Thornbury Township Board of Supervisors Meeting Wednesday, March 18, 2015 The Thornbury Township Board of Supervisors held a Work Session Meeting on Wednesday, March 18, 2015, at the Township Administration Building, Township Drive, Cheyney PA. Chairman Raith called the meeting to order at 7:00 p.m. with a salute to the flag. PRESENT: James H. Raith, Chairman

James P. Kelly, Vice Chairman Sheri L. Perkins, Supervisor

Number of Attendees: 8 Chairman Raith announced that that the Board previously held a brief Executive Session this evening regarding legal and real estate matters. APPROVAL OF CHECK REGISTERS On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the General Fund check register in the amount of $62,049.03 for the period March 5, through March 18, 2015, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Sewer Fund check register in the amount of $12,232.65 for the period March 5, through March 18, 2015, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the Capital Improvement Fund check register in the amount of $1,618.35 for the period March 5, through March 18, 2015, was approved. . APPROVAL OF MINUTES

On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Wednesday, March 4, 2015 Public Meeting minutes were approved as presented. Chairman Raith called for public comment. There was no public comment. AGENDA ITEMS Harriet Tuttle’s Retirement Chairman Raith detailed Harriett’s history with Thornbury since 1999. He also spoke about the amount of Thornbury Township children she was entrusted with over the years and how some of them are now in college. Harriett mentioned all of the fun she had over the years and how enjoyable it was. The Board then presented Harriett with a bouquet of flowers and wished her and her husband Paul a very happy retirement. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the extension granted on the "LAWLOR" Subdivision, extending the present action date from April 4th, to July 3rd, 2015, was approved. Chairman Raith called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Sewer Line Inspection Bid Proposal from Pipe Data View Services, for a total cost of $4,402.50, was approved. Chairman Raith called for public comment. There was no public comment. Chairman Raith explained the process and the benefits of screening. On a motion by James Kelly, seconded by Sheri Perkins, and carried unanimously, the purchase of a new workstation computer and associated accessories, from Total Office Business Solutions, LLC, for a total cost of $1,121.47, was approved. Chairman Raith called for public comment. There was no public comment. TOWNSHIP MANAGER'S REPORT- Jeff Seagraves The Manager’s Report was submitted and is attached. Jeff reported we are working on plans for the Local Government Day to be held on April 9th. He also mentioned we would like to schedule the Road Inspection as soon as the Board of Supervisors is available, and that he sent a letter to Penn DOT regarding the condition of the State Roads in Thornbury Township. There was no comment on the manager’s report. Chairman Raith asked Jeff to get something to the residents explaining what we are doing to also improve the conditions of the State roads. TOWNSHIP ROADMASTER’S REPORT – Lindsey Price The Roadmaster’s Report was submitted and is attached. There was no comment on the roadmaster’s report. Mr. Price was not present, and Jeff Seagraves reported.

TOWNSHIP TREASURER’S REPORT –Peter Barsz, CPA The Treasurer’s Report was submitted and is attached. There was no comment on the treasurer’s report. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Treasurer’s Report for the period February 28, 2015, was accepted as presented. Chairman Raith called for public comment. There was no public comment. Vice Chairman Kelly thanked Peter for being here. TOWNSHIP SOLICITOR’S REPORT – Kenneth D. Kynett, Esq.

The Township Solicitor’s Report was submitted and is attached. There was no comment on the solicitor’s report. Ken mentioned the Zoning Hearing scheduled for March 2, 2015 was continued to April 16, and he forwarded review comments on the Inter-Municipal Sewer Agreement to the Concord Township Sewer Department Solicitor, who then forwarded them on to the Chadds Ford Township Solicitor for review. TOWNSHIP ENGINEER’S REPORT – Michael Ciocco, PE The Township Engineer’s Report was submitted and is attached. There was no comment on the engineer’s report. Mike mentioned reviewing drainage plans for 3 Keswick Drive, and offered guidance to the applicant for closeout of the related grading permit. TOWNSHIP SEWER ENGINEER - Charles Faulkner, PE

The Township Sewer Engineer’s Report was submitted and is attached. There was no comment on the sewer engineer’s report. Chuck mentioned Chapter 94 Reports for the West & East Side Sewer Districts are being forwarded to Concord Township. MANAGER’S REPORT

