Traffic Committee confirmed the minutes of the Traffic Committee meeting held on 21 April 2009.

1. Signs and Linemarking

1.1. Albert Road, Relocation of ‘No Stopping’ Sign Council has received a request from a resident of Albert Road requesting to relocate a ‘No Stopping’ sign adjacent to a pedestrian crossing near 147 Albert Road, Strathfield. The current location of the ‘No Stopping’ sign enables vehicles to illegally obstruct the driveway to the property in 147 Albert Road. It is proposed that the sign be relocated across the driveway, to prevent vehicles from obstructing the driveway.

1.2. Madeline Street, Speeding Vehicles

Council has received a request from a resident of Madeline Street to address the issue with speeding vehicles. Council undertook speed and volume counts in March 2009 to monitor traffic speed and volume in the street. A summary of the data collected is tabulated below. Madeline Street Between Birriwa Ave & Punchbowl Rd 85th Percentile Speed 59.0km/h

(combined) 59.8km/h

(southbound) 58.0km/h

(northbound) Percentage of vehicles over speed limit (50km/h) 43.4%

The data shows that the recurrence of vehicles speeding generally occurs evenly throughout the day. Traffic volume was slightly lower during the weekends; however speeding vehicles were still recorded to be similar to weekdays. Madeline Street is 13 metres in width and has approximately 450 metres of a straight section, with no line marking or signage present. On street parking is generally low since most properties have driveways and ample off-street parking. The southbound traffic travels downhills and contributes to the higher vehicle speed. Madeline Street was not part of the study area from the recently completed LATM study.

Upon inspections, there are existing raised thresholds installed in Chisholm Street and adjacent streets. It is recommended that Madeline Street be similarly treated, while taking into considerations of the comments from the affected residents. The location of the raised threshold is proposed to be adjacent to 97 Madeline Street as per attached plan. T41/09 RECOMMENDATION 1. That a raised threshold be installed in Madeline Street as per plan TC0509-01;

and 2. That Council notify residents of the proposed tr eatment in Madeline Street.

2. Special Events

2.1. Nun’s Run, Dubbo to Darlinghurst

The Nuns’ Run is a series of walks/runs and other fundraising events in eight towns between Dubbo (start) and Sydney (finish). The series will be held over the two weeks between Sunday 24 May and Friday 6 June 2009. The event will take a different from in each town. The walks and other activities are held in the towns and the public is encouraged to participate to honour those they love affected by cancer and raise funds to build the Garvan St Vincent’s (GSV) Cancer Centre. The event will be held in Parramatta Road across Strathfield’s LGA, and the eleven (11) participants will be walking on footpaths, with support vehicles in close proximity to the participants, and will not obstruct or interfere with traffic on Parramatta Road. The event will be passing through Homebush on 7.30am to 11.12am, Friday 5 June 2009. Permission is being obtained from RTA, NSW Police and Local Government to use State and Local Government roads and footpaths for the duration of the event. Details from the Traffic Management Plan submitted by the organizer are attached. T41/09 RECOMMENDATION 1. That the Committee approve of the traffic manage ment for ‘Nun’s Run’.

3. Road Safety

3.1. Margaret Street, Road and Pedestrian Safety Council, at its meeting held on 7 April 2009 resolved (Minute No. 147/09):

THAT Strathfield Municipal Council resolve to refer to Council’s Traffic Committee, for investigation, in consultation with Santa Sabina College and Meriden School, Margaret Street, Strathfield, between The Boulevarde and Redmyre Roads, with a view to streamlining traffic flow as well as promoting road and pedestrian safety.

The Committee note that the issue was discussed in February’s meeting held 17 February 2009 and it was recommended:

That a three month trial ‘Kiss and Ride’ Zone be designated in Margaret Road, without a right turn restriction at the intersection with Redmyre Road, west of the 5 minute/disabled parking zone.

Comments: Council’s Traffic Engineer advised that the signs for the ‘Kiss and Ride’ Zone was installed and is in its three month trial starting from 18 May 2009. T41/09 RECOMMENDATION 1. That the committee note the recommendations made on 17 February 2009 that the

‘Kiss and Ride’ Zone be designated in Margaret Road for a three month trial and that the matter be reported back to Traffic Committ ee.

2. That the committee note that the signs have been installed by Council for a three

month trial, beginning on 18 May 2009.

