Note: Due to inclement weather, quorum was not achieved for this meeting. Jerry Dobrovolny, Chief Administrative Officer, Metro Vancouver, chaired the January 14 meeting. Mr. Dobrovolny welcomed members of REPAC to the meeting. Due to the lack of quorum, Mr. Dobrovolny deferred the election for Chair and Vice-Chair to the February 20, 2020 REPAC meeting. 1. That the Regional Economic Prosperity Advisory Committee adopt the agenda for its regular meeting scheduled for January 14, 2020 as circulated.

2. MINUTES There are no previous REPAC meeting minutes, as the Tuesday, January 14, 2020 is the first meeting of this committee.

3. INVITED PRESENTATIONS None presented.

4. REPORTS FROM COMMITTEE OR STAFF 4.1 Regional Economic Prosperity Advisory Committee Terms of Reference and 2020

Meeting Dates Heather Schoemaker, General Manager, External Relations, informed that the Metro Vancouver Board has adopted the REPAC Terms of Reference. She also emphasized that staff has put together a schedule for 2020 REPAC meeting dates, and the frequency of meetings were based on the feedback received from meetings with the Economic Development Managers in late 2019. The following discussion ensued:

• In addition to the 2020 Meeting Dates, there is flexibility to schedule special REPAC meetings if needed;

• Meeting date of March 20 is during BC School’s spring break period, staff will canvass members for availability and will reschedule if there are conflicts;

• There is opportunity for appropriate staff from the Province and the Federal governments to participate as members of REPAC

• Suggestion made to explore options to invite representation from BC Hydro Economic Development Team to future REPAC meetings

4.2 Appointment of External Members to the Regional Economic Prosperity

Management Board Ann Rowan, Division Manager of Collaboration and Engagement, Metro Vancouver, stated that the Regional Economic Prosperity Management Board is currently comprised of MVRD directors including the Chair and Vice Chair of the Board and four other directors representing the four sub-regional areas of Metro Vancouver. These members will act as the Nominating Committee, providing recommendations to Metro Vancouver Chair who will appoint the 22 external members of the

Management Board. Given the experience and connections of REPAC members, staff are requesting recommendations and feedback on potential candidates for the external members of the Management Board that can be provided to the Nominations Committee. Ann also shared a draft skills matrix that details the skills and experience required of ideal external candidates to the Board. The following discussion ensued:

• Staff is working on scheduling a Nominating Committee Meeting for February 2020;

• Staff will prepare a package for the Nominating Committee composed of the skills matrix and a list of recommendations for external members for consideration. The list of potential candidates will come recommendations made by REPAC, individuals involved in the Regional Prosperity Initiative, and other sources;

• In terms of the skills matrix, members of REPAC felt that important skills include skills and/or experience with international business, economic modelling, immigration, and finance;

• In terms of Sectoral Representation -- key economic sectors should be covered off by individuals from "Business", "Industry Associations", "Community Organizations" -- this should include Tourism Industry (aligns with regional marketing and provincial objectives), Film Industry (important throughout the region), and the Technology Sector as well as individuals from Business Improvement Areas, Commercial Real Estate, Digital Technologies, Green Economy, the Financial sector, and a Major Consulting Firm;

• Exposure to start-up companies is also important; and • REPAC would also like to create an “Entrepreneur in Residence” to sit on REPAC.

REPAC made the following recommendations:

Also noted that it was important to the work of the Management Board and the Service itself to ensure good linkage with Metro 2050, Industrial Lands Task Force and Climate 2050.

Fundamental to the work of the service is to determine what makes our region competitive globally. This will include our land-based assets which requires more discussion on resilience -- building prosperity will depend on the resilience of our communities and economy. Ann Rowan indicated these recommendations will be provided to the Nominating Committee but if the members of REPAC had additional thoughts on the draft Board Skills Matrix and/or on potential candidates for external members to the Management Board, these should be directed to [email protected]. The MVRD Board Chair will receive recommendations from the Nominating Committee and will then make the final decision.

4.3 Metro Vancouver Commerce 2010 Business Program Ann Rowan, Division Manager of Collaboration and Engagement, External Relations, provided the final report on Metro Vancouver Commerce (MVC) achievements – the report was written by PWC on the MVC 2010 business program. The MVC was created in 2007 and provides an example of how regional collaboration can attract new investment into the Metro Vancouver region. MVC focused on six industry sectors: green enterprise, digital media, finance and business services, aerospace, biotechnology, and ag-biotech.

