1 Introduction 1.1 Context

EMM Consulting Pty Limited (EMM) has been engaged by Aussie Skips Recycling Pty Ltd to prepare Traffic Management Plan (TMP) in support of a development application for the demolition of selected fixtures and the construction of an acoustic enclosure to cover the works area of the existing waste transfer and recycling facility, operating under DA9899/452. The application is submitted in respect of land known as 84-108 Madeline Street, Strathfield South, being Lot 1 in DP 556743.

The proposed acoustic enclosure, if approved, will complement an existing development consent DA 9899/452 granted by Strathfield Municipal Council on 17 April 2000 for the existing waste recycling operations on the land.

This application seeks to construct an acoustic enclosure within Lot 1 DP 556743. There are also related works such as the repositioning of weighbridges and the construction of a site office and weighbridge inspection point, plus relocated parking bays.

1.1.1 Development consents

Previous development consents and environmental approvals relevant to the site, date from 1999 as follows:

• DA 9899/365 Site approved for storage of waste collection bins (30 August 1999), surrendered in accordance with the 2000 consent (below).

• DA 9899/452 Site approved for waste transfer and recycling facility for solid inert building and demolition waste (17 April 2000).

• DA 0203/040 Construction of a wall along the eastern boundary (June 2003).

• DA 2015/144 Site approved for installation of a weighbridge to comply with NSW Environment Protection Authority (EPA) Environment Protection Licence (EPL) provisions (March 2016).

1.2 Project overview

The construction of an acoustic enclosure will involve the removal of the existing site office and carport as well as construction of a new weighbridge and site office to facilitate a new access arrangement.

The new proposal retains the 10m setback at the eastern boundary (Chisholm Street frontage). It will also require the demolition of part of the existing metal shed to accommodate the proposed new roof.

The proposed development comprises the following key features:

• demolition of the existing site office and awning;

• demolition of the majority of the existing shed to accommodate the proposed new roof;

• relocation of one weighbridge (18 m) and removal of another (8 m);

• installation of a new (second) 18 m long weighbridge;

• erection of a new site office including weighbridge inspection facility;

• relocation of car parking spaces;

• removal of two existing water tanks (20,000L and 40,000L) and install a larger single tank (100,000L);

• repositioning of internal materials storage bays and a new push wall to fit the new operational area; and

• erection of an acoustic enclosure over the operational areas of Lot 1 in DP 556743.

1.3 Purpose and objectives

This TMP was prepared to support the Statement of Environmental Effects (SEE) which accompanies the development application.

1.4 Report preparation

This report has been prepared by Abdullah Uddin who has 17 years of experience in the traffic engineering and transport planning industry in Australia.

1.5 Consultation

EMM has prepared this TMP based on:

• a detailed site tour identifying and recording traffic processes, vehicle flows, pedestrian interactions with traffic, vehicle loading and unloading areas;

• reviews of relevant documentation specific to site traffic management including site plans and maps; and

• consulting and conducting discussions with Aussie Skips Recycling staff and others directly involved with the site environmental management and traffic operations

Council and Aussie Skips Recycling have entered into a Heads of Agreement in relation to this site which specifies under clause 5(a) that this TMP to be prepared.

2 Environmental requirements 2.1 Legislative framework

The legislation that applies to the implementation of this TMP is listed below:

• Environmental Planning and Assessment Act 1979;

• Roads Act 1993;

• Road Transport Act 2013;

• Work Health and Safety Act 2011; and

• NSW Road Rules 2008.

2.2 Standards and guidelines

The following are the guidelines relevant to this TMP:

• Manual of Uniform Traffic Control Devices: AS1742;

• Austroads Guide to Traffic Management; and

• RMS (now TfNSW) Traffic Control at Worksites, Issue 6, October 2020.

3 Road network The NSW administrative road hierarchy comprises the following road classifications, which align with the generic road hierarchy as follows:

• state roads – freeways and primary arterials (TfNSW managed);

• regional roads – secondary or sub arterials (council managed and part funded by the State); and

• local roads – collector and local access roads (council managed).

An overview of each of the key roads which are shown in Figure 3.1, is provided in the tables and photographs in this chapter.

