Division of SolidWaste Servic-es provides refuse collectionservices to a portion of thecounty’s single-family house-holds, predominantly in thedowncounty area. Residentsliving in the remainder of thecountymust subscribe forrefuse collection services withprivate collectors or obtainservice through their home-owner associations. RECYCLINGTheMontgomery County

Division of SolidWasteServices provides recyclingcollection services to allsingle-family households inthe county, with the exceptionof households inmunicipali-ties where their local juris-diction or a private collectorprovides recycling collectionservices. In the blue recyclingbin, residents can recycleglass bottles and jars, alu-minumcans and foil prod-ucts, bi-metal steel/tin cans,aerosol cans that containednon-hazardous or non-automotivematerials, andplastic bottles, containers,jars, tubs, lids, caps, trays, delicontainers, plastic clamshellcontainers and deli contain-ers, pails, buckets and flowerpots. In the bluewheeledrecycling cart residents canrecycle cardboard boxes,newspaper,magazines, officeand copier paper, telephonebooks, paperback and hard-cover books, shredded paper,coated paper items such asmilk and juice cartons andfrozen food boxes. Residentsmay also recycle all thesepaper and cardboard items by

placing them in a cardboardboxwith a lid or a paper bagor by bundling themwithstring or twine and placingthe bag/box/bundle besidetheir blue bin at the curb. Byusing reusable containers orpaper lawn bags, residentsmay recycle grass clippings,leaves, garden trimmingsand brush. Or, try backyardcomposting of leaves andgrass, or grasscycling byleaving grass clippings on thelawn aftermowing.To recyclescrapmetal items such asappliances, bicycles,metalfurniture, lawnmowers, filingcabinets andmore, call 240-777-0311 by 7 p.m. the busi-ness day before your recyclingcollection day or go onlineto schedule a special scrapmetal recycling collectionby 11:59 p.m. the day beforeyour recycling collection day.Curbside recycling collec-tion is once per week andrecyclablesmust be set out atthe curb by 7 a.m.The countyalso recycles other items suchas computers, televisions andother consumer electronicitems,motor oil, antifreeze,

tires, textiles, used cookingoil and reusable buildingsupplies. These items canbe dropped off in person atthe ShadyGrove ProcessingFacility &Transfer Station/Recycling Center located at16101/16105 Frederick RoadinDerwood. MONTGOMERY COUNTYANIMAL CONTROL

InMontgomery County,animal-related issues andconcerns are primarilyhandled by theMontgomeryCounty PoliceDepartment’sAnimal ServicesDivisionlocated at the Animal Servicesand Adoption Center, 7315MuncasterMill Road inDer-wood. It is the law inMont-gomery County that all dogs,cats and ferrets fourmonthsof age or older receive a cur-rent rabies vaccination andthat dogs and cats be licensedthrough the county or a localmunicipality. Residents of the

cities of Rockville andGaith-ersburgmust license theirpets with theirmunicipality.

Animal ServicesDivisionofficers are responsible forresponding to and investigat-ing calls seven days aweek,24 hours-a-day for animals at-large, cruelty andneglect, nui-sance and noise complaints,injuredwildlife, and rabid orother aggressive or dangerousanimals. They also conductinspections of animal-relatedbusinesses in the county.TheAnimal Services and Adop-tion Center serves all animalsin need fromdogs and catsto farm animals, wildlife andexotic animals. It offers adop-tions, lost and found pet as-sistance, vaccination clinics,education and outreach.Thecounty alsomanages a deadanimal removal program thatdisposes of dead deer or otherlarge animals that are besideor obstructing roadways.

Potomac Edison (aFirstEnergy Company)and Baltimore Gas &Electric (BGE) alsoprovide electric ser-vice in some areas ofMontgomery County.

As of May, Ex-elon Corp. is seekingregulatory approval toacquire Pepco’s par-ent company, PepcoHoldings Inc. If thedeal goes through,Chicago-based Exelonwould own Pepcoin addition to BGE,which it currentlyowns.

Washington GasCo. supplies naturalgas in the county.

Verizon provideslocal telephoneservice in the county.Long distance serviceis provided by AT&T.

Cable televisionservices in Mont-gomery County areprovided by Comcast,Verizon FiOS andRCN.

