Since the passing of the Tudor

reign, the Tudor masses have

been left wanting for the

genteel art of hunting. Thankfully

for said masses, rumours abound

that the Lithgovian panther, the

foul beast said to haunt the

Western fringes of the Shire of

Dismal Fogs, continues to roam,

and so we shall meet there for a

weekend of hunting! There shall

be archery in abundance!

Tourneys both heavy and rapier

if the masses do will! Arts and

sciences, and in particular,

puppetry! And of course

excellent Tudor feasting and

good company to be had by all.

This event is held at Maranatha,

in Lidsdale, just past Lithgow

NSW. Site opens 3pm

Friday, closes 3pm Sunday.

fighter auction tournaments for

heavy and rapier will once

again determine “hoo” will be

named the next Powerful Owls.

From the Seneschal

Unto the populace of the Barony of Rowany,

Greetings!

Rowany Newcomers is March 12th, and I am

looking forward to it attending it very much. I

would love to see lots of our more experienced

people there, running classes and taking the

opportunity to display the parts of the SCA and

Rowany that we love to a whole new group. After

all, one of them may be King or Queen of Lochac

one day!

As you are all aware, the last month has been a

very trying one for all those involved in the

preparations for Festival (2 weeks to go!). For

those who don't normally get a chance to see

the work that goes into Festival behind the

scenes, while the situation is not one we wanted

to have happen, it has been good to see so

many people from all across Lochac stepping

forward with support and offers of help.

Unfortunately, due to changes of the NSW Liquor

Law placing increased requirements on the Liquor

Licensee, there will be no Tavern this year. Plans

are being discussed that may allow the Tavern to

be back next year. I would like to personally

thank Helene du Puy for all her hard work and the

efforts she went to in getting as close to

compliance as she did. It was an impossible

situation beyond her control which she fought to

the last moment with exceptional grace. My

thanks also to all those that offered assistance.

There are still many options for people to join in

and help with the behind the scenes co-

ordination needed. If you are interested in

helping out, be it a little or a lot, please speak

with the Steward, Skarp-Heðin Sverðvarpnir, or

consider volunteering for a position on the

Rowany Festival Executive committee. You can

contact me at [email protected] for

more information.

Over the last month we have also been trialing

the use of Skype in our Senate meetings. While

this is a process we are still refining, it seems to be

working well and we will be continuing with it for

the foreseeable future. If you would like to attend

the meetings, but cannot be there physically, this

may be an option. Please contact me for the

Skype ID.

Greetings from the Baroness & Baron

Unto the Populace of Rowany do Baroness Ameline and Baron Miles send

warmest greetings.

The quiet of the holiday season has come to an end, and once again the

upcoming calendar is a busy one.

In two weeks we look forward to welcoming in the Barony's new year and

newcomers at our Rowany Newcomers event. The 12th of march will begin with

a set of tournaments, an afternoon of classes, and end with a fabulous feast. As

always we look forward to renewing friendships and meeting new people. Best

wishes to our College of St Ursula as they show new members just how awesome

the SCA is.

We would remind the populace to send recommendations to us for those you

feel fit for recognition, even if the gentle already has the appropriate Baronial

award it will then be our pleasure to forward such a recommendation to the

Crown, that they may see fit to bestow a higher accolade.

We would also note to the populace of Rowany that Festival is but around the

corner. A reminder that it is starting a earlier this year, with opening court on the

morning of the 24th of March. We can't help but stress our gratitude to the

tireless efforts of the stewarding team under the indefatigable Skarp-Heðin.

There have been some very anxious moments – even for those of us following

along at home! - but the team have gone above and beyond to ensure that

Rowany Festival, the ultimate highlight of the Kingdom's calendar (no bias here)

will go ahead.

To all those of the Barony, we would like to invite you to join us for a party on the

Saturday night of Festival. It will take place in the Attican encampment, from

8:30pm. Please bring drinks as well as snacks to share. Last year was a wonderful

chance to socialise with members from all the diverse parts of the Barony, and

we look forward to another great evening.

Rowany Festival DA Update

Hi all,

On Monday night we had a Rowany Senate

meeting regarding some issues around the DA for

Festival.

Late last year, Wingecarribee Shire Council (WSC)

added a requirement that we either widen Black

Springs Road (the road into site) or institute a

contra-flow traffic arrangement (i.e. traffic lights,

similar to the system we previously had at

Glenworth Valley).

