Sayadi vehemently de-nied any involvement in the attempt on the vice mayor’s life.

She said she and other respondents named in the charge sheet will have their day in court.

“We are innocent and the truth shall set us free,” said Sayadi, speaking for the other suspects, adding that they are yet to receive copies of the complaint filed by CIDG. With wire reports

CAMP Panacan, Davao City-- Military authorities here have joined efforts in hunting retired Major General Jovito Palparan Jr. who has an arrest warrant for kidnapping and serious illegal detention relative to the 2006 abduction and disappearance of two Uni-versity of the Philippines students.

Lt. Colonel Lyndon Pani-za, spokesperson of the 10th Infantry Division, said all soldiers are duty bound to arrest Palparan once he is seen on site anywhere in Davao Region.

He said the headquarters of the Armed Forces of the Philippines (AFP) in Camp Aguinaldo has issued an order for the arrest of Palparan.

A LAWMAKER has asked the Mines and Geosciences Bureau (MGB) of the De-partment of Environment and Natural Resources (DENR) to submit to the Sangguniang Panlalawigan the comprehensive list of “hazardous zones” in the province of Misamis Ori-ental.

Provincial Board Mem-ber Jimmy Caiña with col-leagues Jesus Jardin and Benedict Lagbas, in a reso-lution, urged the MGB to submit to the Sangguniang Panlalawigan list of hazard-ous zones so the provincial government will be able to implement the “no habita-tion policy.”

Caiña explained that the resolution that he and two of his colleagues authored formed part of their con-dembation of the recent tropical storm Sendong.

“The criticism and con-demnation as to who are to be held accountable for the many deaths of the typhoon Sendong cannot and will not erase the dreadful history,” Caiña said.

He said that the Sang-guniang Bayans, Panglung-sod and Barangays of the province as legislative and quasi-executive front liners in their respective munici-palities and cities are in the best position to enact or adopt legislation discourag-ing the building of houses in these declared hazardous zones.

INTERIOR and Local Gov-ernment Secretary Jesse M. Robredo has asked the Commission on Elections (Comelec) to implement soon several electoral re-forms, including new regis-tration of voters, in line with the administration’s desire and call for transparency and direction in the Au-tonomous Region in Muslim Mindanao (ARMM).

Aside from new regis-tration of voters, the DILG chief suggested to the poll body a review of assign-ments of elections officers involved in past election malpractices; provision for mechanism where cases in pursuit of the reforms should be filed; and conduct of voters’ education.

“In line with the needed reforms (at ARMM), the DILG, as one of the catalysts in the reform agenda pro-gram of President Aquino III, would like to respectfully request the Commission, under your able steward-ship, to initiate or cause the introduction of schemes necessary to achieve the reforms intended,” Robredo

Comelec urged to implement electoral reforms in Armmtold Comelec chairman Sixto Brillantes in a letter dated January 26, 2012.

The DILG chief ex-plained there is an urgency for the Comelec to imple-ment the electoral reforms at ARMM because time is running short as the poll body and the region barely has only one year to pre-pare for the synchronized mid-term elections in May next year.

In his letter, Robredo said the conduct of a new registration of voters is nec-essary as this will reflect and assure a more truthful participation in the electoral exercises in the ARMM.

“The need for a new round of registration is brought by the desire of the President to rid the area of vestiges and illegal opera-tions institutionalized by the former administration that resulted to massive fraud and large-scale dis-enfranchisement of many bona fide and legitimate voters,” he said.

On the call for a review of assignments of poll body of-ficers involved in past elec-

tion malpractices, Robredo said something must be done, including reshuffling them to ensure honesty and integrity in future ARMM elections.

“We will find it difficult to generate success if the same unscrupulous election officers will be allowed to remain in their posts,” he explained.

The DILG chief added that it is also important to provide for mechanism where cases in pursuit of electoral reforms can be filed to ensure facility in prosecuting cases in ARMM; and to educate the elector-ate in the region to boost their level of awareness and develop their values on the importance of uncompro-mised votes.

“Voters education at the ARMM is also a must as this would also address their basic rights, duties and obligations in every election, and letting them go of their old practices of selling votes and lending participation to corrupt practices that prevailed in the past during elections in

the region,” Robredo said.Reports said the Come-

lec would need a P300 mil-lion budget to implement the much needed electoral reforms at ARMM.

