I am pleased to report that theMCA "Awards of Excellence" dinnerand program, held on January 23rdat the Minneapolis Golf Club, was asuccess. There were close to 100people in attendance for the event. I

want to especially thank all of the companies that submittedprojects for the "Awards of Excellence" competition and the judgesthat volunteered their time.

As it has been mentioned before in this column, MCA is aboutnetworking, consulting with your peers in the industry, andeducation. MCA is teaming up with the AGC and McGraw-Hill onWednesday, February 20th for the 2008 McGraw-Hill ConstructionForecast presented by Cliff Brewis from McGraw-Hill. At the startof each year we all hear and read many different economicforecasts. Concrete Mix Design Demonstration - Dan Vruno, P.E.

•Dan will review some of the basics of proportioning aggregate, cement, water and admixtures to produce concrete with the desired strength and properties

•In the laboratory, he will batch concrete at three (3) different water/cement ratios and the samples will be cured by three (3) different methods.

•Samples, with the same proportions and curing, batched seven (7) days earlier, will be tested for compressive strength.

Attendees will be asked to estimate the test results based on what they have learned about proportioning and curing concrete.

Structural Condition Assessment of Concrete Structures through the Eyes of a Petrographer - Scott Wolter, P.G.

•Scott will describe the science of petrographic analysis of hardened concrete (ASTM: C 856). This is the most comprehensive testing that can be preformed to document the physical and chemical parameters of concrete.

•He will explain how an experienced petrographer can determine air content, water to cement ratio, degree of hydration, carbonation, aggregate type and quality and surface conditions.

•He will show samples he has received, describe how the following problems were identified and review the solutions that were recommended.

THE INTERNATIONAL CENTER FOR CAPTIVEINSURANCE (ICCIE, pronounced I See), has awarded the

Associate in Captive Insurance (ACI) designation to JEANSUNDLOF of KRAUS-ANDERSON INSURANCE. Sundlof is

one of only 41 individuals in the country with the

designation, and the first agent in Minnesota. The ACI

program was established in 2004 and demands a rigorous

schedule of coursework, testing and continuing education.

While approximately 20 percent of businesses in the U.S.

today are eligible for captive membership, relatively few

agents have access to captives and even fewer understand how

they operate, according to Sundlof.

"I saw an opportunity to provide a valuable service in an area

of risk management that has a limited number of experts,"

Sundlof said.

"We're very proud of Jean's professional achievement in the

growing field of captive insurance," said KA Insurance

executive vice president and COO Dennis Diessner. "Her ACI

designation underscores KA's continuing commitment to

providing our clients with sound guidance on the latest in

risk management products."

Sundlof joined KA Insurance in 1999 as an account executive.

She now serves in a sales capacity, and is a director of the

agency's Alternative Risk Financing program, offering tools

including captives and Self-Insured Groups (SIG) to eligible

businesses.

Prior to joining Kraus-Anderson, Sundlof worked at

Youngdahl Companies in various capacities, including sales,

account executive, and marketing. She also served as agency

operations representative for Great American Insurance

Company, and as executive director of Associated Risk

Managers of Oklahoma. She began her career working with

her family's independent insurance agency in Oklahoma in a

sales and marketing capacity.

Sundlof received her BBA and MBA in management from the

University of Oklahoma. She obtained her Certified Insurance

Counselor (CIC) designation in 1980 and her Chartered

Property and Casualty Underwriter (CPCU) designation in

1982. She is an active faculty member for the Minnesota

Independent Insurance Agents as well as a national faculty

member for CIC and CISR. Jean was honored by the

Oklahoma Association of Professional Insurance Agents in

1984 as Insurance Woman of the Year. She was named Young

Agent of the Year in 1998 by the Minnesota Independent

Insurance Agents.

Six members of the UNITED PROPERTIESCONSTRUCTION SERVICES group recently receivedcertification through the UNIVERSITY OF MINNESOTAEROSION AND SEDIMENT CONTROL CERTIFICATIONPROGRAM, a program designed to reduce the pollution anddamage caused by storm-water runoff.

Construction managers BRANDON ABRAHAMSON andGERHARDT GLEIGE earned certification in Design ofStormwater Pollution Prevention Plans, while field managersERIC MYHRA, MARK DONGOSKE, STEVE NELSON andTOM CARLSON earned certification in Erosion/SedimentControl Site Management.

Partnered with the Minnesota Department of Transportationand the Minnesota Pollution Control Agency, the Universityof Minnesota Erosion and Sediment Control CertificationProgram offers comprehensive training for inspectors, projectmanagers, contractors and designers working on constructionsites.

