Introduction: The SEIP Project

“Sustainable and Environment-friendly Industrial Production – SEIP” is a joint project of the Ministry of

Environment, Forest and Climate Change (MoEFCC) and the Deutsche Gesellschaft für Internationale

Zusammenarbeit (GIZ) GmbH within the framework of Indo-German Development Cooperation. The

objective of the SEIP project is to enable Indian public and private stakeholders to jointly implement

strategies for efficient and environment- friendly industrial development.

The project aims at mitigating environmental problems caused by industrial production focusing on in-

dustrial wastewater and solid waste management. During the project duration, technical solutions as

well as business and management models to reduce acute environmental pollution and to improve re-

source efficiency in industrial production are piloted in five Indian industrial estates. Visible positive direct

impacts of the solutions showcased are to improve conditions directly at the sites, and to unfold a strong

signal effect leading to the replication and upscaling of solutions in industrial parks throughout India.

Project activities focus on wastewater conveyance systems, the treatment, recycling and reuse of

wastewater, waste management as well as the management and planning practices in the industrial

areas. Solutions are piloted in 5 selected industrial areas located in the states of Delhi, Gujarat and

Uttarakhand.

Further cross-cutting activities, such as the development of a market-driven training system for techni-

cians and operators of effluent treatment plants, the development of industry-wide environmental stand-

ards, the work on a green rating system for industrial areas, and the setting up of a technology platform

offering international exchange of best practice technologies target the improvement of enabling frame-

work conditions for sustainable industrial production in India.

Objective:

The SEIP project has focus on efficient, and environment and climate-friendly industrial development.

The objective of the project is: “Private and public stakeholders jointly implement strategies for efficient,

and environmental and climate-friendly industrial development.”

Duration:

The project has a duration of 3 years from March 2015 to February 2018. The project is being extended

by one year to February 2019.

Budget:

The total budget available for the duration of the project is 6.5 million EUR.

Project Sites:

The project has its focus in selected sites at the Gujarat Industrial Development Corporation’s (GIDC)

Industrial Estate at Vapi (Gujarat), Delhi Industrial Infrastructure Development Corporation’s (DSIIDC)

industrial areas at Patparganj, Mayapuri and Lawrence Road (Delhi), and the Integrated Industrial Es-

tate State Industrial Infrastructure Development Corporation of Uttarakhand Ltd. (SIIDCUL) in Haridwar

(Uttarakhand).

Partners:

The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India and GIZ are

the main project partners. An Implementation Agreement has been signed between MoEFCC and GIZ

on 16th June 2016. The Central Pollution Control Board, as a technical arm of MoEFCC, plays an im-

portant role.

Approach:

The SEIP project works on selected environmental problems of national importance, with the main the-

matic focus on industrial wastewater and solid waste management. The project aims to showcase solu-

tions on how acute environmental pollution can be reduced and how resource efficiency in industrial

production can be improved. Project outputs are grouped into 3 areas:

□ Output A: Environmentally Oriented Modernisation of Industrial Areas (showcasing solutions),

□ Output B: Establishing appropriate framework conditions at the national and state levels, and

□ Output C: Knowledge management and dissemination.

To accomplish these outputs, various activities are being taken up at the national level as well project

site level. The project activities are focused on wastewater conveyance, treatment, recycle/reuse, waste

management, monitoring, process modification in individual industries etc. These will be complemented

by training and skills development, and setting up of a technology platform. At the national and state

level, the project supports the creation of an enabling framework by suggesting measures for new poli-

cies, plans and support programmes to prevent and reduce pollution and improve resource efficiency in

industrial zones. Further, the project will create practical examples of management and planning for

sustainable industrial zones supporting women. The project will include private stakeholders such as

industry associations, operators of industrial sites and companies, and relevant entities in the states and

the centre. The public and private sectors will be effectively engaged at various stages of the project.

Expected Results of SEIP Project:

The SEIP project will demonstrate solutions resulting in positive impacts and improved environmental

conditions at the selected sites. The successful cases will serve as models that can subsequently be

taken up on much larger scales. The key indicators for measuring the results are:

□ Decrease in pollution by an average of 20 percent in the surroundings of three industrial sites.

□ Launch of development programmes and promotional guidelines that aim at increasing resource

efficiency and reducing pollution in selected states.

□ Launch of two additional compulsory central government policies, plans and/or programmes,

and measures to prevent and reduce pollution as well as improve resource efficiency in indus-

trial zones.

□ Adoption of best practices through technology and management methods for an efficient, envi-

ronment- and climate-friendly industrial development in 10 industrial zones.

□ Provision of two additional practical examples regarding management and planning methods of

sustainable industrial zones that support women.

The progress of activities and results achieved for the month of November 2017 is given in the present

report.

The environmentally oriented modernisation of selected industrial areas is reflected in an improved

waste management and in an increased resource efficiency on an enterprise level.