Maguindanao Gov. Is-mael “Toto” Mangudadatu estimated that it would need at least P75 million, or P25 million each for the

five ARMM provinces, to implement it.

THE Department of Social Welfare and Development yesterday said that 101 fam-ily-survivors of Typhoon Sendong are now occupy-ing 12 bunkhouses in their permanent relocation site at Xavier University-Ecoville in Lumbia, Cagayan de Oro City.

DSWD Secretary Dinky Soliman said that 40 fami-lies had already transferred to the relocation site dur-ing Pres. Aquino visit in Cagayan de Oro last month.

She said that 61 other families joined the initial evacuees on February 1 while an additional 19 fami-lies are moving to the XU-Ecoville site soon.

Soliman said that la-trines, bathing, kitchen areas and lighting fixtures are also included in the bunkhouses built by the army’s 52nd Engineering Brigade.

According to Soliman, families now temporarily housed at the West City Central and City Central Schools will move to Ca-laanan tent city starting February 10 to 15.

She said the number of families for transfer to Calaanan depends on the number of tents vacated by families now occupying but are moving to the ‘core shelter’ unit under construc-tion in the area.

At least, 501 families are still at the West City Central School and another 171 families at the City Central School.

She noted that the Verme Composting Method ap-peared to have solved the garbage problem here.

The resolution provides for the resumption of vot-ers’ registration in ARMM

to give the Commission suff icient t ime for the conduct of pre-election activities and other prepa-rations in connection with the May 13, 2013 elections.

Earlier, the COMELEC deferred the registration in the autonomous region because of the pending case questioning the legal-ity of Republic Act 10153

on the synchronization of the ARMM elections with the May 13, 2013 National and Local Elections and in anticipation of the conduct of the ARMM elections at a later date.

The voters listing was originally scheduled to start on October 1, 2011 to October 31, 2012.

Aside from the reg-

istration, Yasin said the activities to be conducted from March 5 to October 31 also include valida-tion of voters registration records or the taking of the biometrics such as pictures, signatures, and thumbmarks of registered voters whose biometrics were not taken during the previous registrations due

to defective computers or peripherals.

DISASTER preparedness is a new subject. In the early 50s’ earthquake and fire drills are strangers. What most people learned of then were drills on putting off factory and company fires. Earthquake drills were never heard of then. Perhaps, a decade after the war, bomb drills were more popular at that time.

Today, earthquake and fire drills are common. Schools, manufacturing companies, public and private offices are now required to learn the basic on various drills. It is time to include typhoon drill, too.

All these drills are design to save lives and limbs of humans in times of disasters, calamities (man made or natural) and all other forms of tragedy.

Nevertheless, learning the basic on these drills are not enough. One should have equipment to compliment all these things. While these (combined preparedness of equipment, training and expertise) can help reduce casualties in times of disaster, it does not assure anyone to survive.

Why it is only now that we find these all sorts of drills necessary? Have planet Earth became dangerous that human survival arrived at an edge of extinction?

Willard Wells, a theoretical physicist, has developed a statistical model that he believes ‘predicts with unprec-edented accuracy not just how humanity will collapse, but when’.

Wells theory is base on three models, businesses, stage productions, and the human race. He argued that

The vanishing speciesthese models ‘lacks a finite lifespan, and each is made up of members who can prolong the institution even after its individuals die.’

Wells went on to explain that nature has its own way of preserving and destroying itself – including the human species.

‘Self-extinction will soon be a feasible scientific out-come, thanks to advances in genetic engineering, robots and other technologies,’ Wells explained in a talk in the Atkinson Hall at the University of California San Diego about three years ago.

While Wells doomsday skepticism of the survival of 4 billion Earth people could be likened to the ‘Great Flood’ that cleanse the scams of Earth, two things are familiarly attached to his theories.

One, the global population that exploded since the 1950s and, two, the advancement in technology and scientific invention at an unprecedented height had jeopardized Earth’s natural capability to nurture survival.

How far can Earth hold the largest population is not a question. What really gives us something to think about is the capability of the planet Earth to maintain its natural balance.

