But Daling, 50, a mother of four said it was a different story years ago.

“We had nothing. Most of our members were rebel returnees. We have no land to till; we had no viable source of income,” she said.

Their organization of 18 members was organized way back in 2008 through a government project but never really prospered.

Luckily, in early 2009 their ba-rangay captain and now vice mayor Angelo Capistrano, Jr. lobbied for their endorsement in the Department

In a solidarity move, the members of anti-coal groups from Luzon, Visayas, and Mindanao convened at the country’s capital to publicly denounce the Philippine government’s coal projects through a manifesto signed during the National Anti-Coal Summit organized by Greenpeace.

“Communities are the ones who are paying the price for the world’s dirtiest fossil fuel. Coal use endan-gers the well-being of fami-lies and the environment. In every place where coal is mined and used to generate power we find communities suffering environmental damage and health prob-lems. Burning coal also accelerates climate change whose extreme weather im-pacts have already costthe country thousands of lives and billions of pesos in losses,” said Anna Abad, Climate and Energy Cam-paigner for Greenpeace Southeast Asia.

Anti-coal communities have been actively waging their own battles against coal power companies and with their local governments to demand for the closure and cancellation of coal power plants in their respective areas.

To date, there are nine coal plants in operation in the country, with 12 more in the pipeline. According to Abad, communities who will end up hosting these plants

COMMUNITY representatives from sixteen provinces around the country called on the government to abandon coal energy expansion and instead ensure the country’s sustainable development with a future powered by clean, peace-ful, renewable energy.

PENRO Tito Gabor said the National Green-ing Program of the pres-ent administration is an inter-agency approach to help mitigate the effects of global warming.

“If the proposed coal power plant pushes through in our town, it would be like living a death sentence,” says Josephine Pareja of Talisayan, Zamboanga. A punong barangay, Pareja is the most outspoken critic of the proposed Aboitiz coal plant in Talisayan. “All the toxic emissions of the coal plant will eventually end up in our bodies. Department of Energy (DOE), please have mercy on us residents,” she pleads.

Coal, one of the leading causes of climate change, also endangers the health and livelihood of communi-ties. As a primary source of air pollution, it contains a lethal mix of sulphur dioxide (SO2), which causes acid rain; the greenhouse gas nitrogen oxide (NOx); and heavy metals like mercury (a powerful neurotoxin), arsenic (a carcinogen), as well as lead and chromium.

“Solutions are available to reduce our dependence on polluting, dirty and deadly coal energy. The govern-ment must prioritize and support green investments which will help put the country on a low-carbon growth pathway, instead of pursuing investments which are harmful

the southwest monsoon, Northern and Central Lu-zon will experience mostly cloudy skies with scattered rainshowers and thunder-storms.

In its advisory, PAGASA said the rest of the country will be partly cloudy to cloudy with isolated rain-showers or thunderstorms.

The weather agency said moderate to strong winds blowing from the Southwest to South will prevail over Northern and Central Luzon and com-ing from the Southwest to West over Mindanao. The coastal waters along these areas will be moderate to rough.

COTABATO City––Some 700 families evacuated to safer grounds after members of conflicting base commands of the Moro Islamic Liberation Front (MILF) entered its second day of fierce fighting Friday in Barangay Kolambog, Sultan sa Barongis, Maguindanao.

Municipal Mayor Alindatu Angas said the evacuees are currently housed at an evacuation center in the town center.

Ghadzali Jaafar, MILF political affairs chief, confirmed the ongoing atrocities between the 105th and 106th MILF Base Commands in Sultan sa Barongis, which originated from land conflict, among others.

He said the 105th MILF Base Command operates under Commander Adan while Commander Duma leads the 106th MILF Base Command.

“This has been going on for a long time. We thought that we have resolved the issue in the past,” he said.

GENERAL Santos City––Tuna fishing companies here are set to resume its operations next month in areas within the Pacific Ocean having closed for two years by an international fishery organization due to concerns over the rapidly declining tuna stocks.

Joaquin Lu, president of the Socsksargen Federa-tion of Fishing and Allied Industries, Inc. (SFFAII), said 36 tuna catcher ves-sels would set sail from this city on Sept. 25 to the reopened Pocket I of the Pacific Ocean.

Lu said a sendoff cer-emony would be held at city’s fishport complex to mark the return of Filipino tuna fisherman to the fish-ery area.

The WCPFC decided in late 2009 to close down the area to fishing operations following the noted steady decline of tuna catches worldwide.

