proposed upgrades were first identified during the City of Toronto's 2009 Environmental Assessment study that was completed for Basement Flooding Area 28. There will be no in-water works associated with this project. 395

EX10.5 CITY OF TORONTOTo construct, reconstruct, erect or place a building or structure, site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere on Plan 6108, (Northwood Park at Grandravine Drive), in the City of Toronto (North York Community Council Area), Humber River Watershed as located on the property owned by City of Toronto. The purpose is to replace the existing 1500mm diameter storm sewer with anew 2100mm storm sewer within Northwood Park, near Grandravine Drive and Sentinel Road in North York. This constitutes the first phase of the assignment for this Basement Flooding Area and will include the construction of two surface stormwater spillways. One spillway will direct flows from Sentinel Road while the other spillway will direct flows from Grandravine Drive into the ravine area. There will be no in-water works associated with this project. 395

EX10.6 WRIGLEY CANADATo construct, reconstruct, erect or place a building or structure, site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere on Lot 2, Concession 3, (1123 Leslie Street), in the City of Toronto (Toronto and East York Community Council Area), Don River Watershed as located on the property owned by Wrigley Canada. The purpose is to re-construct a failed valley slope and underground storm pipe, install a new manhole at the top of slope and a new rip-rap apron at the toe of the slope. 396

EX10.7 REGIONAL MUNICIPALITY OF YORKTo construct, reconstruct, erect or place a building or structure and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere at 46 Uplands Avenue (Uplands Golf Course), in the City of Vaughan, Don River Watershed as located on the property owned by the City of Vaughan. The purpose is to permit the placement of an overland sewer bypass, install a new 900mm sewer along a new alignment to replace the damaged sewer, and rehabilitate the slumping creek bank in Uplands Golf Course. A letter of Advice will be written on behalf of Fisheries and Oceans Canada and the cold water timing window will be applied unless otherwise specified by the Ministry of Natural Resources in writing. 396

TOWN OF WHITCHURCH-STOUFFVILLE

EX10.8 SORBARA DEVELOPMENT GROUP/L&M G.P. INC.To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere, interfere with a wetland and alter a watercourse on Lot 32, Concession 9, (Hoover Park Drive & Reeves Way Boulevard), in the Town of Whitchurch-Stouffville, Duffins Creek Watershed as located on the property owned by Sorbara Development Group/L&M G.P. The purpose is to prepare lands for servicing a residential subdivision and install infrastructure including a stormwater management pond and outfall, stormwater infiltration facilities, recreational trail and associated restoration landscaping. 397

The purpose is to undertake works within a TRCA Regulated Area of the Humber River Watershed in order to facilitate the construction of an elementary public school including playing fields and a parking lot at the intersection of Fairlawn Boulevard and Vanwood Crescent, in the City of Brampton associated with a municipal site plan application. 398

EX10.11 TANASONS HOLDINGS LIMITEDTo construct, reconstruct, erect or place a building or structure and site grade on Lot 50, 51, Plan M-267, (7405-7425 Tranmere Drive), in the City of Mississauga, Etobicoke Creek Watershed as located on the property owned by Tanasons Holdings Limited. EX10.12 ENBRIDGE PIPELINE INC.To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere and alter a watercourse on East of Staines Road in the Rouge River, in the City of Toronto (Scarborough Community Council Area), Rouge River Watershed as located on the property owned by Enbridge Pipeline Inc.. The purpose is to remediate a pipeline exposure by constructing a live cribwall along the banks of the Rouge River, over the existing Enbridge pipeline. The project will also involve site regrading and stabilization to maintain hydraulic conditions of the river. TRCA staff will prepare a Letter of Advice on behalf of Fisheries and Oceans Canada (DFO). 399

CITY OF VAUGHAN

EX10.13 KLEINDOR DEVELOPMENTS INC.To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere and alter a watercourse on Part Lot 20, Concession 9, (South of Major Mackenzie Drive and West of Highway 27), in the City of Vaughan, Humber River Watershed as located on the property owned by Kleindor Developments Inc. The purpose is to allow development and the alteration of a watercourse within a Regulated Area of the Humber River Watershed to facilitate the construction of a stormwater management facility (SWM Pond K1) and associated outfall to service a draft approved plan of subdivision (19T-05V10) within Block 61 East in the City of Vaughan. The SWM pond will be located west of Highway 27 and south of Major Mackenzie Drive, while the proposed development the SWM pond will service is located north of Major Mackenzie Drive. 399