4 Need for Traffic Management 4.1 Background

This TMP includes specifying operating procedures for all bob cats, excavators, skip bin and waste delivery trucks, powered mobile plant and forklifts, along with pedestrians, workers and visitors interacting at the site.

UHF Radio Channel 26 is used for all traffic and pedestrian management communication at the site.

4.2 Traffic management considerations

Some of the important traffic management considerations for Aussie Skips Recycling at the site are as follows:

• entrance and exit for all vehicles are via a single access point off Madeline Street;

• Madeline Street vehicle entry/exit point is also shared by other businesses operating at the same address;

• the business operating hours are 6.00am – 6.00pm 6 days per week (Monday – Saturday);

• deliveries occur at all times throughout the authorised operating hours;

• areas where vehicles are loaded and unloaded must be clearly defined; and

• pedestrian/vehicular/mobile plant interactions at the site must minimise risk.

The most effective way to protect vehicle drivers, pedestrians and visitors at the site is to eliminate potential hazards. The site layout requires Aussie Skips Recycling to be disciplined in providing information, instruction and training to all its staff, contractors and visitors at the site in accordance with a hierarchy of safety controls.

Hazards and risks are minimised as far as is ‘reasonably practicable’ at the site. This is done by careful planning and control of all vehicle operations and pedestrian movements by the Aussie Skips Recycling business as is outlined in this TMP.

4.3 Other site management considerations

There are approximately 11 employees who access the Aussie Skips Recycling site via the shared driveway early in the morning prior to normal daytime traffic flow using the site (this variability depends on the truck movements that arrive at the site from time to time). Other key issues included in the traffic and pedestrian management controls for the site include:

• the safe design and layout of all work areas at the site;

• appropriate warning signage, communication equipment (UHF Radio) and visibility;

• adequate information, instruction and training provided to all staff;

• defined communication procedures for all pedestrians and visitor for persons accessing the site office and weighbridge areas from Madeline Street; and

• weighbridge operator control of all traffic on site, including heavy vehicle waste delivery by skip bin trucks and other powered mobile plant including powered load shifting equipment.

5 Site Responsibilities 5.1 Legislative requirements

Aussie Skips Recycling has a duty to ensure, so far as is reasonably practicable, workers and others are not exposed to health and safety risks arising from the business or undertaking. This duty starts at the with the General Manager and includes identifying and implementing control measures to prevent people being injured by moving vehicles at the workplace contained within this TMP.

5.2 General Manager and Operations Manager

It is the responsibility of the General Manager and Operations Manager to:

• ensure the overall implementation of, and compliance with, the TMP for the site;

• ensure the timely communication of the contents and requirements of the TMP to all relevant employees, delivery drivers and contractors;

• ensure that all hazards, unsafe acts or incidents involving traffic movement or pedestrians at the site are reported (including in accordance with any legislative requirements) and corrective action(s) are promptly implemented;

• provide adequate support, clarification and guidance to all personnel conducting operational activities in mitigating traffic management risks; and

• ensure that the TMP is reviewed on a regular basis.

5.3 Managers and Supervisors

It is the responsibility of the site Managers / Supervisors to:

• implement, comply and monitor the requirements of the TMP for the site;

• conduct training and communication of the TMP to all personnel, delivery drivers and contractors;

• ensure the safe and efficient loading and unloading activities and co-ordinate their arrival and dispatch from designated loading/unloading areas;

• ensure that any hazards, unsafe acts or incidents involving traffic movement are reported (including any legislative requirements to report) and corrective action(s) are implemented for their area; and

• provide support and guidance to all personnel conducting operational activities in mitigating traffic management risks.

5.4 Load Shifting Equipment Operators

It is the responsibility of Load Shifting Equipment Operators to:

• not be under the influence of drugs or alcohol whilst operating load shifting equipment vehicles;

• maintain the appropriate licence(s) for the operation of the load shifting equipment;

• undertake pre-operational checks on Loading Shifting equipment prior to use;

• report any load shifting equipment hazards or faults to your direct manager or operations manager;

• keeping a safe distance (approx. 5 - 10 metres or whichever is reasonably practicable) from tip yard inspector and weighbridge operators interacting with moving equipment;

• always ensure Ultra-High-Frequency (UHF Channel) is on and you can hear all safety communications from weighbridge operators;

• observe and comply with the requirements of this TMP at all times including but not limited to Safety Warning Signage, Barricaded pedestrian areas at the tipping yard entry, UHF communication devices and loading and unloading requirements; and

• report any traffic management hazards, unsafe act or incidents immediately to the relevant Operations Manager and General Manager.