4.4 Manager’s Report Heather Schoemaker, General Manager, External Relations, provided an overview of next steps for the program. The following discussion ensued:

• Recruitment of Executive Director (staff will look into the feasibility of hiring a consultant to facilitate the set-up of the new service while a fulsome search for a fulltime Executive Director progresses);

• Management Board meetings will be scheduled for 2020; • 2020 Work plans for REPAC and for the Management Board will be developed;

and • Staff will work with REPAC on initiatives the will support the work of the

Regional Economic Prosperity Service (identify priorities, develop research, branding and etc.).

EXECUTIVE SUMMARY This report outlines the main priorities and activities in the work plan for the Regional Economic Prosperity Advisory Committee in 2020. These include providing advice on:

• the development of objectives, priorities, protocols and KPIs for the new service; • what “strategic investment” for the Metro Vancouver region means/includes; • the immediate needs for research and analysis of the regional economy; • articulating the value proposition for attracting strategic investment to the region; and • the development of a marketing and branding strategy for the Metro Vancouver region.

PURPOSE To provide the Regional Economic Prosperity Advisory Committee with priorities and work plan for 2020. BACKGROUND The Metro Vancouver Board endorsed the Business Plan for the Metro Vancouver Regional Economic Prosperity Service. The priority for this service is to attract strategic investment across the Metro Vancouver region organized around three core functions: foster collaboration, conduct regional data collection and attract investment. In the first year of operation, the priorities and work plan of the Regional Economic Prosperity Advisory Committee will help provide the foundational pieces of these functions. The work plan presented in this report is consistent with the Regional Economic Prosperity Advisory Committee’s Terms of Reference (Attachment 2) and with the 2019 -2022 Board Strategic Plan and is being brought forward for the Committee’s information, review and endorsement.

2020 PRIORITIES AND WORK PLAN The Regional Economic Prosperity Advisory Committee is an advisory body of Metro Vancouver that provides Metro Vancouver with advice and comments related to regional economic prosperity. Key actions in the 2020 Regional Economic Prosperity Advisory Committee Work Plan are derived from the key activities for each of the three functions of the new service as described in the Business Plan and captured in Figure 1.

Foster Collaboration The success of the Regional Economic Prosperity Service depends on effective collaboration among member jurisdictions of Metro Vancouver as well as other key parties, including provincial and federal ministries and agencies, First Nations, industry associations, and other organizations with economic development functions relevant to the attraction of strategic investment. In 2020 important priorities for the Committee will be providing advice on:

• Defining what “strategic investment” entails/refers to in the context of the Metro Vancouver regional economy. This will be important in determining the objectives and priorities of the new service.

• Prior to initiation of investment attraction activities, the roles and responsibilities of the Metro Vancouver service and member jurisdictions will need to be defined and protocols developed that will ensure an equitable and effective handling of leads and new investors in the region.

• How to effectively engage and communicate with the parties who have an interest in economic development priorities, new strategic investment attraction and the other functions of service (e.g., organized events, bulletins, a website for invited participants.)

Conduct Regional Data Collection and Research There is a large amount of regional economic development data being collected by various organizations and institutions that would be relevant to a collaborative and regional approach to attracting strategic investment; but the data needs to be effectively pooled and collated. At the same time there is likely gaps in data and research that need to be addressed to improve the development of an effective strategic investment strategy for the region. In 2020 important priorities for the Committee will be providing advice on:

• Identifying the organizations/institutions collecting data and other information relevant to the regional economy and investment attraction and mapping the data/information being collected.

• The existence of gaps in data and research that would be important to address in the early stages of developing a strategic approach to attracting new investment to the Metro Vancouver region.

Attract Investment In the first year, the focus is on ensuring the foundational pieces are in place before actual investment attraction work ensues. In 2020 important priorities for the Committee will be providing advice on:

• Articulating the region’s value proposition for strategic investors; and • Developing the marketing and branding strategy for the region for the purposes of

investment. The 2020 Work Plan for the Regional Economic Prosperity Advisory Committee is provided in Attachment 1, including the expected time frame for reports to this Committee. This Committee will be updated on the status of the actions in this work plan per the Committee’s schedule. ALTERNATIVES That the Regional Economic Prosperity Advisory Committee:

a) endorse the work plan as presented in the report dated February 13, 2020 titled “2020 Regional Economic Prosperity Advisory Committee Priorities and Work Plan”; and

b) receive for information the Regional Economic Prosperity Advisory Committee Terms of Reference as attached to the report dated February 13, 2020 titled “2020 Regional Economic Prosperity Advisory Committee Priorities and Action Plan”.

