MENTAL HEALTH, CHEMICAL DEPENDENCY AND THERAPEUTIC COURT CITIZENS ADVISORY COMMITTEE (CAC)

MINUTES May 16, 2017

Lois Hoell, Chair, called the meeting to order at 5:00 p.m. Introductions were conducted around the table. APPROVAL OF MINUTES After review of the April 18, 2017 Minutes, the following action was taken:

ACTION: Colleen Smidt moved to approve the April 18, 2017 meeting minutes as revised. Richard Daniels seconded the motion. Motion carried unanimously.

ADDITIONS/CHANGES TO THE AGENDA

Lois Hoell made a motion to accept the Agenda as presented. Motion carried unanimously.

ANNOUNCEMENTS PRESENTATION Siri Kushner, Epidemiologist for Kitsap County reviewed the Third Quarter Report from January 1, 2017 through March 31, 2017. She gave a narrative on programs and their measurable changes. She gave instructions on how to interpret the reports. There was discussion between Siri and the Board regarding scheduling site visits with program participants. Some questions asked included; standards, communication regarding visits, standardized questions to present, and creating collective impact. These were brought up as items to refine and prepare before the committee tours these agencies of program participants in June. Siri made mention that the committee will need to work with these agencies to reduce duplicated numbers. 2016-17 STRATEGIC PLANNING PROCESS Russ Hartman presented the recommendations from the Behavioral Health Strategic Plan Review, which was sent out electronically to all members of the committee. In collaboration with community leaders and subject matter experts, the Kitsap County Human Services Department, in 2014, developed a six-year strategic plan for behavioral health services. June 30, 2016 marks the second full year of service delivery, and three years since the development of the Behavioral Health Strategic Plan. The Kitsap County Board of Commissioners established the 11-member Citizen Advisory Committee (CAC) to assure citizens that policy makers spend the funds collected in an accountable and transparent manner. The CAC is charged with reviewing the Behavioral Health Strategic Plan every three years, in coordination with the Request for Proposal Process. The Strategic Plan Review will be presented to the Board of Commissioners on May 24, 2017. Russ explained the first half of the Work Study session with the commissioners

will focus on reviewing the Strategic Plan Review and the other half will be to review the Request for Proposal (RFP). He gave a draft presentation of how he plans to present the Strategic Plan at the Work Study Session on May 24, 2017. 2017 REQUEST FOR PROPOSAL (RFP) Kimberly Shipp gave her draft presentation of the Request for Proposal to be presented before the commissioners on May 24, 2017. The Kitsap County Human Services Department is requesting proposals for mental health, chemical dependency and therapeutic court programs and services (including, but not limited to, treatment services, case management, and housing that are a component of a coordinated chemical dependency or mental health treatment program or service) and for the operation or delivery of therapeutic court programs or services. Approximately $4,000,000 will be awarded for projects or program services delivered between January 1, 2018 and December 31, 2018. The Proposal deadline is August 1, 2017 at 3:00 p.m. Proposals for Treatment Sales Tax along a continuum of care including prevention, intervention, treatment and recovery support services must address the recommendations for funding improvements to the County-wide infrastructure for behavioral health treatment programs and services identified in the Kitsap County Behavioral Health Strategic Plan. Kimberly discussed the requirements for applicants to provide how they will incorporate evidence based practice with data to prove these measurable outcomes. She discussed identifying collaboration and collective impact currently within the community; who is doing this, what they are doing and how they are working together with the applicant.

ACTION: Jeannie Screws made a motion to accept the Strategic Plan Review as written and Robert Parker seconded the motion. Jeannie Screws made a motion to accept the Request for Proposal. Kathleen Cronin seconded the motion. Motions were carried unanimously.