5.5 Delivery Vehicle Operators

It is the responsibility of delivery vehicle operators to:

• not be under the influence of drugs or alcohol whilst operating vehicles;

• ensure the appropriate licence(s) are held for the operation of the vehicle;

• undertake pre-operational checks on delivery vehicles prior to use;

• report any delivery vehicle or loading equipment hazards or faults to your direct manager or operations manager;

• keeping a safe distance (approx. 5 - 10 metres or whichever is reasonably practicable) from tip yard inspector, weighbridge operators and pedestrians interacting with the delivery vehicles;

• always ensure Ultra-High-Frequency (UHF Channel) is on and you can hear all safety communications from Weighbridge operators;

• observe and comply with the requirements of this TMP at all times including but not limited to Warning Safety Signage, Barricaded pedestrian areas long the tipping yard, UHF communication devices and loading and unloading requirements; and

• report any traffic management hazards, unsafe act or incident immediately to the relevant Warehouse Management and Supervisors.

5.6 Other Aussie Skips Recycling employees

It is the responsibility of all Aussie Skips Recycling employees working at the site to:

• observe, understand and comply with the requirements of this TMP at all times including but not limited to parking areas internal and external to the site, pedestrian access via a right of way (interacting with heavy

vehicles and plant) leading to the office areas, neighbouring businesses plant and equipment and loading and unloading areas; and

• report any traffic management hazards, unsafe act or incident immediately to your manager or operations manager.

6 Traffic management 6.1 Site access

Drivers and pedestrians are to obey all signage upon entry, advising of pedestrians on site, and that drivers must give-way to pedestrians. Truck drivers must not travel via the southern section of Madeline Street, south of the drainage channel where a “truck blocking chicane” has been installed by the Council to prevent any trucks from any business within the Cosgrove Road industrial area using that route.

The site access consists of a ‘right of way access road’ from Madeline Street opposite to Hope Street (Plate 6.1), that leads to the factory/maintenance area, site offices, weighbridges and the waste processing tipping yard area.

The business rarely has visitors walking onto the site, although some staff enter and exit via walking through this point at either end of the day, however this is at a time when the business is either opening or closing and any vehicle/pedestrian interaction risk is minimised.

6.2 Site operation

The site access and circulation has been designed to operate in a safe manner.

Truck movements must occur in a clockwise direction after entering the site and all loaded trucks exiting the site are required to utilise the wash bay and weighbridge located next to the site office (Figure 6.1). Heavy and light vehicles movements are separated within the site wherever this is feasible.

Aussie Skips Recycling staff shall have access to UHF Radio when working on site. This will ensure adequate communication with the heavy vehicles and weighbridge operators when access and egressing the site. All Aussie

Skips Recycling workers conducting traffic control of heavy vehicles should be trained and hold their relevant Traffic Control Licence.

The arrival of site traffic will be managed in a way such that queueing will not occur on Madeline Street or the “right of way”.

Any unauthorised pedestrian or vehicular entry beyond the office will be strictly prohibited (Figure 6.2).

6.3 Operating hours

The current consent restricts the hours of operation to 6 am – 6 pm Monday to Saturday. There is no proposal to vary the approved operation hours.

6.4 Workforce

The proposed development will not alter the existing workforce, which currently employs 11 staff.

6.5 Car parking

Council Development Control Plan (DCP) specifies car parking rates for industrial land use but not for a recycling facility, as follows:

• 1 space per 55 m2 Gross Floor Area (GFA) if office space is less than 20% of the overall GFA; or

• 1 space per 2 employees, whichever is greater.

The office space will be less than 20% of the overall GFA which is 2,784 m2. Therefore, the development would require 56 spaces.

However, the use of GFA as a basis for car parking assumes that a large building equates to a large workforce. In this case, the large building is an acoustic enclosure and does not vary the small number of employees currently required to operate the facility.

