1 Opening RemarksDon Cooper called the meeting to order at 2:08 p.m. CST. The start time was delayed because of problems with the internet and video feed, which is not working. Don Cooper joked that the lack of video may be a benefit to those participating remotely.

2 Attendance and Membership

2.1 Introduction of those presentSelf-introductions went clockwise around the room along with a yellow sign-in sheet. Erin Grabe read through the list of folks online, and they introduced themselves.

2.2 Call for quorumQuorum requirements are set by the Technical Standards Program's Policies and Procedures (P&P), available at http://tsp.esta.org/tsp/documents/procedural_docs.html. A quorum is three people or one-third of the consensus body, whichever is more; a supermajority is more than 50%.

After a count of voters raised hands, both in the room and on WebEx, Don Cooper announced that a supermajority was present.

2.3 Requirements for membershipThe following statement was read aloud to the assembly by Don Cooper:

Membership is open to all parties who are affected by the work of the group; membership in ESTA is not a requirement, but there is a $100/person/year participation fee to help fund the costs of running the Technical Standards Program. Voting members are required to attend meetings and vote on letter ballots. Any principal member and alternate that both miss three consecutive meetings or letter ballots will have their membership status changed to observer. This action will be taken at the beginning of the first meeting after such inaction and will be recorded in the minutes of that meeting.

2.5 Changes to observer status due to lack of attendanceDon Cooper noted that, as this is only the second meeting of the ESWG, there are no members in jeopardy of a change in voting status due to an infraction of the membership requirements. Voters moved to Observer status due to lack of attendance may request voting status at the next meeting they attend.

3 Approval of the minutes from the last meetingThe minutes from the last ESWG meeting, held in Las Vegas last October, were distributed along with this agenda. See ESmin10-2016r1.pdf. The minutes need to be approved, or amended and approved.

Roger Lattin moved to approve the minutes of the last meeting as drafted. The motion was seconded and approved by a show of hands in the room and on WebEx.

4 ESTA declarations

4.1 Reading of the anti-trust statementThe following statement was read aloud to the assembly by Don Cooper:

ESTA and its members take seriously their obligation to comply with all applicable antitrust laws. Therefore, during this meeting and during all ESTA events, all discussions will be limited to those subjects that are permitted by the antitrust laws. All members should refrain from any discussion or mention of competitively sensitive subjects such as the current or future prices charged for any member product or services, current or future marketing plans or strategies, and current or future costs, including employee salaries. There also must be no agreement on the suppliers or customers that members will do business with or the markets in which members will conduct business.

Violations of the antitrust laws can have serious consequences. If you have any questions or concerns about anything that is discussed at a ESTA meeting, please bring your concern to ESTA management. An easy to read pamphlet describing the antitrust laws is available from the ESTA staff.

Karl Ruling held up a copy of the pamphlet. Nothing was reported.

4.2 Reading of the call for patentsThe following statement was read aloud to the assembly by Don Cooper:

ESTA intends not to publish any standard that contains protected intellectual property, unless that information can be licensed by anyone for a reasonable fee. ESTA uses a process of open patent and copyright disclosures to implement its intent. ESTA does not conduct patent or copyright searches and does not warrant that its standards contain no protected intellectual property.

5 Approval of agendaThe agenda must be approved, either as drafted or with modifications, by a vote of the working group.

Eddie Kramer moved to approve the agenda. The motion was seconded and unanimously approved by a show of hands.

6 Old Business

6.1 Task Group reports

6.1.1 Planning & Mgmt/Major Incident Planning (Jordan/Bear)Stuart Weiss was added to task group.

Janine Jordan noted the uncommon, three co-chair leadership of this task group. There was a productive meeting with a good directive, and there is work being done already.

Don Cooper added that, if there is interest in participating on this or any task group, participation is welcome.

6.1.2 Fire Safety (Cooper)Added Steve Allen to the task group.

Don Cooper reported on a long meeting this morning. The discussions were focused on outlining the section and identifying areas needing expansion or revision. Dr. Cooper spoke about the scope, relating it to the scope of all of the projects, and asked everyone to consider the questions, “Should this particular standard apply to all venues, or for special events? and Who is this being written for?”

