Executive Summary

1. Murphy Environmental Hollywood Ltd. (MEHL) holds an EPA Waste Licence (W0129-02) for the operation of an inert landfill at Hollywood Great, Nag’s Head, Naul, Co. Dublin.

2. Sampling of surface water (bi-annual and annual monitoring) was carried out by

Patel Tonra Ltd. at Hollywood inert landfill on the 27th April 2016 (Quarter 2, 2016) as required under Waste Licence W0129-02.

3. Results were compared against relevant legislative or guideline limit values, and

trigger levels specific to the site, where relevant. 4. EPA licence W0129-02 (Schedule B) specifies an Emission Limit Value (ELV) for

suspended solids emissions to surface water of 35mg/l. The ELV for suspended solids was exceeded in SW-2.

5. The level of suspended solids at SW-2 is concluded to be unrelated to the

operation of the MEHL facility. It is anticipated that elevated levels of suspended solids are associated with silt/run-off from stream bed/banks, and/or adjacent agricultural activities.

6. Suspended solids levels will be reported to the Agency as an incident, in line with

standard reporting requirements. 7. Repeat monitoring will be completed, in line with the surface water monitoring

schedule under EPA licence W0129-02.

1.0 Introduction

1.1 Background 1.1.1 Murphy Environmental Hollywood Ltd. (MEHL) operates a landfill for inert waste at

its site at Hollywood Great, Nag’s Head, Naul, Co. Dublin. The site is a former shale and limestone quarry. Restoring the site will serve to return it in line with pre-quarrying conditions and integrate it into the surrounding landscape.

1.1.2 The landfill facility is licensed by the Environmental Protection Agency (EPA) and

operates under Waste Licence W0129-02. The licensee (Murphy Environmental Hollywood Ltd) manages and operates the facility to ensure that the activities do not cause environmental pollution.

1.1.3 MEHL is required to carry out monitoring of groundwater, surface water and

leachate in accordance with Schedule D of Waste Licence W0129-02 (or as may be amended by the EPA). This report details the surface water sampling methodology, laboratory results and a discussion of results for Quarter 2, 2016.

1.1.4 Sampling of surface water (bi-annual and annual monitoring) was carried out by

Patel Tonra Ltd. at Hollywood Landfill on the 27th April 2016 (Quarter 2, 2016) as required under Waste Licence W0129-02.

* SWD2 to SWD7 were previously surface water discharge points from surface water pumping associated with quarrying operations. The water pumping activities have been suspended; therefore any water/flow now observed at these locations is sourced from surface water run-off from non-landfill areas. The norm is that these locations are dry; however this is verified during each surface water sampling event.

1.3 Sampling and Analysis Sampling Personnel

1.3.1 Sampling was carried out by Niall Durham (BSc(Hons), MSc) and Luke Martin (BA(Hons), MSc) of Patel Tonra Ltd on the 27th April 2016 under the instruction of MEHL.

Sampling Methodology

1.3.2 Surface water was sampled via a ‘grab’ sample. 1.3.3 Conductivity, pH and temperature were measured in situ. Calibration records

relating to meters are included as Appendix 1. Records of odour and visual inspection of samples were also maintained. The sampling sheet for data collected in the field is included as Appendix 2.

1.3.4 Appropriate bottles/containers were used (included preservatives, as appropriate),

in accordance with laboratory requirements. All samples were appropriately stored according to standard sampling techniques before being transported to the laboratory. Chain of Custody documentation is included as Appendix 3.

Laboratory Details

1.3.5 Analysis of water samples was conducted by Jones Environmental Laboratory. Jones Environmental Laboratory is UKAS and MCERTS accredited. Certified laboratory results are included as Appendix 4.

Interpretation of Results

1.3.6 Interpretative reports have been prepared and reviewed in accordance with Patel Tonra Ltd. quality control procedures.

1.3.7 Surface water results were examined with reference to:

European Communities Environmental Objectives (Surface Water) Regulations 2009, SI 272 of 2009 – referred to as the ‘Surface Water Regulations 2009’

European Communities (Quality of Salmonid Waters) Regulations, SI 293 of 1988 – referred to as the ‘Salmonid Water Regulations’

1.3.8 EPA Parameters of Water Quality – Interpretation and Standards (2001) was referenced throughout the interpretation (however it was noted that additional/amended legislation may now be in force). Where results exceeded limits prescribed in legislation or trigger levels, this is highlighted in the report and possible causes described.

2.0 Results

2.1 Surface Water 2.1.1 The results of the surface water analysis for Quarter 2, 2016 are outlined in

following tables. Surface water results were examined with reference to:

European Communities Environmental Objectives (Surface Water) Regulations 2009, SI 272 of 2009 – referred to as the ‘Surface Water Regulations 2009’

European Communities (Quality of Salmonid Waters) Regulations, SI 293 of 1988 – referred to as the ‘Salmonid Water Regulations’

2.1.2 SWD-2, SWD-3, SWD-4, SWD-5 and SWD-7 were dry at the time of sampling. SWD-6 was very overgrown with pondweed and it was not possible to obtain sufficient sampling volume.