COMMUNICATIONS SUB-COMMITTEE Gay Neal announced that the sub-committee will focus this summer on providing the public with user friendly information of importance. Kathleen Cronin will join the committee. OPEN TO PUBLIC Opportunity for public attendees to address the Committee. NONE. County Juvenile Court - Kitsap Adolescent Recovery N/A CAC Members: Ursula Petters, Russ Hartman $184,615 in grant funds were used for the operation of Kitsap Adolescent Recovery Services and provided substance abuse evaluation and treatment services to youth on probation, including youth involved in the Juvenile Drug Court and Individualized Treatment Court. Educational classes were also provided to youth involved in the Diversion Program. MENTAL HEALTH, CHEMICAL DEPENDENCY AND THERAPEUTIC COURT CITIZENS ADVISORY COMMITTEE (CAC)

MINUTES June 20, 2017

Lois Hoell, Chair, called the meeting to order at 5:00 p.m. Introductions were conducted around the table. APPROVAL OF MINUTES After review of the May 16, 2017 Minutes, the following action was taken:

ACTION: Colleen Smidt moved to approve the May 16, 2017 meeting minutes as revised. Connie Wurm seconded the motion. Motion carried unanimously.

ADDITIONS/CHANGES TO THE AGENDA

Lois Hoell made a motion to accept the Agenda as presented. Motion carried unanimously.

ANNOUNCEMENTS PRESENTATION Gay Neal introduced Elena Argomaniz who is contracted with Kitsap Mental Health Services (KMHS) as a Project Manager, to oversee the construction and remodel of the Crisis Triage Center and welcomed Damien Uzueta, Director of in-patient services for KMHS. Together they talked about their part in the development of the center. Doug Washburn gave the latest updates associated with the Kitsap Recovery Center move, including construction revisions at the former Work Release Building in Port Orchard and Fire Marshall expectations. He went into details of the timeline and the barriers faced along the way, that have attributed to set backs. These setbacks, created further issues as the original budget was facing being out dated. Ultimately, they were able to remain within the budget. He discussed the contract between the county and Kitsap Mental Health Services. Further, he talked about the issues the county had to deal with regarding the license, where the county received conflicting information on which type of license was actually needed. Doug talked about the separation of in-patient and out-patient services. Doug discussed the complexities in having the detox at the work release building and the out-patient at Givens, stating that there are a lot of different groups with different rules all placed to protect the people we serve and he expressed how greatly that was appreciated. Joe Roszak, Executive Director with KMHS, followed Doug by explaining the Department of Health’s approval process and Fire Marshall expectations. He gave descriptions of the Department of Health’s Construction Review Services (CRS) codes and how those were being interpreted. He explained how those codes were set to be revised or reviewed, however they never made it out of committee. He expressed the difficulty for the Department of Health having to reinterpret a code that had never changed, yet was seemingly not applicable for facilities providing rehabilitation services.

He shared how other groups have also been affected negatively, including early learning facilities. Doug Washburn continued with other aspects that affected the move, including inspections at the jail. He highlighted the 1.5-million-dollar grant that was awarded by the Department of Commerce that came out of the wait. Doug digressed on the changes in Medicaid billing that will impact a resident’s allowable duration of stay. Doug concluded with the projected opening date of the Kitsap Recovery Center in Port Orchard to be August 18, 2017. Elena Aromaniz discussed further, the ability to begin construction of the Crisis Triage Center at the old Kitsap Recovery Center location is contingent upon having an empty building to evaluate, and further being able to construct clear bids without contingencies built in. She stated the anticipated date for putting projects out for bid was September 1, 2017. She explained that they already have three pre-qualified contractors ready to devise bids. Damien Uzueta included the functionality of the Crisis Triage Center, includes rewriting the functional plan, addressing operation costs, and designing program policy procedure. He made note that the bulk of the triage referrals will happen out in the field vs. at the center. KITSAP ADOLESCENT RECOVERY SERVICES (KARS) Mike Merringer, Director of Kitsap County Juvenile and Family Court Services and Contract Administrator for Kitsap Adolescent Recovery Services (KARS), thanked the committee for their support and announced the discontinuation of KARS, with judges vote of approval. KARS has served many youth with criminal court cases throughout the years. He gave the history of the program and its creation in 2007. The program supported 1,000 criminal cases in its beginning year, and the number of cases last year was reduced to 300 youth criminal cases that were filed. At the time this was the only adolescent program around. He explained how the program was limited to only court filed cases and they were unable to support parents who were calling for help and interventions on youth not yet in the system. He stated that now there are various programs in place that can continue to work as that transition agency including Agape and the Therapeutic Court program. Robert Parker asked if Mike would oblige the Citizen’s Advisory Committee with a press release highlighting the support the committee has extended to the program. Mike agreed as he finished expressing the struggles the program faced yearly to obtain funding and that the committee’s support had been truly appreciated. STENGTHENING FAMILIES Meilana Charles, Family Development Specialist and County Director introduced herself. She addressed the committee for consideration of increased funding for faculty and administrative costs for their current contract for services (July 1, 2016 – December 31, 2017). She gave a presentation of the Strengthening Families Program (SFP) and how it works to conduct outreach and supportive services within the community. WSU, at the time of writing the 2017 Proposal for SFP, did not have a Director. Other agency staff worked together on their proposal and developed a 12-month budget request