But the Philippines re-quested WCPFC to reopen the area to Filipino fisher-men, citing far-reaching implications of the closure order to the country’s tuna industry.

ON AUGUST 27, 2012 was born our second child, a bouncing baby girl. Upon seeing her for the very first time fresh from the hospital nursery, I was in awe of her naked little body.

This made me thank God and I thought of the Psalmist David of his word of adoration to God for his existence that says in Psalm 139:14, “I praise you because I am fearfully and wonder-fully made; your works are wonderful, I know that full well.”

The human body is the most complex and unique organism in the world, and that complexity and unique-ness speaks well about the mind of God.

Every aspect of the body,

Fearfully and wonderfully made

down to the tiniest micro-scopic cell, tells that it is fearfully and wonderfully made.

The human brain is also an amazing organ, fearfully and wonderfully made.

It has the ability to learn, reason, and control so many automatic functions of the body such as heart rate, blood pressure, and breath-ing, and to maintain balance

to walk, run, stand, and sit, all while concentrating on something else.

Consider the single fer-tilized cell of a newly con-ceived human life. From that one cell within the womb develop all the different kinds of tissues, organs, and systems, all working together at just the right time in an amazingly co-ordinated process.

Power rate hike? After prices of fuel, oil and basic goods soared

ELECTRICITY con-sumers are b eing forced once again to shoulder another power rate hike in the form of an additional 7 centavos per kilowatt hour (kWh) under the universal charge for the missionary electri-fication (UCME) com-ponent in September.

This prompted law-makers to ask the En-ergy Regulatory Board (ERC) to suspend any power rate increase as consumers are still reeling from the suc-cessive price hikes not only on power but also in petroleum products.

“In the last budget hearing of the Depart-

ment of Energy, Sec-retary Rene Almen-dras assured us that power rates will go down next month. Eh kabaliktaran yata ang mangyayari,” party list representative Teddy Casiño said.

The ERC has allowed Napocor to increase the UCME for grid-connected consumers next month to about 11.54 centavos per kWh from the current 4.54 centavos per kWh.

Such action is al-most inhuman since the people are already burdened by increases

in fuel, oil, electric-ity and even in basic goods.

This is like putting salt to the wound of a consumer who has been battered by re-cent calamities.

Casino also called on Malacañang and the House leadership to immediately ap-prove measures re-moving or reducing the value added tax (VAT) on electricity in order to prevent government from col-lecting windfall VAT revenues.

“Napocor’s pro-posed hike and power firms’ last increase plus the succeeding in-

creases in the price of electricity due to high-er generation costs, universal charges and currency exchange rate adjustments will result in unfair and immoral windfall VAT revenues on power unless we remove or reduce the tax,” said Casiño.

Notwithstanding Casiño’s allegations, the pangs of hunger and the incessant suf-ferings that plague the poor and marginal-ized sectors are already inhuman. What kind of government would allow power firms to inflict more suffer-ings on them? Where is justice here?

gani Rep. Manny Pacquiao for pursuing the preaching of the Bible among our countrymen, with his August 31, 2012 Bible sharing in General Santos City entitled “The Word: Restoring Your Relationship with God”. This is the only true and correct way of reversing the suffer-ing, want, dire poverty, and the many curses afflicting many of our people, and it is amazing that Pacquiao is actually doing it.

I mean, Pacquiao, the boxer, was not known for the Word of God, the Bible, and his style of living before he became an ardent preacher showed he was rather aa man of the world, not a man of the Word. But then, God intervened, and gave Pacquiao the real battle of his life---preaching and propagating the Word in these end times---and it is evident that he has accepted it and is bent on doing it, publicly yet.

If only one or two more of our lawmakers or top government officials can also engage themselves in a persistent effort to publicly preach the Word and make Filipinos Bible-readers and men and women who humbly pray to God at all times, then we, as a nation, will surely attain success and prosperity. Then, we shall be able to truly overcome the many problems that have come our way since generations ago, and emerge finally victorious as a people led by God.

