He informed that in LARSGESS-2010 batch, 9 people have already joined; LARSGESS-2011, 50 candidates have joined and 2012-January batch, 13 candidates will be joining by the end of August 2012 duly taking the voluntary retirement by the concerned employees. He said that the results from RRC/SC will be declared by next month and the Division can get the Group ’D’ candidates and the Division has placed indent for about 800 vacancies of Group’D’

At the outset, Sr.DPO welcomed ADRM, Divisional Vice-President, Secretary and other office bearers, all Branch Officers and staff for the 3rd PNM Meeting of SCRM Union and conveyed his thanks for the co-operation of Union in conducting the meetings as per the schedule. He informed that in LARSGESS-2010 batch, 9 people have already joined; LARSGESS-2011, 50 candidates have joined and 2012-January batch, 13 candidates will be joining by the end of August 2012 duly taking the voluntary retirement by the concerned employees. especially in Operating Department indent has been placed for 90 vacancies. Then he requested ADRM to address the meeting. ADRM while addressing the meeting said that the performance of the Division upto July 2012 is better than the previous year but could not reach the targets set by Railway Board except in punctuality front i.e. 95% as per target. He said that the originating loading is 3% more than the last year and 18.8% less than the target; goods earnings are 28.74% more than the last year but 18.24% less than the target and number of passengers are 2.7% more than last year and 2% less than the target. As far as safety is concerned, the Division is conducting safety seminars at highest levels, SAG level officers are conducting inspections, staff are also being educated in all respects to follow safety rules. He said that the health of the track is good, weld failures were minimised to a great extant, track repairs works are in good progress. 2 BCMs are working and almost safety in all respects is good. He requested the Union to educate the staff to maintain the safety as well as to control the unforeseen occurrences, as even the small incident will damage the image of the Railways. Divisional Secretary while addressing the forum requested ADRM to solve the staff grievances and to implement the decisions taken in the earlier PNMs. He requested to finalise the cases of MACP as early as possible. He conveyed thanks for the efforts taken by the administration in filling up of the vacancies in Operating and requested to post LRs in Commercial Department in case of casualties. He explained the problems faced by the employees in security aspect while depositing cash from the cash counters, lack of medical facilities as no sufficient Doctors are available at DKD, NDL & GNT, supply of sub-standard medicines which leads to ill-health of the employees, drinking water facilities at VKN, NLDA etc.,. In the concluding session, DRM addressed the meeting and conveyed appreciation to Union for their co-operation in conduct of PNM. He said that he was very happy to say that the Division is getting on well with the hard work of the staff and Officers in general. As far as the performance of the division is concerned, he said that punctuality is 95% and the originating loading is 1.88MTs as against 1.82MTs and the division can easily pick up the loading. The earnings are Rs.142.72 crores as against Rs.113.97 crores i.e. +25% more than the previous year. He said that OTA arrears have been paid to the employees which are due. He informed that PRS facility at Srisailam has been provided which was appreciated by the public and the Rest House for Officers and Sub-ordinates will also be completed very soon at Srisailam. The Division has started some major works like second pit line, RUBs etc., at GNT. In regard to safety, he said that the Division is being maintained as ‘Accident Free’ as there were no accidents with the hard work of staff, conducting of night surprise inspections by the officers, maintenance of proper track etc. and hoped that the same rhythm may be maintained in all respects in regard to the improvements performance of the Division.

Provision of food facility for running staff at Rest Room, DKD. Rest room is provided on the platform where the running staff are not able to take proper rest due to disturbances on the platform. Nearby also food is not available. Necessary resting and food facility may be provided or piloted to their headquarters.

05/03/12 Provision Railway Quarters for staff of SSE/C&W/O/NGNT & SSE/Works/O/GNT: No quarters are provided for the staff of SSE/C&W/O/NGNT & SSE/Works/O/GNT. There are 7 Supervisors, 9 Trolleymen, 2 Black smith & 2 helpers who are emergency staff. Around 30 staff in M1 & G3 gangs are also not provided with Railway Quarters. There is a heavy demand for Railway quarters at Guntur. The Union suggests the space behind the SSE/C&W/O/NGNT may be utilised for construction of two multi storied buildings to meet the demand.

Remarks There is severe funds constraint, however the matter will be examined.

