Dear Member,

What our nation has seen over the past few years – turmoil in the financial markets and a rising trend of attacks on organized labor – has made it absolutely vital for IBEW, Local 103 to have proven leadership that not only recognizes the problems we face but also is able to implement solutions that will keep our local union strong going forward.

The economic collapse of late 2008 required the Business Manager’s office to provide strong, steady, and effective leadership. Recognizing the skill and expertise it would take to make sure that our Funds did not suffer the way so many other pension funds did during the economic crisis, we brought in the right people, who knew how to get past the hardships and adopted a sound financial policy, positioning Local 103 to be ready for the eventual rebound of the markets. What we can say now is that this approach has kept our Funds stronger than most similar funds and our local union is well-positioned to take on the challenges of the future.

As a local union, we have maintained our dedication to regaining a greater share in the public market. Whereas in 1999 we were winning just 12% of public jobs inside of our jurisdiction, today we are consistently successful on over 70% of bids in the public sector. The reasons for this are that we have expanded our contractor base, we have introduced the Market Recovery Program which allows Local 103 contractors to seek aid in winning jobs that would otherwise go to nonunion contractors, and we have begun utilizing the newest technologies to track jobs and to stay ahead of the market. Without the innovative thinking it took to implement these changes, our local union would not be in the position that it is now, at the top of the electrical industry in Greater Boston.

We are also proud to say that throughout all of the uncertainty of the past few years, Local 103 has never given up its commitment of service to the community. We have expanded our outreach to veterans returning from war and have increased our ability to provide aid to those members and their families who are seeking to further their education.

Throughout the unrest in the financial markets that began in the Fall of 2008, I learned much about what it takes to guide a large organization through an economic crisis, while keeping our funds in good shape and preserving the services we are able to provide for our membership. This experience has only reinforced my already strong desire to continue with the long-term vision I had when I came into office.

I now respectfully ask for your vote so that I can continue to provide the strong, steady, effective leadership that you deserve. The experience I have gained over the recent economic downturn, coupled with the eight years I have served as your Business Manager, will allow us to continue to build on our past successes and to form a better future for Local 103 members and their families.

Combat the trend of Public Work going to Non-Union contractors

How is Mike Monahan performing on his 20 Year Plan? Here’s his report card:

Local 103’s public market share has increased from just 12% in 1999 to over 70% today. This is thanks to the methodical vision of Business Manager Mike Monahan. The Market Recovery Program he instituted when he came into office has completely flipped the trend of public work going to non-union contractors.

Recognizing what a great product and tremendous value Local 103 has to offer electrical contractors and that far too many were choosing to not partner with Local 103, Monahan started an aggressive top-down organizing drive. He was able to convince some of the most successful open shop electrical contractors in our area that they could prosper with Local 103 by becoming union.

Grow the Local 103 contractor base

Organized Labor’s image has been severely bruised and damaged over the past half century. Monahan started a public campaign to change how Local 103 was perceived in the public’s eye. With our TV, radio, and print campaign, Monahan has transformed the perception of Local 103 into that of a professional and productive organization.

Our future as an organization depends on today’s apprentices, whose man-hours will not only provide for their families but also will ensure continuous benefits for our retirees now and in the future. Local 103 has had to raise the bar at the apprenticeship school to meet the need for the future.

Recognizing that the renewable energy sector would take off in the near future, Monahan was ahead of the curve, branding and training, positioning Local 103 as an industry leader in this sector.

Halfway through the 20-year plan that Mike Monahan put into effect in 1999, Local 103 is in a much better position than it was just 10 years ago thanks to Monahan’s strong, steady, proven, and effective leadership. After almost three years of uncertainty in the financial markets, the Local 103 Funds continue to outperform other similar funds because of shrewd decision-making and careful planning. Local 103 has grown its contractor base in order to increase the number of jobs it is able to win. Through this all, the Local 103 Health and Welfare Fund remains strong, allowing Local 103 to provide quality coverage to all of our members. This commitment to our membership’s prosperity and well-being is what sets us apart as a union. The Market Recovery program has so far completely reshaped the face of bidding inside Local 103’s jurisdiction. Whereas in 1999, Local 103 was winning only 12% of public work, our union is now consistently successful on over 70% of bids in the public sector, thanks in large part to the Market Recovery Program.

The Business of Local 103 THE BIG PICTURE

The worldwide financial crisis that began in 2007 and lasted into 2009 has proven to be the worst economic downturn in the United States since the Great Depression. The recent recession lasted longer than any recession since the 1930s and the decline in the U.S.’s GDP as a result of the recession was the largest since the Depression. The combination of a housing bubblebursting, excessive borrowing by consumers and businesses, corrupt actions by financial institutions, and bank failures all came together in 2008 to cause a decline in all investments across the board. Equity markets fell by as much as 75% and some bonds have lost virtually all of their value. Stock markets are still struggling to rebound from the economic meltdown. Over 8.5 million jobs were lost during the recession and the construction industry has been faced with 30-40% unemployment.

