Minutes of the Ordinary Monthly Meeting of Lockhart Shire Council held in the Council Chambers, Green Street, Lockhart on Monday, 24 October 2016 at 5.00pm.

PRESENT Cr R. Schirmer (Mayor), Cr G. Verdon (Deputy Mayor), Cr D. Douglas, Cr M. Day, Cr I. Marston, Cr. A. Rockliff, Cr G. Driscoll, Cr P. Sharp, Cr J. Walker. Also in attendance were the General Manager, Director of Engineering and Environmental Services, Director of Corporate and Community Services and Manager Environmental Services. The meeting opened with a prayer.

MAYORAL MINUTE

The Mayor, Cr Rodger Schirmer requested a letter be sent to John Holland Rail requesting installation of additional culverts on The Rock Boree Creek rail line over Brookong Creek in Lockhart to assist with flood mitigation in the town.

MAYORAL REPORT The Mayor, Cr Schirmer, verbally reported on activities during the past month as follows: Sat, 24 Sept Attended the Lockhart Show.

Thurs, 29 Sept Along with the General Manager Rod Shaw, attended the NSW RFS Local Government Forum in Wagga Wagga.

Fri, 30 Sept Attended the Riverina Bluebell information evening. Tues, 4 Oct Along with the General Manager Rod Shaw, attended a REROC

meeting to discuss IPART Rates Review Paper and JO Boundaries. Fri, 7 Oct Judged major sculpture award at the Spirit of the Land Festival. Sat, 8 Oct Attended Order of Australia Medal (OAM) presentation to Doris

Golder at the Greens Gunyah Museum, Lockhart. Fri, 14 Oct Along with Crs Douglas and Sharp, attended 125th Anniversary Day

at Pleasant Hills. 16-18 Oct Along with Cr Verdon and General Manager Rod Shaw, attended

the LGNSW Annual Conference in Wollongong. Thurs, 20 Oct Along with Crs Douglas and Sharp, GM and Directors, attended the

first Community Strategic Planning Public Consultation in Pleasant Hills.

Wagga City Council regarding future resource sharing arrangements.

Contracts prepared. Training of staff occurred. Season to commence 7 November 2016. Staff will continue to work with WWCC in due course. Complete.

2016/17 to Milbrae Quarries for $601,575 (incl. GST), and

b) GM and DEES authorised to execute Contract and Purchase Order for the works.

266/16 DEES Fixing Country Roads and Heavy Vehicle Safety and Productivity Program Grant Funding Information noted and Mayor and GM authorised to sign Funding Agreements under Council Seal as required.

Funding agreements executed. Projects now commencing. Complete.

265/16 DEES Purchase of Additional Road Making Plant a) Sub-committee of Crs Schirmer, Day and Rockliff

to confer with DEES to further investigate purchase of additional water truck and endorsement of additional Water Truck Operator position.

b) Purchase of ShoulderMaster paver up to value of $109,000 with funds from Council’s Asset Replacement Reserves approved.

(a) Subcommittee has met regarding watercart purchase and agreed not to pursue at this stage.

Building If clear validation certificates received, Council: a) Purchase property known as Billabong Motors,

Lockhart and authorise fixing of Council Seal to relevant transfer documents

b) Acknowledge fund raising efforts of Lockhart and District Historical Society and future commitments it has made towards refurbishing the building

c) Retain equity of $30,000 in Lots 8, 9 and 10 in DP4749 for its own future strategic purposes

d) Make one-off donation of $20,000 towards purchase price in recognition of fund raising efforts of the community

e) Loan Lockhart and District Historical Society balance of purchase price interest free, repayable at a minimum of $4,000 per annum.

185/16 DEES Sewer Financial Plan and Proposed Extension at

The Rock a) Commence with design and planning of sewer

extension at The Rock in 2016/17 as per Lockhart Sewerage Business: Capital Works Plan and Financial Plan

b) Undertake construction of Stages 1-6 of proposed low pressure sewer extension at The Rock in 2017/18 as per Lockhart Sewerage Business Capital Works Plan and Financial Plan

c) Investigate feasibility of sewering Council subdivision on Milne Rd in advance of rest of works.