Talking about natural balance, we inevitably direct our thoughts to natural calamities, disasters and catas-trophes as the principal culprits.

No, these are not the culprits. These natural calamities are natural designs to maintain Earth load. Extracting deaths of thousands of people in natural disasters is coef-ficient with the number of population in ‘zero ground.’ At the very least, our preparation to minimize its effect is only superficial. BEAUTIFU lawns, spacious homes, and happy families: these are the hallmark of a dream neighborhood. But if you look beneath the veneer of gracious living, you will see a battle raging, a battle for control. You will see combatants everywhere engaged in skirmishes and people fighting fiercely to have dominion over the world around them. A person in authority wants to have control; a control over his employees and his surroundings. Government officials want control over peace and order.

The Battle of control is also evident in marriage. Take for example, the husband controlling the wife’s expenses to prevent the latter from draining the gravy well. Another would be a wife controlling the finances of the husband to prevent it from going to the mistress.

In the relationship setting, the girlfriend would send out signals to thwart the boyfriend from cheating. Control is also palpable in family, where the parents would do extreme measures to discipline the child. Control also exists in religion. Elders would attack other religion, brainwash the innocent, or threaten them just to control them and not to leave the home club. The battle of con-trol exists almost anywhere and it is a constant struggle.

Some people would sleep at night telling themselves they do not have control issues but unfortunately, they could not for they are too busy figuring out how to bend people to their will.

There are those who try to control destiny but destiny end up controlling them. Failure comes when we are not able to control things. There are even people who fear losing control of situations and worse, losing their sanity. We all need to have control over many things: life, love, finances, work, and many others. Some people feel comfort the moment they are able to have control. Control is a challenge and is a monumental task.

Control is extraordinary when people employ tactics to obtain it. Some rely on deception while others engage in outright trickery. Then there are those who resort to extortion because we know that to lose control, is to put our fate in the hands of others. Until the next Jibber Jabber.

THE Legal Network for Truthful Elections or Lente is a nationwide organization of lawyers and law students who volunteer their time and expertise during elec-tions.

In the first automated presidential elections in 2010 the thrust of Lente was to monitor election offenses and violations, gather evidence, and assist in the prosecution of elec-tion offenders.

Lente also sought to change the election laws by allowing the filing of anonymous complaints in order to protect witnesses.

Sad to say, although Lente received numerous anonymous complaints and evidence, only one was filed in court in Camiguin by a couple of media workers but,

it was eventually dismissed.In 2010, Lente volunteers

conducted at least a hundred seminars on automation and election law violations all over the country. Among the beneficiaries of those seminars are the Mangyans, the indigenous peoples of Mindoro, who form majority of the voters in the island. They not only acted as elec-tion monitors, they were also well-versed paralegals who ensured that no voter was disenfranchised or held

back from voting.Lente is a way for lawyers

and law students to contrib-ute to the great enterprise called nation-building. The heart of the Constitution is social justice, which is the diffusion of wealth and political power for the com-mon good.

Elections are about the diffusion of political power. It is the fundamental build-ing block of any democracy. Beyond the brilliance in arguing cases or the shrewd

maneuverings in the court-room, there is something noble and ennobling in the practice of law when it gives substance to the freedom of choice and to equal op-portunity to public office.

Thus, the Integrated Bar of the Philippines (IBP) and other major established elec-tion monitoring groups in the country such as NAM-FREL, PPCRV, CBCP, the Alternative Law Groups of the Philippines, OneVoice Inc., and other civil society groups finally decided to answer the long-felt need for a citizen’s arm dedicated especially to the legal aspect of the elections.

Special court for estate settlements,House Bill up in the makingA lawmaker has filed a bill designating specific Regional Trial Courts in the country to act as a special court to attend to estate settlement cases. “The proposed Estate Settlement Court (ESC) shall focus on and specialize in all cases of settlement of the estate of deceased persons. Thus, all estate settlement cases shall be concentrated in one RTC branch,” Rep. Arthur Defen-sor, Jr. (3rd district, Iloilo). Defensor said the bill would achieve the needed undivided attention and focused expertise for the speedy and efficient dispo-sition of estate settlement cases. House Bill 5705, to be known as an “An Act Es-