There was discussion on the use of existing standards, and ensuring that we do not overlap or contradicting. There was some discussion on assembly-occupancies in venues not intended for it.

6.1.3 Medical, Ambulance & First Aid Management (Jorgensen)Stuart Weiss and Connor Fitzpatrick added to task group.

Kent Jorgensen said the group hasn’t met yet, mostly because there are questions about the scope and where the group and chapter are headed. He requested the task group members present stick around for a few minutes after the meeting.

6.1.4 Communication (Lattin)Stuart Weiss added to task group.

Roger Lattin apologized for a lack of progress on this chapter. He also wants to have a discussion under new business about the trajectory and scope.

6.1.5 Weather Preparedness (Mack)Diane Mack reported that the group has yet to meet, but they intend to redouble efforts. An invitation will be sent to the task group by the end of next week. She intends to update the section with deliberate actions, not just generalities.

6.1.6 Venue & Site Design (Bear)Alyxzander Bear addressed the group. They met electronically, which was challenging, but a majority of the group attended. He noted the group’s diversity of backgrounds and expertise. They intend to focus on both large-scale outdoor events as well as indoor events. They are working on adding an international flavor to it, not simply US-centric.

6.1.7 Crowd Management (Adelman)Added Steve Allen to the task group.

Steve Adelman said that the group has largely been engaged in expansion, to incorporate a broad range of interests. They are taking the time to make a good plan.

Tim Roberts was added to the task group.

6.1.8 Electrical Installation & Lighting (Long)Steve Vanciel reported on behalf of George Long. Many members of the task group are also Electrical Power Working Group members. They have identified a number of existing EPWG documents that can be referenced or ported over.

6.1.9 Rigging (Bohn)Chris Schmidt reported on behalf of Keith Bohn. He said that the task group is working on scope.

6.1.10 Security (Huff)Neil Huff reported that the group had not met yet, but an invitation to meet was recently sent. He requested that he be appointed to the Crowd Management task group, due to an overlap of content between the two groups. He also requested Kurt Miner and Mike Kelley be appointed to the Security task group. Both requests were approved.

7 New business

7.1 Establish new task groupsTents & Membrane StructuresOther suggestions?

There was discussion of the desirability of a standards research committee to identify standards that might be useful. Don Cooper volunteered to be a collecting point for information on standards we should consider.

Dominic Housiaux suggested that we should be addressing seating and scenery. Tim Roberts noted that the UK's Temporary Demountable Structures document covers much of this.

There was a further discussion of how to cover tents and load-bearing structures in the document.

Erich Friend recommended a transportation task group, covering all vehicles, carts, etc.

Don Cooper set up a task group called “Structures” to deal with this topic. He appointed Richard Nix as the task group chair and appointed the following members to the group:

Don Cooper asked each task group for a scope and an outline for the next meeting.

Kent Jorgensen said that there is a camera group that is interested in a standard for drones. It was suggested that they might want to join in this project.

There was also a discussion of using a standard lexicon for our terms. USITT has one, but Don Cooper said that they will not allow our use of it, since it is a commercial product. Jerry Gorrell said that he would help take care of this problem. Don Cooper recommended that the task groups define their own definitions and terms for now. We will build our own lexicon from it.

Don Cooper gave a deadline of 6 March for task group leaders to offer their scope and outline documents for distribution. They would then be discussed and overlaps identified and addressed.

There were extensive discussions of standards, regulations, and the scope of the project as a whole. Erin Grabe read the following scope statement as submitted to ANSI:

BSR ESG1.x – 20xx, Scope:

The primary intent of the Event Safety Guide is to promote life safety in the live event industry. It is a compilation of recommended practices and considerations for all aspects of live events, based on existing American National Standards and widely accepted principles of safety and risk assessment that apply to live events which take place at a variety of venues, including purpose-built arenas, sites not designed for public entertainment, and open-air venues, among others.

