Truck must meet all current federal, state, ICC and OSHA regulations.

1. All standard equipment as listed by the manufacturer and/or required shall be included.

2. AXLES: Front, minimum, 16,000lb. Capacity with heavy duty shocks. Front hubs, wet cup design, synthetic lubricate required.

REAR AXLES. Rear minimum, 23,000lb. Capacity, single speed. Synthetic rear axle lubricate required. Axle ration shall provide a top governed speed of 70 mph minimum and 75 mph maximum based on manufacturer’s governed engine rpm and transmission in highest gear.

3. SPRINGS: Front, multileaf, minimum 16,000lb total capacity at the ground.

Rear, multileaf, main minimum 23,000lb total capacity at the

ground.

Note: Rear OEM auxiliary steel leaf springs for roll control and improved handling shall be included. Auxiliary springs rating shall not be used to meet minimum required rear spring rating.

4. ENGINE AND ACCESSORIES: To include all accessories and attachments

necessary for diesel engine application.

f) Magnetic oil drain plug on oil pan located at bottom of pan (Side mounted drain plug is not acceptable)

g) Air cleaner, two (2) stage, inside/outside feature, w/in-cab controls

h) Air take mounted air restriction indicator with graduations

i) 1300 series adapter flange for front PTO provision (FEPTO)

ENGINE COOLING:

a) Radiator- (Automatic Transmission) 1000 sq in frontal area

b) Radiator with FEPTO shall be OEM design and factory installed. Modifications after factory assembly are not acceptable.

c) Fan drive- automatic on/off, Horton Drive master. Shall include an override switch, dash mounted, to manually engage fan for continuous fan operation during the use of snowplow.

d) Coolant hoses – Gates blue strip or equal with constant tension hose clamps

e) Coolant – extended life, -34 degrees

ENGINE ELECTRICAL:

a) Engine protection system – low/high coolant temperature shutdown w/ automatic over-ride, shall include warning lights or audible alarm

b) Reset circuit breakers

c) Alternator – 12 Volt, 145 amp, with pad mounting

d) Engine block heater, 115 volt AC/1,000 watt, driver’s side receptacle

e) Batteries, 1300 CCA, maintenance free, w/ threaded studs

f) Battery box mounting shall not interfere with body or central hydraulic system mounting

g) Remote jump start provision, access without removing battery box cover or door

5. TRANSMISSION

AUTOMATIC: Fully automatic with torque converter, 3500 RDS, electronic, 5 speed, for on/off highway applications. PTO provision required. Increased cooling including external transmission oil cooler. Synthetic oil required. Oil level sensor with readout at shift selector. Transmission ECU shall be mounted inside the cab. Gear selector shall be electric push button, dash mounted. Caution: floor mounted console is not acceptable. Floor mounted console w/gear selector will interfere with floor mounted hydraulic controls and tailgate spreader controls.

6. STANDARD LIGHTS AND REFLECTORS: Must meet current Federal Motor Vehicle Safety Standards No. 108.

7. TIRES: Front; two (2) radial 315/80R 22.5J, 18 ply, tubeless steel belted, Goodyear G-291, Michelin XZY-3, Bridgestone R296 or equivalent family group.

Rear; four (4) radial, 11R/22.5G 14 ply, tubeless steel belted. Goodyear G-182, Michelin XD4, Bridgestone M711 or equivalent family group. Matching brands are required for front and rear.

8. WHEELS:Hub-piloted steel disc with flange nut ten (10) hole mounting, color white.

Front; Two (2), 9.0” x 22.5”

Rear; Four (4), 8.25” x 22.5”

Six (6) Accuride nylon separator plates, two (2) front and four (4) rear.

9. STEERING: Power.

10. FUEL TANK: 45 gallon, under cab mounting, left side. Entry steps shall be included. Minimum of ¼ tank upon delivery.

11. FUEL TANK LABELS: Tank shall be lettered as to proper fuel contained. “DIESEL” letters to be minimum of two (2) inches, block type. Color white on black or black on aluminum.

12. FRAME: On-off highway service, minimum RBM shall be 2,037,600 in-lbs. Single piece frame members, inserts not acceptable. Chassis fasteners shall be huck-spin (bolts) fasteners. If front frame extensions are required by body manufacturer they shall be OEM’s integral type.

Mounting of snow plow hitch frames require front frame ends to be full depth and include top and bottom flanges.

Minimum frame dimensions:

A. Depth 10.188 (3/16) inches

B. Width 3.500 (3 ½) inches

C. Thickness 0.344 (11/32) inches

Note: Left outside frame rail, behind cab and in front of rear axle, shall be clear area for mounting hydraulic oil reservoir. Do not mount batteries, air dryers, fuel tanks, etc. in this area. Any attachments in this area will be moved at successful bidder’s expense.

13. BRAKES: Full air, cam front and rear, 13.2 CFM compressor, long stroke rear parking chambers designed and mounted for maximum clearance, with heated air line dryer, wet tank drain valve-automatic w/heater. Automatic brake slack adjusters, front and rear, brake dust shields, anti-lock braking system with automatic traction control.

14. TRAILOR TOWING PACKAGE: Shall be included on all units.

Cab mounted trailer brake electrical controller.

SAE J560 seven (7) way primary trailer cable receptacle mounted end of rear

frame.

Heavy duty hazard warning switch.