Performance indicators of output:

□ A.1. Coherent management plans for three (3) industrial zones include measures to increase

resource efficiency and to reduce pollution (especially regarding waste and sewage manage-

ment and water quality in receiving water bodies).

□ A.2. Fifty (50) companies in the selected industrial zones improve their resource efficiency re-

garding energy by on average 25%, water by 15%, raw material utilization by 5%, and product

specific waste by 15%.

□ A.3. In two (2) additional industrial zones good practical examples on measures promoting

women have been tested on an exemplary basis.

Project level outcome indicators:

□ The pollution in the surroundings of two (2) industrial sites– based on five (5) location specific

parameters – has decreased by an average of 20 percent.

□ Two (2) additional practical examples regarding management and planning methods of sus-

tainable industrial zones supporting women are made available for the private and state actors

involved.

Output indicator: “Development of coherent management plans for three (3) industrial zones includ-

ing measures to increase resource efficiency and to reduce pollution (especially

□ As decided during the weekly internal meeting, management of storm water drainage

in IIE Haridwar will be taken up on similar line as the case of Vapi.


VAPI □ Moisture Reduction of CETP Sludge

□ VGEL received the approval from their Technical Committee and Executive Committee

for the open sun drying technology for sludge moisture reduction as per German Ex-

pert’s recommendation.

□ GIDC issued an internal letter to a local Superintending Engineer, Surat, to start the

procedure for hiring M/S Dharamsingh Desai Institute of Technology, Nadiad, Gujarat

as a consultant for the stormwater management system design.

Highlights of progress:

□ Activity planning: Reports to determine problem areas and decide SEIP activities carried out

at sites in Delhi, Haridwar and Vapi and finalised with stakeholders (2015).

□ Implementation plan for moisture reduction in sewage sludge in CETP Vapi: Submitted

to GIDC for implementation of solutions (September 2017).

□ Planning of new CETP for Patparganj industrial area in Delhi: In July 2017, draft reports

on problem analysis for setting up a new CETP in Patparganj and upgrading the Lawrence

Road and Mayapuri CETPs have been submitted to DSIIDC. Viable solutions are under prep-

aration.

□ Solutions for upgradation of CETPs of Lawrence Road and Mayapuri industrial areas in

Delhi: In July 2017, draft reports on problem analysis for upgrading the Lawrence Road and

Mayapuri CETPs have been submitted to DSIIDC. Viable solutions are under preparation.

□ CETP Upgradation and ZLD at IIE Haridwar: A multi-stakeholder consultative meeting for

CETP – ZLD was held on 12th January 2108 to discuss the concept of ZLD, its need at IIE

Haridwar CETP, requirements, CPCB Guidelines, possible ways of implementing ZLD includ-

ing possible options to reuse reclaimed water, financial mechanisms, sharing of accountability

among various stakeholders for implementing ZLD at SIIDCUL Haridwar, and various other

factors related to ZLD.

□ Implementation Plan for improving the storm water drainage in Vapi industrial estate:

Report submitted to GIDC for implementation. GIDC is in the process of hiring a consulting for

developing detailed designs and specifications for implementation.

□ Solutions for improving stormwater drainage systems in the 3 industrial areas of Delhi:

In July 2017, draft report problem analysis for improving drainage systems at the selected in-

dustrial areas in Delhi have been submitted to DSIIDC. Viable solutions are under preparation.

□ Improvements in ETPs of Vapi industrial estate: An international expert visited 10 indus-

tries for improvements in their ETPs at Vapi Industrial Estate for reducing the industrial waste

water pollution. He shared his recommendations and viable solutions with companies in July

2017. In October 2017, 3 industries have started implementing the solutions recommended by

the international expert.

□ Improvements in ETPs in IIE Haridwar: Out of 16 industries, 5 industries have started imple-

menting the solutions recommended by international experts for reducing the pollution load in

their ETPs at the IIE Haridwar. 3 industries have quickly achieved the pollution reduction re-

sults, and is documented for writing the success stories.

1 SEIP Project Site – Delhi

1.1 Planning of a New CETP for Patparganj Industrial Area

“Development of a management plan for implementation of a new CETP at Patparganj IA”

About the activity:

The activity aims at proposing a feasible solution for installing a CETP at Patparganj IA so as to treat

the nearly 1.5 MLD of wastewater generated in the industrial area to the required standards, as well as

to recycle and reuse to treated wastewater to the extent possible.

There are seven electroplating units (as identified in the PFEA directory 2013) in Patparganj IA gener-

ating seriously polluting effluent as per DPCC report despite having individual ETPs installed. There are

further a set of electroplating companies which are not associated with PFEA, and a few service stations

causing serious water pollution according to PFEA. The fact that there is currently no CETP at Patpar-

ganj IA is a major concern for the environment and businesses operating there.

Summary of progress so far:

□ Data collection and problem identification processes for the planning of a new CETP, which

were initiated in October 2016, were completed in April 2017.