Filling up of vacancies of MP Gang of SSE/P. Way/O/NGNT:Sr. DEN North has sanctioned one year back. So far no action is taken to fill up the vacancies in the MP Gang of SSE/P. Way/O/NGNT. The Union requests the administration to fill up the vacancies of MP Gang of SSE/P. Way/O/ NGNT.

Remarks At present, there are large number of vacancies in P.Way cadre for which recruitment is being made by RRC. After joining of new trackmen, this issue will be examined.

Therefore, the Union requests the administration to provide toilets & tiffin Room at SSE/P. Way/O/DKD.

CEM: LC NO.260: Provision of drinking water: Drinking water is not available at LC No.260. Staff are facing lot of difficulty for the water while on duty at LC No.260. The Union requests the administration to provide extension of pipe line from CEM station OR provide a separate bore well near the LC Gate No.260.

Remarks Separate Bore Well will be provided in the new Zone and will be completed before December-2012.

15/03/12 CEM: Provision of lighting on platform No.2 rising of platform level: CEM is crossing station for 57306 & 57623 Passenger trains which are arriving in the night. No lighting arrangements are available on platform 2. Platform level is below the rail level. Many passengers while getting down from the night trains are getting injuries and they are picking up argument/quarrel with the Railway Employees on duty. Employees are facing embarrassing situation. Therefore, the Union requests the administration to arrange rising of the level of the platform and lighting arrangements on platform No.2 at CEM at the earliest.

Remarks This will be discussed in the meeting.

The Union requests the administration to arrange clearance of wild vegetation in the circulating area of the station and around the Railway quarters at DMT.

Remarks Clearing of wild vegetation was completed during July-2012.

DMT: All the Railway Quarters are roof leaking: Roofs of all the Railway quarters are leaking. Lot of difficulties are being faced by the occupants apart from the effect of reduction of life of the buildings. Therefore, the Union requests the administration to arrange to arrest the leaking of roofs in the Railway quarters at DMT at the earliest.

Remarks A Joint Inspection by SSE/Works/NDL & SSE/Ele/NDL was conducted on 21-07-2012 and found no roof leakages, but only damp patches along walls. These will be attended in the next Zonal Works.

SSE/P.Way/NGNT @ TEL. Lot of difficulties being faced by the staff in the absence of toilets at TEL.There fore, the Union requests the administration to arrange provision of toilets & trolley shed at TEL for the use of staff of SSE/P. Way/NGNT.

Remarks The issue has been discussed with Sr.DEN/Central/BZA, who has agreed to permit P.Way Staff of GNT Division to avail the available facilities at SSE/P.Way/TEL. A letter has been sent to BZA Division vide this Office letter dt/ 13.07.2012.

Remarks NRDP,SRMR & TPPI Colonies: Tender has been awarded on 10.07.2012. CTYL: Water sample at CTYL were examined by Public Health Department and certified as fit for drinking.

Remarks All the quarters are individual and single storied Feasibility will not be there to provide scooter shed.

Remarks Total Trackman available @ PGRL are 08 for 02 units. The staff available ie., present at any time is maximum of 4 to 5 only. Already one condemned quarters having shed and bench is sufficient for taking Tiffin/Lunch.

Remarks Chairs will be provided as per eligibility at NDKD.

Remarks Engineering Department requested the Panchayat for reconnection of water supply to SJL station. However they expressed inability.

Remarks SSE/P.Way/NDL’s Office was already provided with false ceiling. In regard to SSE/P.Way/GID’s Office, it is not required as it is proposed to construct TT Machine Rest Room on the top of SSE/P.Way/GID’s Office.

07/01/12 NDL – Construction of Railway Quarters: Many old Railway quarters have been condemned & dismantled at Nandyal. Rents have gone up and the employees are unable to get the suitable private accommodation due to various constraints. 06/05/11 Provision of Tool Boxes (Gang Boxes) at wayside stations in the jurisdiction of SSE/P. Way/NGNT: Each gang of SSE/P. Way/NGNT is provided with Tool Boxes at various locations for securing tools and records as required. These boxes were provided by the Britishers before independence and all of them are corroded and beyond repairs. Records kept in the boxes are getting wet in the rain. Lot of inconvenience is being faced by the Gang men. At times, snakes were also found in the tool boxes as the bottom of these boxes have badly damaged. After the official merger of railway station area in to municipal limits the water supply can be given by municipality. The drainage work is already in progress. The work is getting delayed due to sand problem. The agency was advised to expedite the work. 20/02/12 Provision of Reservation Counter in Rail Vikas Bhavan: Nearly 250 employees & Officers are working in the divisional office. At times the line programmes are decided with short notice for which lot of inconvenience is being experienced by the employees & officers. It is essential to provide a reservation counter in the Rail Vikas Bhavan. Public in the surrounding areas such as Pattabhipuram, Krishna Nagar, Sthambala Garuvu, Syamala Nagar, NGO Colony are also facing much difficulty to come to reservation office to get the reservation. One reservation counter may be provided in the Divisional Office to cater for the needs of the employees, officers and open for the public to earn revenue. Therefore, the Union requests the administration to provide additional points men at NLPD for safety in operation of trains.