Needless to say, the effect that this financial situation has taken on benefit plans across the country has been substantial, as nearly all investments lost value and there was no reasonable safe haven. However, the IBEW, Local 103 Pension Fund was able to perform better than 85% of similar plans in 2008. Because of a strategy,implemented by Business Manager Mike Monahan, which calls for a combination of diversified investments, seasoned consultants, managers and advisors, and a conservative approach to investing, IBEW, Local 103 Funds have been able to withstand the economic turmoil without serious damage to the Union Funds.

Only through the efforts of Mike Monahan and the Trustees of Local 103 have we been able to protect the Union Funds during the most difficult period in U.S. economic history since the Great Depression. Because of their work, IBEW, Local 103 members and their families have continued to be able to receive the benefits they have earned and deserve.

HEALTH AND WELFARE FUND

Because of the dedication to improving the lives of all our members, whether working, unemployed, or retired, and all of their families, Local 103 has been able to continuously provide good quality health care and well-being through the Health and Welfare Fund. The coverage that Local 103 provides is unmatched in our industry and allows our members to lead healthy and productive lives.

Some of the benefits to members include:

• Full health benefits for Retirees aged 58-65 with no co-pay• Medicare supplemental coverage for those age 65+• $59 million spent last year on health claims for Local 103 members and families• $16.7 million spent last year on prescription drug coverage for Local 103 members and families• Full health insurance coverage for unemployed members

MARKET RECOVERY PROGRAM

With the $20 million invested in the Market Recovery Program, Local 103 recaptured 1 million hours of electrical work that otherwise would have gone to nonunion contractors. As a result, over 500 Local 103 members were kept on the job daily thanks to Market Recovery aid.

What this translates to is a return of around

$160 million on Local 103’s initial $20 million. The program has truly turned around our chances of winning every bid possible to provide more work for our members Over 70 Local 103 contractors are successful in outbidding their nonunion competition every year thanks to the Market Recovery Program.

Monahan and the Local 103 Trustees have not given up the long-term focus of the Funds’ investments and as a result, the Funds have been able to benefit from the recovery that has been happening since 2009. The Pension Fund now sits in the Green Zone of fund ratings, the highest status available, while so many pension plans across the region and the country were declared to be in the Yellow Zone or Red Zone, which mark a critical or endangered status. Local 103 has been able to continue to make benefit payments to retirees and family members as well as health care

LOCAL 103 SCHOLARSHIPS

HABITAT FOR HUMANITY

JATC AND INDUSTRY TRAINING

WENTWORTH DEGREE PROGRAM

Recognizing the desire of many Local 103 members to continue their education, Mike Monahan negotiated with Wentworth Institute of Technology to offer an Associate Degree in Applied Science in Engineering Technology to members.

Classes and training take place at the JATC during times that fit the busy schedules of our members who are juggling a career, a family, and other priorities. The program is being offered to members at 33% off of tuition. The discounted rate is locked in for the entire life of the coursework toward the Associate Degree, meaning that members can earn their degree for less than $10,000.

Because of the skill level that Local 103 members are already able to reach through our apprenticeship program, Wentworth awards members with 27 credits entering the program. Students must then earn the remaining 33 credits to reach the 60 credits necessary for

The commitment and focus that Local 103 has brought to its industry training offerings has led to recognition from the International Brotherhood of Electrical Workers, who has recognized Local 103 as one of the top three Locals in the nation in offering continuing education for its Journeymen and Technicians.

What Local 103 is most proud of is our ability to provide our membership with Code Update Classes at no cost to members. This ensures that Local 103 electricians and technicians remain the most skilled in the region, while saving members hundreds of dollars on updates.

graduation. Wentworth also allows to transfer in an additional three credits from an approved program, meaning that some students may begin their path to an Associate Degree, already halfway to completion.

The first class of Local 103 members is set to graduate with their degrees from Wentworth in August of this year. By all accounts, the program has been a major success. The ultimate vision for the Wentworth program is to expand the opportunities available to Local 103 members to include a Bachelor’s Degree as well. This program just goes to show the commitment that Mike Monahan and Local 103 have to improving the lives of members and their families.

• Massachusetts AFL-CIO Scholarships - Through theMassachusetts AFL-CIO, IBEW, Local 103 has been able to more than double its scholarships available for children of Local 103 members. This year, scholarship awards of $10,000 were available to ten children of Local 103 members for a total of $100,000.

• Union Plus Scholarships – This is a one-time award of $500-$4,000 scholarships for members, spouses, and their children who are pursuing an undergraduate degree at an accredited college or university.

