This month, athletes from around the world are fiercely competing for the crown in the world of soc-cer, the FIFA Soccer World Cup. While the competition

on the field is often aggressive, these international athletes also demonstrate that our world is united in many things despite our different cultures, nationalities and backgrounds.

My own family is very much into sports, specifically soc-cer. Like many of our readers, we have an international

background and have several national teams to cheer for all at the same time. There’s never a dull moment for us while the World Cup is on.

Summer is a great opportunity to spend quality time with family and friends. So let’s turn off the smartphones, disconnect from the internet, and instead spend time together watching the World Cup spectacle unfold or simply spend-ing a day at the beach, visiting the Everglades, reading a book, playing a board game, going to the movies, splashing in the pool or just chilling out in the backyard.

These quality moments together are what we and our children will remember for some time to come -- and a victory for your favorite soccer team wouldn’t be so bad either.

On april 22, 2014 the miramar library celebrated national Volunteer Month by treating its volunteers to a lunch buffet extraordinaire at the Golden Corral Restaurant in Pembroke Pines.

Miramar Branch Library Manager, Chris Marhenke, warmly welcomed the happy group. He reported that from March 2013 through February 2014, Miramar Library volunteers have contributed 4,265 hours! This is the equivalent of more than 2 full-time staff or about 106 full-time work weeks, with an approximate value of $86,000.

“These volunteers make a big difference in improving library services,” Marhenke said.

Special guest Broward County Libraries, Manager Andra Mentore, spoke to the group, thanking the volunteers for all the time and work they contribute to improve the Miramar Library.

Miramar Library Volunteer Coordinator, Mary Stephens, read some quotes from famous people about volunteering. She presented Broward County Library Certificates of Appreciation to all volunteers. Miramar Library Circulation Manager Cecil Miller presented a beautiful “Library Volunteer” enameled pin to each volunteer.

Special recognition was given to English Café Teacher Gloria Jackerson and her assistant Sandy Horowitz. Ann Kearney, English Café Teacher from Southwest Regional Library who fills in for Gloria when she is not available also received an award. These Adult English conversation classes are offered Monday through

Thursday. Jackerson and Horowitz also teach our Citizenship Test Preparation classes.

Next recognized were Oasis Computer Instructors Alison Kong, Marie Seibel, Carol Snells, Andrew Chea, Neesha Lowe, George Wonsang and Karen Lind. These volunteer instructors provide free beginning computer skills classes every

Wednesday between 10:30 and 12:30 in the computer lab. Free iPad classes are given on the first and third Saturdays of each month. To register, call 954-357-8180.

Volunteer and Friends of the Library member Linda Winkler was recognized for starting a very popular monthly Book Club sponsored by the Friends of the Miramar Library. The group meets on the second Thursday of each month at 1:30 p.m. Residents who are interested may call the library to learn the title of the book to be discussed at 954-357-8090.

Judy Sullivan, President of the Friends of the Miramar Library, spoke about the

group and invited all volunteers to join. The FRIENDS is a nonprofit organization dedicated to support the Miramar Public Library. They operate a used book store at the library, hold a monthly Book Discussion, have book fairs/bakes sales and other activities. Visit their award-winning website at “friendsofthemiramarlibrary.org”

More than 200 people attended the miramar cultural Trust’s State of the Arts address featuring Andrew Weinstein, who is an appointed member of President Obama’s Committee on the Arts and

Humanities, at the Miramar Cultural Center | ArtsPark on May 27 at 7:00 p.m. The evening was highlighted by an address by Weinstein focusing on the current priorities of the Committee as well as national initiatives and opportunities. In addition, South Florida artists and cultural organizations showcased their artistic talents throughout the evening.

“We are extremely pleased to be host such a dynamic cultural event at the Miramar Cultural Center,” said Jim Goggins, president of the Miramar Cultural Trust. “It is such a unique opportunity to have someone with Mr. Weinstein’s cre-dentials join us to shine a light on the arts locally and nationally.”

The President’s Committee’s commitment to cultural philanthropy, and its suc-cess in engaging the private and public sector, is made possible by the expertise and leadership of its members, who embody and represent the diverse elements of the nations’ inter dependent system of support for the arts and humanities.