175/16 GM Rural Fire Service – New Financial Allocation Model Council to: a) Although being in favour of strategic value of

proposed changes in funding model, express strong disappointment to Minister for Emergency Services about • Lack of consultation and timing of changes,

with the effect that Council has had no opportunity to budget for them. Changes should not become operative until 2017/18 budget year

• Abolition of total reimbursement immediately, after it being a significant component of funding model over many years. If reimbursement is to be abolished, it needs to be phased in over say 3 years to enable a reasonable transition in Council’s budget

• Additional financial impost on each Council in Riverina District caused by lack of reduction in Riverina District budget as a consequence of loss of former Urana Shire area from the district.

b) Request meeting be called of the 4 remaining Councils in the Riverina District to discuss strategic action which may be warranted.

Council to allocate a further $50,000 from Council Reserves and construct the new toilet block in Walter Day Park, Lockhart in 2015/16 Financial Year.

Specification completed. Currently calling for quotes. Contractor appointed. Works to commence on site mid May 2016. Works have commenced on site. Works now due for completion with footpaths and landscaping mid Sept 2016. Toilets are in service. Complete.

37/16 RS Fit for the Future Update Council to formally invite the Hon. Mike Baird MP, Premier of NSW to open the Greens Gunyah Museum redevelopment, before the end of June 2016, if possible.

171/15 DW Fixing Country Roads Funding Council to: 1. Participate and submit an EOI for funding for Fixing

Country Roads 2. Submit applications for:

a. Grubben Rd Upgrade/Sealing b. Replacement/Upgrade of Causeways and

Bridge over Brookong Crk, Urana Lockhart Rd at Brookong

c. Seek further funding for either of these two projects in other programmes such as Heavy Vehicle Safety or Bridges Renewal if they meet the respective criteria.

Waiting advice from NSW Government to when applications open. Applications now open, close 11 December 2015. Applications being submitted as per Council Resolution 171/15. Due to find out if make second stage of submissions early Feb 2016. Council successful in stage 1 with applications, being shortlisted to go to stage 2 submissions which closed 2 May 2016. Council advised successful with Fixing Country Roads portion of project. Council also successful with HVSPP grant (Federal). Projects now commencing with site establishment and materials ordering Complete.

a) Correspondence received from the Minister for Industry regarding Potential Diesel and Petrol Shortage (Resolution No. 309/14 – 17 Nov 14 Ordinary Council Meeting) be forwarded to Senator Bill Heffernan expressing Council’s disappointment with the Minister’s reply

b) Further letter be forwarded to GrainCorp requesting further clarification regarding The Rock to Boree Creek Rail Line.

DEES advised it is on program for mid-December 2016, however is aware of wash-outs and will attend to as resourcing/weather permits. Complete.

DEES Cr Verdon – Back Lane between Emily & Ford Sts, The Rock – Enquired as to when this lane would be graded?

DEES advised he will inspect and take appropriate action. Back lanes will be tidied when weather and resources are available. Complete.

DEES Cr Verdon – Property Owner on Cnr of Chaplin Ln & Collingullie Rd – property owner has advised Cr Verdon that Council grader has taken gravel from their driveway when grading shoulders recently

Run? – Enquired if the Council Newsletter is included in the Rand mail run?

DCCS will investigate and advise.

DEES Cr Yates – Yerong Street, The Rock – requested that as this street is not a B-Double route due to insufficient staking distance for trucks at the Olympic Hwy intersection, could Council lobby State Government for turning/slip lanes to be installed to allow B-Doubles to use this route instead of the main street of The Rock?

DEES advised he will make some enquiries, as well as make contact with RMS and advise. DEES is in discussions with GHSC on best way to handle this matter. Ongoing.

RS/DW Cr Day – Lockhart Town Entrance Signs Advised oval-shaped town entrance signs to Lockhart are showing signs of fading. Cr Day has investigated refurbishment with a quote of approx. $2,000. Lockhart Progress Association would be prepared to contribute half the total costs.

DEES advised that no news has been received to date. Application has been unsuccessful at Federal level, currently being assessed at State level. Council currently undertaking design works for the intersections. Design work complete. Currently investigating services relocations required.

DW Cr Verdon – Solar Power Concerned about high cost of electricity at public recreation grounds and pools within Shire and enquired if Council has considered solar power, especially for The Rock Recreation Ground?

DW has spent considerable time/gone to seminars investigating this issue and will be putting a report to Council shortly. DW will also investigate if s355 Committees could come under Council’s power supply contract to obtain a saving. DEES has investigated and grouping all electrical accounts into Council account is possible. Staff currently investigation total number of accounts that could be rolled over.

