WELCOME The Chair welcomed Angela Besant as a new member of the Committee, representing Mandalong Community Association and noted that former member; Marton Marosszeky was in attendance as an observer.

DECLARATION OF INTEREST The Chair advised that she was appointed by the Secretary of the Department of Planning and Environment (DPE) as the Independent Chair for Mandalong Community Consultative Committee. She also advised that she is a member on the Mine Subsidence Board.

The minutes of the Centennial Coal Mandalong Community Consultative Committee Meeting held - Tuesday 27 October 2015 were adopted.

Resignation Anne Ferris The Chair noted that she had received notice of resignation from committee member, Anne Ferris. The Chair noted that Anne had been a long serving member of the Committee across two decades. The Chair advised that she would send, on behalf of the Committee, a letter of thanks to Anne for her efforts during her time on the Committee. Comments on Revised Community Consultation Committee Guidelines The Chairperson offered to pass on to DPE comments from the Committee in relation to the Guidelines. She advised that members were also at liberty to put in individual submissions direct to the department. Comment was received from Marton in relation to regional CCCs he did not support as each community should be represented. The Chair advised that she would pass his concern back to the Department.

A pre-meeting report including the land management plan was distributed to all members via email prior to the meeting. J Dunwoodie, P Enright, P Cook and A Walsh delivered the presentation which included:

Community Complaints – There were no complaints received by Centennial during the period. Two complaints were received by DPE relating to air quality emissions; rehabilitation offset maintenance, wash-bay maintenance and septic system. The DPE inspected the site and resolved the matter.

Community Sponsorship – list of all groups receiving funds. Note that the Guidelines to Apply for Sponsorship are available on the Centennial Coal website.

Mining Update- current and future longwalls and igneous sill considerations.

Ponding – remediation and monitoring

Southern Extension and Mandalong Road Intersection CC advised that it will be meeting with LMCC in relation to the intersection design approval. LMCC have given preliminary advice that the design does not meet the exact requirements for intersections as the existing section of Mandalong Road is non-compliant. However the Austroad Guidelines acknowledges this and there is flexibility in the Guidelines for these situations. CC to meet with LMCC to discuss further. Outcome should be available at the next meeting. Angela Besant advised that the community representatives believed that the condition of consent relating to the intersection should be interpreted so that CC has to provide an intersection which meets Austroads standards.

Angela Besant asked about the timing of the pavement report and CC advised this will not be completed until just prior to construction. Angela Besant interprets the consent condition (#25) as requiring DPE to approve it before construction starts. CC will confirm with DPE on the intent of the condition.

Construction Traffic Management Plan Report for southern extension – CC has been working with 3 residents and GHD in relation to the plan and will be submitting plan for DA approval once final design is completed. It will be appended to the Construction Environmental Management Plan. The community members requested a copy of the plan before it is finalised and noted that they considered that the committee should have

TransGrid Relocation – Consultation underway and no changes made to project scope since last presentation. No change to current construction timeline

Land Management Report was provided (as requested) as part of the pre-meeting report. The community members do not consider that the report provides enough detail in terms of progress of actions and comparison with previous reports and also is not in property order. CC advised that progress of items was indicated in blue in the report.

b) The Committee requested a LMCC staff member be invited to attend the next meeting to explain what Council has proposed for Mandalong Road. Action 5- Land Management Report CC to consider reconfigure the report to list the information in property order.

Membership Review The Chairperson, Margaret MacDONALD-HILL advised that all members had indicated their intention to remain on the committee with the exception of Anne Ferris. In accordance with DPE Consent Conditions, she would now confirm this with the DPE. She advised she had received an expression of interest from a person outside the valley, however the required number of members had been met. Margaret indicated that she could accept observers at meetings, as was the case with both Marton MAROSSZEKY and Robyn HALL to this meeting, but the meetings were not public. All observers were invited through the Chair in accordance with DPE guidelines.

Meeting Times After consultation with the committee members present the Chairperson indicated that the start time of the next meeting would be tentatively set at 4pm and the meeting to conclude at 5.30pm.

MMH to canvas all members to seek their preferences.

• Average daily discharge of 2.6ML per day. No exceedances of

5ML/day discharge volume limit in 2016 to date.