3.0 Discussion

3.1 Limit Values 3.1.1 Surface water results were examined with reference to:

European Communities Environmental Objectives (Surface Water) Regulations 2009, SI 272 of 2009 – referred to as the ‘Surface Water Regulations 2009’

European Communities (Quality of Salmonid Waters) Regulations, SI 293 of 1988 – referred to as the ‘Salmonid Water Regulations’

3.1.2 EPA licence W0129-02 (Schedule B) specifies an Emission Limit Value (ELV) for suspended solids emissions to surface water of 35mg/l. The ELV for suspended solids was exceeded in SW-2.

3.2 Incidents Suspended Solids

3.2.1 Suspended Solids Emission Limit Value (ELV) specified under EPA licence W0129-02 was breached in SW-2 (41 mg/l). This exceeds the historic average of 25mg/l at this location.

3.2.2 SW-2 is located ca. 1.1km downstream of the MEHL facility, and is directly adjacent to agricultural land (horses) and an adjacent commercial/industrial unit. It is very unlikely that the MEHL facility would have an impact at this monitoring location, on the basis of the distances involved. Furthermore, the only emission to the stream from the MEHL facility on the day of sampling was SWD-1. The level of suspended solids in SWD-1 was <10mg/l.

3.2.3 The level of suspended solids at SW-2 is therefore concluded to be unrelated to

the operation of the MEHL facility. It is anticipated that elevated levels of suspended solids are associated with silt/run-off from stream bed/banks, and/or adjacent agricultural activities.

3.2.4 Suspended solids levels will be reported to the Agency as an incident, in line with

standard reporting requirements. 3.2.5 Repeat monitoring will be completed, in line with the surface water monitoring

schedule under EPA licence W0129-02.

All analysis is reported on a dry weight basis unless stated otherwise. Results are not surrogate corrected. Samples are dried at 35°C ±5°C unless

otherwise stated. Moisture content for CEN Leachate tests are dried at 105°C ±5°C.

Where Mineral Oil or Fats, Oils and Grease is quoted, this refers to Total Aliphatics C10-C40.

Please note we are not a UK Drinking Water Inspectorate (DWI) Approved Laboratory .

Samples must be received in a condition appropriate to the requested analyses. All samples should be submitted to the laboratory in suitable

containers with sufficient ice packs to sustain an appropriate temperature for the requested analysis. If this is not the case you will be informed and

any test results that may be compromised highlighted on your deviating samples report.

WATERS

Data is only reported if the laboratory is confident that the data is a true reflection of the samples analysed. Data is only reported as accredited when

all the requirements of our Quality System have been met. In certain circumstances where all the requirements of the Quality System have not been

met, for instance if the associated AQC has failed, the reason is fully investigated and documented. The sample data is then evaluated alongside

the other quality control checks performed during analysis to determine its suitability. Following this evaluation, provided the sample results have not

been effected, the data is reported but accreditation is removed. It is a UKAS requirement for data not reported as accredited to be considered

indicative only, but this does not mean the data is not valid.

Where possible, and if requested, samples will be re-extracted and a revised report issued with accredited results. Please do not hesitate to contact

the laboratory if further details are required of the circumstances which have led to the removal of accreditation.

Where an MCERTS report has been requested, you will be notified within 48 hours of any samples that have been identified as being outside our

MCERTS scope. As validation has been performed on clay, sand and loam, only samples that are predominantly these matrices, or combinations

of them will be within our MCERTS scope. If samples are not one of a combination of the above matrices they will not be marked as MCERTS

accredited.

Negative Neutralization Potential (NP) values are obtained when the volume of NaOH (0.1N) titrated (pH 8.3) is greater than the volume of HCl (1N)

to reduce the pH of the sample to 2.0 - 2.5. Any negative NP values are corrected to 0.

Where a CEN 10:1 ZERO Headspace VOC test has been carried out, a 10:1 ratio of water to wet (as received) soil has been used.

All samples will be discarded one month after the date of reporting, unless we are instructed to the contrary.

It is assumed that you have taken representative samples on site and require analysis on a representative subsample. Stones will generally be

included unless we are requested to remove them.

ISO17025 (UKAS) accreditation applies to surface water and groundwater and one other matrix which is analysis specific, any other liquids are

outside our scope of accreditation.

As surface waters require different sample preparation to groundwaters the laboratory must be informed of the water type when submitting samples.

Where appropriate please make sure that our detection limits are suitable for your needs, if they are not, please notify us immediately.

Surrogate compounds are added during the preparation process to monitor recovery of analytes. However low recovery in soils is often due to peat,

clay or other organic rich matrices. For waters this can be due to oxidants, surfactants, organic rich sediments or remediation fluids. Acceptable

limits for most organic methods are 70 - 130% and for VOCs are 50 - 150%. When surrogate recoveries are outside the performance criteria but

the associated AQC passes this is assumed to be due to matrix effect. Results are not surrogate corrected.

A dilution suffix indicates a dilution has been performed and the reported result takes this into account. No further calculation is required.