EX10.14 NASHVILLE MAJOR DEVELOPMENTS INC./NASHVILLE DEVELOPMENTS INC./NASHVILLE DEVELOPMENTS (SOUTH) INC.To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere and alter a watercourse on Part Lots 21-23, Concession 9, (North of Major Mackenzie Drive and East of Huntington Road), in the City of Vaughan, Humber River Watershed as located on the property owned by Nashville Major Developments Inc./Nashville Developments Inc./Nashville Developments (South) Inc. EX10.16 BELL CANADATo construct, reconstruct, erect or place a building or structure and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere on Mayfield Road, between Bramalea Road and Dixie Road, in the City of Brampton, Humber River Watershed, as located on the property owned by the City of Brampton. The purpose is to install communication cable conduits under two watercourse crossings by the method of High Pressure Directional Drilling (HPDD) on the north side of Mayfield Road, between Bramalea Road and Dixie Road, in the City of Brampton. The first watercourse crossing is located at approximately 230 m west of Bramalea Road (Cambells Cross Creek) on Mayfield Road, and, the second watercourse crossing is located at approximately 620 m east of Dixie Road (Tributary A) on Mayfield Road. The redside dace fisheries timing window will be applied to both the crossings, unless otherwise specified in writing by the Ministry of Natural Resources (MNR). Bell Canada will be using the Fisheries and Oceans Canada (DFO) Operational Statement for High Pressure Directional Drilling (HPDD). 401

The purpose is to vacuum dredge Ken Park Pond to reduce the amount of eutrophication and improve water quality. The warmwater fisheries timing window will apply unless otherwise specified by the Ministry of Natural Resources (MNR) and a Letter of Advice will be written by TRCA staff of behalf of Fisheries and Oceans Canada (DFO). 402

EX10.19 CITY OF BRAMPTONTo construct, reconstruct, erect or place a building or structure on Part Block 1, Plan A-21, (75 Vodden Street East), in the City of Brampton, Etobicoke Creek Watershed as located on the property owned by City of Brampton. The purpose is to undertake works within a TRCA Regulated Area of the Etobicoke Creek Watershed in order to facilitate an addition to an existing fire station at 75 Vodden Street, in the City of Brampton associated with a municipal building permit application. 402

CITY OF MARKHAM

EX10.20 CITY OF MARKHAMTo construct, reconstruct, erect or place a building or structure, site grade and alter a watercourse over Mount Joy Creek Crossing, approximately 280m south of Major Mackenzie Drive, Main Street (Highway 48), in the City of Markham, Rouge River watershed as located on property owned by the City of Markham. The purpose is to extend a culvert on the east side of Main Street (Highway 48), 280m south of Major Mackenzie Drive over Mount Joy Creek. The Ministry of Natural Resources (MNR) warmwater fisheries timing window applies to the work unless otherwise specified in writing by MNR. A Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO). 402

EX10.21 22 DENBY COURTTo construct, reconstruct, erect or place a building or structure on Part Lot 6, Plan 65M-2100, (22 Denby Court), in the City of Markham, Rouge River Watershed. The purpose is to undertake works within a TRCA Regulated Area of the Rouge River Watershed in order to facilitate the construction of a 23.7 square metre (255 sq. ft.) addition, deck, and covered porch at the rear of an existing residential dwelling associated with a municipal building permit. 403

The purpose is to undertake works within a TRCA Regulated Area of the Rouge River Watershed in order to facilitate the construction of a deck addition at the rear of an existing residential dwelling associated with a municipal building permit. 403

EX10.4 GO TRANSIT - A DIVISION OF METROLINXTo construct, reconstruct, erect or place a building or structure, site grade and alter a watercourse on Lot 23, 24, Concession C, (near Weston Road south of Highway 401), in the City of Toronto (Etobicoke York Community Council Area), Humber River Watershed as located on the property owned by Go Transit - A Division of Metrolinx and the Weston Golf and Country Club. The purpose is to construct Section 7 of the Metrolinx/Go Transit Georgetown South Service Expansion and Union-Pearson Rail Link (GSSE-UPRL) project including expansion of the existing single-track rail system over the Humber River Bridge in order to accommodate four rail tracks. During the TPA process for this project, it was established that the expansion of the three in-water piers over the Humber River will constitute a destruction of approximately 129m2 of fish habitat by Fisheries and Oceans Canada (DFO) and deemed as a Harmful, Alteration, Disruption and Destruction (HADD) under the Federal Fisheries Act. Thus, Metrolinx, with assistance from TRCA has obtained a Fisheries Authorization under Section 35 (2) of the Fisheries Act. The project area includes the existing rail tracks located between Islington Avenue and Weston Road, south of the Highway 401, in Toronto. 494