• Sampling was not undertaken at LDP001 between 25 December

and 28 December 2015. The Cooranbong Borehole pump was

operational during this period (due a CITECT communication

issue pumping was not stopped as planned) and therefore

discharge occurred from LDP001. A Formal Warning was issued

from the EPA in response to the incident.

Green & Golden Bell Frog (GGBF)

• Preliminary Documentation for the NCLP Environment Protection & Biodiversity Conservation Act

(1999) (EPBC) was completed and provided to the Commonwealth Department of Environment

(DoE) in July 2015. DoE requested further information on the GGBF including a survey of the

discharge points at Newstan and Cooranbong.

• Initial surveys were conducted in late October 2015 and identified a population of frogs (at this

stage five (5) individuals) at Muddy Lake, downstream of the Cooranbong discharge point.

• Very little is known or understood about the habitat or ecology of this species of frog. It is known

that one of the primary threats to the frog is chytrid fungus (Batrachochytrium dendrobatidis) that

results in death. The current hypothesis is that the Frog has evolved to survive in environments

where this fungus cannot and this survivability is likely related to the quality of water, in particular

brackish waters or industrial waters.

• It is possible that the environmental conditions created by the Cooranbong discharge waters are

sustaining this population of frogs in Muddy Lake.

• Centennial has proposed a research and monitoring program, taking into consideration the

current recovery plan for the species that focusses on identifying the size and distribution of the

local population and the environmental conditions (including salinity and water quality) that could

lead to a population increase over time.

• The groundwater levels in all alluvium bores continue to show regular minor

seasonal fluctuations, generally correlated with the variation in rainfall.

Rehabilitation Management Plan / MOP update

• The Rehabilitation Management Plan (RMP) required by Condition

33 of Schedule 3 of SSD-5144 is currently being prepared by SLR

Consulting.

• In January 2016, the Division of Resources & Energy (DRE) and the

Department of Planning & Environment (DPE) approved a

Mandalong proposal to combine the RMP and Mine Operations Plan

(MOP) as a single document.

• The due date for submission of the RMP / MOP document was also

revised until 30 June 2016. (Current MOP approved to Nov. 2016).

• Consultation is required with DRE, OEH, NOW, LMCC & the CCC.

Igneous Sill

• The sill was encountered during the development of Maingate 18, extending further to the north-east than expected.

• Sill intrudes to top section of the coal seam (photos).

• Trialled cutting the sill stone as shown in photograph and also mining beneath sill, leaving sill stone in the roof.

• Trialled roof support methods and density in Maingate 18 and 19 to ensure that area affected by the sill could be safely mined.

• Leaving the sill stone in the roof proved successful and allows the longwall panels to be extended into the sill affected area where sufficient seam thickness is available.

LW18 update – Natural Features

• Olney State Forest – steep slopes areas (> 1:3)

– No impact predicted – no cliffs or rockfall hazard exist

– Weekly inspections over steep slope area and access roads were

conducted, with no visible impacts observed.

– Subsidence on Crossline 2, 3EX and 20 showed subsidence around 0.4m

with low tilts and strains – within prediction.

• Tobins Creek and Morans Creek

– No significant change to flow conveyance, flood depths or hazard

categories was predicted

– Minimal potential for channel realignment, erosion or scouring due to

small changes in flow velocities, high level of ground cover and limited

exposed soils.

– Floodpath inspection conducted in December 2015 and subsidence

monitoring in February 2016 confirmed results were within prediction.

1 Current Mining Status

1.1 Longwall

Longwall 18 completed extraction on 11 December 2015 as planned. Longwall equipment was then transferred to Longwall 19 which commenced operation on 30 December 2015. Since commencement, Longwall 19 has extracted approximately 1000m beneath Olney State Forest and is scheduled to be completed in mid May 2016. Figure 1 shows the current longwall face position and development roadways and the extent of the igneous sill shown by the hatch pattern.

1.2 Development

The igneous sill has been encountered earlier than expected, extending to the edge of Maingate 18 as shown by the hatch pattern in Figure 1. Maingate 19 also encountered the sill, but has successfully mined through over 1000m of the coal seam that is partially affected by the sill. In this location the sill has intruded into the top section of the coal seam as shown in Figure 2. Where sufficient seam thickness is available, mining can occur below the sill. The experienced gained from mining below the sill has resulted in a review of the length the proposed Longwalls 22 to 24A, now potentially extending beyond the edge of the sill.