3.2. St. Patricks College, Traffic Management Auburn Police has referred the matter of Traffic Management around St. Patricks College, Strathfield. Numerous residents have highlighted the problems during peak drop off and pickup times on school days. The ongoing traffic problems indentified are: 1. Vehicles attempting to turn right from Shortland Avenue in Fraser Street; and 2. Vehicles attempting to turn right from Edgar Street into Marion Street; and 3. Mass arrival of vehicles during the afternoon pickup peak times. The Recommendations made from the Flemington LAC are:

• Install a ‘No Right Turn 8-9:30am & 2:30-4pm’ at the intersection of Fraser Street and Shortland Avenue facing west; and

• Install a ‘Left Only’ sign and concrete left verge erected at the intersection of Edgar Street and Marion Street facing east; and

• For St Patricks College begin to administer an alphabetical system whereby the parents for the afternoon pick-up display the letter of their surname on the vehicle dashboard, and only come into Fraser Street in small groups at a time, similar to that of Trinity Grammar Prep School located at Llandilo Avenue.

It is recommended that the proposed traffic management be working together with the Strathfield Local Area Traffic Management (LATM) study. The study recommends the following: Shortland Avenue

• Introduce ‘No Parking 8am-4pm weekdays’ on the southern side (school side) of road between Francis Street and Fraser Street.

Fraser Street

• Introduce ‘No Parking 8am-4pm weekdays’ on the eastern side of the road between Shortland Avenue Edgar Street;

• Introduce ‘2 Hour Parking 8am-4pm weekdays’ on the western side of the road between Shortland Avenue and Edgar Street.

Edgar Street

• Introduce ‘2 Hour Parking 8am-4pm weekdays’ on the northern side of the road between Francis Street and Marion Street;

• Introduce ‘No Parking 8am-4pm weekdays’ on the southern side of the road between Francis Street and Marion Street.

The parking restrictions on Shortland Avenue, Fraser Street and Edgar Street should allow more streamlined traffic flow on both directions in the street. T42/09 RECOMMENDATION 1. That Council staff contact St Patricks College t o discuss traffic issues outlined in

the report, and that the matter be reported back to Traffic Committee following consultations with St Patricks.

2. That an on-site meeting be arranged for Traffic Committee members to discuss

the issues.

4.1. Elva Street, Traffic Calming and Pedestrian Safety Council, at its meeting held on 7 April 2009 resolved (Minute No. 145/09):

THAT Strathfield Municipal Council resolve to refer to Council’s Traffic Committee, for investigation, Elva Street, Strathfield, between Beresford and Albert Roads, with a view to calming/slowing traffic as well as promoting pedestrian crossing safety.

Elva Street is a regional road between Beresford Road and Albert Road. The road feeds traffic to the Strathfield Town Centre, and is used by pedestrians to access public transport and the town centre. The corner between Elva Street and Beresford Road currently has a divided median and a guard rail installed due to a significant number of accidents history in the corner. A limited number of restricted parking (2P) are available on the west and eastern side of Elva Street. Elva Street was not part of the study area for the recently completed LATM study. A number of pedestrians cross from Albert Road across Elva Street near the corner to reach the town centre. While the visibility is satisfactory around the corner, there are concerns for pedestrians as they cross three turning lanes in Elva Street. RTA’s accident database shows that there have been 8 accidents in the past 5 year history, with only one (1) accident being pedestrian related. To alert vehicles heading southbound on Elva Street, It is recommended that Pedestrians (W6-1) sign be installed to warn drivers of the presence of pedestrians. The same sign is recommended for vehicles westbound in Albert Road before the intersection with Elva Street. T44/09 RECOMMENDATION 1. That a Pedestrian (symbolic) sign be installed i n Elva Street, for southbound

vehicles.

2. That a Pedestrian (symbolic) sign be installed i n Albert Road, for westbound vehicles, east of the intersection with Elva Street .

3. That the intersection be monitored and be report ed back to Traffic Committee if

required.

6. General Business

6.1. Punchbowl Road, Road and Pedestrian Safety

Council, at its meeting held on 7 April 2009 resolved (Minute No. 148/09):

THAT Strathfield Municipal Council resolve to refer to Council’s Traffic Committee, for investigation, Punchbowl Road, Belfield, with a view to promoting pedestrian safety.

Since Punchbowl Road is a State Road, under the care and control of the RTA, it is recommended that the matter be forwarded to the RTA for investigation. Comments: The RTA representative acknowledged that correspondence regarding the matter has been received by the RTA and advised that Council will receive a reply soon.

6.2. Marlborough Road, Homebush West Council, at its meeting held on 7 April 2009 resolved (Minute No. 150/09):

THAT Strathfield Municipal Council resolve to refer to Council’s Traffic Committee, for investigation, Marlborough Road, Homebush West, with a view to promoting pedestrian crossing safety, including, but not limited to, the installation of pedestrian traffic lights.

Council’s Local Area Traffic Management (LATM) study includes a recommendation in Marlborough Road to install a Pelican Crossing adjacent to the pedestrian underpass. Since Marlborough Road is a State Road, under the care and control of the RTA, it is recommended that the matter be forwarded to the RTA for investigation. Comments: The RTA representative acknowledged that correspondence regarding the matter has been received by the RTA and advised that Council will receive a reply soon.