This followed a series of other changes and

additional requirements added to the DA earlier

in 2015, which have dragged out the process. (As

a reference point, we submitted the DA in late

July/early August.) We also had some similar issues

while organising the DA for last year's Festival.

These have primarily been handled by Mistress

Collette, who's done an extraordinary job of

working to comply with the various issues from

WSC.

We opted for the contra-flow option, after

investigating the costs of road-widening and

finding them to be prohibitive. We therefore

asked for some details as to precisely what WSC

expected with regard to the contra-flow

arrangements.

WSC then came back to us on Friday, with some

additional requirements to the contra-flow option,

including:

- having NSW RFS on site for the whole event

- having NSW Ambulance on site for the whole

event

- having NSW-accredited traffic controllers on

site for the whole event

They also reiterated the alternative option of

widening the road. The requirements - insofar as

they are even possible - would attract significant

additional costs. We contacted the local NSW RFS

brigade, who informed us that they had not

made any recommendation of this sort to WSC,

and in fact do not generally even offer this sort of

service. We also approached NSW Ambulance

about a quote, and contacted the St John's

volunteers we had at Festival, to find out if they

could be a possible substitute for that

requirement.

At this point, I asked Tanya (Rowany Seneschal) to

organise a special Senate meeting, as both

options presented to us by WSC potentially

involve very large expenditures. I also wanted to

put these new requirements in the context of the

other, repeated changes to the approval

compared to 2014 and 2015. The minutes from the

meeting are available online (http://

Since the meeting, we have had very positive

responses from the RFS, who have spoken to WSC

and confirmed that based on that discussion, the

Fire Management Plan we submitted constitutes

more than adequate preparations with regard to

fire safety. We are waiting on WSC to confirm this.

St John's have given us some useful information

that we hope will convince WSC that their vehicle

(which is categorised as an ambulance) will be

sufficient. We should also be receiving a quote

soon from NSW Ambulance, in case that does

end up being necessary.

However, the deeper issue here is the trend of

delays and additional, onerous requirements from

WSC. There is a chance that more requirements

will be added after these have been dealt with.

We're currently investigating the legal status of

these requests, given the existing precedent of

previous years, as well options including

contacting the ombudsman, state representatives

and so on. We are also looking into letters of

support from local businesses, in terms of the

additional benefit they gain from Festival. We've

had numerous generous offers of support from

within the Society, which have been very helpful

and greatly appreciated. Mistress Collette is

getting in contact with the WSC officer in charge

of our DA, so we should to have more information

(and a resolution) soon.

We'll be keeping everyone updated as we get

things sorted. While the current difficulties and

delays are frustrating, we do expect that Festival

will run as planned. In the meantime, the

Stewarding Team would like to thank everyone for

their patience and support as we get everything

sorted out.

Wield the Sword of Knowledge. Over five glorious days you will be challenged in

everything from fields of combat to fields of kubb! Join the mighty and mysterious

College of Saint Basil the Great, be you a Collegian or not, to witness great acts

of prowess, bravery, service and creativity.

We need to know your length of stay, dietary requirements, if you cannot bring your

own sleeping gear or tent, and if you require one of the ten dorms on site. Due to

limited numbers we will preference those who require a room for medical reasons and

General Business Kinggiyadi provided funds and sign in sheet from weekend archery authorisation event to Arabelle. Discussion of Unprecedented developments with respect to Rowany Festival Skarp Have had to submit a Development Application (DA) every year at the new site, which has

been a difficult process DA for 2016 festival was submitted mid 2015 Council has been replying with one issue that needs addressing at a time The latest issue is traffic control in and out of site. A Traffic Management Plan (TMP) has

been developed and revised 6 weeks ago Council requested that the road is widened – we have replied we are not able to

do this and have restated that we will go through with the portable traffic lights They have come back requesting Traffic lights, permanent traffic control ad paramedics and

Rural Fire Service (RFS) to be onsite for the entire event. The paramedics and RFS would be a huge expense.

We are currently have an excellent deal with St Johns Ambulance, which keeps the cost down

Now all of these issues are getting to a point that the need to be discussed Collette With respect to the traffic request, they wanted us to widen the road or install a controlled

traffic system.

We came back with dropping the speed limit to 25km/h, but they Council stated this is not an option.