In addition to the lecture, the evening showcased the vast talents of local artists. All art genres were represented with performances by the Florida Youth

Orchestra, Dillard High School Jazz Ensemble, Laura Sue the Silver Nightingale, Jeremy Zglobicki, Fort Lauderdale Children’s Theater, Stephanie Hayes, Randy Corinthian and the Jason Taylor Foundation as well as a display of visual artwork by Timothy Leistner, Joshua Churba, Nadine Floyd, Chris Curry, Young at Art, Robert Rose and Janie Casoria. Community partners included Fort Lauderdale Children’s Theatre, Messam Construction and Balfour Beatty Construction.

“We are pleased that we had the opportunity to partner with so many great organizations and artists to showcase the variety of talent in South Florida” said Maureen Kohler, executive director of the Miramar Cultural Trust “We had an incredible evening of celebrating the arts and hope we inspired those in attendance.”

Organizers were thrilled with the success of this year’s Miramar Relay for Life as $38,000 had been raised at press time with fundraising efforts

continuing until August 31. In only its second year, the com-munity really came together and raised more than double the $17,000 total raised last year. The overnight cancer fight-ing event, held at the Ansin Sports Complex, was based on the theme “Super Heroes”.

“We were excited to have 35 teams to help us this year, said Jessica DeBlois, a specialist with the Relay for Life Florida Division of the American Cancer Society. “There were also many auxiliary fundraising events, such as happy hours and a huge Fire Department yard sale.

Funds raised through the event help the American Cancer Society to impact the lives of those touched by can-cer within the community, through both patient services and valuable cancer research. Relay for Life got its start in 1985 when Tacoma, Washington physician Gordy Klatt walked and ran for 24 hours around a track. A year later, 340 sup-porters joined him in the effort and it has grown ever since. Each year, more than 4 million people in over 20 countries take part in the overnight fundraising walk.

Finding New and better ways to provide services for Miramar Residents

Dear miramar residents:Throughout the year, Miramar staff seeks to always

find better and more efficient ways to provide services to our residents. The effort encompasses webinars, on-site training, meeting with employees from other cities or joining organizations that have specific knowledge in the delivery of services. This effort is also shared especially by me and the Commission. We take it upon ourselves to learn all we can from other elected officials in other cities. One organization that

fosters this learning among cities is the Florida League of Cities where I will be serving as its President this year.

The Florida League of Cities is the united voice for Florida’s municipal govern-ments. Its goals are to serve the needs of Florida’s cities and promote local self-government. The League was founded on the belief that local self-government is the keystone of American democracy.

Florida’s city officials formed as a group of municipal governments for the first time in 1922. They wanted to shape legislation, share the advantages of coopera-tive action, and exchange ideas and experiences. Growing from a small number of cities and towns, our membership now represents more than 400 cities, towns and villages in the Sunshine State.

The League’s headquarters is in Tallahassee and is the premier provider of many products and services developed especially for Florida’s cities. Their strength and success are dependent upon the support and participation of its members. One of my goals as President of the Florida League of Cities is to con-tinue to explore new ideas for programs, products and services that will meet the needs of municipalities today and tomorrow, especially for Miramar.

As Miramar grows so do the complex issues that it must confront. Our efforts to make Miramar a desirable place for residents and businesses to locate is a double edge sword. The more people and businesses that move into Miramar, the greater demands for services to accommodate their many needs.

There is a proverb that says, “When spider webs unite, they can tie up a lion”. The world has grown significantly complex so we must look outside of our City and harness the power of fellow cities that also have the same challenges we do. I believe that by working together we can all tie up the ‘lion’ that seeks to prevent us from delivering the best services to our residents.

Miramar Hosts 3rd Annual Multicultural games

SportS news

The city of miramar played host to hundreds of the finest track and field athletes in the Caribbean and the U.S. recently at the Ansin Sports Complex, located at 10801 Miramar Boulevard. The Multicultural

games, held for the 3rd year in Miramar, are a track and field meet that features several world class caliber athletes who are returning from competing in the Penn Relays, the oldest and largest track and field competition in the United States, held annually at the University of Pennsylvania.

