    City staff received awards from Northeast Florida Regional Council (NEFRC)

    Last week the City of Palm Coast was recognized by the Northeast Florida Regional Council (NEFRC)

    for two awards.

    The City of Palm Coast Fire Department was awarded the

    Regional Award for Excellence in Public Safety for their effort to

    educate residents on the importance of keeping their smoke

    detectors in good operating order. First, the Palm Coast Fire

    Department was invited a neighborhood event, to 300 homes, and

    changed 2100 smoke detector batteries. Second, staff in-house,

    created Public Service Announcement video, that was funny but

    with a serious message on the importance of changing the

    batteries in your smoke detector.

  • The City of Palm Coast Utility Department was awarded the

    Regional Award for Excellence in Environmental Stewardship for

    the Zero Liquid Discharge (ZLD) project. The ZLD process will

    allow the City to recover and treat nearly 100 percent of the

    concentrate produced by the water treatment plant, a way to

    improve water quality, conserve water, and reduce impacts on the

    water supply. According to Florida Department of Environmental

    Protection (DEP) staff, they are not aware of any other project

    like the ZLD project in the State of Florida.

    ACRA/USA Rugby Women’s Collegiate Championship

    Eight college teams from the northeast and midwest descended on Palm Coast for play in the

    ACRA/USA Rugby Women’s Championship. Hundreds of Palm Coast residents enjoyed coming to

    the Indian Trails Sports Complex to watch the rough play of this competitive, college sport.

    Champions were crowned in both Division I and Division II (Penn State University and Notre Dame

    College, respectively) at the finals on Sunday, December 7.

    CAPITAL IMPROVEMENT PROJECTS

    The following is an update since last week for capital projects in the City from December 4, 2014 through December

    10, 2014.

    Road and Median Projects

    Palm Coast Parkway Six-Laning Construction 47%

    Installation of railing along edge of sidewalk has

    begun. Pedestrian traffic will shift from north side of

    roadway to the south side of the roadway later this

    month so that work along north side of project may

    proceed.

    Royal Palms Parkway

    Improvements Construction 5% Grading work has begun.

    North Old Kings Road Widening Design 25% Meeting held with design team to discuss 30% design

    submission.

    City Facility Projects

    Holland Park Construction 0%

    A presentation was made at the City Council

    workshop on 12-9-14 regarding the Phase 1

    improvements and the timing of future improvements.

    City Hall Construction 2%

    Grading for building pad has begun. Presentation

    made at the City Council workshop on 12-9-14

    regarding advancing the Central Park Community

    Wing addition.

    Community Center

    Improvements Design 15%

    A presentation was made at the City Council

    workshop on 12-9-14 regarding the timing of

    improvements, phasing of project and preferred

    building addition and expansion layout.

    PLANNING

    Staff attended a workshop for the proposed update of the River to Sea Transportation Impact Analysis (TIA)

    methodology. The methodology provides a uniform method for all TPO members in conducting a transportation impact

    analysis. Additionally, the update is necessitated by the inclusion of new Flagler County members to the TPO.

    Staff also attended the last meeting of the University of Florida / Guana Tolomato Matanzas National Estuarine Research

    Reserve grant project that focuses on Planning for Sea Level Rise within the Matanzas River Basin. The project

    commenced 3 years ago with the objective of developing technical tools through sound scientific and research methods.

    The Matanzas Basin planning process had four components: 1) technical analyses and background research, 2)

    visualization and communication of research findings, 3) collaborative workshops with stakeholders, and 4) local social

    science and coordination to support planning following the project’s conclusion. Staff has participated within the steering

    committee over the course of the project; the steering committee serves as a sounding board from numerous stakeholder

    perspectives including, but not limited to non-government organizations, local government staff, Northeast Regional

    Planning Council, developers, researchers, and other local interest. Staff anticipates the delivery of GIS modeling data

    and final report to review and determine the utility of the information for the City of Palm Coast.

    Operations Division staff working on getting a very large customer onto our fiber network. If obtained they will be FiberNET’s largest bandwidth customer.

