MINUTES OF THE BOARD OF COUNTY ROAD COMMISSIONERS
MONROE, MICHIGAN
May 28, 2019
1. At a Regular Meeting of the Board of County Road Commissioners at their offices located at
840 S. Telegraph Road, Monroe, Michigan on Tuesday, May 28, 2019 the meeting was called
to order by Chairman Iacoangeli at 5:35p.m.
2. Roll Call by Deputy Clerk as follows:

A quorum being present, the Board proceeded to transact business.
3. Commissioner Iacoangeli led the Pledge of Allegiance.
4. Commissioner Iacoangeli led the Opening Prayer.
5. Commissioner Minton moved, seconded by Commissioner Stewart to approve the May 28,
2019 regular meeting agenda as presented. Vote: Ayes: 4 Nays: 0 Excused: 1 Motion
carried.
6. Public Comment –
Ron Guffey, 10085 Grafton Road, stated he has been dealing with a drainage issue for
several years. He explained the drain that runs in front of his house has a culvert that goes
under the road and then back to the Colburn Drain. Somewhere there is a plugged or
collapsed tile. The Road Commission has tried to jet it twice but it hasn’t helped. The water
comes from both north and south to his property and since the tile isn’t draining they have
standing, stagnant water because it has nowhere to drain. They had to cut three pine trees
because they were leaning into the power lines due to the weak root base. He hasn’t been
able to cut grass due to the water, and his blacktop driveway is heaving. His neighbor at
10099 Grafton is experiencing similar issues and problems with his newer septic system
because of the standing water. He has had to had the septic pumped two or three times.
Water is entering their barns and he is also concerned about losing additional trees. The
water is right at the top of the ditch line. The homeowner at 10080 Grafton is willing to give
the Road Commission the right-of-way to fix the problem but nothing is being done.
Mr. Guffey indicated they were assessed about 5 years ago to have Colburn Drain cleaned
and the water cannot reach the drain. He has called several times and came into the office
this morning and spoke with Michele who is very kind and listens when he calls, and he has
sent pictures. Mr. Guffey added the problem is getting worse and causing damage to their
property as water is backing up in yards and barns.
Terry Wickenheiser, 10055 Grafton Road, stated they came to this meeting because they are
not getting answers, only getting the run around. The Road Commission has been out twice
to jet the tile and it hasn’t worked so why aren’t they trying something new, something
different to fix their problem. Since there is a blockage, why doesn’t the Road Commission
bring out the excavator and dig it up to fix. The neighbor across the street is willing to give
the Road Commission an easement to fix this problem. He wanted something done besides
just talk about the problem. This has been an issue for over two years and the water is
standing in his barn which is more than 300 feet from the road. Chris Stanley was on site
today and they visited the neighbor (Sandy) regarding the permanent easement, but Mr.
Wickenheiser thinks there is already a provision in her deed for a drainage easement so that
should be sufficient. He said instead of going in circles, when is this going to be fixed.

Chairman Iacoangeli reminded everyone that this is public comment time, not question and
answer time. He suggested Mr. Guffey and Mr. Wickenheiser talk with the staff after the
meeting.
Mr. Wickenheiser stated nothing is getting done, they only send someone out to talk with
them to calm them down. He stated they have lost numerous trees because of the heavily
saturated ground. This isn’t a pleasant situation lately and he just wants the Road
Commission to fix the problem so he doesn’t lose anymore blue spruce trees.

8) Approve 2019 As-Needed Engineering Services Agreements with Northwest Consultants,
Inc., and authorize the Managing Director to sign the agreements on behalf of the
Board.
9) Approve 2019 As-Needed Engineering Services Agreements with Spicer Group, Inc., and
authorize the Managing Director to sign the agreements on behalf of the Board.
10) Approve 2019 As-Needed Engineering Services Agreements with TTL Associates, Inc.,
and authorize the Managing Director to sign the agreements on behalf of the Board.
11) Approve 2019 As-Needed Engineering Services Agreements with TYME Consulting
Engineers, Inc., and authorize the Managing Director to sign the agreements on behalf

12) Award the contract for the Resurfacing project (MCRC Visitor Parking Lot) to low bidder,
CB Asphalt maintenance, LLC, in the amount of $57,859.19, and authorize the Managing
Director to sign all documents on behalf of the Board.
13) Approve the Resolution to impose a gross weight limit on North County Line Highway
bridge (at South Branch Macon Drain between Libstaff Road and Rankin Road) as follows:

Commissioner Iacoangeli moved, seconded by Commissioner Minton to cancel the Monday,
June 10, 2019 regular meeting due to lack of agenda items. Vote: Ayes: 4 Nays: 0
Excused: 1 Motion carried.
10. Report of Officers –
Randy Pierce (Managing Director) – Mr. Pierce indicated there were three potential
bidders that attended the MDOT pre-bid meeting for the Monroe County state
trunkline bid.
Mr. Pierce informed the Board he has been contacted by two of the three potential
bidders asking for the Road Commission’s support for winter maintenance. He also
let the Board know that MDOT will not accept a bid from the MCRC for this work, but
will allow the Road Commission to work for a bidder as a contractor.
Commissioner Thayer indicated he supports the approach that the staff is taking
regarding the MDOT contract. He doesn’t feel the Road Commission should support
and train the company that is awarded the bid. He looked at the one company –
Jorgensen – and they appear to have warm weather contracts in Texas, Florida,
Colorado and Virginia. He again stated the Road Commission doesn’t need to train
our replacement.
Commissioner Stewart attended the last meeting with MDOT where they told us the
Road Commission could bid on that work, and now it has changed. He would like to
see a rough estimate of what the Road Commission would have bid. He believes
some of the elected officials should also see what the work actually costs to perform
this service for MDOT. Commissioner Stewart stated there hasn’t been any good
faith discussions coming from MDOT. Mr. Pierce said he would put that together and
email the estimate to the Board members.
Commissioner Iacoangeli agreed that it would be interesting to see what the Road
Commission should have been receiving for this work all these years.
Mr. Pierce also explained that the cost of the divider wall for the salt barns has been
provided to MDOT and they are not sure they can come up with their share of the
costs, as outlined in their contract.
David M. Leach (Superintendent of Maintenance) – Mr. Leach stated the weather
hasn’t cooperated and crews have been forced to delay work for better weather.
Matthew Snell (County Highway Engineer) – Mr. Snell updated the Board on the 2018
carry over Federal Aid projects. The paving portion of Carleton Rockwood and Lewis
Avenue carry over projects have been completed and Ann Arbor Road should be
finished this week. The microsurface on Summerfield Road has also been completed.
Dori Hawkins-Freelain (Director of Finance) – Ms. Hawkins-Freelain has nothing
additional to report.
Philip Costello (General Counsel) – Mr. Costello has nothing additional to report.

Commissioner Minton asked if it was unusual for MDOT not to allow the Road
Commission to bid on the state contract work. Mr. Costello explained MDOT
probably fears it would establish a precedent and all other Road Commissions would
follow the example. The bid document contains 366 pages of regulations on who
can bid, and how to bid the work, and it also states they have the right to reject any
bids. He stated it would not benefit the Road Commission to have the staff spend
time and energy on a document that MDOT would reject.
11. Public Comment
David Hoffman, County Commissioner, stated if Mr. Wickenheiser needs an easement or
private permit, he is willing to help. He felt it should be an easy to locate a huge sink hole
and could be taken care of easily. He added he isn’t looking for work but is willing to help
the man out.
Mr. Hoffman indicated the crews are doing a good job patching, but there are places where
the sides of the road are breaking off, and he thought the crews could mark those areas to
identify the shoulders where the supervisors could cut hole so they can get water off the
road.
Mr. Hoffman also voiced a concern about guardrails on Bigelow, Bunce and others where the
road is being undermined and washing away. He also mentioned Lloyd Road should be
checked, off Oak Street where the guardrail is sagging.

RESOLUTION WHEREAS, Goutz Road in LaSalle Township is under the jurisdiction of the Board of County Road Commissioners of Monroe County, Michigan; and WHEREAS, the existing Goutz Road bridge at Otter Creek between South Otter Creek Road and North Otter Creek Road is not currently posted as to load limitations; and WHEREAS, the bridge carrying Goutz Road over Otter Creek has been inspected by Jonathan Drummond, Professional Engineer, Registration No. 50042 and analyzed by Brett Merillat, Registration No. 67226 and reviewed by Frank Westenkirchner, Registration No. 35292; and WHEREAS, as a result of said inspection, and analysis, it is recommended that a weight limit be posted on the above structure to protect the safety and welfare of the traveling public; and NOW THEREFORE, BE IT RESOLVED that in accordance with the provisions of Public Act 300 of 1949 Section 257.631, as amended, that a load limit be imposed on the Goutz Road bridge over Otter Creek and that suitable signs stating the maximum load limitation be erected and maintained not more than 50 feet from each end of the structure, and also a suitable distance from each end of the bridge to enable vehicles to take a different route.