Commissioner Alexandra P. Davis and the City of Miramar Parks and Recreation Department sponsored the event, which this year featured the University of Technology, Jamaica. UT Jamaica has an impressive list of alumni including Olympic champions Usain Bolt and Asafa Powell. In all, more than 720 athletes competed including students from schools, clubs and countries such as the Atoms, Anguilla, Bethune-Cookman, Broward Elite, Chelmsford AC, CHTA, Cla Delfos, Concordia Selma, Dominion Track Club, Double Pillars Athletics, Fast Lane Track Club, Florida Memorial, Georgia Southern Running Club, Gold

Rush, Great Britain, Guyana, Haiti, HyTeh Tigers, Johnson & Wales, Lagunna SSS, Mizuno, University of Miami, North Florida, Nova Southeastern, Shore AC and St. Peter’s.

“It was definitely an event to remember for anyone who loves the sport,” said Billy Neal, the Athletic Coordinator with the City of Miramar. “Spectators who came out got a chance to see some of the top athletes in the world competing against one another,” he said.

In addition to showcasing the track and field athletes, the event also put the spotlight on Miramar which is determined to draw new international events to its athletic facilities. “Miramar continues to make its mark upon the track & field world with premier events such as this taking place on our world class track at Ansin,” said Miramar Vice Mayor Alexandra P. Davis. “I have no doubt that Miramar someday will witness a world record performance on our track.”

Department of Juvenile JusticeI, along with the Broward County Board of Commissioners have voted to sup-port a contract between Broward County and the State of Florida Department of Juvenile Justice (DJJ) for the three-year period beginning May 7, 2014 and ending April 30, 2017, in the amount of $569,992, for the purpose of providing assessment services for youth who have received a Civil Citation from a law en-forcement agency in Broward County.

This action supports the Commission’s Vision of “Social Safety Net: An Acces-sible Collaborative Approach to Health and Human Services,” and the goal to “Support a service delivery system that promotes self-sufficiency and well-being,”  by providing assessment services

and coordination of prevention and early intervention services to youth at high risk for re-offending and subsequent deep in-volvement in the criminal justice system which would have long term negative effects on their opportunities for viable employment and self-sufficiency. This action also supports the goal to “Co-ordinate and maintain quality accessible health and human services in collabora-tion with public and private partners,” by collaborating with the Florida Depart-ment of Juvenile Justice, Broward County law enforcement agencies, State Attor-ney’s Office, Public Defender’s Office, 17th Judicial Circuit, Children’s Services Council of Broward County, the Broward County Sheriff’s office and community social service providers to participate in the countywide Civil Citation process. 

In Fiscal Year 2011-12, the County established a countywide Civil Citation process, which is an innovative cross sys-tem collaborative that focuses on family and youth engagement and addresses dis-proportionate minority contact (DMC) of deep juvenile justice penetration through policy, programming, and advocacy. It offers an alternative to formal judicial handling for juveniles committing their first misde-meanor offense, and its purpose is three-fold: 1) ensures that the youth’s misdemeanor offense

is appropriately ad-dressed without creat-ing a criminal record, 2) reduces delin-quency, and 3) saves resources. The Human Services Depart-ment’s Civil Citation Section serves as the coordinating entity to ensure consistency and uniformity in the implementation and management of the countywide juvenile civil citation process, which includes the coordination of intervention services. 

Between 2011 and 2013 in Broward County Florida, there were a total of 4,011 first-time misdemeanants eligible for a Civil Citation. Of these, 3,172 youth were arrested and processed through the juvenile justice system, which cost Broward County taxpayers approximately $15,860,000 ($5,000 each). The addi-tional 836 youth served through the Civil Citation program cost $322,696 ($386

each). Had the 3,172 youth been served by Civil Citation, Bro-ward County taxpayers would have realized a cost savings of approximately $14,635,608. In terms of demographics, 71% of program participants are minori-ties.Performance outcomes under this new Agreement are as

follows:Goal 1: 100% of youth referred with a Civil Citation shall be checked on Juvenile Justice Informa-tiom System (JJIS) to determine if they are eligible for Civil Citation services prior to conducting an as-

sessment.Goal 2: 100% of youth referred with a Civil Citation shall have a DJJ approved assessment tool completed and the youth’s Civil Citation Packet completed within 14 business days of receipt of referral.Civil Citation diverts the youth at the time of arrest, holds the youth account-able for delinquent behavior, involves the parents in sanctioning the youth, and helps prevent the youth’s further involve-ment in the juvenile justice system. The implementation of civil citations improves public safety, increases youth outcomes and saves taxpayers money. These are all benefits to a more success-ful and safer Broward County.