tablishing Estate Settlement Courts, granting them ex-clusive original jurisdiction over cases for settlement of the Estate of deceased persons,” seeks to amend Batas Pambansa 129, oth-erwise known as an Act Reorganizing the Judiciary, which was enacted into law on August 14, 1981. “Capital in the form of property are tied-up in long winding estate settle-ment cases, during which period of pending resolu-tion becomes a dormant asset which otherwise could have been used to generate income and employment,” Defensor said. Defensor said the bill seeks the immediate release of property to commercial circulation, making them

available for business trans-action, with the ultimate intent of generating income, which, in turn, would be subject to taxation and help stimulate economic activity. “Early settlement would also spur business activi-ties and employment and generate more income for government in the form of taxes,” Defensor said. In cases where the city is the capital of the prov-ince, the Estate Settlement Court shall be established in the municipality, which has the highest population, the bill provides. Defensor said the ESCs shall exercise original juris-diction to hear and decide all cases of settlement of estates of deceased persons,

regardless of the gross value of the estate. The bill provides that decisions and orders of the ESCs shall be appealed in the same manner as appeals from the ordinary Regional Trial Courts. Furthermore, the Su-preme Court shall promul-gate the necessary rules for the transfer of cases to the ESCs during the transition period, and for the effec-tive implementation of the proposed law. Defensor said the bill will complement with an-other measure entitled, “An Act granting Amnesty in Estate Tax,” which is intended to encourage the settlement of estates, by the grant of amnesty in estate tax.

The House Committee on Good Government and Public Accountabil-ity has officially taken on the investigation on more than a billion pe-sos worth of lighthouse spare parts and oil spill equipment acquired by the previous adminis-tration and said to be excessive, overpriced and illegal. In its hearing this morning, the Commit-tee agreed to acquire jurisdiction over House Resolution 1640 au-thored by Bayan Muna Rep. Teddy Casiño. The lawmaker said the DOTC’s purchase of P719,562,860 worth of lighthouse spare parts and P319,000,000 worth of oil spill equipment in 2009 was “excessive, ir-regular and illegal” and should be investigated by Congress for pos-sible malfeasance and misfeasance. He revealed that P319M worth of Ma-rine Environmental Protection Equipment (MEPE) alone appeared to be overpriced by P77,319,500.00 as ob-served by the COA in its March 22, 2011 Au-dit Observation Memo-randum. “From a unit price of P48,386,100 per lot as provided by the Coast Guard, the approved budget for the contract ballooned to P63,850,000 per lot. The DOTC eventually pur-chased only five instead

of eight sets of MEPE. He said the Commit-tee will also be looking into the prices of the other items that may have been overpriced by 40-50%. CAGAYAN DE ORO CITY -- Th e Home Development Mutual Fund, otherwise known as the Pag-IBIG Fund, is condoning penalties of delinquent and unregistered employers from January 2 to June 30, 2012 under its penalty condonation program. Th e program covers un-registered and delinquent employers, as well as em-ployers who have Pag-IBIG coverable employees but have not collected membership contributions from them, said Juliano S. Banghal, Pag-IBIG Fund Cagayan de Oro branch manager. He said employers who collected membership con-tributions and/or short-term loan amortizations from their employees but failed to remit the same to the Fund are disqualifi ed from this con-donation. Similarly, employers who have previously availed of any penalty condonation off ered by the Fund are also excluded from the coverage. According to Banghal, the penalty condonation program seeks to protect the interest of Pag-IBIG members and provide employers practicable means to settle their member-ship contribution arrears. It also seeks to compel unregistered and delinquent employers to register their employees to the Fund and provide them access to the benefi ts they deserve. Th ose who want to apply for the program are required to submit an application for penalty condonation; list of employees with unremitted contributions; affidavit of undertakings; photocopies of payroll; and certifi ed true copy of applicable proof of business existence such as business permit/mayor’s per-mit, Department of Trade and Industry (DTI) Certificate of Registration for sole pro-prietorship, Securities and Exchange Commission (SEC)

