“There’s a defeaning silence on oil price hikes by Team Pnoy,” Steve Ranjo, secretary-general of Pagkakaisa ng mga Tsuper at Opereytor Nationwide (PISTON), said at a press conference in Quezon City this Wednesday March 13. Oil overpricing is just one of the many things that aggra-

IN line with the in-tent ion of the c i ty government to help provide non-govern-ment organizations with funds for liveli-hood projects, the City Council has ad-opted a resolution ac-crediting the Shamar Care Foundation Inc. with the city’s Local Special Bodies.

As such, the foun-dation can fund its projects from the city or other sources, as required under perti-nent Commission on Audit (COA) circulars.

classrooms eyed THE City Council com-mittee on education will look into the request of the Southwest District II Man-ai Elementary School in Barangay Tignapoloan for the construction of two ad-ditional classrooms. According to School Principal Rudy Villalo-bos the classrooms are intended for Grade II pupils. He sa id the o ld c lassrooms are no longer safe for school children.

In another develop-ment, the committee will also attend to the request of the Baran-gay Council of Balulang for a clearance from the city mayor for the proposed establish-ment of the Balulang National High School. According to him, the Department of Educa-tion (DepEd), through the Barangay Council of Balulang, may soon start the construction of the building in a three-hectare land. (JBD/asf)

PPP Comes to Mambuaya & bayangaCity Mayor Vicente Y. Emano takes a closer look at a dental operation conducted by a City Health/City Hospital dentist on a resident during the PPP held in Mambuaya, and later, in Bayanga last March 13, 2013. Both barangays were able to avail of free services including medical, veterinary, property assessment, agricultural, social welfare, civil registry, civil wedding, and other basic services. The CSWD also distributed food packs and conducted supplemental feeding.

A multi-sectoral group is set to study preven-tive measures to boost the city’s drive against vandalism.

This was initiated by Councilor Ian Mark Q. Nacaya, chair of the City Council com-mittee on police, fire and public safety, in line with the intention to come up with a ho-listic approach to make

the campaign more effective.

The committee held a series of meetings inviting representa-tives of the Department of Health, City Health Off ice, City Social Welfare and Devel-opment Department, and the Task Force on Vandalism created by the Cagayan de Oro Police Office to hear

During its meeting Wednesday, resource persons from the Phil-ippine Mental Health Association presented the psychology behind vandalism to the com-mittee.

will be invited to also present suggestions and recommendations to help in effectively implementing the anti-vandalism law.

He explained that to a certain extent, schools serve as a ground where the young people develop their distance to the community and society.

He added that the involvement of schools and other sectors is needed to address the problem of vandalism in the city. (LCR)

By FLOReNCe A. RAMOS CAGAYAN de Oro City––The Department of Agrar-ian Reform (DAR) and the Department of Trade and Industry (DTI) conducted the DAR-DTI Technical Discussion on Value-Chain Analysis and Planning for Project CONVERGE on March 6-8 in this city.

The three-day affair was attended by officers and staff from the DAR and DTI central office and their counterparts from Regions 9, 10, and 13 (CARAGA). A representative from the Department of Agriculture (DA-10) also attended.

The value-chain analysis and planning activity aims is to analyze and map the value-chain business devel-opment plans for selected crops in each of the cov-ered regions and thereby increase the income of the agrarian reform beneficia-ries (ARBs).

“DTI will be a major support since they will be the agency who will as-sist the project in building and improving agribusiness partnerships between ARB organizations and private sectors,” mentioned Dir. Beh Afable of the DAR Project Development Management Service (PDMS).

Furthermore, John Lu-cero, a senior trade indus-try development specialist (STIDS) from DTI Central Office said that with the fast-paced development on the market, competitive-ness between commercial products and products from local farmers will become more challenging.

“Consumers today are more sophisticated and tend to go for the best and convenient products on the market. This will be where value-chain can help our farmers,” said Lucero.

Value-chain analysis, according to his presenta-

tion is a business promotion approach to help improve sectoral competitiveness.