verses an 18-month budget request. Meilana is now requesting a $15,291 increase in their current budget to cover 6 months of additional staff and administrative expenses for July – December 2017. Lois Hoell referred the decision-making process to the members of WSU’s Site-Review Sub-Committee and they will make a recommendation to the full CAC at the July 18th Meeting. CONTRACTOR SITE VISITS Gay Neal explained the attachment (2) Quarterly Report Assignments and clarified changes. 2017 REQUEST FOR PROPOSAL (RFP) Gay Neal reviewed the master schedule for the Request for Proposal (RFP). The committee will be meeting at the end of August to develop questions for interview sessions being held with applicants. The interviews of applicants will take place during the week of September 12th through the 14th. The Citizens Advisory board will reconvene on September 19, 2017, conducting an Executive Session from 3:00 p.m. – 7:00 p.m. and an Open Public meeting from 7:00 p.m. – 7:30 p.m. BEHAVIORAL HEALTH ORGANIZATION UPDATE Lois Hoell explained how the Salish Behavioral Health Executive Board wanted recommendations from the Citizen’s Advisory Committee in regard to the states push to have Behavioral Health programs integrated to managed care by 2020. The consensus is to vote against the early adoption as the state would like. She expressed that our local regions have been resistant, especially since our local regions have asked for an example of the working model adopted by Clark and Skagit counties and it has yet to be provided. She talked about how only Medicaid is being integrated, asked how services will be provided to rural areas, and explained the impact this bargain will have on consumers and family. The state is asking that the binding agreement be signed by the commissioners by September 15, 2017, however the commissioners have agreed to support the recommendations of the Behavioral Health Organization. MINUTES July 18, 2017

Lois Hoell, Chair, called the meeting to order at 5:00 p.m. Introductions were conducted around the table. Guests made their introductions to the committee. APPROVAL OF MINUTES After review of the June 20, 2017 Minutes, the following action was taken:

ACTION: Jeannie Screws moved to approve the June 20, 2017 meeting minutes. Colleen Smidt seconded the motion. Motion carried unanimously.

ADDITIONS/CHANGES TO THE AGENDA

Lois Hoell made a motion to accept the Agenda as revised, the order of topics was adjusted in order of sequence. Motion carried unanimously.

ANNOUNCEMENTS - NONE MADE PRESENTATION Carolynn Perkins, Bremerton School Board Director, was introduced by Gay Neal. Carolynn has 40 years’ experience in education and presented on the topic of Adverse Childhood Experiences (ACE’s). She defined ACE’s as being any trauma experienced by a child before the age of 18, to include; neglect, abuse, divorce, death, mental illness, substance misuse, and incarceration. She expressed that the increased number of experiences can equate to greater barriers for the child. She highlighted the need for all staff members in the educational system, who interact with students, to have access to training associated with childhood trauma. In doing so, she expressed this epidemic could be managed. Ultimately, outcomes and results leading to successful measurements of increased test scores and the ability for these children to acquire the skills to self-regulate and self-manage emotions. These children struggle with relationships, emotional responses, self-esteem, thinking and learning, and behavior and boundaries. Learning these skills with intention driven interventions from staff, she said would carry on into their adult years and help them to be productive members of society. CRISIS TRIAGE CENTER UPDATE Gay Neal announced that the Kitsap Recovery Center had completed their remodel and they officially moved this past weekend over to their new locations. The Adult Drug Court has relocated to Given’s Center in Port Orchard and inpatient treatment has relocated to the County’s old Work Release facility adjacent to the jail. She stated that Doug Washburn met with the county’s Facility Department to discuss vacating the Recovery Center’s old facility in Bremerton so that Kitsap Mental Health can take