• IBEW Founders’ Scholarship – This award is available to IBEW members with four years of continuous goodstanding only. Members receive $200 for every semester credit hour taken for a maximum of $24,000 per person.

• Curry College Scholarship – Ten continuing education scholarships go to Local 103 members, spouses, and their children, worth $810 (a full course) each. In addition, one $20,000 award goes to an incoming Freshman every year.

• SAT Tutoring – Local 103 offers SAT Tutoring through Kaplan to college bound children of Local 103 members. Courses are held right at the JATC and the program is available at no cost to members. To date, more than 450 members’ children have benefited from this course.

Local 103 members continue to volunteer their time and expertise to those in need by providing electrical work at no charge to Habitat for Humanity. Homes, like the one to the right in Bedford, are given to local families who are struggling to get by. Habitat for Humanity is just one of the many ways in which Local 103 shows it cares for our neighbors and surrounding communities.

ORGANIZING EFFORTS

In order to remain competitive in the today’s world, it is important to control the perception that outsiders have of our organization. Although the exceptional craftsmanship of our membership speaks for itself, there still remains an urgent need to get the word out to those in the construction industry that Local 103 is made up of the most highly skilled, highly trained electricians and technicians around. In order to do that, Mike Monahan has instituted an expanded advertising program that reaches across our jurisdiction and beyond through television, radio, and many other methods to let people know about Local 103’s work.

LOCAL 103 ECOADS PUT MEMBERS BACK TO WORK

UPCOMING WORK

As Local 103 eyes the future, we will continue to track large-scale developments that will be putting a great number of our members back to work in the near future. Just a few of these include:

Quincy Center Project

Seeing an opportunity to lock down a significant amount of work right in our back yard, Mike Monahan led Local 103 members from Quincy in demanding that the upcoming Quincy Center project be built under a Project Labor Agreement, with a 100% labor workforce. As a direct result of this effort, the developer Street-Works and the City of Quincy agreed to the Project Labor Agreement on the $1.3 billion overhaul of downtown Quincy. The project will create over 4,000 construction jobs and around 5 million man-hours of labor. In all, the project will include one million square feet of new office space, about 700 new housing units and 570,000 square feet of new retail and restaurant space.

Local 103 has taken advantage of the EcoAd program, which offers three distinct benefits to our local union. First and most obvious, EcoAds allow us to reach out to the public with our message through televisionadvertisement. Second, the program exemplifies our commitment to being a leader in renewable energy. Third and most important, the ads are literally putting our members back to work. For every EcoAd that Local 103 purchases through CBS, the program makes an investment in a stalled local green energy project that would otherwise go unfunded. In Local 103’s case, our members are guaranteed that these jobs will go our way.

UMASS Boston

UMASS Boston will soon begin a massive renovation plan under a Project Labor Agreement. The $750 million proj-ect will include new academic buildings, new campus housing, more open space, and a generally betterintegrated campus. An existing parking garage will be demolished and a new garage constructed on the edge of the campus. Also included in the plans is a new state-of-the-art Science Center.

Lowell General Hospital

Lowell General Hospital has signed on to use Local 103 labor on its upcoming expansion project. The new wing will allow the private hospital to quadruple the number of beds available. The $97 million will create 400 new construction jobs as well as 180 new permanent jobs and is expected to generate $200 million for the surrounding area.

BOARD APPOINTMENTS

Mike Monahan and his team of Business Agents provide more than just leadership in securing jobs for Local 103 members – they are instrumental in creating jobs in the surrounding area as well. Monahan himself holds a position on the Boston Zoning Board of Appeals. In this capacity, Monahan works closely with Mayor Menino on development, with a keen eye on promoting the use of Local 103 members on projects around the City of

Boston. Monahan has established close professional relationships with some of the area’s largest developers as a direct result of his work with the ZBA.

Local 103 Business Agents also represent us on the Massachusetts Clean Energy Center, the Quincy Zoning Board of Appeals, the Quincy Planning Board, the Braintree Zoning Board of Appeals, and the Weymouth Housing Authority.

As one of the staples of the organized labor movement, Local 103 continues to fight for every job available for its members. Whether it is standing up against corporate greed in the biotech industry or demanding that local workers be put to work on local jobs, Mike Monahan has always maintained his commitment to ensuring that every working man and woman receive a fair pay with benefits that support his or her family.

As we continue to grow our union, Mike Monahan continues to form strategic partnerships with some of the most well-respected companies in the area. The TV advertising campaign with Legal Seafood (right) showcases the excellent craftsmanship of T&T Electric Contracting, Inc. and promotes our message that the best, most efficient electricians and technicians come from Local 103. Monahan will continue to seek out this type of partnership to capitalize on the respect and recognition built up by companies who recognize the advantage of work done by Local 103 members.