ONB ’11 net comprehensive income hits P 428 Million for a record 38 % increase over previous year. With this record in-come, the widest and most modern rural bank’s networth or net capital reached P 2.5 Billion now exceeding the P 2.4 Billion minimum capital required of commercial banks. “ONB will not convert to KB status principally because of the lower 3 % legal reserves required by BSP from RBs as against the 21 % legal reserves for KBs” says Alex V. Buenaventura, ONB president. The main contributor to ONB’s record net comprehensive income is the 72 % increase in loan portfolio from P 6 Billion in 2010 to P 10.4 Billion by end 2011. The biggest portfolio increase was realized from Mindanao government teachers under the DepEd-APDS Salary Loan Program. As of end 2011, ONB’s exposure to 48,467 DepEd teachers reached P 5.9 Billion for a whopping 109 % increase over 2010. “We have dispatched two UH (utility helicopter)-1H choppers from Western Min-danao Command to help in the relief operations in Negros Oriental,” Burgos said in a press briefing.

Four more helicopters are on standby for more de-ployments to affected areas.

For its part, the Philip-pine Navy (PN) has fielded patrol gun boats (PGBs) in the Visayas for augmentation in relief operations.

“The PGBs are under the Naval Central Forces (Nav-Cenfor),” Burgos also said.

The DILG chief said "While the response has been satisfactory, we should also factor earthquakes in our disaster preparedness plan.”

“There should be more regular drills and more in-tensive assessment on land-slide-prone areas in case of earthquakes,” Robredo said, referring to the local chief executives from Regions 6 and 7.

The government has ap-parently focused its disaster preparedness plan on the ill-effects of typhoons based on the country’s experience last year when Typhoon “Pe-

dring” hit hard and flooded Bulacan and Pampanga in October last year and Ty-phoon "Sendong" in the cities of Cagayan de Oro and Iligan last December.

Robredo on Monday has directed the deployment of Philippine National Police (PNP) and Bureau of Fire Protection (BFP) personnel in the earthquake-damaged local government units in Central and Western Vi-sayas to maintain peace and order and conduct search and rescue operations in landslide-struck areas.

The DILG chief, who is vice-chairman for Prepared-ness under Republic Act 10121 or the “Philippine Disaster Risk Reduction and Management Act of 2010,” is set to conduct a re-gional disaster preparedness campaign within the first half of 2012 to amplify and

instill among local govern-ment units and other local stakeholders the importance of disaster awareness and readiness.

In December 2010, he issued DILG memorandum circular 2010-143 defining the roles and strengthening local government capaci-ties, particularly the Local Disaster Risk Reduction and Management Councils, in mitigating and confront-ing natural or man-made disasters that would strike in their areas.

“Because of extreme global weather changes and other unforeseen eventuali-ties like earthquakes, flash-floods and landslides, we need to have the LGUs and people’s awareness, knowl-edge and understanding, acceptance and participation and mobilization in disaster prone-areas,” Robredo said.

He advised his constitu-ents to remain outdoors for the meantime, believing it’s safer there than being inside structures.

“I told them not to go inside their houses as these structures might collapse if another tremor occurs,” he said.

There are already 25 confirmed earthquake fa-talities in Guihulngan City alone, Reyes said.

He clarified such death toll excludes possible casual-ties from the landslide which hit Bagay Planas when the

tremor struck.Twenty-nine people are

presumed to have died from that landslide.

Reyes doubts if survivors can still be recovered there.

“Nearly 24 hours already passed since the landslide happened,” he said.

Philippine Army 302nd Infantry Brigade’s Col. Zo-simo Patrimonio reported troops were already under-taking rescue and recovery operations in the landslide area.

About 40 adults and an undertermined number of children are also still unac-counted for in Guihulngan City, he said.

He noted relief goods and additional troops are being transported using helicopters and the navy’s ship.

“We’re initially orches-trating units concerned and armed forces resources,” he said.

Reyes is seeking aid for his constituents as he said Guihulngan City has no electricity, the earthquake damaged the water system there and food is difficult to source at present.

“We need help – stores in our city are either closed or destroyed,” he said.

He noted aid can only be shipped to Guihulngan City

at present since the earth-quake damaged arteries leading to Dumaguete City, Negros Oriental’s capital.

Guihulngan City is part of Negros Oriental’s First District.

“Such district was the most affected by the earth-quake,” noted Negros Ori-ental Gov. Roel Degamo.