occupancy of the building and begin remodeling the facility to house the Crisis Triage Center. Roger Gay, taxpayer, was in attendance and commented on the progress of the Crisis Triage Center. He suggested that the County document the reasons for the delays and provide this information to the State Legislature. He believed that the disconnect between State Agencies attributed to creating barriers to the progress associated with the Center. Lois Hoell and Richard Daniels both spoke in response and suggested that Mr. Roger Gay review the available meeting minutes online, as they outlined the many evolving steps and reasons for the delay, these include multiple controlling authorities. Robert Parker, committee at-Large member, agreed with Mr. Roger Gay in validating his frustration. MEMBERSHIPS AND REAPPOINTMENTS Gay Neal discussed two members whose appointment terms were scheduled to end on September 17, 2017. These members are Richard Daniels, who has agreed to be reappointed for a third and final term as laid out in the By-Laws and Kimberly Shipp, who Gay will reach out to as she was not in attendance. Kimberly Shipp joined the committee mid-term and had replaced Bill Mosiman. She will have the availability to complete a full-term if she agrees. CONTRACTOR SITE VISITS Gay Neal announced that two site-visits would be rescheduled. She stated that the Washington State University (WSU) visit would be rescheduled possibly for August and due to conflict with Ursula Petters leaving on vacation, Gay would attempt to have the Juvenile Court visit occur before Ursula’s leave, also by the end of August. Discussion was revisited in regard to the committee’s vision and goals of using funds to fill in gaps and not fund entities who had alternate and sustainable funds available to them. Some concerns were addressed regarding issues that had been brought to attention during the initial site-visits. Namely, Robert Parker had concerns with allocation of funds by the committee that were not seemingly being used for its original purpose. He concluded that it be vital to follow up on entities and their lack of reporting on funding that might or might not be redirected. He stressed the need for communication between the committee and the entities being funded. Gay made note that the first steps to creating greater communication had been established with the CAC’s assignments to specific programs and the initiation of site-visits. She expressed how this development of relationships with these entities will lead to greater overall communication between the committee and those being funded. 2017 REQUEST FOR PROPOSAL (RFP) Logistics on how information obtained from site visits would be disseminated to the full CAC was discussed. The Master Meeting Schedule was reviewed and adjustments were made to the meeting dates. The updated schedule will be dispersed to the committee the following day. The committee engaged in resolution involving conflicts of interest, eliminating individuals from their votes on RFP applications if they were

financially correlated to an entity who applies. The committee will be meeting at the end of August to develop questions for Question & Answer (Q & A) sessions being held with applicants. The Q & A sessions with applicants will take place during the week of September 12th through the 14th. The Citizens Advisory Committee will reconvene on September 19, 2017, conducting an Executive Session from 3:00 p.m. – 7:00 p.m. and an Open Public meeting from 7:00 p.m. – 7:30 p.m. to formally approve their recommendations to the County Commissioners. BEHAVIORAL HEALTH ORGANIZATION UPDATE Russ Hartman reiterated the Salish Behavioral Health Organization (BHO) Executive Board’s decision to reject early adoption of integration of behavioral health into managed care. He stated how Kitsap County and other regions are interested in alternative options. He did explain that ultimately that would require legislative change to the statute that was enacted three years ago, but the hope is that the legislature might be open to considering a pilot program in lieu of the integration alternative. He stressed the need for the BHO’s to reach out to the Community of Health organizations to gain support for alternatives for integration. Lois Hoell explained how the Salish Behavioral Health Executive Board has still not received the working model from Skagit and Clark counties. OPEN TO PUBLIC Opportunity for public attendees to address the Committee. Allen Mathews thanked the committee for the meeting which he stated, opened his eyes to a greater understanding of mental health. Other public attendees also thanked the committee. ADDITIONS/CHANGES TO THE AGENDA

