About Us...
Reorganized in 1999 ‐ the Mid‐Missouri Regional
Planning Commission (Mid‐MO RPC) is an
organization governed primarily by local elected
officials. The Mid‐MO RPC encompasses six
counties: Boone, Callaway, Cole, Cooper, Howard,
and Moniteau and membership includes 38 local
governments within these counties.
The planning commission provides these local
elected officials and community stakeholders a
forum to discuss issues that cross political bounda‐
ries and have regional significance. These issues
include community and economic development,
transportation, emergency management, and other
public service delivery concerns. The planning
commission also provides staff support to enable
the membership access to technical assistance, grant
writing, advocacy, program management, planning
assistance, research, as well as, funding linkages for
specified project needs.
Mid‐MO RPC is governed by a 21 member Board of
Directors that provides organizational oversight,
and recommends and approves the staff’s work
programs. Funding for the organization is from
local voluntary dues, state and federal planning
contracts, grant administration fees, and private
contracts.

GUIDING PRINCIPLE: Provide A Forum to Discuss Regional Issues and
Concerns and Serve As An Advocate for the Region.
The commission adopted the goals of working together to serve as an advocate for the region and to
provide a forum to discuss regional issues and concerns. During the FY09 year, membership in the regional
planning commission by local governments in the region represented over 98% of the region’s population.
Local government representatives prioritized transportation projects, discussed and recommended how
homeland security funds are to be distributed in the region, and promoted a wide range of economic devel‐
opment initiatives. Mid‐Mo RPC activities are directed by the membership through our Board of Directors.
The Commission works through advisory committees‐ transportation, economic development and the
homeland security oversight committee‐to investigate and recommend preferred actions to be taken by the
Board of Directors.
Transportation Advisory Committee The Transportation Advisory Committee (TAC) provides planning guidance for transportation issues in
the region. This committee provides planning guidance for transportation issues in the region. The TAC is
comprised of representatives of each city and county, and representatives of the region’s two metropolitan
transportation planning organizations, Capitol Area
Planning Organization (CAMPO) and the Columbia
Area Transportation Organization (CATSO). MoDOT
staff provides technical support and guidance to the
TAC as may be required. The TAC meets on a
bi‐monthly basis to discuss state, regional, and local
transportation issues. In addition‐ the TAC assists
staff in advocating transportation needs for the
region, and identification of regional transportation
for possible funding support from MoDOT.
Economic Development Advisory Committee The Mid‐MO RPC Economic Development Advisory Committee (EDAC) provides a
forum for the distribution of information and ideas to enhance economic development in the region. The
committee meets on a bi‐monthly basis to discuss economic development issues in the region. Meetings
usually contain an educational component aimed to assist the
region’s economic development practitioners.
The EDAC is actively engaged in updating our regional
economic development plan, Comprehensive Economic
Development Strategy for the Mid Missouri Region (CEDS), and
developing training seminars on economic development
strategies.

Area F Regional Homeland Security Oversight Committee In order to more effectively plan, manage, and administer the Homeland Security planning requirements and
funding, the State has organized into regions based upon the existing nine (9) State Highway Patrol troop
areas. The entire Mid‐Missouri Regional Planning Commission area is contained within Area F. Each region
has formed a Regional Homeland Security Oversight Committee (RHSOC) comprised of one representative of
14 core disciplines‐ Emergency Management, Police, Sheriff, Fire, Health, Homeland Security Response Team
(HSRT), Public Works, Municipal Governments, County Governments, Private Industry/Utility, Emergency
Medical Service, 911, Volunteer Sector, Education, and Agriculture.

GUIDING PRINCIPLE: Promote Community and Economic Development
The Regional Planning Commission assisted membership in the project development of 19 projects this
past fiscal year with a value exceeding $5,700,000 in total estimated cost . Over $4,878,000 in grant funds
are identified to assisting project development. Projects range from being completed, to being under con‐
struction or having applications pending.