Further, DAR Undersec-retary for Support Services Jerry Pacturan emphasized the importance of properly organizing the ARBs in the value-chain to strengthen their competitiveness in the market.

The Convergence on Value-chain Enhance-ment for Rural Growth and Empowerment, or sim-ply Project CONVERGE is a project conceptual-ized by the Philippine government through the National Convergence Initiative agencies (DA, DAR, and Department of Environment and Natural Resources) whose principal goal is to reduce poverty by increasing the incomes of poor Agrarian Reform Community (ARC) clusters with the assistance of the International Fund for Agricultural Development.

MARAWI City - A mem-ber of the Regional Leg-islative Assembly (RLA) of the Autonomous Re-gion in Muslim Mindanao (ARMM), underscored the need to fast-track the passage of the En-hanced Basic Educa-tion Act (EBEA) of the ARMM.

Samira Gutoc-To-mawis, chairperson of the Committee on Edu-cation, Culture, Arts and Sports Development, said one of the most important concerns con-tinuously discussed by the Committee was the review of the Muslim Mindanao Act (MMA) 279 to improve the edu-cation standards in the region and be aligned with that of the national

government.Tomawis said MMA

279, otherwise known as the ARMM Basic Educa-tion Act of 2010, is not faulty but the prevailing conditions and situa-tions demand changes in some of the provisions of the Act.

She even recalled the President’s State of Nation Address (SONA) where he mentioned ghost students, walking to ghost bridges, going to ghost schools, and maybe being taught by ghost teachers.

According to her, the EBEA is a more defined, comprehensive, and rel-evant measure that re-sponds to the needs of time and the demands of the education sector of the region.

The EBEA has mod-

ern landmark features on K+12, disaster risk reduction management, recognition of tribal com-munities, health and nu-trition, and open gover-nance, she emphasized.

The bi l l also pro-motes and strengthens the Madrasah System as an essential part of the regional educa-tion system; provides an inclusive education including access by in-digenous peoples and communities, people with disabilities (PWD) and learners with special needs; provides facilities and mechanisms for ac-cess to distant learning education by learners from remote and isolated barangays in the region and out-of-school youth in urban centers; among others. saying, “Joy shared is joy doubled.” Giving isn’t a sacrifice, it’s an investment. We actually get back much more than we give. So don’t give until it hurts, give until it feels good. The American President, Calvin Coolidge, said: “No person was ever rewarded or honored for what he received. Honor is always the reward to people who give.” What you and I do just for ourselves dies with us. What we do for others lives on even after we die. So it’s smart to invest in the success of others. “It’s when you help someone else up a mountain that you yourself end up closer to the top.”

Give to liveThe principle of giving

is simply a law of life that works. Just like money can only get good things for you when it is used and circu-lated. But if you do not use your money or give it away, you can’t get any enjoyment or thing of value out of it. It’s only when you give out that you make more room inside to receive. You know that the Dead Sea is dead because it only receives and never gives. It does not flow out or give to other bodies of water, so it just dies. In the same way, when we don’t give to others we plug up the natural flow of life in us. This is why selfish, stingy people are never really happy, and seldom healthy.

A successful man said: “You will be remembered for two things: the problems you solve and the problems you cause.” Each of us is created to be an answer and help to someone else’s life. A famous man put it this way: “You cannot live a successful day until you’ve done something for someone else who cannot pay you back.”

The Jewish people have an important holiday every year which celebrates the giving of gifts. Everyone, including the poor, must find someone poorer than himself and give him a gift. You see, “If God can give gifts THROUGH you, He will give them TO you.” In fact, God loves us so much

that He gave His own perfect life to pay for our wrongs, just so He could share His life with us. So why not give your life to Jesus Christ today? Then you can start enjoying His successful way of giving and living every day, for the rest of your life. Just Think a Minute…

CANDIDATES’ RELA-TIONSHIP WITH GOD: As part of our voters’ education campaign in this column, we shall continue to write about standards that Filipi-nos can use to choose who to vote for in the upcoming May 2013 elections. It is my fervent prayer that what we are writing here insofar as electing the candidates that will really work for the best interests of the Filipino nation and the country as a whole will find their mark in the hearts of every voter.