There were no actions or changes to the agenda. 2018 REQUEST FOR PROPOSAL RECOMMENDATIONS: Russell Hartman addressed the proposal for the Crisis Triage Center presented by Kitsap Mental Health. He states; “With respect to the proposal for the capital and maintenance of the triage center drug and alcohol facility from Kitsap Mental Health, I move that we amend our existing contract from July 1, 2016 through December 31, 2017 that is presently dedicated for operations and maintenance, be applied to the capital needs of the project. I further move that the operations and maintenance request for the 2018 grant application from Kitsap Mental Health be referred to the Salish Behavioral Health Organization, the county commissioners through their staff in the department of Human Services, and to the grant applicant for further discussion about operations and maintenance funding”. Robert Parker seconded the motion.

ACTION: Russell Hartman moved to approve the July 18, 2017 meeting minutes as presented. Robert Parker seconded the motion. Motion carried unanimously.

Lois Hoell, Chair, asked Gay Neal to present the committee’s recommendations following the two and a half days of interviews and four hours of deliberation. Richard Daniels, Vice Chair, called the meeting to order at 4:58 p.m. Introductions were conducted around the table. APPROVAL OF MINUTES After review of the September 19, 2017 Minutes, the following action was taken:

ACTION: Jeannie Screws moved to approve the September 19, 2017 meeting minutes as presented. Colleen Smidt seconded the motion. Motion carried unanimously.

ADDITIONS/CHANGES TO THE AGENDA After review of the Agenda, the following action was taken: Gay Neal asked that an agenda item for nominating committee be added following item number 4. Richard Daniels asked that an item be added following item number 8; discussion of material to supply to the Board of Commissioners based on the issues raised during the debriefing.

ACTION: Jeannie Screws moved to approve the revised agenda as presented. Colleen Smidt seconded the motion. Motion carried unanimously.

CRISIS TRIAGE UPDATE Damian Uzueta, Kitsap Mental Health Services, announced his resignation. He will be relocating to Oregon for a career move in Child and Adolescent Psychology. The committee thanked him for his legacy to the project and wished him well. Elena Argomaniz, Kitsap Mental Health, Project Lead, gave current updates on the status of the Triage Center. She announced that the construction piece was out to bid, with the due date of October 31st. Department of Health has given the approval to move forward. They are anticipating 3 bid packages. The contractors had been prescreened to ensure that the contractors who were submitting the bids, were skilled and experienced in projects of this scope. She further stated that she anticipated the opening to be sooner than the July 1, 2018 projected timeline. She included that this was dependent upon the contractor’s bids coming within the budget. She concluded that if the bids are within budget there are goals to break ground after Thanksgiving. A community member asked for clarification on the bed total. Elena Argomaniz responded by saying there will be 16 beds for crisis triage and 16 beds for substance use disorder. Colleen Smidt stated that with the resignation of the Crisis Triage Director, Damian Uzueta, the committee should be provided a complete update from Joe Rosak on the process that will be taken to pursue replacement and the anticipated projection of that procurement. She furthered that the issue be an agenda item next month.