Two common Foot Questions

Why do my feet hurt in the morning? what is Plantar Fasciiitis? These are two questions I hear almost every day. The plantar fascia is a ligament-like

band which runs from your heel to the ball of your foot. This band pulls on the heel bone which raises the arch of your foot as it pushes off the ground. If your foot moves incorrectly, the plantar fascia may become strained. The fascia can swell and its small fibers may start to fray--causing plantar fasciitis.

The most common cause of plantar fasciitis is poor foot mechanics. If your foot flattens too much, the fascia can overstretch and swell. If your foot does not flatten enough, the fascia may hurt from being pulled too tightly. People who suffer from plantar fasciitis often complain that the bottom of their feet hurt when they stand and they experience this most often in the morn-ing. Pain is usually felt on the inside of the foot, close to where the heel and arch meet. Pain can diminish after walking, but it can return after rest or prolonged activity.

Heel spurs and bursitis are related problems which may develop in response to plantar fasciitis. A heel spur is an extra piece of bone which may grow near where the plantar fascia attaches to the heel. The heel spur can form in response to the plantar fascia’s tug on the heel bone. Bursitis is a swelling of the bursa, or fluid filled sac, that reduces the friction between a ligament and a bone. Bursitis can occur if a swollen plantar fascia presses against a plantar bursa.

How can you get relief from this pain? Your podiatric physician has the answer. If poor foot mechanics is the cause of your plantar fasciitis, custom made shoe inserts, also known as orthoses or orthotics, may provide relief. In addition, strategically placing tape on the foot can support the arch and control movement temporarily. If taping helps, orthotics may be prescribed. Orthotics are built from plaster casts of the feet and can control the way the foot moves.

Other ways to reduce symptoms of plantar fasciitis include the use of aspirin, ibuprofen, and other medications as directed by your podiatrist. Severe pain may require prescription medication, injections, physical therapy, and stretching. As a last resort, surgery may be considered if other types of treatment don›t help you. The first step to feeling better is to consult your podiatric physician.

The american optometric association (aoa) reports that over 7 out of 10 of the Americans that work each day from a computer monitor (about 143 million

people) suffer from computer vision syndrome (CVS) or eye strain. Prolonged computer use can result in eye stress and effect typical vision processes in kids and adults. If you are working at a computer longer than 2 hours each day, it is likely that you will suffer symptoms of computer vision syndrome.

Signs of CVSSigns of Computer Vision Syndrome include vision difficulties such as dry eyes, blurred vision, inability to focus or double vision and pain such as headaches, back aches and heavy eyes. If you are experi-encing a number of these symp-toms, you may be suffering from Computer Vision Syndrome.

What Are The Causes of Computer Induced Eye Fatigue?Eye fatigue from prolonged computer use is caused by the necessity for our visual pro-cessing pathways to adapt to processing text on a computer screen in a different way than they do for letters in print. While our eyes are used to focusing on printed material that contains solid black characters with sharp edges, they are less familiar with characters on a digital screen that lack the same degree of contrast and sharpness.

Words on a screen are created by combinations of tiny dots of light (pixels), which are most luminous at the center and diminish in intensity toward the edges. Therefore it is harder for our eyes to focus on these images. Instead, our eyes reduce focus to the ‘’resting point of accommodation’’ or RPA.

Our eyes involuntarily adjust to the RPA and then have to make a great effort to regain focus on the text. The continuous strain on the muscles of the eyes to focus results in the fatigue and eye strain that is sometimes present during and after use of a computer or digital device. CVS isn’t a matter of concern just for those who spend a lot of time on computers. Other electronic gadgets such as smart phones or tablets can cause similar conditions and in some cases even worse. Since mobile screens are often small, in addition to pixilated, the user often strains even more to focus on images.

Treatment for Computer Vision Syndrome and Eye StrainIf you think that you might be at risk for CVS, you should make an appointment with an eye care professional sooner than later.

At a computer vision exam, your eye care professional will perform tests to detect any particular vision problems that might worsen symptoms of computer eye strain. Depending on the results of these tests, your optometrist may pre-scribe prescription computer eyeglasses to reduce discomfort at your screen. An anti-reflective coating is highly recommended for computer glasses. An anti-reflective coating lessens glare that may interfere with your ability to focus on images on your screen.