FINANCIAL IMPLICATIONS There are no financial implications to the endorsement of the 2020 Work Plan of the Regional Economic Prosperity Advisory Committee. SUMMARY / CONCLUSION The work plan presented in the report conveys the priorities of the Regional Economic Prosperity Advisory Committee in 2020 and is consistent with its Terms of Reference and the Business Plan for the Regional Economic Prosperity Service approved by the Metro Vancouver Board.

Regional Economic Prosperity Advisory Committee Terms of Reference

PURPOSE

The purpose of the Regional Economic Prosperity Advisory Committee (REPAC) is to:

• Provide a forum for senior representatives of economic development/long-term planningservices of member jurisdictions as well as similar staff from provincial and federal ministries andagencies and Indigenous organizations with an interest in the economic prosperity of the regionto discuss and advise on issues related to economic development and strategic investment;

• Facilitate the exchange of data and identify areas of research and analysis; and• Provide advice on how the Regional Economic Prosperity service can support cross-regional

collaboration and amplify the economic development initiatives of member jurisdictions.

ESTABLISHMENT AND AUTHORITY

The Regional Economic Prosperity Advisory Committee is an advisory body of Metro Vancouver. The REPAC shall provide Metro Vancouver with advice and comments related to regional economic prosperity. At the discretion of the Chair, REPAC will refer matters of regional or pan-municipal significance to the Regional Administrators Advisory Committee (RAAC).

The REPAC may form subcommittees to address specific aspects of regional economic prosperity. The REPAC may also form task forces to address particular issues or projects relevant to regional economic prosperity. Task forces will be struck for a set period of time (e.g., one year). Subcommittees and task forces shall include in their activities:

• the provision of technical advice to the REPAC and Metro Vancouver in the subject area ofthe subcommittee/task force; and

• the provision of a forum for research and discussion of common interest to memberjurisdictions, Metro Vancouver and other members of the REPAC.

The Subcommittees/Task Forces: • shall be composed of representatives of member jurisdictions wishing to participate in the

COMPOSITION

The members of the REPAC are the Managers of Economic Development/Long Term Planning, or their designates, from each of the member jurisdictions of Metro Vancouver, and the Executive Director of Regional Economic Prosperity or their designate from Metro Vancouver.

Staff from B.C. Ministry of Jobs, Trade and Technology, Global Affairs Canada and Western Economic Development may also participate in the REPAC. ORGANIZATION

A Chair and Vice Chair for the REPAC shall be elected from among the members at the beginning of each calendar year. Meetings are held according to the schedule as established at the beginning of the calendar year. Meetings will be held at Metro Vancouver’s Head Office unless otherwise arranged by the Chair. A meeting room and recording services shall be provided by Metro Vancouver. A quorum of the advisory committee is a majority of members. Quorum will be used for the purpose of confirming meeting dates. The REPAC will establish an annual work plan reflecting priority issues to be considered during the year. The work plan may be amended during the year as other issues and priorities emerge. The Metro Vancouver Chief Administrative Officer assigns a Committee Manager for the advisory committee. The Committee Manager is responsible for coordinating agendas and serves as the principal point of contact for members. At the request of a member, and with the consent of the Chair, guests or delegations may be invited to attend and participate in the meeting. The REPAC may establish other meeting procedures which will be considered as an appendix to these terms of reference. Changes to the main body of the terms of reference must be approved by RAAC. BUDGET

Funding for general meetings, secretariat and support expenses is provided through the Metro Vancouver annual budget. Additional funding for special projects or studies is subject to Metro Vancouver approval. Attachment: Appendix 1 – Meeting Procedures

RECOMMENDATION That the Regional Economic Prosperity Advisory Committee receive for information the report dated February 11, 2020, titled “Manager’s Report”.

Selection of External Candidates for the Regional Economic Prosperity Management Board The Nominating Committee, composed of the Metro Vancouver representatives on the Regional Economic Prosperity Management Board, will meet for the first time on February 28. The sole objective of the Nominating Committee is to provide recommendations to the Metro Vancouver Chair on the 22 external members who should be appointed to the Management Board. At this meeting, the Nominating Committee will review and confirm the process for its deliberations, the list of potential candidates, and the evaluation matrix to be used in making recommendations.