Ursula Peters also requested information from Joe Rosak on the recruitment process for the Crisis Triage Director position. NOMINATING COMMITTEE Gay Neal, Kitsap County Coordinator, explained the past trend and process for replacement of the chair and vice chair following their two-year term. She made note that alternate processes could be established at the discretion of the committee. The committee agreed to follow the current process and three members volunteered to serve on the nominating committee. Those members who volunteered included; Connie Wurm, Colleen Smidt and Ursula Peters. DEBRIEF 2017 REQUEST FOR PROPOSAL (RFP) Gay Neal asked the committee what they would like to capture with the closing of this year’s Request for Proposal (RFP). She discussed Lois Hoell’s suggestion and data sheet for managing the overwhelming, “parking lot” issue. Richard Daniel’s continued that the number of programs that had to be set aside for reevaluation was extensive. There were many issues that contributed to the grey areas of these proposals, including Kitsap Mental Health Services having and receiving funding from both capitated funds through the Salish Behavioral Health and further receiving funds from the 1/10th, it was unclear on how extensive the overlapping and overreaching of Kitsap Mental Health Services might truly be. Another valid reason attributing to the, “parking lot” was associated with need for clarification on services provided by various mental health professionals, the titles, the services they could legally provide based on their licensing and or lack thereof, to determine overlapping or real-time analysis of funds required by servicing programs. Richard Daniels pointed out the need to better evaluate and measure intertwined services that were possibly receiving duel funding and further the idea that if one program creates a service for another program but the savings are not returned to the program creating the savings, ultimately this was a breakdown in closing funding gaps, without connecting these funding streams. The committee is relying heavily on the services of Suri Kushner’s team to provide the ability to analyze these complicated grey areas. Gay Neal suggested a solution used by other like committees, where the committee holds an annual planning meeting. The committee was open to the idea and discussion was held with interest in having this meeting in early December. Finalizing details to be discussed at the November meeting. 5:43 p.m. Ursula Peters left, a quorum was still present. CONTRACTING / CARRYOVER REQUESTS Gay Neal gave an update on the status of the contracts for the 20 programs that had been recently funded. She explained that out of the 20 programs total that were funded, 19 contracts total will be created. The two sheriff’s department proposals were being combined. She announced that currently she had finished writing 14 of the 19 contracts to date. Discussion was held regarding the one proposal from Peninsula Community of Health who was not funded and had submitted an appeal. The issue was in the underlining nature of the proposal by PCH to provide billable medical services which clearly stated services that were by law, not covered under the 1/10th funding as laid out under federal guidelines. As the RCW 82.14.460 states; “Moneys collected under this

section must be used solely, for the purpose of providing for the operation or delivery of chemical dependency or mental health treatment programs and services and for the operation or delivery of therapeutic court programs and services”. Gay Neal discussed the difficulty in transmitting the collected data from the currently funded programs over to the Public Health District for evaluation. She presented a proposal for the committee to vote on regarding an opportunity to add a web based platform to the already existing contract with Suri Kushner and the Kitsap Health District Assessment and Epidemiology Program. The proposal increases the contract by approximately $20,000. 6:19 p.m. Stacey Smaaladen left, a quorum was still present. The proposal handout from the Kitsap Public Health District was reviewed by the committee. ACTION: Jeannie Screws moved to continue with a vote on the proposal absent of presentation. Colleen Smidt seconded the motion. Motion carried unanimously. ACTION: Jeannie Screws moved to approve the added funding of $61,363.00 as associated with the proposal. Colleen Smidt seconded the motion. Motion carried unanimously. Gay Neal addressed the committee regarding the request by Kitsap Connect to carry over on their remaining funds of approximately $35,000 as they state; they are still getting started. At the Contractor’s meeting on October 9th Gay asked if there were carry over requests. She made clear that the requests must be made in writing to be presented to the committee for approval. Richard Daniels stated that the committee has in the past taken the requests and decided based on the following elements; Is the request a result of good management with bad outcomes, or bad management and a need for bailout, or good management and not enough time to reach the outcomes. An evaluation must be indicative of an analysis that considers these elements, in an individualized manner. The committee concluded that the request by Kitsap Connect must be resubmitted with clarity on what they were asking to be rolled over, with a budget that can be understood and how this affecting their program. Once this is resubmitted the committee will evaluate the request at that time. CAC WORK PLAN Discussion was held earlier in the evening and the committee will revisit the approach they will pursue to devise the following years work plan. BEHAVIORAL HEALTH ORGANIZATION UPDATE No updates were discussed as there were no SBHO members in attendance. OTHER BUSINESS Richard Daniels asked the committee to take time to write down ideas for the strategic plan and bring it to the following meeting in November.