NOTE: See Body Specifications, Section 19 (PINTLE HITCH)

15. FRONT BUMPER: Delete factory bumper. Bumper shall be fabricated during body installation. Bumper shall be formed steel channel type with swept back ends, ¼” thickness, painted black. Bumper shall be of sufficient height for frame ends to fit inside formed channel without altering square cut frame ends. Notching frame ends to mount bumper is not acceptable. Bumper shall be mounted to frame rails with bolts. Welding is not acceptable. Mounting of snowplow hitch frame shall have capacity to carry snowplow frame and 10’ X 36” power angling snowplow at interstate speeds. License plate mounting holes shall be provided. Note: Due to snowplow frame mounting configuration, only a channel type

flat face fabricated bumper will be accepted.

It shall be the sole responsibility of the truck

vendor to provide information to body

manufacturer about size, shape, and capacity

of front frame ends, so body manufacturer can

determine particular truck brand needs for

mounting snowplow push frame and can price

accordingly for completed unit. Again it is the

responsibility of the truck vendor with the body

manufacturer to determine needs, build and

supply completed unit to the City of

Lafayette. It is the responsibility of truck

vendor to provide this information to body

manufacturer with factory engineer drawings if

required.

Unit with FEPTO fabricated front bumper must be in close proximity of OEM’s factory bumper location. Units without FEPTO bumper shall be mounted in original factory location.

16. STANDARD WARRANTY: Manufacturers standard warranty to apply on complete truck which will begin on date vehicle is placed in service, which is approximately 30 days or less from receipt of vehicle meeting written specifications. The successful vendor is required to furnish a printed itemized listing in layman’s terms of the warranty with each unit at time of delivery. Warranty shall include towing to nearest OEM full service location. Towing shall be for any non-drivable vehicle or any vehicle COL determines unsafe for over the road operation. Coverage shall be 3 years/150K and includes up to $450maximum per incident.

Note: Successful bidder shall provide the name and phone number of the OEM Service Representative to each regional equipment maintenance supervisor.

Note: Engine failure caused by remote mounted components such as engine oil filter installation, installed either by OEM or manufacturer’s dealer representative, that is beyond the purchaser’s control will be covered under the engine warranty.

17. CAB INTERIOR:

Instruments and Controls;

a) Driver information module shall include vehicle diagnostics display for engine fault codes and system diagnostic messages. Multiplex system.

18. CAB EXTERIOR:

Mirrors: Exterior, bright finish, 102 in. width, right and left side, door mounted, heated effects all heads, minimum of 112 sq.in. each with 7.5 inch minimum convex mirrors mounted below primary mirrors or

Hood: Forward tilting assembly with stationary grill. For operator safety, forward tilting hood shall provide access to the engine compartment during pre-trip inspection without removing snow plow hitch frame, climbing on bumper, hood or tires. Butterfly hood is not acceptable.

Cab Suspension: Cab rear suspension shall be air bag type with shock absorber(s). Factory design and installation required.

Windshield Wipers: Intermittent, arctic (snow) type blades.

Day Time Running Lights: Required

Exhaust: Exhaust system shall provide clean left outside frame rail behind cab. Aftertreatment devices including diesel oxidation catalysts, diesel particulate filter, temperature and pressure sensors shall be mounted under cab right side; includes right side vertical tailpipe with turn-out and heat shield

Exhaust system shall meet the requirements of the 2015 U. S. EPA emission standards as of January 1, 2007 or later

Entry Handles; Exterior left and right interior grab handles

Horn; Air, Single.

Color; Exterior, manufacturer’s bright white, base coat/clear coat (Imron 6000 or equal). Chassis shall be manufacturer’s standard black.

Step(s); For truck cab entry on side opposite fuel tank

Glass; All windows shall be manufacturers solar tinted.

Back-Up Alarm; Factory installation required

19. ELECTRICAL REQUIREMENTS STANDARD AND/OR OPTIONAL SHALL BE PROVIDED BY THE TRUCK OEM. DUE TO THE COMPLEXITY OF TODAYS ELECTRICAL SYSTEMS THE LIST BELOW SHALL BE FACTORY INSTALLED DURING THE ASSEMBLY OF THE CAB AND CHASSIS.

All switches shall be factory installed in the instrument panel. All switches shall be rocker style, illuminated, indicate function description and circuit protected.

a) SWITCH ON / OFF (Ignition): Air cleaner, inside / outside feature w/in cab control. (Section 4, ENGINE AND ACCESSORIES, Item g)

b) SWITCH ON / OFF (Ignition): Engine fan override switch. ( Section 4, ENGINE COOLING, Item c)

c) SWITCH ON / OFF (Ignition): Heated mirrors, w/dash mounted switch. (Section 18, CAB EXTERIOR, Item Mirrors)

d) SWITCH ON / OFF (Ignition): Operates customer mounted snow plow lights including additional wiring terminated near headlights. ( Section 29, SPECIAL LIGHTING)

e) SWITCH ON / OFF (Ignition): Shall operate electric, shift on the go, PTO (Automatics, Section 2, HYDRAULIC PUMP) and/or hydraulic dump valves (Manuals, Section 5 VALVE BANK, MANUAL TRANSMISSION UNITS).

f) SWITCH ON / OFF (Battery): Body mounted remote LED warning lights. (Section 31 REMOTE LED WARNING LIGHTS)

g) SWITCH ON / OFF (Ignition): Tailgate spreader light. (Section 32 SPREADER LIGHT)

h) Battery Disconnect Switch: Lever operated. Mounted inside cab on driver’s side floor.

i.) Power Distribution Module(s): Factory installation required. Module(s) shall be mounted inside of cab and shall provide 12- volts for body manufacturer’s component installations.