Maingate 20 and Maingate 21 are currently being advanced, while the start of Maingate 22 has been developed. The Main Headings have continued to advanced south of Chapman Rd and will commence development within the Mandalong South Mining Lease (ML1722) shortly as shown in Figure 1 above.

2 Exploration Surface exploration drilling primarily targeted at defining the extent of the igneous sill for the proposed Longwalls 22 to 24A commenced in December 2015. The first borehole (CM124) located along Tobins Rd was completed in late January. The borehole confirmed the coal seam was not intruded by the sill, although it was slightly heat affected it will provide a mineable resource. The next borehole will be located off Little Valley Road and will also target the sill near the edge of the planned LW24A. Drilling is expected to commence within the next month.

3 Environmental Monitoring Environmental monitoring has continued at Mandalong, Cooranbong and Delta as required by the Environmental Protection Licence (EPL 365) and the Development Consent DA 97/800 (MOD10), SSD-5144 and SSD-5145. A summary and review of the monitoring results will be presented at the CCC meeting.

3.1 Air Quality Monitoring

Depositional dust monitoring data indicates that dust deposition results for January 2016 range from 0.4 g/m2/mth to 3.1 g/m2/mth. The rolling annual averages for each of the dust gauges to January 2016 are shown in Figure 3. All rolling annual averages are below the 4 g/m2/month criteria.

3.2 Surface Water Quality Monitoring Update

The following parameters pH, Total Suspended Solids (TSS mg/L), Electrical Conductivity (EC µs/cm) and Oil and Grease (mg/L) are monitored at Licenced Discharge Point LDP001 and LDP002 daily during discharge in accordance with the requirements of Environmental Protection Licence 365. Table 2 and Table 3 show a summary of these results, whilst Figure 4 to Figure 6 are graphical representations. Additional pollutants are required to be monitored monthly during discharge; these results can be found in Table 4.

4 Planning Approvals

4.1 Mandalong Southern Extension Project

The mining lease ML1722 covering the majority of the Mandalong Southern Extension Area was granted on 17 December 2015. MLA457, which covers the areas subject to Native Title, will be processed by DRE in the coming months. Assisting with updating and developing environmental management plans as required by the consent SSD-5144.

4.2 TransGrid TL24 Relocation

All of the environmental specialist reports have been finalised. A statement of Environmental Effects is being completed and internally reviewed in preparation for submission to the Department of Planning and Environment in the next two months. The only change to the project since the last CCC meeting is that the proposed schedule has been delayed approximately 6 months in response to progress underground. It is expected that TransGrid will start work on the powerline in the second quarter of 2017.

Community information sessions were held on the 12th and 14th of November and attended by nine people, including two LMCC representatives. Information boards with project plans and illustrations were on display with outcomes from the various technical specialist assessments. These included noise, air quality, electric and magnetic field, visual and heritage. Other environmental assessment items undergoing completion were discussed verbally.

Whilst all residents who attended the sessions were generally comfortable with the Project, issues raised focused on end use of the cleared vegetation and surface disturbance management. An additional concern was the condition of Mandalong Road and the proposed Mandalong South Surface Site access road intersection.

5 Community Contacts

5.1 Mandalong

5.1.1 Mining Notifications

One month mining notifications for Longwall 18 and Longwall 19 have been provided to landowners, Centennial tenants and infrastructure owners prior to mining beneath their property or asset as per PSMPs and Infrastructure Management Plans.

5.1.2 Consultation

Consultation was ongoing with landowners’ and infrastructure owners’ affected by current operations and for the development of the Extraction Plan for LW22-24A. Mandalong Mine also received a number of requests for mining information from the local community and for the potential purchase of property in Mandalong. This included information on mining status, subsidence and flooding.

There were no community complaints received since the October 2015 meeting.

6 Land Management

6.1 Mandalong Properties

An update of the Summary of Proposed Land Management Activities for period ending December 2016 is included in Appendix 1. It is pleasing to see that there have been significant gains in weed control and management on Centennial’s properties over the last 3 years. This is reflected in a slight reduction in the resources required for weed control in 2016. Biraban LALC staff commenced land management activities along Morans Creek and Chapman Road in December 2015.

6.2 Property Sale

Centennial are currently negotiating privately for the sale of a property at Mandalong. A recent review of properties at Mandalong has identified properties that may be placed on the market over the next few years. A strategy is being developed for the disposal of these properties.