RECOMMENDATION

THAT Toronto and Region Conservation Authority (TRCA) enter into an agreement with Condrain Group to accept placement of clean surplus topsoil on TRCA-owned lands at Claireville Conservation Area to create an enhanced reforestation base, subject to archaeological and municipal approvals;

THAT the fee for accepting the topsoil will be $2.60/cubic metre (m³);

THAT, in addition to the tipping fee, Condrain Group will be responsible for all costs of sediment control, placing topsoil, fine grading and seeding the site with a basic cover crop;

THAT the funds received as compensation for receiving the surplus soil be set aside exclusively for project costs, for future reforestation and habitat enhancement of the property and associated TRCA purposes;

AND FURTHER THAT the appropriate TRCA officials be authorized and directed to execute all the necessary documentation required.

BACKGROUND Resolution #A25/12 granted approval for placement of clean topsoil on Toronto and Region Conservation Authority-owned tablelands within the Humber watershed for the purpose of restoring forest cover.

The site is located on the west side of Claireville Conservation Area, adjacent to Deerhurst Drive, south of Regional Roal 7 (Queen Street) in the City of Brampton. The site is approximately eight hectares of open tableland above the West Humber River. The site is dominated by non-native grasses, with some exotic, invasive shrubs and a few scattered tree saplings (<10%). The site is poorly drained clay soil (Peel Series).

A successful reforestation project in conjunction with topsoil placement along the western edge of Claireville Conservation Area, immediately adjacent to the industrial area along Deerhurst Drive, has a variety of potential benefits:

establishing a visual barrier and a buffer between the conservation area and heavy

industry to the west, reducing noise, dust and pollutants entering the park; establishing a significant forest patch which would augment an existing forest stand and

improve forest connectivity.

A topsoil placement project would represent an opportunity to address some of the reforestation challenges of this area. The site's heavy clay soils and poor drainage contribute to poor tree survival and growth. This could be amended through the addition of at least 1.5 to 2 m of good quality topsoil with a composition and texture that will remain well or moderately-well drained. Also, addition of this amount of fill would eliminate the existing grass and shrub competition. Vegetation would still need to be managed for successful reforestation. However, competition control would be simplified; exposed soil would provide an opportunity for successful establishment of a desirable cover crop; and competing vegetation would initially consist primarily of annuals and not be well-established, improving management options and the likelihood of their success. Improved soil conditions and decreased competition would increase seedling growth rates, important in successfully establishing tree cover and initiating the transition to a closed canopy forest.

Staff anticipates the site could accommodate between 100,000 and 150,000 cubic metres of topsoil. Final design configuration for fill placement will be subject to the findings of an on-going archaeological assessment and any recommendations to protect important cultural heritage assets. Staff anticipate that the topsoil will be strategically placed in two or three hectare sections over a period of two years. This will allow reforestation of the completed topsoil sections to commence as early as spring 2013.

A significant obstacle in undertaking the work was the limited construction access options available to TRCA. The site is bounded by valleylands to the east and south, forest cover to the north and privately held and occupied industrial lands to the west along Deerhurst Drive. Staff determined the only viable haul route was via private property on Deerhurst Drive. Staff contacted the owner of a vacant property adjacent to TRCA property, but the owner was not willing to enter into an access agreement with TRCA. Staff was, however, successful in negotiating an agreement with Condrain Group to access the western buffer via a vacant Metrus-owned property adjacent to Deerhurst Avenue. As part of the agreement, Condrain Group will supply and place the clean topsoil over a period of two years and will compensate TRCA at an agreed rate of $2.60 per cubic metre. The negotiated compensation is appropriate considering the financial cost associated with a long term lease of the Metrus lands would likely have exceeded the potential increase in tipping fees on the open market. In addition, the current agreement shifts all costs and liability associated with the access route to Condrain .

TRCA will oversee the construction of the landform and the financial compensation will allow for the implementation of a reforestation plan beneficial to Claireville Conservation Area and TRCA. TRCA staff will implement a soils quality control program to ensure and confirm that all soil placed on site meets Ministry of the Environment parkland criteria.