MONTGOMERY COUNTYPOLICE DEPARTMENT

The Montgomery CountyPolice Department has morethan 1,133 patrol officers,most of whom work out of sixdistrict police stations andnumerous substations in themore populous regions of thecounty. The department is ledby Chief J. Thomas Manger.

Police headquarters arelocated in Public Safety Head-quarters, 100 Edison ParkDrive, in Gaithersburg.

Operations for the policedepartment’s Rockville districtalso were relocated to the newcounty public safety head-quarters.

PARK POLICEThe Montgomery County

Park Police is the law enforce-ment arm of the Maryland-National Capital Park andPlanning Commission, a bi-county agency responsible forpark property in Montgomeryand Prince George’s counties.

The park system in Mont-gomery County includes 420parks covering 36,000 acres,100 miles of hiking and bikingtrails and 219 playgrounds,swimming pools, camp-grounds, golf courses, horsestables, soccer stadiums andstream valleys.

DISTRICT ANDCIRCUIT COURTS

There are two levels of trialcourts: the state-runDistrictCourt, operating in Rockvilleand Silver Spring, and thecounty-runCircuit Court ofMontgomery County (partofMaryland’s Sixth JudicialCircuit with Frederick) inRockville.

Generally speaking, theDistrict Court handles smallclaims cases, as well asmis-demeanors and felonies withpenalties of less than threeyears in jail or asmuch as$5,000 in fines. Speeding, red-light running, drunken driv-ing and landlord-tenant casesgenerally are heard there.

All trials inDistrict Courtare argued before a judge; thecourt hears no jury trials.

The Circuit Court handlesmajor civil and criminalcases, family law cases suchas divorce and custody, andappeals from theDistrictCourt. It is the only court inthe county to have jury trials.

Juvenile Court is partof the Circuit Court. Thecounty’s District Court has 12judges, including Administra-tive Judge EugeneWolfe. Thecounty’s Circuit Court has22 judges, including CountyAdministrative Judge JohnW.Debelius III.

STUDENTSMontgomery County’s public school popula-

tion continues to grow in numbers and diversity.The 2014-15 enrollment in county public

schools is about 154,000 with students attendingone of 202 county schools.

The school system’s population representsseveral ethnic groups, as of the 2014-15 schoolyear: 31 percent white, 28.3 percent Hispanic,21.5 percent black and 14.2 percent Asian. Schoolsystem students come from about 158 foreigncountries.

Of the county’s school-age children, about 86percent are enrolled in public school. The rest at-tend private schools or are home-schooled.

Each school serves students who live withinthe boundaries of one of the county’s high schoolclusters. Clusters include one or more highschools, one or more middle schools and several

REGISTRATIONMaryland law requires children ages 5 to 16 to

A historic marker near theMethodist Education CenteronMain Street recognizes theoriginal land grant of 1,101acres, patented byMatthewPigman on April 13, 1774, buthistorical records indicatethere was activity in the areawell before the 18th century.

The nameDamascus isa biblical reference. The firstofficial mention of Damascuswas in 1816, when EdwardHughes received congres-sional approval for a postalroute through town. Ridge

Road (Md. 27) was part of theSusquehannaTrail that be-gan near what now is Harris-burg, Pa., and wound alongthe hilltops to Seneca Creek.

Damascus was incorpo-rated for about 25 years inthe early 20th century. Thecommunity’s population nowexceeds 30,000. Neighboringcommunities include BoydsandHyattstown, as well asClarksburg.

The town’sfirst settler,Wil-liamClarke, sawacrossroadssouthof Frederickbrimmingwithpotential.Workingoutof hiswagon in the1730s,thepeddler fromLancasterCounty, Pa., set up shopat thewooded intersectionof twomajorAmerican Indian trails.Therehe swapped trinkets forfurshe could send toEurope’swealthymarkets.

The town takes its namefromClarke’s son, John,whoin theearly 1790s surveyedthe townand laid it out inlots, including“villages” for

industries suchas tanningandblacksmithing. In 1800,Clarkebecame the town’sfirstpostmaster.

