CONTRACT SUMMARY

• The contract status through September 30, 2018 is provided below. It summarizes project cost details and time constraints.

PROJECT SUMMARY

• Notice to proceed was issued January 30, 2018.

• DSOD foundation approvals this month include Main Dam Downstream Shell Foundation up to elevation 447 ft and East Saddle Downstream Shell and Core Foundation up to elevation 562 ft. DSOD has been fully aware of all pertinent issues and submittals/RFIs warranting their input. The CM Team has developed a very good rapport and level of trust with DSOD.

• Embankment fill activities continued this month at the Main Dam in the locations approved by DSOD to include downstream filter and drainage blanket/chimney and Zone 2A shell. East Saddle Dam embankment fill activities continued this month to include downstream filter and drainage blanket/chimney, upstream/downstream shell, and core placement. Import material quality remains to be consistent.

• Microtunneling activities continued this month for the 63” inlet/outlet casing.

• Emergency outlet structure concrete activities were ongoing this month to include slab placement and wall forming/rebar.

• Two change orders have been added to the Project to date.

o CO - 1. One no-cost change order has been added to the project (Current Davis-

Bacon Wage Determination). The contract sum remains at the original bid amount of $82,289,000.00.

o CO - 2. One overall deductive change order has been added to the project (Delta

3 cost changes, Additional Main Dam excavation quantities, Miscellaneous work items previously in the contingency, and incorporation of the EIR addendum). This

results in a total deduction of ($1,201,645.00). The contract sum is adjusted to $81,087,355.00.

o Confirmed cost impact is pending relative to the East Saddle Dam and Main Dam

Embankment fill quantity assumptions. This is the largest change in cost item of which the District is aware to this point and has been noted in the prior monthly reports. Competent bedrock foundation elevations were deeper than expected in many areas, therefore more fill is needed to make up the additional voids. Additional fill consists of three different imported materials and two types of material form onsite borrow areas. Final additional quantities will be verified, and additional time will be granted near the end of the activity, which will occur much later in the project. The cost of this additional work will not be known until that time but is projected to be in the order of approximately $1M for the East Saddle Dam, and approximately $2M for the Main Dam.

o Multiple cost impacts are being tracked on a force account/time and materials basis to help keep work progressing in a logical manner and assist in the mitigation of delays. Other potential cost changes are being evaluated by estimates that are being submitted by the Contractor or are forthcoming from the Contractor. The listing of multiple potential cost change items that the CM Team is tracking is contained in attached Appendix 1. Much of the CM effort on this project is attributed to addressing and resolving potential delays and changes in project costs. Change Orders, both additive and deductive, will eventually be issued to capture the items listed in the Appendix 1 tabulation. The tabulation will be an evolving document.

▪ Several miscellaneous design changes were officially issued as Delta 4 on

April 20, 2018. The aggregate cost of these changes is expected to be $100,000 or less. Sukut to provide cost proposal for review.

▪ Additional miscellaneous design changes are being addressed and

released as Delta 5 and 6 as they have become available. The aggregate cost of these changes has yet to be determined but each individual item is being tracked on a shared spreadsheet. See attached log included as Appendix 1.

▪ Several RFIs have been submitted with responses that require revisions to

the Plans/Specifications. Some of these RFIs which include items that will be added costs, however some are credit items. These are also being tracked in Appendix 1 and will be addressed at the appropriate times.

o The progress of construction is currently behind schedule by approximately four

months due to differing site conditions related to bedrock locations at the East Saddle Dam and the Main Dam.

o The presence of RMV Cattle on the jobsite continues to be a concern for safety,

cost, and work efficiency.

PROJECT COMMUNICATION

• Thirty-nine Weekly Construction Progress Meetings have been held since the Notice of Award was issued for November 8, 2017.

• Itemized action items and topics are summarized in the Progress Meeting Minutes. Specific items to note for this month include the following:

o Import materials are consistently being delivered with high quality and there have

been minimal issues with failing test results. Any direct costs realized from previously discussed reports will be included in a forthcoming credit change order.

o The project delivery team is addressing multiple issues on a daily basis to mitigate schedule and cost impacts.

• RMV has been highly encouraged to remove its cattle from the jobsite (District property). RMV has yet to effectuate this.

SUBMITTALS

• 196 submittals have been received from Sukut Construction. 8 remain under review by AECOM.

REQUESTS FOR INFORMATION

• 163 requests for information (RFIs) have been received from Sukut Construction. 1 RFIs remain open and await responses.

STORM WATER POLLUTION PREVENTION PLAN

• SWPPP monitoring conducted by Sukut personnel. REAP report received for all rain events, with permanent BMPs currently being installed. Current on all required SWPPP paperwork.

SEPTEMBER ACCOMPLISHMENTS

Construction activity in September consisted of subsurface water dewatering at the Inlet/Outlet sump, continue placement of downstream Zone 2A and import Zone materials at Main Dam, continue placement of downstream Zone 2A, import Zone materials and Zone 1A Core at East Saddle Dam, complete installation of seepage drainage system at Main Dam, form and place rebar for the Emergency Outlet Structure wing walls, and continue microtunnel for inlet/outlet piping.

o Place concrete at Emergency Outlet Structure works slab and wing walls. o Form and place rebar for Emergency Outlet Structure works vault walls.

o Microtunnel Boring Machine in place and drilling tunnel o Main Dam seepage drainage system installed o Dewatering Activities

• A double shift started on this particular activity on September 17th which consists of a 10-hour day shift and a 9-hour night shift ending at 3:30 am. The double shifting is anticipated to continue for about one year.

ANTICIPATED WORK FOR OCTOBER 2018

• East Saddle Dam Embankment fill activities will continue.

• Main Dam embankment fill activities will continue.

• Main Dam and East Saddle Dam weir vaults to be installed

• Emergency Outlet Structure construction will continue with the structure walls to be completed in October.

• Microtunnel operations will continue with microtunnel casing drive to compete in October. It is anticipated that the casing will be installed, and the carrier pipe installation will be through November.

• CML&C pipe installation to begin towards the end of October during swing shift operations.

• Dam Control Building excavation and foundations will begin.

• Continue Dewatering as needed.