Executive Summary Local Government Act now requires Councillors to take either an oath or an affirmation of office at or before the first meeting of the council after the councillor is elected. Report The oath or affirmation is required to be taken individually, the form of which is included in the Act. It is also required that details be kept of who has taken the oath of affirmation in our minutes. Since the last Council Meeting, Councillors Driscoll and Walker have either taken their oath or affirmation of office, having been absent at the last Meeting. 2. STANDING ORDERS (GM/D10-005)

Executive Summary Council is required to confirm standing orders for the following 12 months. Report At the last Meeting, Council deferred a decision on a revised set of Standing Orders to this Meeting. The report presented to the last Meeting follows. The Council is required to meet at least ten (10) times each year, each time in a different month (LGA S365) and the General Manager is to send to each councillor at least three (3) days before the meeting, a notice specifying the time, date and place where the meeting is to be held (LGA S367). The Council is also required to fix the order of business, requirements for giving notice, etc. in accordance with the Local Government (Meetings) Regulation. There are a number of items which I’d like Council to consider prior to acceptance of standing orders: • The 3rd Monday of the month seems to work for Councillors and should continue. However,

Councillors may wish to discuss whether there should be a change to the meeting time. As it is, the 5.00pm start often results in meetings finishing after 10pm which, after a long day may result in tiredness driving home. Alternatives could be an earlier start, or more streamlining of Council business to achieve an earlier finish time.

• The long gap between the December meeting (which is often held earlier in the month than

usual) and the February meeting (at least 8 weeks) can cause some logistical problems and usually leads to an extra-large agenda in February. Council could consider evening out the time gaps if the February meeting was brought forward by say 2 weeks and the March meeting be held at the normal time. This would result in about a 6 week spread between those meetings rather than 8 weeks and then 4 weeks.

• Currently staff reports are set out under the Directorate from which they originate. This is not in

the spirit of the Integrated Planning and Reporting Framework, which is to take precedence in amendments to the Local Government Act. Under the amendments, the issues set out in the Community Strategic Plan are those which Council will be dealing with, and I propose that those headings be utilised instead of the Directorate reports. This would mean we would have 5 headings for reports, one each for the strategic levels set out in the Community Strategic Plan. These are: o Connected and Resilient Community o A Dynamic and Prosperous Economy o An Environment that is Respected and Protected o Infrastructure for the Long Term Needs of the Community o Strong Leadership and Services. This would mean that any Directorate reports would be placed under the appropriate heading rather than being grouped together as is currently the case. As time goes by, this arrangement will have more relevance to the way we do business and I recommend the change.

• One way in which our meetings could be streamlined is to revamp the way that the Questions and Statements segment is conducted. This part of the meeting is meant to be a forum for statements to be made about current issues and for questions (the intent is for these to be written and made available in advance) of relevance about some aspect of our strategy or planning issues, or perhaps requesting some investigation of an alternate way of carrying out an activity(ies). In practice, it seems more often than not, the vast majority of questions seem to be about minor operational matters that could be very easily and more expeditiously dealt with outside the formal meeting forum.

The Practice Note from Office of Local Government makes it clear that Council agendas can contain an item ‘Questions on notice’. In this way written questions are provided to the GM in advance and included in the Agenda. The Practice Note equally makes it clear that ‘questions without notice’ are inconsistent with the provisions of meeting regulations that require notice to be given of matters to be discussed at council Meetings (clause 241). Our current Code of Meeting practice contains a clause (3.16) about allowing questions to be put to other Councillors and Council employees, however, the same clause states the requirement for the intended respondee to be given reasonable notice of the question and other matters.

Report The new amendments to the Local Government Act require Council to adopt a policy for the whole of the Council term about the payment of expenses occurred or to be occurred by in the provision of facilities to the Mayor, Deputy Mayor and other Councillors in relation to discharging functions of civic office. DEFIBRILLATOR (GM/D30-005) Executive Summary Request for donation for a heart defibrillator for the Lockhart Bowling Club. Report Lockhart Bowling Club is seeking financial support from Council in the form of a donation to assist with the purchase of a heart defibrillator, which would be a vital piece of equipment to have on hand in case of emergency. One Club member has undergone the necessary training to operate the defibrillator and is qualified to instruct others. The Club estimates the total purchase price of this equipment to be approximately $2,800. FOR 2016 HSC EXAMS (GM/D30-005) Executive Summary Request to waive hire fee for the use of the old Railway Station building for Lockhart Central School HSC exams 2016. Report A request has been received from Lockhart Central School to waive the hiring fee for use of the old Railway Station building, Lockhart for the 2016 HSC exams from 13 October to 2 November 2016. Council’s Youth Officer conducts events and activities using the Central School’s gym and other facilities at no charge to Council. Lockhart Central School has stated its support of Council/Community events, groups and activities within our Shire, and in the interest of a continued school/community partnership, would greatly appreciate Council’s favourable consideration of this request. 8. AUDITED FINANCIAL STATEMENTS – 2015/2016 (DCCS/A45-010)