    Operations Division staff completed fiber connection to the construction trailer at the New City Hall site. This will put the trailer on our high-speed network throughout the year-long construction process.

    ENTERPRISE

    Applications Division staff posted 4 upcoming training classes for the BAC.

    Applications Division updated the website with more information about the upcoming Feather Fest in February.

    Applications Division moved one of our most active databases off of an old server onto our new SQL Cluster.

    Applications Division added information about Longs Creek Preserve to the website.

    Applications Division updated the website with information about the upcoming Waterfront Run.

    Applications Division added the ability for Code to search for Rental Registration from our old system.

    Operations Division received 94 Track IT’s this past week.

    Operations Division staff continued rollout of new VM clients by putting 7 more out this week. (WYSE boxes)

    Operations Division staff upgraded all WYSE units with the latest firmware. WYSE units are used by more than 80% of our city workforce.

    Operations Division staff supported the Participant Effect Presentations.

    Operations Division staff supported the live streaming of the Rugby National Championships played at Indian Trails Sports Complex.

  • LO-1 Water Control Structure Rehabilitation- Contract amount is $387,971.00 with SE Cline

    Construction, contractor, project began on 11-19-14. Installing sheet piles.

    National Pollution Discharge Elimination System (NPDES) Permit – Annual Reporting Staff has coordinated the Letter Of Intent (LOI) released by Purchasing on 11-17-14 for a Continuing Services Contract. Four consultants have submitted their LOI's on 12-1-14, to assist staff with the beginning of the Annual Reporting process mandated by the DEP.

  • Colechester @ College Waterway Bridge #63 Rehababilitation 2015 Project - Contractor is Sieg & Ambachtsheer, Inc. in the amount of $1,078,700.00. Council approved contract on 10-21-14 for construction. All permits have been approved and received. Staff received a letter indicating a Notice to Proceed date would be late February early March 2015 to begin construction.

    Section 37 Tributary 2 Stormwater Modeling Construction - Work continues by the Public Works crews. This project will increase the storage volume of this drainage ditch running through the “L” section.

Bid opening was 11-20-14, received two bids, both bids were over budget, therefore the project will be re-bid. New contractor qualifications date set for 12-12-14. Re-design plans are 60% complete.

    In the past week, the department responded to 173 calls. There was one structure fire with minimal damages noted, 1 brush fire and 1 vehicle fires. A total of 124 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 98 out of a possible 800 and the fire danger is low.

    EVENT HIGHLIGHTS:

    ACRA/USA Rugby Women’s Championship – The chants of “We Are…Penn State” could be heard throughout the Indian Trails Sports Complex as the women of Penn State

    University’s Rugby Team claimed victory at the Division I National Collegiate Championship

    this past weekend.

    Eight college teams from the northeast and Midwest descended on Palm Coast for play in the

    ACRA/USA Rugby Women’s Championship. Champions were crowned in both Division I and

    Division II (Penn State University and Notre Dame College, respectively) at the finals on

    Sunday, December 7.

    Jen Gray, Director of Operations with USA Rugby wrote, “I wanted to say Thank You again to

    you and the city of Palm Coast for your hospitality. I have heard nothing but positive feedback

    from the participating teams and people who attended the event.”

    Jeff Ward, with the American Collegiate Rugby Association (ACRA) wrote, “The feedback I’ve

    gotten from the teams has also been fantastic. Beyond the great fields, the hospitality and

    support shown by you and staff was just fantastic. Thank you very, very much.”

  • UPCOMING EVENTS:

    Holiday Starlight Event and Parade – Saturday, December 13 at Central Park in Town Center, 975 Central Avenue, Palm Coast. This annual event will feature Pictures with Santa, Crafts,

    Refreshments and entertainment provided by local and regional performers including the Grinch. The

    days’ activities lead up to the Starlight Parade, which begins at 6pm.

    UPCOMING ACTIVITIES:

    “Jack Frost-ivities”- Holiday Break Camp Get the kids out of the house and jump into themed days at the Palm Coast Community Center.