NOTE: After assembly of cab and chassis all necessary OEM wiring diagram(s) and electrical pins, connectors, etc. shall be provided to body manufacturer to integrate additional circuits (remote warning lights, tailgate spreader light, etc) that require in cab switching.

Maintenance Department

DUMP BODY SPECIFICATIONS-SINGLE AXLE

1. SCOPE: The intent of these specifications is to have furnished and installed complete, ready to operate, a dump truck with a central hydraulic system to operate a hoist, salt spreader/spinner and power angling snowplow. Hydraulic system and components are to be designed and furnished based on current design standards of the industry. Complete with heavy duty snowplow push frame.

2. BODY TYPE: All steel, contractors’ material body for mounting on 84” – 88” CA cab and chassis.

3. GENERAL: (a) Capacity – approximately 6.8 cubic yard water level

(b) Inside length – 126 inches

(c) Inside width – minimum 84 inches

(d) Overall width – maximum 96 inches

(e) Side height – 30 inches

(f) Tailgate height – 36 inches

(g) Side board pockets – 6 inches front and rear and a piece at

approximate center outside face. Front and rear pockets and

outside center piece shall have ½” hole for securing boards.

4. MATERIAL: Steel type – hi-tensile – 50,000 Yield Strength

Body Steel Gauge:

(a) Floor – 7 gauge hi-tensile – one or two piece automatic

seam welded

(b) Sides, front, tailgate and side post – 10 gauge, hi-tensile

(c) Hoist well – 7 gauge

5. WELDING: Continuous on sides and tailgate. Welding shall be without pits and all slag shall be removed and cleaned before painting.

6. CHAMFER STRIPS: Minimum two (2) inch radius corners on inside corners of body formed as an integral part of floor and to extend a minimum of 4 ½ inches up sides of body.

7. RUB RAILS: Sloped minimum 35 degrees with 1 ¼ inch minimum leg at bottom welded to each four (4) inch cross member.

8. CROSSMEMBERS: Four (4) inch @ 4” x 2” x ¼”, A500, Grade B steel tubing on maximum 12 inch centers including front and rear cross members. Note: COL realizes that it may be necessary for some cross members be wider or narrower than 12 inches due to mounting body to various chassis. An average 12 inches is acceptable and is subject to COL approval.

9. SIDE POST: Five (5) rectangular each side, including front and rear.

10. LONG MEMBERS: Two (2) each 5” X 2”, A500, Grade B rectangular tubing. Channels to be arranged to rest on truck sub-frame (8” channel @ 11.5 lbs per ft.) with gussets at each cross member.

11. TAILGATE: Type – double acting, equipped with 5/16” proof coil, spread control chains and key hole eyes with minimum 1 ¼ inch, hot rolled steel pins top and bottom. Top drop pins each side, 5/8” steel or ½” hardened steel. Heavy duty construction.

Height – 6 inches higher than body sides.

Reinforcement – minimum four (4) full vertical and three (3) horizontal to form a 6 panel tailgate. The bottom two (2) panels to be equipped with chain hanger hooks, designed to prevent spreader chains from interfering with salt spreader.

Bottom horizontal brace sloped 35 degrees minimum to shed materials.

Hardware, Lower – Shall be forged or flame cut steel plate, heavy duty.

Tailgate Latches – Shall be air controlled form control switch located in cab, convenient to driver. Latches shall remain locked without dependence on air pressure. Requires air pressure to open tailgate latches.

Tailgate control rod – 5/8” minimum. Any holes in cross members for control rod shall be die cut.

Hand holds – Top shall be ½” round steel rod, welded approximately ten (10) inches on center from outer edge of tailgate, one (1) each side under top horizontal brace. To provide a minimum of 2 ½” X 6 inside hand clearance or equal design approved upon pilot mode inspection. Bottom shall be ½ inch round steel rod, full width of tailgate. Mounting location to allow ample room for hand hold.

Note: When tailgate is lowered parallel to body floor the inside surface of the tailgate shall provide a smooth level joint between the tailgate and the body floor.

12. CAB SHIELD: Type – 24” long, 10 gauge steel. Installation shall have continuous weld to dump body or an integral extension of front wall. Cab shield shall be longer if needed to mount LED warning light in left side forward of the tarp roller. For the protection of the cab shield mounted LED warning lights, the top of cab shield shall be covered front to rear and full width with 14 gauge steel. Cover shall be mounted with large sheet metal screws.

13. LADDER: Location - Each side of body near the front. Construction - manufactured from “Tread Grip” material approx. 1.5” wide, designed for this purpose. Ladder to have two (2) steps and be installed in such a manner that is accessible from ground level. Ladder on driver’s side shall be designed and mounted with a pivot which allows ladder to be moved away from hydraulic reservoir. This allows maintenance personnel access to hydraulic valves mounted in top of hydraulic reservoir.

14. TARP OR TIE DOWN BAR: Shall be ¼ inch x 1 ½ inch flat iron, full length of body, each side, at approx. center height. Welding shall be continuous top and bottom on each side post, to prevent bleeding of rust.

15. CAT WALK: Tread grip material approximately 1.5” wide designed for this purpose installed between each post on each side to extend full length. Welded between posts approx. 1.5” from side of body to prevent debris from being trapped.