Executive Summary The purpose of this report is to address the requirement for Council and Management to make a statement as to the preparation and content of the General Purpose and Special Purpose Financial Statements for the 2015-16 financial year. Report The Local Government Act (The Act) requires Council to produce General Purpose Financial Statements and Special Purpose Financial Statements for inclusion in Council’s Annual Report. These statements are to be externally audited prior to being adopted by Council for publication. The Act also requires Council to resolve prior to submission to the external auditor that the accounts have been prepared in accordance with the Act and the Australian Accounting Standards to fairly represent Councils financial position. Senior staff are also required to certify to this effect. The proposed Statement by Councillors and Management for the General Purpose and Special Purpose Financial Statements are attached. Director of Engineering and Environmental Services 9. ENGINEERING REPORT (DEES/T10-005)

Executive Summary Monthly report on engineering matters. Background Information

(a) Works Report: Construction projects are now ready to commence pending suitable weather. First construction projects to be commenced are MR543 Heavy Patching, The Rock Mangoplah Road widening and Grubben Road upgrade. These projects will be followed then by MR370 Rehabilitation north of Wattles Lane and Western Road widening. At present all three grader crews are undertaking repairs to roads damaged by flood waters and maintenance grading in accordance with program where possible. There is some significant damage to some of Council’s sealed road network from the inclement weather which will be scheduled for repairs when conditions are more suited. Staff are currently gathering data on quantum of damage. In the meantime, staff will perform temporary patch/install signage to make safe as practical. Updated 12-month programme will be presented at the meeting. Concrete crew is currently undertaking miscellaneous footpath works around the Shire, as well as sign and flood markers maintenance. The crew will be mostly engaged on drainage structures for the year being new works or maintenance of old pipe crossings. Only major PAMPS project this year is the sealing/completion of path from The Rock to The Rock Hill Nature Reserve.

(b) Flood Mitigation: Council has submitted grant applications for Stage 4 construction of flood

mitigation structures in both Lockhart and The Rock for 2016/17 and 2017/18 years, and it is hoped we will be advised on applications very shortly. Voluntary Purchase of flood affected properties is continuing in both Lockhart and The Rock, with first settlements completed and second round of property purchases currently being negotiated.

(c) Road Safety Officer: Kim Schultz has been appointed Council’s new Road Safety Officer and

has commenced her employment.

(d) Traffic Committee: Nil to report. (e) Lockhart Local Emergency Management Committee: LEMC meeting was held on Friday 14

October 2016 where recent flooding and rain events were discussed at length. Council is currently working with SES in completing Local Flood Plan. This will include using data from our recently complete early warning stations on both Brookong and Burkes Creeks. In addition, Emergency Management planning is close to being finalised, with presentation to Council expected later in the year.

(f) Fleet: Quotes and tendering for plant replacement programme for 2016/17 year has been

undertaken in accordance with adopted Operational Plan, with delivery for small vehicles completed. Large plant item tenders have been ordered with the new roller already delivered. Quotes for replacement emulsion tank at Depot is currently being finalised.

Executive Summary Update on Council’s current major projects. Report

Council is currently undertaking a number of major projects and the status of each of those are as follows:

(a) Swimming Pools Upgrade: Staff are working on detailed design/scoping of the project. Meetings have been held with each town Pool Steering Committee. Staff are liaising with Greater Hume Shire Council and Gunnedah Shire Council as they are slightly advanced on their upgrade projects and are providing design and costing information. Council was advised recently that it was unsuccessful with grant application under the National Stronger Regional Fund for each pool, creating $1M shortfall in funding model. Funding to be determined following further community consultation as well as more robust costing following detailed design works.

(b) The Rock Sewer Extension: Staff are currently working through a design brief for the detailed survey and design work. Expect to go to tender by end of October 2016.

(c) The Rock STP Tertiary Ponds Upgrade: Staff have been in discussions with NSW Water regarding a Section 60 approval for the works. Geotechnical testing has been undertaken and final design and detail works are being completed. Subject to being granted a Section 60 approval works are scheduled for early in the New Year.