    Each day will offer new games and activities. Grades K-6. Camp days held from 8am-5:30pm.

    December 22-Sports of all Sorts- Wear your favorite sports team jersey and get wild with our team building obstacle course.

    December 23-Inventor’s Workshop- Let your imagination go wild with Legos and building blocks. Kids will create their own invention.

    December 29-Culinary Creators- Life is just like a big pizza pie. Kids will be creating their own favorite slice!

    December 30-Time Travelers-Travel back in time to see what New Year’s was like when your parents were kids!

    December 31-Mad Scientists- Slime, Goo, and Gunk are just a few things we will be creating during this themed day.

    ♦ Adults & Seniors

    Game Day Social This relaxed social atmosphere allows our participants to meet new friends while enjoying the

    friendly competition of dominos, cards, or the game of their choice. Participants are encouraged

    to bring their own games to share with others. Held every Thursday from 1-4pm at the Palm

    Coast Community Center.

    Wood Carvers The art of woodcarving has a history that spans centuries. At its core, woodcarving transforms a

    piece of wood into a masterfully crafted work of art. Join this group of gifted carvers as they

    share their skill and know how in this informal teaching atmosphere. The woodcarving group is

    a mixed group of men and women at all levels and abilities. Visitors are welcome. Held every

    Tuesday from 1-4pm at the Palm Coast Community Center.

    The average water demand for the week was 6.238 million gallons per day; the average wastewater flow was 6.494 million gallons per day.

    Installed 6 new domestic meters, 1 reuse meter, 1 new pep tank and replaced 1 existing pep tank.

    This week 280 utility customers were shut off for non-payment.

    Seminole Woods MUP Phase II: 2,000 linear feet of concrete has been poured and finished, and 1200 linear feet has been completed with final grade and sod in the ditch. Approximately 700 linear feet is formed and

    ready for concrete.

    Section 37 Modeling Project - Crews removed 30 trees from the ditch and graded 300 linear feet in preparation of seeding the bank.

    Water Treatment Plant #3 Concentrate – Construction of roof system for the Ozone building has started. The Concentrate Bypass concrete pipe supports and injector pump supports have been completed. The

    Ozone generator, chiller and oxygen generator have been set in place. Assembly of filters and associated

    piping has started.

    Plant operators at water treatment plant #1 replenished the anthracite in filter #6, backwashed and chlorinated it in preparation of Bac-T sampling

    Inflow/Infiltration crew inspected via CCTV 1,950’ and cleaned 1,875’ of gravity sewer

    Sign shop fabricated 30 custom signs for the new Long Creek Blueway canoe/kayak trail.

    Mowing in “S”, “K”, “Z”, and “LL” Sections. Mowing Belle Terre Parkway and Palm Coast Parkway.

    City of Palm Coast announces new Birds of a Feather Fest, to debut in February

    Palm Coast – A new festival will soon take flight in Palm Coast! The inaugural Birds of a Feather Fest will span three days, Feb. 6-8, 2015, offering a weekend of birding, workshops, presentations, kayak trips and family activities. The headlining speaker will be Greg Miller of The Big Year motion picture and book.

    This new City of Palm Coast event is geared toward serious birders, as well as beginners and families. A good number of the birding trips offered will be on paved trails in and around Palm Coast, making birding accessible to children and people with disabilities.

    The Birds of a Feather Fest is the brainchild of Palm Coast residents and birding enthusiasts Jason and Mary Giraulo. Jason Giraulo is the City’s Digital Communications Coordinator and Director of the new festival.

    With more than 125 miles of trails, miles of coastline, varied habitats and more than 200 identified bird species, Palm Coast and greater Flagler County are a birder's paradise. The City’s longtime commitment to protecting and preserving the natural environment makes the new festival a perfect fit. Several community partners are assisting in the planning, including Flagler County and the Hilton Garden Inn.

    “We want to attract serious birders to explore our unique birding opportunities and also introduce people of all ages to the joy of birding as a fun, recreational, outdoor activity,” said Jason Giraulo. “Few places offer as many wonderful opportunities to enjoy nature while being so connected, accessible and clean.”

