The year 2016 and my 8th year as your President has come and gone and we can be proud of our Chapter accomplishments during that period. I am especially please with the donations we have received for the ROTC/JROTC and Community Services Programs and once more our Annual Golf Tournament was a great success with 84 golfers par-ticipating. We received over $3,885 alone in our Golf Auction which was $585 more than last year. LTC Mike Patterson has headed up this program for a number of years and is assisted by COL Richard Aldinger. In April we had our Annual JROTC awards ceremony an pre-

sented 11 top cadets $1,000 each for scholarships. CAPT Ernie Joy, USN Ret served 31 years of active duty as a surface warfare officer. He held several command posts at sea and ashore, and completed graduate school thru off duty education, culminating in a Ph.D. prior to retiring in1998. He taught at the graduate level and served as a university administra-tor before retiring from the workforce in 2008. Ernie is in his second year as East Central AVP on the staff of the Florida Council of Chapters. He has been active with the Cape Canav-eral Chapter for about 6 years. FREE INCOME TAX PREPARATION

The Orlando Retired Activities Office (RAO) will of-fer free assistance to military retirees in preparing their 2016 IRS tax returns. Taxes will be completed in the RAO office, room 125 of the VA building at the former Naval Training Center. Appointments are mandatory and may be made by calling (407) 646-4110.

Ber All last year, I used these col-umns to say something about the month in which they appeared in the Focus. I’ve still got one more tidbit to offer even though the col-umns already have dealt with all twelve months–did you ever won-der why September through De-cember all end in “ber?” I thought I’d throw in the an-swer: ber in Latin means “month.” Thus we have “seventh month,” “eighth month,” “ninth month” and “tenth month.” If you were reading last year, you al-ready know that the ninth through twelfth months are named seven through ten because that’s where they stood in the Roman calendar before January and Febru-ary were snuck in. Not very original–I guess the Romans didn’t feel anyone else was worthy of the honor of having a month named after him, as they decided were the Roman gods January and Mars, goddess Maia, and Julius and Au-gustus Caesar. No month has been named for the God of the Bible, but I really doubt that He cares. He loves us, cares for us, hears our prayers, and, in the Christian tradition, sent His Son to die for us. He never looked for a statue in His honor nor any other recognition other than that of our honoring and serving Him. The problem with statues is that people erect them, then some time later others come along when the politi-cal winds have shifted and tear them down (remember the statues of Lenin after the Soviet Union collapsed and those of Saddam Hussain after he was routed?). While the Roman names for the months have stood the test of time, someday some group will probably come along and change them, too. Even now, they only ap-ply in a handful of languages; other tongues have dif-ferent names for them. But I’m reminded that like all of the honors to man-kind, “The grass withereth, the flower fadeth: but the word of our God shall stand for ever.” (Isaiah 40:8) In His love, Chaplain Dick

CVS TO LEAVE TRICARE PHARMACY NETWORK: On September 30th, TRICARE pharmacy contractor Ex-press Scripts, Inc., announced that CVS pharmacies, including those in Target stores, will no longer process prescrip-tions for TRICARE as of Dec. 1, 2016.

The good news is that Walgreens pharmacies will return to the TRICARE network on Dec. 1. You may recall Wal-greens left the TRICARE network in 2011 after Walgreens declined to accept TRICARE payment levels. After experi-encing drops in store revenue, Walgreens had a change of heart and has agreed to accept TRICARE payments.

Now it's CVS that's balking over the same issue, and TRICARE's answer is the same as it was previously for Wal-green's - pharmacies that don't agree to the TRICARE payment can't be in the TRICARE network.

The return of Walgreens means the TRICARE network will still include 57,000 retail pharmacies, and 98 percent of TRICARE beneficiaries will have a network pharmacy within five miles of home. Beneficiaries who have been using CVS will be notified about how they can transfer their prescriptions to a nearby network pharmacy. Those who use cer-tain specialty drugs will receive additional assistance.

If beneficiaries chose to fill a prescription at CVS after Dec. 1, it will be a non-network pharmacy. This means they will have to pay the full cost of the medication upfront, and file for partial reimbursement from TRICARE.