(d) Demolition of Voluntary Purchase Properties: quotes have been called for the demolition of first round of homes in Lockhart and The Rock. Works expected to be completed by end of November 2016 in accordance with OEH funding requirements. Second round of homes have yet to be purchased by Council. These properties will be required to be demolished by end of April 2017.

(e) Flood Mitigation Construction: Council has submitted grant applications for Stage 4 construction of flood mitigation structures in both Lockhart and The Rock for 2016/17 and 2017/18 years, and it is hoped we will be advised on applications very shortly.

(f) Toilet/Shower Upgrade at The Rock Rec Ground: Investigations of options to be undertaken in next couple of months. Plan is to have works completed before next football-netball season.

Executive Summary Monthly report on Noxious Weeds. Report Spray Program Priority for spraying has been given to the control of all weeds on the shoulders of sealed main roads within the Shire. Application has also occurred on areas containing Coolatai grass (Hyparrhenia hirta) and Wild radish (Raphanus raphanistrum), and areas with known infestations of Spiny burr grass (Cenchrus longispinus and Cenchrus spinifex). DrumMUSTER Two successful collection events occurred in the Shire. St Joseph’s Catholic School managed the collection event held on 13 September 2016 at Lockhart, inspecting 4176 drums, resulting in a fundraising total of $1,148.40. The Rock collection event, held on 15 September 2016, was managed by The Rock Men’s Shed. These volunteers collected 3606 drums, raising $901.50 for The Rock Men’s Shed. The next collection will occur in March 2017 and management of these events will be the same volunteer groups. Henty Machinery Field Day Council’s Noxious Weeds Inspector represented Riverina WAP (Weeds Action Program) at the Henty Field Days again this year. The theme for this year’s display was “Grow Me Instead”, which is an initiative developed by the Nursery and Garden Industry of NSW and ACT. This project was designed to encourage the removal of species known to invade the natural environment from production and sale within the nursery industry. The display of live plants was again present at the site, containing examples of declared noxious weeds, environmental weeds, and desired non-invasive garden species. While the noxious weed live species are always a valuable tool for identification, the inclusion of live environmental weeds was a great initiator of conversation and interaction with the general public, with large numbers of people stating that they have these plants present in their gardens. Having live specimens of recommended non-invasive species was also appreciated.

A high volume of people visited the Riverina WAP and Murray WAP site this year. Other interactions with members of the public included: the identification of weed species, with many people bringing samples or photos; tips to distinguish between plant species that are similar; appropriate weed control and management; focus on the recent discoveries of prohibited weeds being sold within the Riverina via the internet; successful biological controls available for various weed species; and the achievements of the successful Red Guide Post program, with particular emphasis on the inclusion of the Red Guide Post program within the Camper Trailer Australia magazine, featuring an online web video, and providing general information in regards to vehicle hygiene. Executive Summary Monthly report on pest control. Report Snail Baiting Program Snail bait was applied to Fairview Lane, Boree Creek on 6 September 2016 in response to a small number of live snails being observed. Higher than average rainfall events have provided the Common White Snail (Cernuella virgata) with positive conditions. With rising temperatures in the near future, these conditions will become optimal for both growth and reproduction. Herbicide application would have also been desirable at this time, in order to eliminate the snail’s food source and habitat, but saturated soil conditions did not allow this to occur. This will be achieved as soon as possible. Integrated Planning and Reporting Reference C1.4 – Decreased occurrence, spread and impact of weeds and pests throughout the Shire. Legislative Policy & Planning Implications Council maintains its obligations to assist and report to LLS any such biosecurity threats in accordance with the Local Land Services Act 2013 and Biosecurity Act 2015. 13. PARKS AND GARDENS REPORT (DEES/P10-005)