Currently 5 on-site car parking spaces are available for the employees and visitors, where most of them carpool to work. The amended design would accommodate 9 onsite parking spaces which will cater the parking demand for the staff and occasional visitors.

All employees and visitors must exercise caution whilst driving into the site and look out for pedestrians. Pedestrians are to be given right-of-way.

6.6 Weighbridge and wheel wash

As stated above, the weighbridges will be located next to the office (Plate 6.2). a wheel wash bay will be located behind the exiting weighbridge so that all trucks are washed and clean before exiting the site.

If there is a queue of vehicles waiting to enter the tipping yard (proposed tipping shed) area, the Weighbridge Operator will ensure that all heavy vehicles are stopped at the weighbridge station to allow other heavy vehicles within the tipping yard to unload waste. Constant communication on UHF Radio – Channel 26 is required between weighbridge operator and all load shifting plant / equipment, heavy vehicles waiting to progress into the tipping yard area.

6.7 Site safety

Site safety is ensured within the site by Safe Working Guidelines.

In accordance with the previous development consent conditions for the site, the general speed limit is 20 km/hr for most areas of the site, with a lower speed limit of 10 km/hr within the tipping yard area (Plate 6.3 and Figure 6.2).

6.7.1 Pedestrians and visitors

All pedestrians entering the site must use the right-hand lane walking towards the office facing the oncoming traffic. All visitors must report to the site office before entering the remainder of the site.

When required, Aussie Skips Recycling will instruct pedestrian visitors that they are to wait at the front of site and call the site office to organise an escort with UHF radio to escort them on and off site. Pedestrians should proceed with caution and ensure drivers of heavy vehicles can visibly see them when proceeding to site office area and ensure eye contact is made with all nearby heavy vehicle operators when walking onto site or interacting in any way with heavy vehicles and mobile plant.

6.7.2 Entrance to tipping yard

All persons must obey signage “Unauthorised Access to Pedestrians beyond this Point” at the weighbridge (entry to the tipping yard area).

No other Aussie Skips Recycling worker or site visitor enter the tipping yard, unless they are accompanied by a spotter with a UHF Radio.

All site workers much not approach mobile plant and equipment within 5 m (where practicable), workers are to communicate with the equipment operators by attracting their attention or signalling until the operator has agreed to their request to approach. Mobile plant operators must also stay 5 m (where practicable), away from other site workers until they have been advised by the worker that they are aware of the proposed plant movement.

Mobile plant operators / heavy vehicle drivers must not to get out of their vehicles in the weighbridge area or to the tipping yard, unless a spotter is present and the all clear is given by the Weighbridge Operator.

6.7.3 Tipping yard

The tipping yard area is where heavy vehicles, plant operators, weighbridge operators will interact whilst unload waste. The business is heavily reliant on the UHF Radios as a communication control measure to reduce the risk of pedestrian/vehicle impact. There needs to be constant communication between Weighbridge Operator, load shifting plant/equipment and heavy vehicles loading/unloading within the tipping yard area.

Only the Weighbridge Operator is allowed to be on foot in the tipping yard. Workers should never hand sort waste materials in this area.

All persons must obey “Unauthorised Access to Pedestrians beyond this Point” signs within the tipping yard/loading/unloading zones.

No Aussie Skips Recycling workers enter into the tipping yard without a UHF Radio.

All slings required for loading and unloading of bins and waste are required to be tested every 12 months.

All staff are to be educated through the WHS induction process and be made aware of mobile plant operator blind spots.

Mobile plant operators/heavy vehicle drivers must not get out of their vehicles in the tipping yard or in Loading/Unloading Zones.

Ground workers should attract the attention of mobile plant operators and keep a minimum 5 m distance (where practicable) of mobile plant. Ground workers are to communicate with the operator until the operator has agreed to their request to approach. Mobile plant operators should also stay a minimum 5 m away from ground workers until they have been advised by the ground worker that they are aware of the proposed movement.

All site safety procedures are signposted at the entrance to the site (Plate 6.3).

6.8 Vehicle type

The heavy vehicle types accessing the site varies between an 8.8-m long Medium Rigid Vehicle (MRV) and a 19-m long truck and dog. The maximum size of vehicle that accesses the site is 19-m long truck and dog.