3-18-15

1. We have either received payment or a payment agreement for all of the residents in the WSSD-3 service area.

2. Terry Kennedy is scheduled to review our pension documents on Thursday march 19, 2015. 3. I received notification from Penn DOT representatives that they were working to complete the

wetland mitigation plan for submission to the US Army Corp of engineers. 4. I have been in contact with Bob Grisillo to get information from the GIS system transferred. Bob

has contacted ESRI to migrate info from our existing computers to the newer version of ARC GIS. 5. I confirmed our Scholarship with Bayard Rustin High School. 6. I spoke with Chadds ford Manager, Amanda Serrock, about moving the Inter municipal

agreement for the Audi Dealership forward. 7. We are working on plans for the Local Government Day to be held on April 9, 2014. 8. We would like to schedule the road inspection as soon as the Board of supervisors is available to

do the inspection. 9. I sent a letter to Penn DOT regarding the condition of State Roads in Thornbury Township.

THORNBURY TOWNSHIP Public Works Department Report – Week Ending March 13, 2015

1. Removed plows and salt spreaders from trucks. Cleaned and sprayed equipment with oil to prepare for storage.

2. Ongoing repairs to pot holes throughout the Township. We have been in contact with PennDOT to have them complete the repairs to pot holes on state roadways.

3. Preparing for Easter Egg Hunt at Thornbury Park on March 28, 2015.

4. Resalted roadways throughout the week due to snow melt off/run off.

5. Snow events – See attached Snow Removal Report.

Used approximately 40 tons of salt.

03/05/15 1:00 a.m.-10:00 p.m. Snow 3 PWD/12 KB Began as rain and changed to snow at 3:00 a.m. Snow covered roadways immediately – total overall accumulation of 10" of snow. Salted all major roadways and intersections with one application. Began plowing all roadways. 60 Tons of salt used. 03/06/15 5:30 a.m.-11:00 a.m. Clean Up 3 PWD/2 KB Resalted where needed. All roadways were checked by 11:00 a.m.

Township Solicitor, Kenneth D. Kynett Esquire, files the following report for March 18th, 2015: 1. Duffers Tavern – As reported at the March 4th Public Meeting, the Zoning Hearing scheduled for March 2, 2015 was continued to April 16th at the request of the Applicant. It is anticipated that I will have a chance to meet with Applicant’s counsel to discuss the proposal in detail and report to the Board prior to the rescheduled Hearing.

2. Dutcher Property – Reviewed and approved revised easements and stormwater declarations. 3. Audi Dealership – Forwarded combined review comments on the Inter-Municipal Sewer Agreement from the Township Manager and me to Concord Township Sewer Department Solicitor who then forwarded them on to the Chadds Ford Township Solicitor for review.

REPORT OF THE ENGINEER March Workshop Meeting March 18, 2015 Work completed for the period: Grading and Road Encroachment Permits – Reviewed several plans for grading and road encroachment. Continuing construction inspections of various properties. Andover – We have received information for concrete restoration in lieu of replacement. The developer is working on getting additional sample location information together for our review in the field. It would appear all other work will be completed in the spring. Planning Commission – Continued working with members on Pipeline Ordinance. Wills - No further submission has been received. Lawler Subdivision - Awaiting revised plans. Dutcher Subdivision and Land Development – Plan review complete. Recommended approval of easements, declarations and related attachments for recording. Crane Property – No further action by the Developer. Estate of Ruth Redding - 158 Locksley Rd – 3 Lot Subdivision Sketch plan received and discussed at Planning Commission. Romill Associates – Work on the retaining walls and related fencing and storm sewers is continuing. Excavation for the building foundation and general site grading continues in Chadds Ford. Mill Creek – Awaiting work to continue in the spring. Road Program 2015 – Continue to work with the Roadmaster to provide preliminary list. 3 Keswick Drive – Reviewed drainage plans and offered guidance to applicant towards closeout of the related grading permit. Concord Chase – Reviewed basin grading plans for maintenance requirements. 53 Sweetwater Road – Reviewed request for determination of Lot 1 pond removal permitting requirements.