The First District also includes Villahermoso mu-nicipality where National Disaster Risk Reduction and Management Council earlier said the quake was felt at intensity VII.

Phivolcs describes inten-sity VII as “destructive” and in which “limited liquefac-tion, lateral spreading and landslides are observed.”

Liquefaction is “a process by which loose saturated sand loses strength during an earthquake and behave like liquid,” Phivolcs said.

Malacanang already di-rected agencies concerned to ensure help for the earth-quake-stricken areas.

The Palace wants “timely delivery of assistance re-quired,” Malacanang deputy spokesperson Abigail Valte said Tuesday.

She said Malacanang is monitoring the situation and continues keeping in touch with Department of Social Welfare and Development

(DSWD) as well as with other agencies concerned regarding developments on the matter.

DSWD Secretary Cora-zon Soliman earlier said the agency already mobilized personnel to bring food, tents and other relief sup-plies to Negros Oriental.

“We’re striving to reach the areas so assistance can be extended to the victims as soon as possible,” she said.

She noted 3,000 food packs are among goods for delivery to the province from nearby Cebu province.

Earlier, Degamo aired his appeal for Malacanang’s assistance in rehabilitating public infrastructure dam-aged by the earthquake.

“We’re still recovering from onslaught of storm ‘Sendong’ last December so I’m appealing for help as the earthquake’s infrastructure damage is already affecting our economic activities,” he said.

He said the earthquake totally damaged three bridg-es in the province, making movement and access there difficult.

“Various government buildings also sustained cracks,” he said.

BUTUAN City––Police operatives arrested three men for possession of four sachets of crystalline substance believed to be meth-amphetamine hydrochloride or shabu in two separate incidents in Bayugan City, Agusan del Sur and Cagwait, Surigao del Sur Monday.

Millares were apprehend-ed aboard a motorcycle at around 2:30 pm on Al-maciga Street in Barangay Taglatawan, Bayugan City.

He said policemen were monitoring the movement of the suspects following a report that they were buying shabu. When accosted, the suspects allegedly yielded a transparent plastic contain-ing what police believed to be shabu.

The lawmen brought

the suspects to the Bayugan police station for further investigation while the sus-pected shabu sachet was sent to the provincial crime laboratory for analysis.

Corvero was apprehend-ed at a checkpoint put up jointly by Cagwait police and the Second Platoon from the Surigao del Sur provincial public service company led by Insp. Archie Amores.

The suspect was on a

silver SYM motorcycle head-ing for Bayabas town.

Gamba said Corvero had no driver’s license while his motorcycle had an expired registration.

He said when the po-licemen ordered Corvero to take his bullcap off, a Fortune cigarette wrapper containing three sachets of crystalline substance fell. The suspect is now detained at the Cagwait police sta-tion, Gamba added.

Workshop on effective disaster, risk reduction set in OroCAGAYAN de Oro City––The Senate Committee on Climate Change and the Asia-Pacific Institute for Green Development will be holding a Regional Work-shop for Effective Disaster Risk Reduction and Cli-mate Change Adaptation on February 24, 2012 at the Provincial Capitol, Cagayan de Oro City.

The regional work-

shop intends to facilitate the translation of national policies and plans on climate change and disaster risk reduction into local plans, and the full implementation of the same towards more effective risk governance at the local level.

Specifically, it aims to discuss the alarming im-pact of disaster and climate change, present the Climate

Change Act, Disaster Risk Reduction Act, the Na-tional Disaster Risk Re-duction and Management Plan (NDRRMP), and the National Climate Change Action Plan (NCCAP) as guidance on the preparation of the local plans.

The workshop also hopes to promote the integration of disaster risk reduction (DRR) and climate change

adaptation (CCA) into the local development plans and link local government units (LGUs), potential donors, national government agen-cies (NGAs), non-govern-ment organizations, and research institutions in the implementation of potential DRR and CCA strategies.

Meanwhile, the dis-cussions during the work-shop will focus on three

themes, namely, Disaster and Climate Change: Sci-ence, Impacts, and Policies; Integrating DRR and CCA in Local Plans; and Resources for DRR and CCA.

Representatives from the LGUs, NGAs, NGOs, the academe, youth, media, private sector, and other stakeholders are expected to participate in this regional workshop. PIA-10