DBM rolls out P39.5-M for Pagasa worker benefits

MANILA, Aug. 29 --The De-partment of Budget and Man-agement (DBM) authorized the release of P39.5 million in funds to support the Magna Carta ben-efi ts for employees of the Philip-pine Atmospheric Geophysical and Astronomical Services Ad-ministration (Pagasa). Th is will cover the funding requirement for Pagasa worker perks from March to June 2012, a statement from the Department of Budget and Management. Th e release—as confi rmed by the issuance of a Special Al-lotment Release Order (SARO) by the DBM—will account for benefi ts named under the Magna Carta, specifically the laun-dry, subsistence, longevity, and hazard allowances due Pagasa employees for the fi rst semester. “We already issued a SARO in mid-August to cover the funding requirements for Pagasa

worker benefi ts in the fi rst semes-ter of 2012. In other words, the agency’s Magna Carta allowances for the fi rst half of the year have already been fully accounted for. However, we wish to emphasize that the release of Magna Carta perks will be strictly enforced ac-cording to Magna Carta law and its implementing guidelines in the second semester of the year,” Budget and Management Secre-tary Florencio B. Abad said. “We will be expecting strict compliance with the Magna Carta guidelines to preclude ir-regularities and fund abuse that have already become a common practice in many government agencies,” he added. Abad cited the frequent viola-tion of rules set for the provision of Magna Carta perks, espe-cially for the release of hazard pay to Pagasa employees. The budget chief particularly noted

the frequent realignment of department funds for unfi lled positions to support Magna Carta benefi ts, which were oft en overinfl ated or unwarranted. “For the longest time, Pa-gasa has dispensed hazard al-lowances to all its employees, without any distinction whatso-ever between workers exposed to risk and those who are merely working in uncompromised environments. Th is isn’t just a glaring violation of the law—the practice also contradicts the guidelines dictated by Pagasa itself,” Abad said. Filipino tuna catchers are only allowed 40 sets of FADs each, Lu said.

The WCPFC also limited Filipino tuna catchers to medium-sized fishing vessels with gross tonnage not exceeding 250 tons.

SPI Comrel Manager Ghaye Alegrio and Tagoloan Mayor Paulino Emano led recently the simple turn-over rites.

Designed to enhance the classroom teaching and learning process, the ETV program has so far gained marked im-provements in the public education performance.

Studies showed a differential perfor-mance of as much as 23 percent between those exposed to the ETV science series and those who were not part of the program.

Grades 2 & 3 pupils exposed to the ETV science episodes absorbed twice as much of the concepts than those who were given regular, non-augmented instruction.

Interestingly, understanding of the concepts in Filipino appeared to facilitate the transfer of learning to English.

In Villanueva and Tagoloan districts where the program has been running since 2005, students’ performance as measured by the National Achievement Test (NAT) results also improved.

In Villanueva for instance, NAT rating increased from 55.51 percent to 77.19 percent in 2011.

The program also saw teaching meth-odology improvement such that teachers can deliver in 20 minutes the concepts that they usually teach in two days.

So far, nearly 60 percent of the 22 public schools in Tagoloan and Villan-ueva have been provided with the ETV package consisting of a flat screen 32” TV set, a DVD player, and more than 500 educational TV episodes sine eskwela on Science, Math, English and Civics.

SUN CELLULAR leads the market having posted the industry’s highest growth in the mobile prepaid segment for the first half of the year with a 15% increase versus the same period last year.

Sun Cellular officials attribute the growth to its expanding network reach, best-value products, and added features to its un-limited load variants and SIM cards.

Sun earlier reported a 17% increase in over-all net service revenues for the first half of 2012.

Lumanlan said that the launch of new prepaid SIMs and the enhanced features of the existing ones helped Sun acquire new subscribers from different demographic and social groups.

CAPITAL EXPENDITURE of leading telecommunica-tions company Globe Tele-com for the first half of the year reached Php 11.7 billion or about US$273 million as its network modernization and IT transformation pro-grams go into full swing.

Globe expects a second half spend to bring full-year CAPEX to around US$750 million to US$800 million.

Of the amount, US$530 million was earmarked for network and IT moderniza-tion while about US$220 million to US$270 million was set aside for various business-as-usual (BAU) ac-tivities such as investments in submarine cable and fixed line data, and broadband capacity upgrades.

“Our network modern-ization program remains on-track and is currently being rolled out throughout

the country.In the last six months,

The massive network modernization program

entails a cost of US$700 million while the IT trans-formation program is placed at US$90 million.

Albert de Larrazabal, Globe Chief Financial Of-ficer, said that based on initial estimates, full year 2013 CAPEX is pegged at around US$400 million in-cluding the US$110 million allocation for the network modernization and IT trans-formation programs.