I believe that the time has come to choose our candidates well, by looking at their track record over just one particular issue---the issue of spirituality, or their

relationship with God, and how well they have listened to, and obeyed, God’s com-mands written in the Bible.

If the candidate has a healthy dose of spirituality and is a known follower of God’s commands---doing them, not simply mouthing them---then he can be a good official likewise. The first guideline therefore is: we must elect a candidate in whom the Spirit of God dwells.

-ooo-GUIDELINES IN VOT-

ING FOR A CANDIDATE:

It is only the candidate in whom the Spirit of God dwells who has the fear and love of God that will allow him to discharge his duties and responsibilities as an elected official according to God’s commands, and who will be restrained from stealing and abusing.

The second guideline is: we must elect candidates who are able and knowl-edgeable of the jobs they are aspiring for, and those who hate dishonest gain. These candidates will be compe-tent, will surely produce

good results once they are elected, and will uphold the interests of God, country, and people, all throughout.

Then third guideline is: we must elect candi-dates who are willing to be the slaves---literally and figuratively---of the people and their constituents. Too many candidates have acted like kings and queens of the people they have sworn to serve, so that they have up-held only their own personal and political interests once they got elected.

IN celebration of Inter-national Women’s Month, humanitarian and develop-ment organization Oxfam has come up with a list of 10 extraordinary Filipina “Food Heroes.”

“Unknown to many, feeding the country—and 93 million Filipinos—also falls on the shoulders of women,” Joseph Edward Alegado, Oxfam in the Philippines media and communications officer, said.

Filipino women in fact work longer hours, because aside from planting, harvest-ing, and fishing, they also carry out household chores. Sadly, their work remains unheralded.

“Food Heroes pays trib-ute to Filipino women farm-ers and fishers who brave sun and rain, low pay and back-breaking work to bring food to our table and buoy up our economy,” Alegado added.

has inspired her to lead the struggle for agrarian reform and women’s rights. Being the president of the National Congress for Rural Women, Ka Trining has

managed to continue till-ing her two-hectare rice farm and has maintained her self-reliant household with various backyard veg-etable crops, poultry and fruit trees.

Rebecca ‘Becca’ Miranda, Farmer and Community De-velopment Worker, Nueva Ecija

• As the head of the national federation of rural women and an advocate of organic farming, Ka Becca has seen the benefits of chemical-free farming as an ethical business practice. In 2012, with the support of Oxfam, she participat-ed in the Association for Women’s Rights in Develop-

ment (AWID) International Forum in Istanbul, Turkey. Women like Ka Becca have indeed gone a long way in improving their status in society.

Rosario ‘Sario’ Mendoza, Fisher, Naic, Cavite

• Ka Sario’ is the chair of NAMAMANGKA, which promotes the recognition of women as farmers. Together with her husband Raffy and their seven children, they have sustained their lives making money out of fish-ing. Everyone in the family pitches in from the prepara-tion of fishing implements to fishing to selling. As chair of the women’s group NAMA-MANGKA, Ka Sario has led the organization in manag-ing a micro-enterprise in sardines-making, conduct-ing leadership trainings for women, and in responding to cases of domestic violence and abuse.

The sectoral leaders in-vited the public to drop by at the following areas in Metro Manila where they will set up protest centers: Baclaran transport depot, Monumento, Cubao, Litex-Commonwealth, Airport Road, Puregold Sta. Mesa, Zapote in Alabang.

On March 20, Piston will drive a caravan from Quezon City Hall to Department of Energy; Anakpawis will picket in front of the Department of Health, Gabriela will hold pickets against water rate hikes, KMU against increases in rates of utilities like electricity. Labog of KMU said protest centers will also be established in some cities outside of Metro Manila.

Ranjo belittled the recent rollbacks in oil prices. He compared it to a badly or-chestrated cha-cha, saying the oil companies may give an illusion of stepping back, but at the end of the music, oil prices have moved further forward than backward.