Remarks As on date, there are 13 points men are working at NLPD as against 13 sanctioned posts. (8 at NLPD yard in continuous roster and 5 at two LC gates in EI roster including LR/RG) The above 8 points men are involved in shunting operations in their respective shifts. To ensure securing of the loads, releasing of the formations, issuing of caution orders etc. four more posts of points men are proposed to be created at NLPD to work in continuous roster including LR/RG.

2.Sri.P. Papaiah, Goods Hammal Helper, REP/GNT opted to SC Division. His juniors were promoted in SC Division. 3.Sri A. Sanjeeva Rao, Painter, SSE/W/O/NDKD opted to SC Division. His juniors were promoted in SC Division. He is going to retire in next few months. 4.Sri B. Samel, Brick Layer Gr.I, SSE /W /O/NDKD opted to SC Division. His juniors were promoted in SC Division. Even after lapse of 8 years the administration is unable to relieve them in time to their parent division. The administration has failed to ensure transfer of their lien to SC Division before removing their lien in GNT Division. As a result they were promoted neither in SC nor in GNT Divisions. Due to the lapses of the administration, the above employees have been exposed to monetary loss as well as stress and strain. There is a big question that how the employees’ retirement case would be settled. Therefore, the Union requests the administration to settle the case of Sri A. Sanjeeva Rao, Painter, SSE/W/O/NDKD in GNT Division itself and arrange to transfer the other optees to their parent division early conversely extend the promotional and monetary benefits to these employees as if they were transferred to SC division in consultation with SC Division

As a result, BDPL, part of Peda Palakaluru Panchayath has been merged with Guntur Municipal Corporation. Therefore, the Union urges the administration to arrange payment of HRA for the staff of BDPL on par with GNT.

(Ex-Sri M. Prasad, Sri M. Christudas, Sri Muthaiah, Sri A. Babji & N. Srinivas etc.) For posting of both Gangmate & Keymen was made on pick and choose policy without following the seniority. Thereby some of the staff have deprived of their privilege. The Union demands the administration to rectify the irregularities at the earliest.

She was transferred to C&W depot, GNT as Safaiwala on administrative grounds. As such, seniority of the employee transferred on administrative grounds is to be protected. But, in this case the employee has been deprived of the protection of her seniority through the lists circulated recently. Therefore, the Union requests the administration to rectify and restore the seniority of Smt. E. Narayanamma, Safaiwali immediately.

24/01/11 Issue of duty Rosters as per reclassification of LC Gates: As per Correction Slip No.100, P.Way Manual, reclassification of LC Gates was done based on the Train Vehicle Units and indicated in the Working Time Table–66. So far, the revised rosters as per reclassification of LC Gates have not been issued for some of the LC gates. Therefore, the Union requests the administration to arrange to issue revised roasters as per their classification.

Remarks As per the latest Railway Board guide lines issued vide letter No. 2012/E(LL)/HER/23 dated 28.08.2012( Copy Enclosed) all special class gates of Engineering & Traffic Department are provided with continuous roster. There is no need to carryout factual Job analysis / work study.

all the staff are working in general duty. NLPD is a major yard and SSI is available, which requires round the clock manning. Even though Sr. DPO /GNT had issued the duty roster in the year 2010, unfortunately the same is not implemented so far. The Union requests to implement the duty roster for ESMs at NLPD immediately.

section, which was notified by the administration: MRGA-SC section has typical weather conditions. During the peak winter, the temperature drops to sub zero temperatures in the open. Administration has already notified this section as eligible for winter uniform. As such, Loco Pilots, Guards, TTEs, TCs apart from the stationery staff in the MRGA – SC section. Unfortunately, administration has not supplied the winter uniform so far to all the eligible employees in GNT Division. The Union requests the administration to kindly arrange supply of the winter uniform well in advance.
