Union Rags,making his first start since a runner-up effort in theNov. 6 GI Breeders= Cup Juvenile, was the 6-5 secondchoice. Discreet Dancer, with News Pending (Harlan=sHoliday) in close attendance, set the pace throughmoderate fractions of:24.50, :48.11 and1:12.05, while UnionRags tracked the toptwo while racing threewide. The strapping coltloomed menacinglyturning for home andsettled the race in amatter of strides,bounding to the lead atthe top of the lanebefore effortlesslydriving clear to the wire.News Pending stayed onfor second as thepreviously unbeaten Discreet Dancer settled for third. Julien Leparoux was aboard Union Rags for the firsttime Sunday, replacing Javier Castellano who hadopted to ride Algorithms. The Frenchman admitted hewas impressed by the performance. AI was hoping hewould run a good race, but I was not expecting that,@Leparoux said. AHe=s such an easy horse to ride and dideverything so easily. I didn=t hit him once. I just showedhim the stick a couple times. I=m sure he was not 100%today, which means he should just get better.@ Already looking ahead, Matz confirmed, AThe nextstop will be the [Mar. 31 GI] Florida Derby and hope wecan go to the Kentucky Derby.@ Union Rags sold for $145,000 to the bid of IEAHStables at the 2010 Fasig-Tipton Saratoga sale, only tobe bought again by his breeder, who paid $390,000 forthe handsome bay at the 2011 Fasig-Tipton FebruarySale. He opened his career in sparkling fashion,following a debut win at Delaware last July with a 7 1/4-length romp in the Aug. 15 GII Saratoga Specialand a 5 1/4-length triumph in the Oct. 8 GI ChampagneS. He suffered the first loss of his career when he cameup a head short of Hansen (Tapit) after a wide trip inthe Breeders= Cup.

ARacino gambling is a big money and job generator in the

ATo boost the nation's struggling sport of horse racing,

the government has decided to allow regional race

organizers to decide what percentage of the proceeds

from the sale of betting tickets to set aside for the

payment of winning bets. The government on Friday

submitted a bill to revise the Horse Racing Law in the

current ordinary Diet session. Currently, about 75 percent

of the sales from horse race betting is set aside to pay

winning tickets for races conducted by the National

Association of Racing. This is the same rate adopted by

Japan Racing Association races, which are wholly

financed by the government.@

The breeding side of our industry is in trouble onlybecause the racing side is failing. Racing is failing because off-track bet takers areripping off racing content. Tracks and purses used tosplit 18-20% of every dollar wagered on their races.Today they are getting less than 5%. I know of no track that makes a profit on its ownraces. Can the problem be fixed? Sure. Businesses re-inventthemselves when they get in trouble. None better thanApple Computer, which was failing until Steve Jobsreturned. Today it is the most valuable company in theworld. The biography, Steve Jobs, tells how music execswent to him for advice. Napster was ripping off theirmusic and sales were falling fast. Jobs figured out whatthey needed, a secure, central platform to sell theirmusic. He called it iTunes. The music execs knew music, but not changingtechnology. They thought they were in the record/cdbusiness, because that was how they were makingmoney at the time. Jobs changed their focus to musiccontent. The music execs would not do for their industry whatJobs did for them. They were competitors who didn'tknow they needed a central solution. When theyreluctantly agreed to iTunes, Napster disappeared. Here's the lesson. With iTunes handling digital sales,the focus of each music company shifted to producingand marketing music content. Now they make moreprofit than ever before. The music case study applies. Racing needs the samesolution as iTunes, a secure, central platform to sellracing content direct to customers and eliminate theNapster-like bet takers ripping off the sport. Once our tracks are no longer in the off-track,bet-taking business, they will focus on packaging andmarketing their own races for profit. That changes thefuture for tracks, the sport and finally, the breedingindustry. National wagering has fallen to about $10 billion,which should still yield over $2 billion to be splitbetween tracks and purses. That's enough to make thisindustry whole again, but the revenue isn't comingthrough. When technology allowed off-track wagering, racingchose a bad model for reasons that no longer apply. Forexample, when Keeneland sends its races to NewJersey bet takers, only 20% of the revenue comes backto Keeneland, while 80% stays with the bet takers inNew Jersey.

But unlike the music companies, the track owners arenot victims. They created this insane business modelthat is killing the whole industry. The tragedy is theywill not fix it without outside intervention. That'sbecause some of them own Napster-like subsidiariesand those with casinos no longer need racing. Every time racing has been threatened, powerful menand women have used their influence in Congress toprotect the sport and agricultural jobs at risk. That's what needs to happen now. A centralwagering platform will equally protect and servecustomers, tracks and racehorse owners. The vehicle for a secure, wagering platform is withinthe federal law that permits interstate wagering. Anational wagering Trust can be established by tappingthe cash flow in wagering. No federal funds are needed.The new trust can partner with the likes of Google, ormaybe Apple, to make it simple for customers. With a central wagering platform, tracks will profitfrom their own races for the first time in 30 years. Theywill have a virtual on-track model with 18-20% of everydollar wagered. That's enough. Their incentive topackage and present races that customers desireincreases by 38 states and perhaps worldwidedistribution. Congress wants to help this sport with tracks andbreeding farms in most states. When they look acrossthe table at resolute owners and breeders trying to savea sport and way of life, will they also see other peoplein opposition? Who will appear to say they should beallowed to continue ripping off the sport? Nobody. Racehorse owners and breeders fund more than ahundred thousand jobs and there are very few trackowners to object. A central wagering platform is apolitically sound strategy. If Congress brings in track owners, they only need toask one question: "If a central wagering platform willgive you every dollar of revenue from wagers on yourraces, tell us why you would not want that platform?" What odds would you have given that Steve Jobswould take one-third of the music company's sales, cutthem off from contact with their customers and herdthose cats to iTunes? One person can make a difference. Powerful ideas dochange the world. Steve Jobs didn't save the music industry for themusic execs. He loved music and to assure a soundfuture for the talent who wrote and performed themusic, he created iTunes. Economic satisfaction was abonus. Some wealthy breeders have donated millions ofdollars to influence Congress on political philosophy,but not one dollar has ever been donated to incubatecreative ideas for the sport. Breeders need tounderstand their future is the re-birth of racing.