    A complete schedule for the Birds of a Feather Fest is at www.birdingfest.com, and registration is now open. Participants can choose as much or as little as they’d like over the three days, and some activities are free. 32 birding trips and classes will be offered, to such outstanding birding spots as Merritt Island National Wildlife Refuge and Princess Place Preserve. The festival also offers plenty of activities for non-birders, too. There are kayak trips and craft projects for the little ones.

    Sponsorships opportunities are available, and a limited number of indoor vendor spaces are also available. The Vendor Expo will be at the Palm Coast Community Center and will be open to the public throughout the weekend.     City of Palm Coast announces holiday schedule, including for trash pickup City of Palm Coast offices will be closed Wednesday, Thursday and Friday, Dec. 24-26, and Thursday and Friday, Jan. 1-2, for the holidays. There will be no trash pick-up on Thursday, Dec. 25, or Thursday, Jan. 1. For routes normally picked up on Thursdays, Waste Pro will collect trash on Friday, Dec. 26, instead of on Dec. 25. Routes normally collected on Fridays will move to Saturday, Dec. 27. The same schedule will take place for the New Year's holiday, so routes normally picked up on Thursdays will be collected Friday, Jan. 2, and routes normally collected on Fridays will move to Saturday, Jan. 3. Garbage and recycling collection for the community will follow the regular schedule on the other days of the holiday weeks.     Lane closures planned for Palm Coast Parkway beginning December 10

    Palm Coast, Fla. – Beginning Wednesday, December 10, and running through Friday, December 12, motorists and other travelers should expect lane closures eastbound and westbound along Palm Coast Parkway at I-95. The eastbound lane closure will begin at the southbound I-95 on ramp and extend over the bridge to the I-95 off ramp. The westbound lane closure will begin at the northbound I-95 on ramp and extend over the bridge to the I-95 off ramp. The lane closures will occur between 9 p.m. and 7 a.m. each night and are required in order for the contractor to relocate the barrier wall and prepare the westbound lanes for phase two of the widening project. Up-to-date lane closure information will be posted to the Palm Coast Parkway Widening Project website at www.PalmCoastPkwy.com. A project hotline number has been established to assist the public with questions and concerns: 1-800-515-9194. The City of Palm Coast strives for safe construction zones.     Help Palm Coast Fire Department keep the wreaths green by preventing fires Palm Coast – The holiday season is under way, and the Palm Coast Fire Department is asking everyone to help keep the wreaths green at the City’s fire stations by preventing fires. Project Green Wreath is a fire prevention program that runs through the month of December. Large wreaths have been hung at all five stations, with green light bulbs in each. Firefighters will replace one green light with a red light for each structure fire during the month. “Project Green Wreath is a visual reminder of the importance of implementing and following fire safety practices during the holiday season,” said Palm Coast Fire Chief Mike Beadle. “We hope everyone will do their part to keep the wreaths green!” Here are some tips to help keep your home safe this holiday season:

    Never leave food that is cooking unattended.

    Select only the freshest natural trees, and remember to keep your tree watered away from heat sources (including televisions and radios).

    Use only those artificial trees with safety tags.

    Ensure that trees and other decorations don’t block exits.

    Check all light strings for damage; throw away light strings if they have frayed cords or sockets and replace with UL-approved devices.

    Never use “indoor” lights outside.

    Don’t put cords under carpets or throw rugs.

    Be careful not to overload circuits or extension cords; check instructions on light strings to determine the maximum number you may place in one outlet.

    Before bed or leaving the house, turn off all holiday lights and extinguish all candles.

    Keep candles a safe distance from children and decorations, especially trees; never leave a candle unattended or burning through the night.

    Be sure to keep space heaters at least three feet from surrounding items.

    Never use heaters around water – water increases the chance of electric shock.

    Unplug heater when not in use.

    Don’t leave space heaters unattended.

    Make sure your fireplace is in good working order.

    Christmas wrapping and tree branches should not be burned in the fireplace; their intense and rapid burning can cause chimney fires and flames to extend out of the firebox into your home.