Over the years, the“e”wasdropped fromthe familynameand the townbecameClarks-burg. By1850,Clarksburgwas the third-largest city inMontgomeryCounty, behindRockville andPoolesville.Thetownwasboomingwith fourgeneral stores, twohotels, aschool andeven its ownband,according to local author andhistorianSusanSoderberg.

Clarksburgbegan to

decline in importanceafterthe1880s,when theBaltimoreandOhioRailroad laid apathfor theBrunswick line thatbypassedClarksburg and ranthroughnearbyBoyds, fourmiles away.After the turnofthe century, hotels and indus-tries began to close.Clarksburgis undergoingmajordevel-opment.Thepopulation is13,766, according to the2010census. It is expected to growtoabout 40,000by2025.

The city of Gaithersburgcontinues to function thanksto the hard work of variouspeople, from its roughly 250full-time city staff to thecountless residents who vol-unteer to serve the city. The10-square-mile municipalityin the center of MontgomeryCounty can be called a high-tech business hub. It alsois the home of Olde Towne,a historic downtown areafeaturing shops, offices andrestaurants that is undergo-ing a revitalization effort.

Before it was Gaithers-burg, residents called thearea Log Town. In 1802,Benjamin Gaither built ahouse and several retailestablishments at Frederickand Diamond avenues. Thetown’s name was changedshortly thereafter.

The Gaither family alsohelped to bring the railroadto the city in the 1850s.Gaithersburg’s 2010 popula-tion was 59,933, giving it thefourth-highest population inMaryland, according to theU.S. Census Bureau.

The city, which was in-corporated in 1878, operatesunder a council-managerform of municipal govern-ment. The city manageris appointed by the five-member city council andserves as a city employee.The manager acts as thecity’s chief executive officer

and answers to the mayorand council concerningcity affairs. The mayor andcity council are elected of-ficials who serve staggeredfour-year terms. The mayorserves as the president of thecity council and offers inputwithout voting on the issues.

Other municipali-ties around Gaithersburginclude Washington Grove,with a population of 555 atthe edge of East DiamondAvenue, and Laytonsville,an incorporated town witha population of about 350north of Gaithersburg. Theoriginal full name of Wash-ington Grove was the Wash-ington Grove Camp MeetingAssociation of the Districtof Columbia and Maryland,reflecting the town’s found-ing as an outdoor religioussummer camp. Washing-ton probably was chosenbecause the majority of the

people who founded thecamp were from Washing-ton, D.C., churches, and“grove” was chosen to ad-vertise that meetings wouldtake place in a place filledwith trees.

Laytonsville was estab-lished in 1789 on a tractof land granted to JamesBrooke. It originally wasknown as Cracklintown,named after the popularcracklin bread — bacon cornbread — that was baked lo-cally. Laytonsville receivedits name after the local postoffice was moved to JohnLayton’s saddle shop. Thetown was incorporated as amunicipality in 1892.

Located 17milesoutsideWashington,D.C., MontgomeryVillage hasmore than40,000 residents and12,099 single-familyhomes, townhouses,condominiums andapartments. Developedin the late 1960s, itcovers 2,500 acres thatwere once farmland.MontgomeryVillage willbe celebrating its 50thanniversary in 2016.

TheMontgomeryVillage Foundation isa nonprofit organiza-tion that services oneof the largest plannedcommunities in thecountry. It includes 10homes corporations, 11condominium associa-tions, four apartmentcomplexes and the Pop-lar Spring subdivision.

The foundationmain-tains parks, recreationcenters and some roadswithin the village.

It has a roughly $8million budget, whichcomes from a varietyof sources includinghomeowner assess-ments and fees col-lected from recreationalprograms. The founda-tion is governed by anine-member board of

directors whosemem-bers serve three-yearterms. The presidentand vice president areselected annually andserve one-year terms.

The Town of Poolesville is on thenorthwestern edge of the county. Itcovers 2,375 acres and, as of the 2010census, has 4,883 residents.

Poolesville first began to takeshape when two brothers from AnneArundel County, John Poole Sr. andJoseph Poole Sr., purchased 160acres in the area in 1760.

In 1793, John Poole Jr. built atwo-room log store on 15 acres givento him by his father and sold par-cels to other merchants, including atailor, tanner and tavern owner; andPoolesville was born. The town wasincorporated in 1867.

Poolesville is governed by fiveelected commissioners.