“To fund the CAPEX requirements, we will first scan the market to deter-mine whether we should do a bilateral agreement with the banks, go for syn-dicated loans, or apply for more commercial paper issuance. The market is so liquid, placing us in a very nice position to choose which instrument is the most competitive,” he said.

For the funding of

this year’s CAPEX, Globe Telecom obtained loans from China Bank, Banco de Oro, and Rizal Com-mercial Banking Corp. and also undertook a P10-billion bond offer.

The new network will have an all-IP architecture as well as a significantly increased use of fiber op-tic cables to handle voice and data traffic and will give Globe the capability to upgrade to more advanced technologies in the future and even to personalize its services.

The program is also de-signed to reduce the costs of operating, maintaining, and upgrading the network as the company shifts towards more power-efficient equip-ment and adopts more green solutions that will further reduce its carbon footprint and energy consumption.

from pinakbet-type, chopsuey-type to the in-digenous vegetables which we either just consume or sell in the neighborhood and to local traders,” Dal-ing said.

Their garden teems with amplaya, bottle gourd, egg-plant, squash, tomatoes, cauliflower and broccoli and some green leafy vegetables, way far from their olden garden crops of kangkong, alugbati, and other indig-enous crops.

Each member rents each plot at P10.00 per month planted to crops of their preference. However, regu-lation and crop rotation is also observed in order not to over supply one type of vegetable and prevent jealousy among members.

A minimum of two plots will be assigned to a mem-ber. Others acquire eight or more depending on how much one can cultivate.

The members earn in two-ways: one is by selling their harvest to local traders twice a week and by vending their crop around the town by themselves.

“Local vegetable traders come to our farms and buy our harvest twice a week. Sometimes, other members opt to harvest their crops, and buy from our other members and sell the veg-etables around town which adds to our regular weekly income,” Daling said.

They allow such set-up especially to those members who have immediate finan-cial needs to cover mostly school payments, but they also remind each member to maintain the volume of their harvest to keep their supply to the local market.

“We have at least 23 regu-lar costumers who buys in volume whom we give a gate price of cauliflower at P40 a kilo; petchay P20 per kilo, squash P15, eggplant P20.00 and other leafy veg-etables range from P12-P15 a kilo,” Daling said, adding: “We earn at least P200.00 a day from vending around town, aside from our weekly income from the regular costumers plus we have already secured our own daily supply of vegetables.

This is much better than our lives before.”

Since the group is using organic fertilizer, they have also availed themselves of the vermiculture project from the provincial govern-ment for the production of vermicast and vermin tea.

“The local DA office which constantly moni-tors our project here has also aided us in the prop-er animal management of our cattle dispersal and even supply the necessary biologics,”Daling said.

In 2011, their organiza-tion bagged first prize of the local G4 (Go, Grow, Glow Garden) competition of the National Anti-Poverty Commission and received the cash prize of P50,000.

“Our dream is to buy our own garden lot and have a stall in the public market where we can directly sell our harvest,” Daling en-thused.

Coming back to the bo-som of the government, they have become the “green armies” in their community.

time there is a change in the presidency of our country, we hear of claims by the incumbent that eco-nomic take-off has taken place, that more Filipinos have risen from poverty. Yet, as we gaze around us today, many of us continue to languish in economic want, many continue to live destitute lives.

The reason is that we have forgotten---or, in many cases, simply disregarded---the real rule for economic success and prosperity, just because that rule is enshrined in the Bible. The result? We as a nation remain poor. If we want to change all these, we should remember what Jesus, our God and Savior, said in Matthew 6:33 of the Bible: “Seek ye first the kingdom of God and his righteousness, and all of these things will be added unto you.”

We should also remember Joshua 1:8: “Do not forget to read the Book of the Law; meditate on it day and night, and be careful to obey ev-erything that is written in it. Then we shall become

successful and prosperous.” It might be difficult to be-lieve that by just reading the Bible we will become great. But, why don’t we give it a try first?

Of course, there are those who say the DILG post will be used by Mar to prop up his plans for running for the presidency in 2016, but then that is not a reason to deny a man with a varied talent and experience as Mar Roxas to head an agency that will put him in direct contact with the political leaders and the voters of this country and do something concrete for them.

With the full backing of the President, Mar Roxas can do a lot in the early releases of the LGUs’ internal revenue allotments, in undertak-ing disaster-preparedness and mitigation projects, in compelling local govern-ment leaders to be more transparent, more efficient, and more responsive to their constituents---in short, in ensuring better governance under the “daang matuwid” program. So why not give him a chance?