MOAA AND SECDEF DISCUSS SEQUESTRATION, FORCE NEEDS: On Nov. 30, MOAA President Lt Gen Dana Atkins, USAF (Ret) and a number of other association leaders met with Secretary of Defense Ashton Carter and a group of senior Defense and Joint Staff leaders.

Lt Gen Atkins took the opportunity to ask what the fiscal impact would be on the defense budget if sequestration were to return in FY18. Secretary Carter said sequestration would require defense budget cuts totaling about $100 billion over the next five years. This is why MOAA intends to make sequestration relief a top priority in the next Congress.

Defense leaders went on to articulate the conundrum that current forces are too big for the current budget and too small for the missions being assigned to them. They cited recent surveys in which 72 percent of troops said operational stress levels are too high.

Even so, a senior Defense official said there is a better than 50-percent chance the Pentagon will recommend a presiden-tial veto of the FY 2017 Defense Authorization Bill that is coming up for imminent congressional passage. The reason? It includes pay and force increases that are funded by operational contingency funds that are only good for one year.

MOAA believes strongly a veto would not be appropriate and is urging against it. The reality is nothing is certain be-yond the next year, and our Nation faces ongoing threats from ISIS, China, Russia, Iran, North Korea, and more.

When almost everyone recognizes we need more forces to meet the mission, we don't believe in quibbling about the budget methodology used to bring essential relief.

HELP YOUR SURVIVORS NOW If you have a family, one of the most important things you can do during your lifetime is laying out the plans to take care of your family after you die. Upon your death, your survivors can expect to re-ceive certain payments and benefits from the federal government, but it’s up to you to help your survivors. MOAA has several publications, listed below, which will give you an excellent start in this process. You can request these documents by e-mail: www.moaa.org or by calling 1-800-234-6622. - Help Your Survivors Now—A Guide to Planning Ahead - Survivor Benefit Plan—Security for Your Survivors - Survivor’s Checklist—First Steps for Moving On Also, you can request assistance in Orlando from the Retired Activities Office Phone: 407-646-4204 and Fax: 407-646-4212. THE NAVY EXCHANGE SAVES YOU MONEY Navy Exchange prices are an average of 15.8% below the competition. This savings is determined by "Market Basket" surveys. The Navy Exchange Service Command hired an independent consulting firm to conduct price surveys three times per year. Prices are compared on 350 exchange items, in eight geographic areas throughout the United States with such retailers as Wal- Mart, Target, Circuit City, and Sears. The results showed that customers save an average of 15.8% (excluding sales tax savings). In the State of Florida, the total savings would be 21.8% which includes the 15.8% average plus the 6% sales tax. At Navy Exchange Orlando, the savings can be significantly more when grocery food items are included because the Orlando Food Store prices food items similar to a military commissary. Another way the Navy Exchange helps the customer save money everyday is through its' Price Matching Policy. We will match the price of any identical item, sold in a local store - same brand, manufacturer, size, and model num-ber. Simply bring in a current, local competitor's ad for the identical item and we will match the price. Price differences greater than $50 require a supervisors approval. Exceptions

include concession-run operations, commissary prices, fine jewelry items, special orders, gasoline, automotive parts and labor/service charges, going-out-of business sales, flea markets, clearances, and percent and dollar off specials, internet sites, etc.

I am also a past member of the Board of Governors of the Citrus Club. The Citrus Club is a very prestigious private busi-ness club in Orlando. It offers excellent opportunities for social and business networking. The Citrus Club is a private club with limited mem-bership. Prospective members must be invited to join and be sponsored by a current member. There are many levels of membership from Young Executive to Platinum and Signature Gold Unlimited. Each membership level has different benefits and a dif-ferent monthly fee. The club serves breakfast, lunch, and dinner; has private business rooms with computers, printers, and phones available for members free use; a spa; and many social functions. The club has recently completed a $4 million dollar renovation. The club encompasses the entire 18th floor of the building at the corner of Orange and Jackson Street in downtown Orlando.