16. BODY SAFETY SUPPORT: On the outside of each long member shall be one (1) 3/8” x 4”x 7” flat steel with 1-5/8” hole welded approximately 13” forward of body hinge point. One piece of 1-1/2” OD x 43-1/2” lg. C1045 cold roll steel shall be included to insert into each 1-9/16 hole perpendicular to body sub frame while body is in the up position. Insertion of safety support shall be performed without operator having to reach between truck frame rails. A 1-1/2” x 44” storage tube shall be attached to the under side of body parallel with the long members.

17. REAR WHEEL MUD SHIELD: Type –10 gauge steel. Size shall be 24 inches long X 24 inches wide with two (2) formed, 90 degree bends, approximately 1 inch vertical outside and inside edges resulting in a final size of 22 inches wide and 24 inches long. Brace shall be rigidly braced back to truck frame or hoist sub frame or equal design. Mounting location shall be attached to truck frame or hoist sub frame in front of rear wheels. The purpose is to prevent splashing of frame mounted attachments, fuel tank, hydraulic oil reservoir and cab area. Note: Shield must be removable with cap screws.

18. REAR WHEEL SPLASH GUARD: Type – 3/8” thick anti-sail. Location shall be hung from underside of dump body behind rear wheels. Mounting construction – 3/16 inch X 4 inch flat iron of appropriate length attached to body. Flap to be sandwiched to mounting plate with 3/16 X 2 inch plate of appropriate length or equal design. Size – 24 inches x 36 inches. Color – Solid Black. Other Requirements – Shall conform to all TDOT Safety regulations.

19. PINTLE HITCH: Type- Forged rigid type with safety latch, Holland Model PH410-1, Wallace Forge CO Model R45A6 or Buyers Model RD45-10 or equal. Capacity – 18,000 lbs. minimum vertical load capacity – 90,000 lbs. minimum gross trailer weight capacity. Installation – Mounted between frame rails on heavy gauge formed or structural steel channel with bottom gusset each side and welded to frame rails. Areas directly behind the pintle hitch mounting to be reinforced with a minimum of ½” x 12” long full height steel plate. Fabrication to be capable of carrying the load rating of the pintle hitch. Pintle hitch shall be bolted with grade 8 bolts to frame work. (Pintle hitch welded to mounting frame work will not be acceptable). Body manufacturer shall also mount electrical receptacle for towing trailer when mounting pintle hook mount and pintle hook. Factory installed rear lights maybe deleted. Rear lights shall be sealed shock mounted lights to meet Federal 108 lighting for back up (Truck-lite #40044, Peterson #415K or equal, LED stop, tail and turn lights (Truck-lite #44302R, Peterson #417KR or equal. Lights are to be enclosed in a 10 gauge metal enclosure and welded between frame rails far enough forward to prevent asphalt, salt, etc from collecting on lights. Location -

Determination will be made upon fabrication of pilot model. Pintle hitch mounting location shall provide a minimum ground clearance of 21 inches with a fully loaded

truck. This will allow truck to back up and dump into an asphalt paving machine.

20. SAFETY CHAIN HITCH EYES: Type – ¾ inch hot roll round steel with an approximate opening of 2 ½ by 2 ½. Location – welded to the bottom of the pintle hitch frame work each side of pintle mounted center. Type and location subject to COL approval.

21. BODY HOIST: (Commercial Intertech SD53-DC-584 or Custom DA53-X-84) or equal, Type –NTEA class 60 double acting telescopic cylinder inverted front mount non-trunnion type. Rear hinge pin to be 1 ¾ inch dia. Full width with zerk fitting both sides. To prevent hoist damage from excessive pressure, a pull out cable shall be required to stop hoist cylinder prior to reaching maximum stroke when dumping. Pull-out cable shall be attached to a three-way air valve which blocks and exhausts air to the “raise” side of the dump body hoist control valve casing the spool to shift to neutral before the hoist cylinder reaches maximum stroke.

22. LIGHTS & REFLECTORS: Type – Must meet Federal Motor Vehicle Safety Standards No. 108

23. MOUNTING: Approximately 3 inches back of cab. Front mounting brackets to be ½ X 5 BAR structural angle with a minimum of three (3) each 5/8” grade 8 bolts each side. Rear bracket to utilize one (1) each 5/8” grade 8 bolt each side bolted through top flange of chassis or equal design or equal strength. Note: Consideration will be given to the above where truck model chassis construction may interfere in dump angle and mounting brackets. COL contact required before any changes.

24. WARRANTY: Body – 12 months on material, hardware and workmanship from date of acceptance. Hoist – 12 months to include leaks due to failure of packing and seals from date of acceptance

25. PARTS & SERVICE: Manufacturer’s franchised authorized dealer must have parts and service facility within four (4) hours of F.O.B. delivery location to be considered for award. Franchised dealer address information must be attached to ITB and is a requirement for award. This must be a full service franchised dealership which includes; sales management, field representatives, manufacturer’s required specialized tools, fully equipped service trucks, factory trained technicians and have been a franchised dealership for a minimum of one (1) year.

26. PAINT: All areas, including all attachments, entire body to be painted with exception as noted below. Application shall be made in four (4) steps. Exception: One (1) coat of primer only is required on the inside bottom of bed. Finish coat is not required. Note: Primer and both finish coats shall be applied according to manufacturer’s directions, using the best commercial practices. Both finish coats to be Sherwin Williams Genesis Black #GC-1738-A with GH1091 hardener lead free or equivalent. Exception in color requirement: hydraulic system reservoir shall be painted blue.