Piston called on the coun-try’s drivers and operators to join the protest centers to be set up by various sectoral organizations on March 20. “There remains the problem of oil overpricing, and the deafening silence of the energy department on high oil prices,” Ranjo said.

Piston is calling for a “big-time rollback.” They said the oil companies operating in the Philippines continue to be at the top ranks of biggest corporations, as a result of its immensely profitable opera-tions. According to Ranjo, it is unbelievable that oil prices are increasing worldwide when economies are sluggish in Europe, US and China.

“The overpricing being undertaken by the oil cartel is obvious. It should be imple-menting a big-time rollback amidst the weakening of the dollar but instead it has hiked prices since the start of the year,” Ranjo said.

He warned that if the people will not take action, we would likely be burdened further with more price hikes including this coming Holy Week. The oil companies noto-riously raised prices especially during holidays. He also main-tained the claim disclosed by multisectoral group Bayan last year, that diesel is overpriced in the Philippines by almost P10 (US$0.25). The amount may only be the tip of the iceberg, he said, as they had analyzed only the data available for researchers. “This huge over-pricing is maintained (by oil companies) despite rollbacks,”

Oscar Benedict Contreras III, Alsons Power Business Unit manager for communications and stakeholder relations, said the power plant was turned over Monday and will operate under the name Mapalad Power Corp (MPC), a wholly-owned subsidiary of the publicly-listed Alsons Consolidated Resources, Inc.

He placed the acquisition cost of the Iligan power plant at P387 million.

“The total project cost that includes the acquisition, reha-bilitation and other expenses amounted to P1.2 billion,” Con-treras said in a text message.

price increases threaten to get worse as a result of continuous privatization being pushed by the Aquino government, the group Piston said in a state-ment. They cited as one of the biggest examples the case of Petron, now controlled by tycoon and former Marcos crony Danding Cojuangco.

Privatization also looms for Metro Manila’s railways, the LRT and MRT, and biggest public hospitals.

“Where will the poor go the moment public hospitals are privatized?” Arellano of urban poor group Kadamay asked.

Arellano said they want to frustrate the government’s planned privatization of public hospitals. Six public hospitals in the capital are currently in the process of privatization, and 24 more in the regions. “The poor is the first to be hit when health services are transferred to capitalists,” Arel-lano said. She explained that public hospitals will then be run for profit instead of for providing affordable services.

She added that adminis-trations including Aquino’s have paved the way for the privatization of hospitals by reducing its budget every year.

The same is true for pub-lic schools and universities. Crisostomo of Anakbayan said that the PUP students would hold a strike in protest of an impending tuition fee hike. PUP is the biggest state university in the Philippines in terms of students enrolled.

Aside from PUP, some 400 other schools are set to raise tuition fees this coming June, Crisostomo announced.

Meanwhile, “The big capi-talists in the power and water sectors are having a grand time while Filipinos suffer from increasing rates. The govern-ment should junk the Electric Power Industry Reform Act and revoke its contracts with the Independent Power Produc-ers,” Joms Salvador, secretary-general of Gabriela said.

Because of these actions of the Aquino government, the sectoral leaders branded Pres. Noynoy Aquino a “bentador ng bayan (traitor to the people).” They unveiled a poster of the chief executive with the follow-ing words: “For Sale: Pinoys in Sabah, Public hospitals, Public utilities, MRT/LRT, National sovereignty.”

The leaders said that in-creases in the prices of petro-leum products and the rates of public utilities are untenable in the face of stunted wages and incomes.

“Aquino is clearly a benta-dor ng bayan. He is serving big capitalists to the detriment of Filipinos, and the Malaysian government to the detriment of Filipinos in Sabah and the country’s sovereignty,” Labog, KMU chairman, said.

“We are calling on the public to vent their anger at rising prices, privatization, and the Aquino government’s handling of the Sabah dispute on March 20. Let us assemble by the hundreds and thousands in protest centers across the country,” he said.

The leaders answered media queries about how to judge the Aquino government’s handling of the Sabah dispute.

They said the government “is being a traitor to the country’s sovereignty.”