RATIONALETRCA has completed similar projects in other areas with considerable success. Examples of these successful projects include:

the berm on Kortright Centre for Conservation tablelands off Pine Valley Drive;

Boyd North Pit rehabilitation off Rutherford Road;

berming along Intermodal Drive and Highway 407 within Claireville Conservation Area;

berming and wetland complex development at Boyd North (along Islington Avenue north of

Rutherford Road); berms and restoration in Kleinburg at Regional Road 27 and Islington Avenue.

Staff sees this regeneration work as a benefit to all involved as the surplus fill , along with the financial compensation, will provide an opportunity to restore forest cover.

BACKGROUND Since 2010, TRCA's Watershed Management Division and the City of Toronto’s Parks Forestry and Recreation (PF&R) Division have partnered on the revitalization of Marie Curtis Park East and West on the waterfront, which is being carried out in tandem with the City of Mississauga’s and TRCA’s development of a new park on the former Arsenal Lands which is located immediately adjacent to Marie Curtis Park West.

The intent is that Marie Curtis Park West and the Arsenal Lands site be developed as a regional destination park, while Marie Curtis Park East will continue to serve as a local park. The lands comprising Marie Curtis Park are owned by TRCA and will continue to be managed and operated by PF&R in accordance with the existing 1972 Waterfront Agreement between the two agencies.

The revitalization efforts generally consists of creating new park uses such as a Dog Off Leash Area, upgraded facilities, restored and new pathway connections, decommissioning of old lighting and parking areas, and the creation of a new bioswale within an existing parking area to provide improved stormwater controls at the site.

The asphalt paving of the multipurpose trail will improve safety for pedestrian traffic and recreational activities.

Further assessment by TRCA staff of Mopal Construction Limited's experience and ability to undertake similar projects was conducted through reference checks which resulted in positive feedback that Mopal Construction Limited is capable of undertaking the scope of work.

RECOMMENDATION

THAT Contract RSD12-95 for the supply of all labour, materials and equipment necessary for the replacement of an existing flat roof system at 1352 Lakeshore Road East, City of Mississauga, which was awarded to Applewood Roofing and Sheet Metal Limited, be extended to include a tender option item to incorporate an insulation and vapour barrier at a cost of $42,100.00 for a revised total of $149,240.00, plus the original contingency sum of $21,450.00, to be expended as authorized by Toronto and Region Conservation Authority (TRCA) staff, plus HST.

BACKGROUNDThe Canadian Arsenal Lands property is located at 1352 Lakeshore Road East. The property has been retained as a local landmark and a reminder of the significance of this site and its contribution to both World War I and World War II. In World War I, Canada's first aerodrome and flying school was established on the Arsenal Lands by the Curtis Aeroplane Company. Between 1917 and 1919, the area was used as a training centre for the Cadet Wing of the Royal Flying Corps. In World War II, Small Arms Limited occupied the Arsenal Lands and operated the Canadian Small Arms School, a rifle range and an ammunition plant. More recently, Hydro One and the Police Cadet Training School occupied this administrative building for numerous years, and the semi-underground rifle range is still used by private gun clubs. Now primarily a park and open space, the Arsenal Lands is associated with both the natural environment and with significant historical developments on these lands. The warehouse/administrative building and water tower are the last visible remnants of the former a munitions plant that occupied this site.

The roof of the building has deteriorated beyond its life expectancy and has been leaking for several years. The water damage has continually added to the further deterioration of the building interior. TRCA staff promptly initiated the tender process to hire a roofing contractor to carry-out the replacement of the roof. At Executive Meeting #3/12, held on August 10, 2012, Resolution #B101/12 was approved as follows:

THAT Contract RSD12-95 for the supply of all labour, materials and equipment necessary for the replacement of an existing flat roof system, be awarded to Applewood Roofing & Sheet Metal Limited for a total cost not to exceed $107,140.00, plus a contingency amount of $21,450.00 to be expended as authorized by Toronto and Region Conservation Authority (TRCA) staff, plus HST, it being the lowest bid meeting TRCA cost estimates and specifications;

AND FURTHER THAT authorized officials be directed to take the necessary action to implement the contract including the signing and execution of documents.

The contractor's work will include the demolition and removal of the existing roof and replacement with similar building materials and colours to match the original building aesthetics .