All requests have been made via email Red Fox Even the Easter show doesn’t have full time paramedics, why are they requesting this of us? Skarp Yes, agree. We are currently looking into that Collette Fire management plan was approved by RFS one month after it was submitted Red Fox Who owns Black Springs Road? Alfar Council does. But they have a policy which states that after the road has been constructed

they are not responsible for its condition. Vanessa What is the benefit of widening the road? Skarp To allow a large emergency vehicle to pass another car. Owner of the site disagrees as his

large vehicle is able to pass other cars on the road. Tom Is the proposed widening an easy job or a surface road? Alfar It doesn’t actually matter at the moment because of the approvals that are needed Skarp Have contacted a local engineer who stated it would cost approximately $1400 to undertake

the design and documentation, but the drainage will be difficult. Would cost approximately $10,000 per 100m of road, costing approximately $100,000.

Yael What is the current road width? Skarp Approximately 4.4m Longshanks How much has Council spent fixing the road after the last event? Skarp They are not taking any responsibility for the road maintenance Caristiona Are there any OHS requirements that could allow them to deny the DA? Skarp They will probably use a generalised risk matrix i.e. a ‘moderate’ fire risk Caristiona What allows them to overrule the RFS? Skarp They have spoken to Council & RFS. Will also ask local businesses to support us Ameline But how much of the responsibility have they taken on? They signed a contract with us Alfar No one expected this would happen when the contract was signed. Spoke to Stuart on the weekend – they are also getting nowhere with Council Just want to make it clear that St Johns Ambulance is still an option at this point in time Red Fox Is a DA needed if it’s a certain size? What can Womberoo handle? Alfar Womberoo is approved for 200 people Arabelle Is there a need to widen it before this years Festival? Skarp Yes – need to clarify how much needs to be widened Alfar Even if we did build the road, it’s still not an approval Red Fox Could we create a ring road with the quarry? Skarp It is a private road, and Womberoo have stated it is in too poor a condition for use Caristiona Road is in very bad condition and too much of a risk Longshanks Who have we offended at Council – does not sound like reasonable due process Alfar This achieves nothing Tom Do we have a contingency with if we take an estimated loss, as this seems to be a problem

Searching for 4 people with NSW security licenses It will be very difficult to raise the price of beverages to pay for this added cost and perhaps festival funds could be allocated to assist with this additional cost. Security guards do not need to be paid (can be one of us) Secirity licenses require approximately 100 hours of experience & $1000. Steve – And we will need ne master license. Looking likely that we will need to hire the person with a master license ($40-$125/hour). Tatianitska – at what point do we decide if it’s unlicensed? Would like to know by this Friday as that is 4 weeks out to Festival Skarp – Will work with whatever the decision is Laela – Is there the funds available to help deal with this? Skarp – maybe, a couple of grand at most. Its been a slow year (possibly due to school holidays), It also needs to be a discussion for the long term Kinggiyadai – perhaps a Fighter Auction Tourne Funds application? Tatianitska – must likely not a good use of the funds Megge – need to remember if the event is not licensed and we keep the same tent, it will need to be cleaned each morning Skarp –$3,500 for tavern and bar tents at the moment as it is, so there might not be funds for security this year, but there may be next year Tatianitska - what do other people think? Padraig – would like to see the tavern go ahead with festival to pay the funds for security this year, and plan for it for next year. Anton – there are getting to be a lot of volunteers. If we can’t get someone with a masters license, we may need to tell people why it won’t be a licensed location. Steve – if need people from 6pm to 30 mins after close. If we have someone with a masters license, it would be good Laela - We will need guards even though they are currently trying to prove otherwise. Skarp –$56k in fixed expenses, not including the portlaoos, $2,000 is only ‘possibly doable’ Laela – can we have an agreement that we come to a decision on Friday Steve – Bar license is under review, will know in the next couple of days Skarp – if bar license goes ahead and tavern doesn’t, we’ll use the tavern tent Laela - Baronial pavilion reworked into two sunshades with canvas left over Tatianitska – if we buy more poles, could we have more sunshades? Laela – perhaps, but it is mostly poor material left now. Walls are still unused and are a light canvas. Tatianitska Storage unit is being used poorly (items left on floor near door) even though there is a lot of space. May need additional racking to keep things tidy – will look into this.