Ergonomics for Computer Vision SyndromeErgonomics, or changing your work environment to reduce strains in vision or posture, can help relieve some of the discomfort of computer vision syndrome. Proper lighting and frequent breaks will cause some relief. However, since ergonomics alone cannot resolve a visual problem, using ophthalmic computer eyeglasses is also necessary.

Anterior cruciate ligament (acl) ruptures remain one of the most devastating injuries to the young competitive athlete. The ACL is the major supporting

ligament within the knee joint providing stability to the knee during running, cutting and twisting sports. Though a trau-matic collision with another athlete can cause a rupture to the ACL, a sudden alteration in speed and/or change in direction can also predispose an athlete to this injury.

The athlete will often describe a loud popping sensation within the knee joint and experience severe pain, swelling and weakness combined with an inability to ambulate. Diagnosis is usually made by obtaining a proper history of injury and by performing a thorough clinical examination of the involved knee. X-rays and MRIs are extremely beneficial during this evaluation and will often help rule-out concomitant injuries to the adjacent ligaments, menisci and/or cartilage.

The goal of treatment is to return the athlete back to his or her prior level of activity, including competitive sports. Rarely, one may consider conservative/non-operative treatment for those patients that are extremely sedentary and inactive in athletics. In this incidence, treatment may include rehabilitation, bracing and restriction to certain activities. For those individuals who are competitive athletes and participate in high-demand twisting sports, surgical ACL reconstruction is the treatment of choice.

Over the last several years, I have seen numerous patients with surgical failures from prior ACL reconstructions that have been referred to my office for further consultation and revision surgery. Having performed over 1,700 Anterior Cruciate Ligament reconstructions and over 200 revision surgical procedures, I remain convinced that this procedure is extremely technical and should be treated with state-of-the-art surgical technique and attention to detail. Though re-injury may be a common cause of failure subsequent to ACL reconstruction, technique related failures are commonly seen and can often occur from improper graft selection, tunnel placement, graft tensioning, and/or methods of fixation. Timing of surgery and proper postoperative instructions, including return to ath-letics, also play a significant role in prevention of re-injury. In concordance with the literature barring any anatomical or growth related considerations, I prefer to utilize bone-patella tendon-bone autograft for the young, high-demand athlete.

Treatment of an Anterior Cruciate Ligament rupture continues to be a chal-lenging problem for the high school, collegiate and community athletes. It is imperative that young individuals (and parents) understand the importance of pursuing treatment by an experienced surgeon, preferably with a subspecialty interest in knee ligament reconstruction. Failure to do so may predispose an ath-lete to additional surgery and prevent return to sports in a timely manner.

We have counseled hundreds of clients through the years, and the most significant mistake that homeowners make when faced with a foreclosure case is that they wait until the last minute to contact

an experienced attorney. Many homeowners think that just like fixing a leaky faucet at home, they can defend themselves in a foreclosure proceeding and save their home. Here are several reasons why you should not try a do-it-yourself foreclosure defense.

Florida’s new speedy foreclosure law (House Bill 87) makes it far easier for lenders to get families out of their homes. Under the new Florida law, the bur-den has now been placed on homeowners to prove that the bank does not have the right to foreclose, instead of the bank being required to prove that they are entitled to a foreclosure. Homeowners now have 20 days to organize their evidence and present that proof to the court, whereas before they had years to develop their case against the lender. Some of the legal defenses to a foreclosure are highly technical, changing, and require specialized knowledge.

Florida leads the nation not only in completed foreclosures from 2012 to 2013 (according to CoreLogic), but also has the largest backlog of foreclosure cases. The courts are doing everything to “flush” foreclosure cases out of the court system as quickly as possible. The “rocket docket” system implemented in many jurisdictions to dispose of hundreds of foreclosure cases daily is just one means of accomplishing this goal. Courts are also randomly setting cases for trial that are simply not ready for trial. Unsuspecting homeowners that are unprepared to defend their case, or that fail to seek a timely continuance of trial, find themselves forced to accept a final judgment of foreclosure, with an public sale date 30-60 days later.

Preparation is the most important step you can take right now. Your timeframe to save your home has been SHORTENED by our legislature.