RATIONALEThe tender documents had included an optional item to provide an insulation component to the roof replacement of the building at a cost of $42,000.00. The reasoning behind the separate price was based on a combination of available funding and the option to perform the insulation component from the interior of the building at a later date. This option was not included in the original scope of work awarded to Applewood Roofing and Sheet Metal Limited. Given that this is a heritage building, and after a closer investigation of the design of the interior ceiling, it was determined that performing the work from the interior of the building would result in a much greater cost to remove the entire original ceiling and to properly reinstate it. Therefore, the option for the insulation tender item being included in the current scope of work makes sense from both an economical and heritage perspective.

The additional tender item included in the Contract for Applewood Roofing and Sheet Metal Limited was evaluated against the other bid submissions and was still the lowest bidder. The following is the comparable results of the three lowest bidders meeting TRCA specifications with the inclusion of the optional item.

RECOMMENDATION

THAT the contract for the Kortright Parking Lot Retrofit project be awarded to Hank Deenen Landscape Ltd., at a total cost not to exceed $118,000.00, plus HST, it being the lowest bid meeting Toronto and Region Conservation Authority (TRCA) specifications;

THAT TRCA staff be authorized to approve additional expenditures to a maximum of ten percent (10%) of the total cost of the contract plus HST as a contingency allowance, if deemed necessary;

AND FURTHER THAT authorized staff be directed to take the action necessary to implement the contract including obtaining any approvals and the signing and execution of documents.

BACKGROUNDPermeable pavements are emerging as one of the most promising stormwater best management practices for meeting municipal water balance objectives on parking areas and low traffic roads. The pavements can be applied in a variety of contexts, are supported by extensive research, and are reasonably cost effective relative to other stormwater infiltration practices. While permeable paver products constructed from concrete have been widely available in Ontario for quite some time, such products constructed from recycled tires have just recently been introduced to the market. Using recycled rubber in paving products represents an innovative means of diverting tire waste from landfills and avoiding greenhouse gas and other emissions from incineration. Marketers of such products also claim they are superior in terms of load bearing capacity per unit thickness, ease of installation and winter maintenance requirements.

In order to demonstrate and evaluate this technology, a 1,260 square metre section of the Kortright Centre parking lot is being reconstructed as a component of a larger TRCA demonstration project, funded in part through a grant from the Ontario Ministry of the Environment Showcasing Water Innovation Program, 2012-14. The Kortright Centre Green Parking Retrofit demonstration will include two types of interlocking recycled rubber paver products, the permeable VAST

®

product and the impermeable Eco-flex®®

product which will drain to two bioretention cells of differing design. The pavements and bioretention cells will be monitored continuously over a one year period by TRCA's Sustainable Technologies Evaluation Program to evaluate run-off volume reduction and quality benefits compared to an asphalt section of the parking lot. The purchase of materials and monitoring equipment for the demonstration is currently underway, with construction and subsequent installation scheduled for September 2012.

The supply and donation of the materials needed for this project were previously approved by TRCA's Chief Administrative Officer in June 2012 in accordance with TRCA's Purchasing Policy. This new approval is for the award of the contract to do the site work and installation of the materials in order to complete this demonstration project. TRCA staff had estimated a reasonable value of this contract to be in the range of $100,000-125,000, before taxes and surcharges.

RATIONALERequest for Tenders (RSD12-136) were sent to the following five contractors/suppliers, who were selected based on their area of business expertise and past experience on TRCA projects:

Three potential bidders attended the optional site inspection meeting held on August 23, 2012. During that meeting, they were shown the site, had the project design concept explained, and were given a list of the materials secured by TRCA that did not need to be included in the unit costing for the project.

Four sealed tenders were received on or before bid the closing deadline of noon on September 6, 2012. Qualified bids were opened at Tender Opening Committee Meeting #6/12, held on September 7, 2012, in accordance with TRCA's Purchasing Policy. The bid results are as follows:

After careful review of the submitted quotations, and after confirming the scope of work with the low bidder, staff recommends that the contract RSD12-136 - Kortright Parking Lot Retrofit project be awarded to Hank Deenen Landscape, it being the lowest bidder meeting TRCA specifications and requirements.

FINANCIAL DETAILSFunding of $100,000 for this project will come from development compensation from a development project in the City of Vaughan, and the remainder is from the Ontario Ministry of the Environment's "Showcasing Water Innovation Grant". Costs will be charged to TRCA's project account 416-77 Kortright Centre Low Impact Development Stormwater Management Demonstration Project.