28. SNOW PLOW, PUSH FRAME, and SPREADER: Type – Bumper to front axle, “Valk Manufacturing Co. or equal, Model NJ 200” State of Tennessee, Department of Transportation specifications.

Push Lug Spacing - 30 inches, center to center with 2 inches wide openings for

snowplow hook up ears

Connecting Pin/Holes - 1 5/16 inch diameter holes and 1 ¼ inch pins.

Push Lug Height Adjustment – Six (6) sets of vertical spaced holes 1 1/16 inch

diameter on 2 inch centers for use with 1 inch pins, required in push frame.

Truck Installation – Bolted to truck (not welded)

Construction & Design – Constructed of heavy structural steel, designed to evenly transmit snowplow load to the truck frame under continuous severe service. If fabricated, frame shall be equal to that furnished by snowplow manufacturers. Front axle mounting to front axle shall be designed to stabilized hitch with adequate free travel so as not to permit load to transmit to the front axle under normal snowplow operating condition

Hydraulic Lift Ram – Type and Installation. Double acting installation with lock valve to prevent plow from being lowered or drifting unless engine is running and hydraulics are engaged. Size – 2 ½ inch bore x 10 inch stroke. Ram and packing – Gland type ram with “O” ring type seals and locking nut.

Hose - High pressure type hydraulic hose with 3/8 inch quick connect type fittings, compatible brand to be used – Hanson, Aero quip, Parker or equal.

PLOW S P E C I F I C A T I O N S

It is the intent of these specifications to describe a 10’ x 36” high power reversible snowplow. Plow to be a valk model rv102-84dapr. Approx plow weight to be 2,000 lbs.

Moldboard: the moldboard shall be formed using 10 gauge hot rolled steel and shall have a minimum of 8 vertical ½” x 3” ribs with two (2) ribs at each hinge point and two (2) rows of 1/4” x 1-1/2” horizontal ribs running the entire length of the moldboard.

The top of the moldboard shall be reinforced with an integrally formed channel and the bottom of the moldboard shall have a back up angle of not less than 4” x 4” x 3/4” angle gussetted.

Moldboard shall be equipped with a built-in style snow shield per the state of TN specs. Moldboard end markers shall be included.

Semi-circle: the semi-circle angle shall be rolled from 3-1/2” x 3-1/2” x ½”

Angle with a front angle of 4” x 3” x ½” running a minimum length of90” along the rear of the moldboard. The semicircle shall be attached to the moldboard at 3 points with

The outside hinge points measuring a minimum of 84”. The semicircle shall be equipped with full swiveling, spring cushioned, height adjustable skid shoe assemblies.

Tripping Mechanism: the tripping mechanism shall be attached to the trunnion on

The semi-circle and shall be fully enclosed. Dual springs shall be enclosed in separate tubing to prevent ice from forming between the coils of the springs. The tripping

Mechanism shall have an external cushion spring for a absorbing shock when moldboard returns to normal plowing position. The trip mechanism shall hold the plow rigid in the plowing position and trip automatically when the cutting edge comes in contact with an obstruction and then return to the normal plowing position.

Push frame: the push frame shall be fabricated using 4” ship & car channel

For the side legs with ½” x 2-1/2” bar and 3-1/2” x 3-1/3” x ½” angle reinforcement. The angle reinforcement shall also serve as the latch angle to retain the horizontal leg of the rolled semi-circle angle. The rear of the push frame shall have a swivel bar/angle assembly for 30” center to center hook-up mounted with a minimum 1-1/4” x 4” grade 8 bolt and elastic lock nut. Pivot bolt in front of push frame shall be minimum 1”

Diameter grade 8 bolt with elastic lock nut.

Power Reverse: the hydraulic mechanism shall consist of two 3” x 10” double

Acting reversing cylinders 2” diameter chrome rod with a cushion valve for cylinder protection. The reversing cylinders shall be mounted on the outside of the push frame assembly and allow the plow to rotate a minimum 37 degrees in each direction

Hitch: hitch shall be valk model bh-250-lp low profile universal bumper to axle hitch or bh-250t universal bumper to axle tilt hitch, with a 3" x 10" double acting lift cylinder 2” rod.

Note: Bumper shall be fabricated during body installation. Bumper shall be formed steel channel type with swept back ends, ¼” thickness, painted black. Bumper shall be of sufficient height for frame ends to fit inside formed channel without altering square cut frame ends. Notching frame ends to mount bumper is not acceptable. Bumper shall be mounted to frame rails with bolts. Welding is not acceptable. Mounting of snowplow hitch frame shall have capacity to carry snowplow frame and 10’ X 36” power angling snowplow at interstate speeds. License plate mounting holes shall be provided.

Note: Due to snowplow frame mounting configuration , only a channel type flat

face fabricated bumper will be accepted. It shall be the sole responsibility of each truck vendor to provide information to body manufacturer about size, shape and capacity of front frame ends, so body manufacturer can determine particular truck brand needs for mounting snowplow push frame and can price accordingly for completed unit. Again it is the responsibility of the truck vendor with the body manufacturer to determine needs, build and supply competed unit to the City Of Lafayette. It is the responsibility of truck vendor to provide this information to body manufacturer with factory engineer drawings if required.