GUIDING PRINCIPLE: Provide Professional Staff and Serve As A Resource to Assist Member Governments.
Edward J. Siegmund, Executive Director Ed has been the Executive Director of the Mid‐Missouri Regional Planning Commission since April, 2004. He has over
twenty years of experience in community and economic development working with local government officials
throughout the state of Missouri on a wide range of planning projects. He has direct project experience in community
planning strategies‐ including financing techniques, downtown and neighborhood development, grant programs and
administration, comprehensive planning, park design, and regulatory issues.
Mr. Siegmund obtained his Bachelor of Science degree from Southeast Missouri State University, and did graduate
studies in environmental and physical planning at Southern Illinois University, Carbondale, Illinois. He is a member
of the American Institute of Certified Planners (AICP), and a Missouri Planner‐In‐Charge.
His work experiences include serving as Planning Director for the Coastal Georgia Regional Development Center,
Assistant Planning Director for St. Charles County Government, and as City Planner for the City of Mexico, MO. He
also worked as a Field Engineer in mineral and oil/gas exploration for over five years.
Colleen Vollman, Regional Planner/Grant Writer Colleen has served as a regional planner/grant writer and as the project manager for CDBG grants since joining the
RPC in February of 2006. She has five years experience working with grantees on various aspects of grant application
submission and project completion. She received her Bachelors of Arts from Northern Illinois University in
Anthropology and Art History.
She has been working in the State of Missouri for ten years as a Cultural Resource Management Consultant. She has
worked as a grant administrator for the State of Missouri and the National Park Service. Colleen has expertise in
Section 106 Review and Compliance, Grants, Cooperative Agreements, Memorandums of Agreement and
Memorandums of Understanding, National Environmental Policy Act, Revolving Loan Fund Programs, and
Economic Development projects.
Lee Ann Jestis, Office Manager Lee Ann obtained an Associate of Arts degree from Collin County Community College in Plano, Texas. She has also
been trained in many time management and organizational strategies through the Franklin Covey Company. Lee Ann
has over ten years in executive level administrative and office manager experience. Her work experience includes
extensive database projects in Microsoft Access, presentation projects in both Microsoft Powerpoint and Publisher,
monthly billing of over $1 million in franchise revenue sharing, and human resources support to a staff of over 500
employees.
Curtis Owens, Regional Planner Curtis received his Bachelor of Science in Planning with emphasis in Tourism Planning and Development and a Minor
of Community and Regional Planning from Missouri State University in Springfield, MO. Curtis currently serves as a
regional planner in the areas of Homeland Security and Transportation. He has worked at the Ozarks Transportation
Organization as a Transportation Planning Intern, and assisted with federal and state funding distribution to
transportation providers.
Susan Galeota, Administrative Assistant Susan was formerly an administrative assistant for the MO River Communities Network and the MO Regional
Cuisines Project. Originally from Columbia, Susan spent 30 years in Minnesota where she worked with community
food coops, community newspapers and other small businesses. She holds degrees from the University of Missouri
and the University of Minnesota.
Katrina Thomas, Regional Planner/GIS Specialist Katrina is a graduate of the University of Missouri‐Columbia with a degree in Geography. She has worked for the
Missouri Department of Conservation for the last year and half and has held a handful of other jobs in the fields of
natural resources and conservation. Most recently she volunteered with the Stream Team AmeriCorps Program in
Columbia where she worked on storm water education and water conservation projects, including coordinating a
community seminar on rain gardens and their importance in helping with the growing problem of water runoff.

Planning partners provide direct funding or other support to Mid‐Missouri Regional Planning Commission (Mid‐MO RPC). The organizations below support the core functions of regional planning in Mid‐Missouri.
Missouri Office of Administration With legislative approval, Mid‐Missouri Regional Planning Commission receives an annual disbursement of funds to facilitate regional planning throughout the state. The Missouri Office of Administration provides oversight for these funds, and works with MACOG (Missouri Association of Councils of Government) and Mid‐MO RPC to ensure statewide coverage and continued professional development for its members. www.oa.missouri.gov
United States Economic Development Administration The Mid‐Missouri Regional Planning Commission also serves as an Economic Development Region. These regions receive funding from the EDA to promote regional economic development and cooperation, and also maintain the regional Comprehensive Economic Development Strategy (CEDS). www.eda.gov
Missouri Department of Transportation The Mid‐Missouri Regional Planning Commission is a planning partner with MoDOT. Mid‐MO RPC facilitates the Transportation Advisory Committee (TAC) to provide grassroots input into MoDOTʹs planning processes. The Mid‐MO RPC also aids MoDOT in statewide needs prioritization and developing Regional Transportation Plans. www.modot.org
Missouri Office of Homeland Security In FY07, Mid‐MO RPC entered into partnership with the Missouri Office of Homeland Security to provide a framework for effectively distributing Missouriʹs homeland security dollars. This framework, known as regionalization, uses nine Regional Homeland Security Oversight Committees (RHSOCs) to provide local funding recommendations to the state Homeland Security Advisory Council. www.dps.mo.gov/HomelandSecurity
Missouri Association of Councils of Governments‐MACOG The Missouri Association of Councils of Governments (MACOG) is the statewide organization representing Missouri’s 19 regional planning commissions and councils of governments. These professional organizations represent the entire State of Missouri and are committed to enhancing the state’s regions. Regional councils are engaged in a myriad of activities, including eco‐nomic and community development, housing initiatives, safety and security, transportation planning, environmental issues, quality‐of‐life issues. These activities create jobs for Missourians, stimulate pri‐vate investment and attract millions of dollars which support public projects. National Association of Development Organizations (NADO) The National Association of Development Organizations (NADO) provides advocacy, education, research and training for the nationʹs regional development organizations. Building on nearly four decades of experience, the association offers its members exclusive access to a variety of services and benefits ‐‐ all of which are designed to enhance the ability of regional development organizations to foster ʺregional solutionsʺ to local government, business and community needs. www.nado.org

There are a number of state and federal programs that are available to local governments to use to assist in funding for a variety of projects. The Mid‐Missouri Regional Planning Commission works with a multitude of agencies to address their funding needs. Some of the primary sources that we use at the Mid‐Missouri Regional Planning Commission are listed below. Missouri State Emergency Management Agency The Federal Emergency Management Agency (FEMA) requires that all counties have an adopted All‐Hazards Mitigation Plan in place to be eligible for any federal hazard mitigation funds. SEMA has partnered with Mid‐MO RPC to facilitate the creation of these plans for Missouriʹs counties. As a result of this partner‐ship, all of Mid‐MO RPCʹs counties are now covered by a Hazard Mitigation Plan. http://sema.dps.mo.gov/semapage.htm Missouri Department of Natural Resources The Missouri Department of Natural Resources utilizes the Mid‐ Missouri Regional Planning Commission to distribute grant announcements and other information to Missouriʹs cities and counties. In addition, Mid‐MO RPC provides administrative services to Missouriʹs Solid Waste Management Districts. www.dnr.mo.gov Missouri Department of Economic Development ‐ Community Development Block Grant (CDBG) CDBG funds are used to complete many community projects, including water and sewer infrastructure, bridges, streets, drainage, structure demolition, community facilities, and ADA improvements.