THAT Toronto and Region Conservation Authority (TRCA) staff be directed to commence a Municipal Class Environmental Assessment (EA) for the preferred erosion control protection works of Duffy’s Lane, south of Patterson Sideroad, Region of Peel, and facilitate construction of the preferred alternative;

THAT as part of the EA process staff is directed to undertake public consultation, as well as assess environmental impacts including public safety, road improvements, stream naturalization and fish habitat;

THAT authorized officials and staff be directed to take all necessary actions to implement the foregoing, including the signing of agreements or other legal documents deemed necessary in order to retain the required engineering consulting services, subject to approval of Town of Caledon;

THAT TRCA involvement be subject to funding being available from the Town;

AND FURTHER THAT the Town of Caledon be so advised.

BACKGROUNDThe area of concern is a section of Duffy’s Lane located south of Patterson Sideroad (Attachment 1). The study area extends approximately 72m along the main Humber River parallel to Duffy’s Lane and includes two issues of concern: an eroded river embankment and the stability of the adjacent roadway. A portion of the site is within the Albion Hills Conservation Area property and a portion is on Town of Caledon right-of-way.

Currently this section of road occupies a very narrow shoulder that is less them 1m in width, which has resulted due to the unstable adjacent river embankment that has an approximate height of 2.5 metres from the river bed. Within the past year TRCA staff has monitored this site and has indicated that the portion of the embankment supporting the roadway is eroding. This presents a significant concern for TRCA and the Town of Caledon as it pertains to a emergency access route to Albion Hills Conservation Area. From a watercourse health perspective, this poses a significant concern in terms of erosion, downstream sedimentation and fish habitat quality, as well as public infrastructure and safety.

The Town of Caledon and TRCA have agreed to partner on implementing a project to improve the conditions of the watercourse and roadway by reducing this section to a width that will support a single lane, and through bank stabilization and stream restoration improving overall road stability.

RATIONALEThe planning and design phase of this project will be carried out in partnership with the Town of Caledon under a Municipal Class EA. The Class EA approach is considered a suitable means for the planning and design development regarding the improvement of the this section of road and streambank as it provides a streamlined process that ensures compliance with Environmental Assessment Act (EAA) requirements.

This process may require the development of a Community Liaison Committee (CLC) which includes members of the general public such as affected landowners, public interest groups, and any other parties interested in the planning and design phases of the project. Interested individuals are provided with opportunities to offer recommendations on the development of the remedial solutions, and objections to design proposals where appropriate. Meetings with other regulatory agencies will also be held as deemed appropriate.

DETAILS OF WORK TO BE DONEThe planning and design phases of this project will be carried out under the Municipal Class Environmental Assessment (2011) prepared by the Municipal Engineers Association in Ontario. The Class EA document places projects into four possible schedules, depending on their characteristic (i.e., Schedule A, A+, B, or C projects). The schedule in which a project falls determines the planning and design procedures that must be followed.

In addition to the Class EA process, the project will require an environmental screening and approval process under both the Fisheries Act and Navigable Waters Protection Act.

TRCA will require the support of a consultant team in order to fulfill the requirements of the EA planning and design process. The consultant team will possess the required geotechnical and fluvial geomorphological expertise to assist with the analysis of the preferred alternatives and the development of the construction drawings.

FINANCIAL DETAILSA budget of $40,000 has been allocated to undertake this Class EA. Funding is available from the Region of Peel Climate Change Mitigation Capital Budget under account code 129-39. The Town of Caledon will contribute in-kind support by way of consultation in 2012. Funding toward the implementation of the remedial works in the subsequent year will depend on the portion of works that falls on Town of Caledon right-of-way.

BACKGROUNDThe area of concern is a section of Humber Station Road located south of Castlederg Sideroad and north of King Street (Attachment 1). The study area extends approximately 70m along the main Humber River parallel to Humber Station Road. The erosion occurring on the embankment is subsequently threatening the stability of the roadway. Town staff had flagged this area as a high priority due to public safety concerns and approached TRCA staff for viable solutions.

Currently this two lane road is buffered with a narrow shoulder that is less than 1 metre in width due to the erosion. The top of the embankment is approximately 2 metres high from the bed of the river. During the past several months, TRCA staff has been monitoring this site and has indicated that the embankment supporting the roadway has eroded by 0.75 metres within a seven month period. From a watercourse health perspective, this poses a significant concern in terms of erosion, downstream sedimentation, and fish habitat quality as well as public infrastructure and safety.