Units with FEPTO fabricated front bumper must be in close proximity of OEM’s factory bumper location. Units without FEPTO bumper shall be mounted in original factory location.

28A.SALT SPREADER: Wenson Stainless P, SAG, SPDR S3TN or equivalent

29. SPECIAL LIGHTING, SWITCHES, WIRE, ETC.: Unit shall have auxiliary snow removal headlights with park/turn lamps. Type – halogen, rectangular seal beam with outboard mount single lamp, park/turn equal to “Trucklite series #80-800 snowplow and all terrain light. Mounting shall be shock mount adjustable sockets attached to heavy steel support brackets. Location – support brackets shall be securely mounted and provide a minimum height to center of sealed beam of 66 inches above road surface.

Lens color, head lamps clear and park/turn lamps amber. Operation features shall be equal to standard lights.

Headlight switching control and auxiliary wiring harness for snow plow lights shall be provided by the truck OEM from the factory. (See cab & chassis specifications, Section 19, Item d)

Operation in auxiliary mode – combination light control switch and dimmer switch control auxiliary headlights, standard headlights are not on.

All plow light wiring to be run in convoluted loom or other approved wiring harness. All wires and conduit located outside of frame rails shall be protected from ice and snow build up. When heavy build-up of ice and snow dislodges from truck, it removes conduit and wiring harness. This creates an unsafe condition. Wiring to be color coded and continuous from lamp mounting to truck terminal block. Wiring (including ground wire) to connect to lamp wiring harness with a molded connector at lamp mounting for easy replacement.

30. WIRE, WIRE CONNECTORS FOR LIGHTS, ETC: Type – polyvinyl or similar insulation. Gauge - #14. Installation – Routed in metal or plastic loom, designed for this purpose securely attached to the body. In areas where wires must pass through holes in body , the holes shall be drilled with a rubber grommet installed to protect wires from damage to effectively protect from possible cuts or vibration. Wiring shall be continuous from cab to fixtures without splices. Each wire connector shall be 3M special terminals. Wire connectors shall be 3M heat shrink terminals and connectors. Each wire tap shall be 3M, 804 IDC sealant filled and end connectors shall be 314 IDC or equivalent.

31. REMOTE LED WARNING LIGHTS:

Body shall have eight (8) flashing amber LED warning lights grommet mounted at the above diagram locations. The eight (8) warning lights shall be controlled with one instrument panel mounted on/off OEM factory installed switch( Item 19 f). LED warning lights shall be operational when ignition is off. Warning lights shall be 12 volt and shall not require any external power supplies or special wiring. LED warning lights shall include a minimum of 5 years warranty. Whelan 500 series LED, PART # 50A00FAR/ 5 GROMMET, PSE Series LED-EX, Model LXBWOVLAH or equal. Two (2) inch conspicuity tape per drawing.

32. SPREADER LIGHT: Type – Sealed beam, weather proof, rubber mount, mounted in adjustable socket with magnet mount.

Location – Below left rear dump body corner brace mounted to direct light at spinner assembly of a conventional under the tailgate material spreader.

Lens Color – Clear. Control – Special circuit and switch described below.

Switch – Factory installed in instrument panel (Item 19 g).

33. BODY MOUNTED REAR STOP/TAIL AND TURN SIGNAL LIGHTS:

Type – LED shock mounted in a rubber grommet. Whelan 500 series LED. PART # 50R00XRR / 5GROMMET or equal.

Location – In the dump body rear corner braces. See Diagram above.

Lens Color - Red

Control – In series with standard stop/tail and turn signal lights. Cab and chassis manufacturer shall provide additional mating connectors for connecting body mounted lights.

34. LOAD COVERING TARP SYSTEM: 12 volt motor & spring covering system with a cover recommended for occasional asphalt use. Donovan Enterprises Model Bullet or equal.

Control Arms: Dual side mount arms and crossbar constructed from premium high gloss aluminum front to rear with outside mounted adjustable springs. The side arms to form arches that provide maximum clearance and fit for loading material into body. Arms are to be actuated by a hand crank mounted on driver side.

Lubrication: Zerk grease fittings to be provide where applicable

Wind Guard: A protective steel cover to be provided over front of tarp

Heavy duty tarp extend springs located on body rails with tension adjusters.

Tarp Fabric: 14 oz. per sq. yd. Vinyl coated nylon fiber reinforced with a 90/120 field and warp weave. Tapered points to be reinforced with minimum 2 inch webbing material or 5 ¼ oz. per sq. yd. 840 Denier Woven nylon fiber with one (1) neoprene coated side of 2 ¾ oz. per sq. yd. with a total weight of eight (8) ounces. Both fabrics shall be waterproof and resist punctures and abrasion and be resistant to asphalt sticking to fabric. All edges are to be doubled and double stitched along the entire perimeter of the tarp fabric. Each longitudinal side shall have # 3 spur brass eyelets spaced a minimum of 24.0” on center for entire length. The cover shall be approximately three (3) feet longer than body.

CENTRAL HYDRAULIC SYSTEM-SINGLE AXLE

1. GENERAL REQUIREMENTS: A complete hydraulic system for operation of dump body hoist, hydraulically powered ice control spreader, and hydraulically operated snowplow. System design shall provide provisions for 100% salt spreader operation while dump body is being raised. A flow control (divider) for dividing oil between salt spreader and hoist is not acceptable. When salt spreader is in operation, dump body hoist shall operate at 100% capacity. System design shall provide for salt spreader operation simultaneously while dump body is being raised or lowered. Operation hoist shall not effect salt spreader operation.