Executive Summary Monthly report on parks and gardens. Report Walter Day Park Landscaping around the new toilet block is in the planning stages, including a permanent home for ‘Going to the Dance’ and an extension of the rose garden. New footpaths and a drinking fountain have been installed. Sculpture Trail This year’s Spirit of the Land National Farm Art winner, Freedom Run by Andrew Whitehead will be placed on display at the front of the Lockhart Caravan Park. Street Cleaning The pavers in Green St were pressure washed before the Spirit of the Land Festival in Lockhart. The pavers came up quite well; now that Parks and Urban maintenance have their new pressure washer regular cleaning of the pavers in the CBD of both Lockhart and The Rock will be scheduled to keep them at their best. Pools Preparations have started to ready the pool complexes for handover to the contractors on 7 November. Parks and Gardens Routine garden maintenance is being conducted including regular weeding, spraying, pruning, mulching and redefining garden edges. A number of replacement shrubs have been planted throughout the parks and grasses and clumping perennials are being divided and transplanted. Maintenance of park furniture is also being conducted on wet days, including the sanding and painting of weathered timbers. Tree The annual pruning of street trees and urban lanes has almost drawn to an end. A stump grinder will be organised to deal with a number of stumps throughout the shire once the ground dries sufficiently. Mowing and Slashing The spring slashing schedule has commenced with priority given to high profile areas in Milbrulong, Lockhart and Pleasant Hills in the lead up to the Picolight Fly-in, Lockhart Show, Spirit of the Land Festival and Pleasant Hills Public School 125th Anniversary. The recent heavy rainfall has made many areas inaccessible and reduced mowing hours available; roadside slashing is a high priority and will be scheduled as accessibility allows. Mowing and edging schedules for irrigated areas is being increased to fortnightly as growth rates increase. Weed Control Regular weed control has been hindered by persistent wet weather but will also be highly prioritised. Hand weeding has also been necessary in many areas before the local events. General Maintenance Regular duties include inspections of parks and public facilities to remove litter, clean BBQ’s, check for damage or vandalism, clear footpaths and empty public and roadside bins. Most areas undergo inspections twice per week, including Galore Hill, where crews also clean and check the toilet facilities. Contract cleaners attend to the public toilet facilities in Lockhart, The Rock and Yerong Creek. Playgrounds in the shire are being inspected regularly as per Australian Standards, with any maintenance being noted and completed as necessary.

Executive Summary A draft Lockhart Development Control Plan 2016 (DCP) for Council has been prepared and is presented to Council for their consideration. Report To satisfy the requirements of the Environmental Planning and Assessment Act 1979, and to facilitate fair and consistent planning in the shire, a draft Development Control Plan has been developed. The DCP prescribes a range of development controls for different development types and localities and includes provisions relating to subdivision, residential development, commercial development, industrial development, rural development, heritage conservation, natural hazards and infrastructure. The purpose of the DCP is to: - provide a detailed development assessment framework for the Lockhart Shire - provide clear and concise development guidelines for various forms of development - encourage innovation in design and development by not over-specifying development

outcomes, and - provide certainty in development outcomes for developers and the community.

Essentially, the DCP has been prepared to provide guidance on the implementation of the aims, objectives, land uses and provisions of the Lockhart Local Environmental Plan 2012. The DCP will also consolidate, amend, update or repeal a number of existing Council policies, including: - Policy 2.11 Flood Prone Land and Building Floor Level - Policy 2.14 Relocation of Dwelling Houses - Policy 2.15 Kennelling of dogs - Policy 2.19 Building line setbacks - Policy 2.37 Erection of sheds in residential areas - Policy 2.38 Erection of fences to residential properties - Policy 2.39 The erection of street numbers - Policy 2.43 Development on flood control land. The DCP applies to all development that may only be carried out with consent under Part 4 of the Environmental Planning and Assessment Act 1979. When determining a development application, the Council (or other relevant consent authority such as the Land and Environment Court) will take into consideration the extent to which any applicable objectives or development outcomes specified by the DCP will be satisfied or achieved by the design, construction or operation of the proposal. To date consultation has been undertaken internally within Council. It is proposed to place the DCP on public exhibition for a period of 28 days in accordance with Clause 18 of the Environmental Planning and Assessment Regulation 2000. As part of the public exhibition there will be notices in the local newspapers and on Council’s website. At the completion of public exhibition period the Draft DCP will be formally presented to Council, with any submissions received during public exhibition, for final consideration. Cr Day (i) Lockhart Showground Poultry Shed Meeting – Cr Day advised that the Lockhart

Showground Poultry Shed meeting would be held at Council at 4.00pm, Tuesday, 25 October 2016.

(ii) Lockhart Showground Poultry Shed Grant Money – Cr Day enquired as to whether money for the shed has come in yet? Response – Director Corporate and Community Services DCCS advised that he is not aware of the money being received as yet.

(iii) GrainCorp – Cr Day advised that he has spoken with GrainCorp’s Southern Regional Manager and been advised that there will be no change to operations at Lockhart this year.