Steve Vanciel offered to participate on the Communications task group and was appointed.

Dana Risinger asked to be on the crowd management task group and was appointed.

8 Other business

8.1 ANSI PINS comments from NFPA (Ruling)See ESTA guide PINs from November 18th ANSI Stds Action.pdf and NFPA Codes and Note Column ESA GUIDE.pdf, as submitted to ESTA by the NFPA.

Karl Ruling read the letter from NFPA. The working group was pleased to read of their willingness to license some of the material. We need to write our document first to see what parts of NFPA standards might be appropriate to quote, but will contact the NFPA when we have done that to ask permission. Karl Ruling would like to write to them and thank them for their work identifying the NFPA documents that are referenced in the current guide, or that could be referenced.

Steve Vanciel moved that Karl Ruling be allowed to respond to the NFPA letter. The motion was seconded and unanimously approved by a show of hands.

There was further discussion on the impact of this on our work. The consensus was to reference NFPA anywhere applicable, to avoid overlapping, duplicating, or contradicting any of their American National Standards or other material. There was further discussion on the need to be mindful of any other standards that might be applicable to our material, so as to not duplicate, overlap, or contradict any other standards as we draft our standard.

8.2 ICC Code Change update (Nix)There are changes coming in the 2018 International Fire Code that will have a positive impact on special events, and may have significant impact on the standards being created by the ESWG.

Richard Nix gave a distillation of the changes to the International Building Code (IBC) and International Fire Code (IFC) that affect temporary structures, such as tents and outdoor concert stages. The changes include recognizing temporary special events structures as a defined term; referencing ANSI E1.21;

changing the permit requirements to add outdoor assembly for events of 1000 or more in attendance, and deemed by fire official as possibly putting a strain on emergency response; and adding a weather monitor requirement with responsibilities.

There was further discussion on the implication of these changes and why the changes are made in the fire code versus the building code. Karl Ruling explained that fire code officials are more suited to inspection of our events during our hours, whereas building code officials work more traditional business hours.

8.3 Above & Beyond AwardsKarl Ruling said that information on the Above & Beyond Awards may be found at http://tsp.esta.org/tsp/news/award_recipients.html. The nomination site is open year round, and the award is designed for members to highlight the work of their peers.

8.4 Technical Standards Program fundingKarl Ruling reported on ESTA's financial struggles. ESTA's TSP relies almost entirely on contributions from individuals and companies in the entertainment industry. These people and companies are recognized as Investors in Innovation, many of whom make multi-year pledges, and are published online and publicized in our media. 8.5 Standards WatchErin Grabe gave the group some information on Standards Watch, a bi-monthly publication put together and distributed by TSP staff, and sent to all TSP members as a benefit of membership. The publication contains news related to TSP documents in process, as well as other actionable news and notifications of standards from around that world that may materially affect our members. It also contains the TSP meeting schedule.

9 Schedule for future meetingsDon Cooper noted that the full and current meeting schedule may be found at http://www.esta.org/ESTA/meetings.php. There were questions as to why the meetings are where and when they are.

Erin Grabe explained that there is a meeting during LDI in Las Vegas--this year in November, but sometimes in October--which is convenient for many members already attending the trade show. There are two meetings per year in Texas, in January and July, which is an equally inconvenient location for most members. There are meetings that take place wherever the trade show USITT (United States Institute for Theatre Technology) takes place--this year in St. Louis, next year in Fort Lauderdale. Once every four years in July, next in 2020, we do not meet in Texas, but rather have meetings in New York in conjunction with NATEAC (North American Theatre Engineering and Architecture Conference).

9.1 March meetingDon Cooper said that the next ESWG meeting is scheduled for 11 March 2017 12pm-4pm, in conjunction with the 2017 USITT Conference in St. Louis, MO. The meeting will be held at the Marriott St. Louis Grand, and via Webex.

9.2 July meetingDon Cooper said that the July meeting is scheduled for Sunday, 23 July 2017, from 2-6 p.m. CDT at the D/FW Marriott Solana in Westlake, Texas.