Swept path assessment by the longest vehicle shows the manoeuvrability within the site and forward entry and forward exit to the ‘right of way’ and subsequently to Madeline Street (Appendix A).

6.9 Load covering

Loose material on the road surface has the potential to cause road crashes and vehicle damage. All loaded vehicles entering or leaving the site will need to be effectively covered for the duration of the trip. All care is to be taken to ensure that all loose debris from the vehicle body and wheels is removed prior to leaving the site and again after unloading.

Drivers must ensure that the tailgate is locked before leaving the site. Aussie Skips Recycling staff is to monitor loose material on the side of the vehicle route from facility operations and take appropriate action (removal or suppression) regularly.

6.10 Cleanliness

All loaded vehicles are to be inspected prior to leaving the site for cleanliness. Any materials that could fall on the road should be removed prior to leaving the site. It is noted that all outgoing vehicles will traverse through the wheel wash bay to ensure contaminants are contained on-site.

6.11 Signage

Additional site signage is recommended to be installed to assist with providing direction and warning for drivers and pedestrians at the entrance to the site and managing vehicle behaviours at the weighbridge area. Three proposed new site traffic and pedestrian safety signs which are intended to be erected at the wall of the site office in accordance with this TMP, are included in Appendix B.

Additional Internal speed limit signs are to be installed at prominent locations throughout the site to advise drivers that the general site speed limit is 20 km/h and an additional lower site speed limit of 10 km/h is applicable within the tipping yard area.

The proposed additional signs in key areas of the site (at the entrance to the site and potential areas of high pedestrian/vehicle interaction, including at the access to the tipping yard near the weighbridge station) are required to warn drivers and pedestrians of the potential vehicle/pedestrian interactions and also the need for using UHF radio Channel 26 when entering these areas of the site.

6.12 Mobile Plant requirements

The General Manager and Operations Manager are to ensure that all Aussie Skips Recycling mobile plant equipment have the following fully operational safety equipment:

• mirrors;

• reverse beepers;

• flashing light beacons;

• seat belts;

• Roll-Over Protective Structures (ROPS); and

• Falling Object Protective Structures (FOPS).

6.13 Training requirements

In order for this TMP to be fully effective, all staff, contractors and visitors will need to be aware of the requirements and expectations within. This will require a level of education and awareness for all persons that work at or come into contact with the Aussie Skips Recycling site.

All Aussie Skips Recycling staff are to be provided with training/awareness sessions with regards to this TMP. It is compulsory for this training to be provided on induction and then regularly thereafter in toolbox talks and staff meetings.

The key components of this TMP will also be conveyed regularly and contractors and visitors interacting with the site.

Any Aussie Skips Recycling workers conducting traffic control of heavy vehicles should be adequately trained as required by the legislation.

7 Site Safety Recommendations Additional specific pedestrian safety precautions and pedestrian/traffic interaction management controls have been proposed to be installed by Aussie Skips Recycling at the site following consultation with Benchmark OHS Consulting Pty Ltd. The proposed additional site signs are included in Appendix B.

All site staff and visitors are to be made aware of the 10 Safety Commandments across the site (which are listed in Appendix B).

The following WHS legislative references were taken into consideration in the development of this TMP and the proposed additional site safety signage, which is shown in Appendix B.

AUSSIE SKIPS TRAFFIC GUIDELINES ALL DRIVERS OF VEHICLES AND PLANT MUST OBEY THE TRAFFIC MANAGEMENT RULES AND DIRECTIONS OF AUSSIE SKIPS STAFF WHILST ONSITE AND WHERE PRACTICABLE COMMUNICATE VIA UHF RADIO – CHANNEL 26 WHEN ONSITE.

ALL DRIVERS / OPERATORS MUST BE FIT (NOT UNDER THE INFLUENCE OF DRUGS OR ALCOHOL) AND LICENSED TO OPERATE THEIR VEHICLE. THIS INCLUDES LOAD SHIFTING EQUIPMENT SUCH AS EXCAVATORS, BOBCATS AND FORKLIFTS.

CONTRACTORS (ONE-OFF AND LONG-TERM), MUST BE INDUCTED PRIOR TO THE COMMENCEMENT OF THE ACTIVITY FOR WHICH THEY ARE ON SITE