2. HYDRAULIC PUMP:

Automatic Transmissions: Type – Parker P20B or Gresen TP16 series; Chelsea 277 or Muncie CS20 Series PTO for Allison 3500_RDS_P transmission. Pump to direct mount to PTO (driveshaft acceptable only in rare circumstances where mounting cannot be accomplished any other way). Use of driveshaft shall be approved by City of Lafayette inspectors and shall be final. A 360 degree rotatable flange shall be supported with a bracket to the transmission. Successful bidder responsible to match specified pump to PTO speed, electric shift PTO, shift on the go, with illuminated indicator to show when pump is operational. Factory installed instrument panel rocker switch and indicator light (Item 19 e) Cables not acceptable. A pump with either side or rear ports may be used to prevent multiple hose bends and provide the most compact design. Successful bidder responsible for proper pump capacity for unit to operate within the written specifications. Capacity shall have minimum 1.5 cu. in. displacement per section. Manufacturer’s data is required to verify pump information. Pump must operate to a minimum of 2500 rpms.

3. OIL RESERVOIR: The hydraulic reservoir shall be 30 gallon minimum and a one piece design reservoir and valve enclosure assembly. The front portion of the assembly shall be compartment for the hydraulic valve assembly and the back will be the oil reservoir when mounted on the driver’s side. The suction port shall be facing the front of the truck without the use of an elbow and have a 2” 100 mesh suction strainer rated at the 50 GPM built in. The suction port shall also have a full shroud over the strainer that allows oil to be used down to 1” from the tank bottom. A ball valve shall be provided in the reservoir outlet and wired in the open position. Note: Baffle to be included.

Mounting location shall be on truck chassis behind cab, left side, to provide adequate protection, yet easy access for servicing, filling and inspection with body in lowered position. The reservoir shall come with mounting angles attached for easy mounting to chassis frame rail. The reservoir shall be powder coated a medium blue. The reservoir shall be powder coated a medium blue. The reservoir shall be clearly lettered “HYDRAULIC OIL ONLY” and “SERVICE IN TANK STRAINER ANNUALLY” with white paint.

Filler cap- Breather type, Bayonet style with filler screen and chained. A pipe plug with drilled holes is not acceptable.

Site/Temperature Gauge- Shall be mounted on front of tank for easy visibility with a protective shroud around it.

Valve Compartment- The valve compartment shall have a sealed removable lid that uses 2 rubber tie down straps to hold it on. When the lid is off the valve shall be accessible from 5 sides. The work ports shall be bulkhead fitting mounted to a removable valve plate and exit the compartment and adding oil shall be accessible without removing a lid. CT model SG03060021 or equal.

4.RETURN LINE HYDRAULIC OIL FILTER: In-tank mounted replaceable filter, phenol paper or fiber rated for not less than 50 GPM nominal capacity. Media Size – 10 microns. Filter to include a built-in bypass valve and filter condition indicator gauge. Condition gauge to be color coded with red being the filter replacement condition indicator.

5. VALVE BANK: Number of valves- Minimum four (4) Note: Sufficient valve bank sections to be furnished for each function as required. Valve bank shall be mounted in reservoir compartment fro easy service access with dump body in raised or lowered position and protected by dump body in down position.

The valve bank shall be arranged as follows:

a) Inlet cover with integral relief valve. Ports to be 1” O-Ring thread. Second section of tandem pump to be plumbed into inlet section.

b) First section to operate spreader on/off. Section to be two-way motor spool air shifted with spring return to neutral. Port size to be ¾” O-ring thread. Second section to be mid-inlet. Port size to be ¾” O-ring thread.

c) Third section to operate hoist up/down. Valve to be air shifted with spring return to neutral. Work post to be ¾” O-ring thread. Note: TO prevent hoist damage from excessive pressure, a pullout cable shall be required to stop hoist cylinder prior to reaching maximum stroke during dumping. Pull-out cable shall be attached to a three-way air valve which blocks and exhaust air to the “Raise” side of the dump body hoist control valve causing the spool to shift into neutral before the hoist cylinder reaches maximum stroke.

d) Forth section to operate snowplow up/down. Valve to be double acting spool air shifted with spring return to neutral. Work post to be ¾” O-ring thread.

Fifth section to operate snowplow power angling. Valve to be double acting spool air shifted with spring return to neutral. Work post to be ¾” O-ring thread.

Note: Reaction speed of snow plow (up, down, & angle left, right) shall not endanger personnel. Flow controls shall be installed to control speed.

Valve plumbing to bulkhead fittings to outside of the reservoir for ease of hose installation

Type – Parallel circuit section type, Gresen 25P, Commercial intertech DVA20 or equal with the capabilities to permit replacement of single sections or addition of more sections at a later date. Rated not less than 35 GPM, with published flow curves to 40 GPM and 2500 PSI.

Control Knobs – All control knobs shall be properly imprinted as to name and operating sequence. Hoist control shall have a center dead man interlock (OSHA approved).

ALL UNITS SHALL INCLUDE POWER ANGLING FEATURE.