"Erosion, although a natural process, tends to increase duringconstruction activity. The increased erosion and otherpollutants from construction sites are often harmful to thelakes and water resources in the communities around theconstruction activity," said John Chapman, a programinstructor and administrator.

In their commitment to environment-friendly constructionpractices, the entire General Contracting division of theConstruction Services group recently attended a workshop onstorm-water control, where they examined industryregulations and learned about alternative constructionmethods.

"The construction industry is becoming moreenvironmentally active. In the past, you've recognized areas of

potential fault after storms. Now youidentify them before and make surethere are proper controls in place," saidJohn Boben, vice president -Construction Services. "Our goal is tostay on the cutting edge of the latest andgreatest tools available."

UNITEDPROPERTIESreceived rezoning andpreliminary planapproval on Mondayfor a phased, mixed-use redevelopment atthe intersection ofPenn Avenue and

American Boulevard in Bloomington.On Tuesday, the developer closed onland at 8051 Penn Ave. S., the secondparcel needed for the eight-acreredevelopment. The site includes cardealer Metro Mitsubishi-KIA.

The preliminary plan for the siteincludes seven buildings for retail, officeand medical properties and 58 housingunits. Rezoning from general business tofreeway mixed use accommodates thepreliminary plan and supports the city'svision for the area. The redevelopmentis expected to take two constructioncycles; the first could begin as early asthe summer of 2008.

"We are very excited to participate withthe city of Bloomington in the reshapingof one of the oldest and most successfulcommercial districts," said JohnBreitinger, vice president, retaildevelopment, United Properties. "Ourhope is that the Penn & American project

will allow the community to achieve itsaspirations for a lively, people-orientedplace. The shared vision and cooperationamong the City staff and elected officialstogether with adjoining property ownersand businesses and residents in thecommunity have been unprecedented inour recent experience."

United Properties worked for nearlythree years to assemble the site at thesoutheast corner of Penn Avenue andAmerican Boulevard and create adevelopment plan. United Propertiespurchased the former Dodge dealershipin August 2007 and immediately sold itto the Bloomington Housing andRedevelopment Authority (HRA) whileit continued to work on assembling thesite. The Bloomington HRA and UnitedProperties have an agreement underwhich United Properties will repurchaseand develop the site.

KRAUS-ANDERSONCONSTRUCTIONCOMPANY, one ofthe Midwest's oldestand largestcommercial generalcontractors andconstructionmanagers, has named

MARK BELINSKE as associate generalcounsel. He will work in the company'sLegal Department in the Minneapolisoffice led by General Counsel TOMWRATKOWSKI.

Belinske will provide legalrepresentation in all areas ofconstruction law, including reviewing,drafting and negotiating constructioncontracts. He will also work with theofficers and project managers of allKraus-Anderson ConstructionCompany offices.

Prior to joining Kraus-Anderson, Belinskeserved as an associate attorney at BassfordRemele, P.A., a litigation law firm inMinneapolis, where he representedvarious clients, including Kraus-Anderson, in construction-related cases.

Belinske received his B.A. from theUniversity of Wisconsin-Green Bay andhis J.D. from William Mitchell College of

Twin Cities commercial real estatemarkets were unsettled in the secondhalf of 2007 as turmoil in capitalmarkets slowed lending activity,according to UNITED PROPERTIES'mid-year 2007 Outlook market study,released today. Nagging worries aboutthe strength of the economy andconsumer spending added to theuncertainty, but the projection for 2008remains cautiously optimistic.

Despite a slower than expected secondhalf, key market segments showedhealthy growth in demand for the yearoverall. There was substantial new leasingactivity in major office sub-markets;industrial developers remained confidentas indicated by a robust constructionpipeline; and medical office absorptionkept pace with new space availability.Retail showed a modest rise in vacanciesand a slowdown in new construction,leveling off overall from a record-breaking year in 2006.

Against the backdrop of a projectedeconomic slow down in early 2008 andcontinued housing fall out, thecommercial real estate forecast calls formodest improvement overall. TheOffice segment will continue to improvewith new development activity movingwest. Some softness is anticipated in theSouthwest due to a surplus of newproduct and the retreat of mortgagelending companies. Industrial will alsocontinue to improve, fueled by med-tech growth in the West. The Retailmarket is not likely to improve. Sideshop space will see incentives creep backin for the first time in 10 years, thoughcorrecting land prices will helpdevelopers in outlying areas.

The senior campus project, designed byAG ARCHITECTURE of Wauwatosa,Wis., includes 151 units of independentliving, 32 units of assisted living, 16units of memory support, 40 units ofskilled nursing, 14 villas and a 43,640-square-foot wellness and commons area.The project cost is approximately $56million and is expected to be completedin August of 2009.