Valve Controls-Air type Commercial Inertech DVPC, Gresen or equal with sealed valve end fittings. Valve controls to be mounted in a floor mounted swivel pedestal with a minimum 2” pedestal tube or solid based. Adjustable height up to 20”, tower mounted to floor containing controls for hoist, plow, spreader, tailgate, and spreader controls. All air hoses to be color-coded ¼” diameter and run through the pedestal tube to the color-coded air shifters on control valve bank.

Valve Control Levers Location- To be mounted between driver and passenger seat for easy use by driver. Location is subject to City Of Lafayette approval.

Manual override handles shall be installed on each valve section. They shall be used to operate any function during an air system failure. There shall be access to overrides without the use of any tools.

5. Pressure Relief Valve: Type-Adjustable, installed as a part of valve bank. Pumps and all hydraulic circuits shall be protected with the proper pressure relief valve(s). Installation setting-As recommended for proper dump body hoist operation. Pressure shall not exceed the industries recommended operating pressure when checked with a pressure gauge.

6. Adjustable Spreader Flow Control Valve: Gresen QDB, Fluid Control 2FF or equal flow control. Flow control valve shall be mounted on a pedestal a minimum of 12” from the cab floor of the truck. Pedestal shall have removable sides. Flow control valve shall have numbered settings 1 to 10 and provide constant flow to spreader and auger motors. Auger requires 15 GPM maximum and the spinner requires 10 GPM maximum. Oil supply to spreader flow control shall be controlled with a spool in valve bank mounted on top of the oil reservoir. Flow control valve shall be installed in the on position and the on/off handle removed.

7. Hydraulic Lines and Piping: Tail Gate Spreader System-

a. One ½” ID high pressure, Two wire braid hydraulic hose supply line from the flow control valve to the end of the chassis for spreader spinner motor.

b. One ½” ID high pressure, two wire braid hydraulic hose supply line from the flow control valve to the end of the chassis for the spreader auger or conveyor motor.

c. One ¾” ID Hydraulic return line hose from the from the spreader control valve through hydraulic filter to the hydraulic reservoir.

d. One ¾” ID hydraulic return line hose from quick disconnect at rear of the chassis through hydraulic filter to any suitable reservoir return line. This line to be split behind mounting bracket to provide for both spreader and auger return line.

All hydraulic hoses for the tailgate spreader shall pass through the inside of the sub frame, out through a hole in the rear center member, over the top of the right long member to the right rear corner where they are connected to bulkhead mounted fittings (See Figure #2).

Spreader hoses shall be securely mounted under right rear corner of body. Mounting bracket shall be a ¼” plate welded under right rear corner of dump body behind the rear wheel splashguard. Supply and return hoses shall be connected to bulkhead mounted fittings on top and quick couplings on the under side pointed down and in the vertical position. Rubber protection caps and plugs shall be included for all quick couplings. When observed from the rear of the truck they should appear in the left to right order- ½” spinner pressure w/female coupler, ½” auger pressure w/male nipple, ¾” spinner return w/ male nipple, and ¾” auger return w/female coupler. Included shall be 1 set (male/female) ½” and 1 set (male /female) ¾” additional quick couplers.

Connectors to be compatible with Hanson, Aeroquip series 5600 and parker series 6600, and to be furnished w/rubber protection caps. Mounting bracket shall be metal stamped at each connection with an “SP” “AP” “SR” & “AR” for purpose of identification. All high-pressure hoses to be SAE 100/R2. Low-pressure hose to be SAE R100/R1.

Hydraulic Hose System-

a. Minimum (2) 1 ¼” main supply line from reservoir strainer to pump.

b. Minimum ¾” main supply line from pump to spreader control valve.

c. Minimum ¾” from spreader control valve through hydraulic oil filter to tank.

d. Minimum 1 ¼” return line from main control valve bank through hydraulic filter to reservoir.

e. Minimum ¾” supply line to dump body hoist.

f. Two (2) ½” ID high pressure hydraulic hose of adequate length to operate a double acting push frame lift ram, completely installed.

g. Two (2) ½” ID high pressure hydraulic hose of adequate length to operate a double acting snowplow angle, swing right and left.

8. Parts & Service: Manufacturer’s franchised authorized dealer must have parts and service facility within 4 hours of F.O.B. delivery location to be considered for requirements of award. This must be a full service franchised dealership, which includes; sales management, field representatives, manufacturer’s required specialized tools, fully equipped service trucks, factory trained technicians and has been a manufacturer’s franchised dealership for a minimum 1 year.

9. Manuals: Complete service and repair manuals shall be included for each of the following components. Must be complete manuals such as franchised dealer’s repair shop uses. All Manuals must be in book or CD ROM (CD ROM preferred).

a. Truck, chassis and body: Shall include all electrical, mechanical, and air systems. Complete with wiring diagrams and diagnostic troubleshooting guides.

b. Dump Bed & Hydraulic Systems (including Plow and Spreader): Shall include complete schematic drawings and replaceable parts, brand names and part numbers of body, hoist, tailgate latch, hardware, snowplow hitch frame, plow cylinder, hydraulic tank, and complete Central Hydraulic system, as installed with manufacturer and model number of all hydraulic valves and components.

10. Warranty:

a. Full manufacturer’s warranty on Cab & Chassis

b. Twelve (12) Months component failure w/100% parts and labor also Twelve (12) months on defects in material and workmanship on Central Hydraulic system and Dump bed.

Dermination will be made upon fabrication of pilot model. Pintle hitch mounting location shall provide a minimum ground clearance of 21 inches.