□ In May 2017, the German consultants of GIZ, Hydroplan identified several options for setting up

a new CETP at Patparganj. Hydroplan calculated the wastewater volume discharged, collected

samples from two pumping stations for analysis in order to plan for an appropriate treatment

process.

□ In August 2017, Hydroplan met with representatives of the Patparganj IA and DSIIDC in order

to discuss various options for setting up the new CETP. This included the finalization of the

location of the CETP at Patparganj IA.

□ GIZ is currently exploring funding options for setting up the CETP. MoEFCC under the Govern-

ment of India, the Department of Industries under the Government of NCT Delhi, and the Small

Industries Development Bank of India (SIDBI) have finance options available for sustainable

development initiatives particularly for the development of CETPs. GIZ Delhi team had a dis-

cussion with CE, DSIIDC on 24th November, 2017 where he asked for the budget requirement

for the proposed CETP and also mentioned about fund availability with DSIIDC for improvement

of Patparganj IA.

□ In January 2018, Hydroplan submitted a draft schematic design along with tentative budget

requirements to set up a new CETP in Patparganj IA.

Progress for the current month:

□ German consultant from Hydroplan visited India during the third week of February along with

their national consultant. They had meetings with GIZ and stakeholders. They presented their

solution in those meeting. GIZ asked for small changes. The final reports are expected by 28th

February.

1.2 Retrofitting of CETP at Lawrence Road Industrial Area

“Development of a management plan for the retrofitting of the existing CETPs at Lawrence Road IA”

About the activity:

Delhi has 13 CETPs and 29 industrial areas (according to NPC report). The operation of most of the

CETPs is suffering due to a gap between installed and operational capacity caused by low effluent

supply (sometimes as low as 1/10 of the installed capacity). Obsolete technology, conveyance problems,

changes in type of industries connected, and current business and management models pose further

hurdles to their proper operation. CETPs in Delhi need urgent upgradation in order to meet CPCB/DPCC

standards. Under SEIP, GIZ provides technical support to DSIIDC to modernize two CETPs (at Law-

rence Road IA and at Mayapuri IA) as pilots.


□ Data collection and preliminary problem identification steps have been completed and were

consolidated in a report by Hydroplan, the German consultancy firm engaged by GIZ.

□ The findings from the problem analysis were discussed with DSIIDC.

□ Hydroplan revised their reports and the solutions proposed based on stakeholders’ and GIZ’s

feedback.

□ An international expert from Hydroplan visited all three sites in Delhi in 2nd week of November.

Feedback from GIZ and stakeholders regarding the analysis report was collected.

□ GIZ Delhi team discussed with CE, DSIIDC on 24th November, 2017 inquiring about sample

reports from Hydroplan. The CE expressed his concerns about the existing situation at Law-

rence Road CETP. He is planning a meeting with ED, DSIIDC to resolve the co-operation issue

from Lawrence Road CETP Society.

□ Hydroplan submitted draft solutions to retrofit the CETP in Lawrence Road IA in January 2018.

GIZ Delhi team is reviewing it.

changes in type of industries connected, and current business and management models pose further

hurdles to their proper operation. CETPs in Delhi need urgent upgradation in order to meet CPCB/DPCC

standards. Under SEIP, GIZ provides technical support to DSIIDC to modernize two CETPs (at Law-

rence Road IA and at Mayapuri IA) as pilots.


□ Data collection and preliminary problem identification steps have been completed and were

consolidated in a report by Hydroplan, the German consultancy firm engaged by GIZ.

□ The findings from the problem analysis were discussed with DSIIDC.

□ Hydroplan revised their reports and the solutions proposed based on stakeholders’ and GIZ’s

feedback.

□ An international expert from Hydroplan visited all three sites in Delhi in 2nd week of November.

1.4 Improvement of Conveyance System and Storm Water Drainage at Patparganj Indus-trial Area

“Development of a management plan to improve the conveyance systems and storm water drainage

at Patparganj IA”

About the activity:

The aim of this activity is to improve the conveyance system at Patparganj Industrial Area.

During the planning workshop conducted at Patparganj IA on September 1st 2016, the association ex-

pressed concerns about the existing wastewater conveyance system. Concern was raised regarding

the depletion of the groundwater level within the industrial area and a lack of rainwater harvesting. The

storm water collected in the industrial area is conducted through surface drains (partially open) to Ghazi-

pur drain. These drains are often choked by solid waste dumps in the open drains during the dry season.

Based on the existing situation, measures towards effective storm water management will be proposed

to DSIIDC and PFEA under the technical cooperation with GIZ.


□ GIZ team collected data on the existing sewage/conveyance system and storm water drainage

from DSIIDC and PFEA. A layout map with details about sewer line, water supply line, location

of fire hydrants (proposed at that time) has been obtained from PFEA, however it is old (last

signed in 1989).

□ Draft of Problem Identification Report on existing conveyance systems in Patparganj IA and

Lawrence Road IA was submitted by Hydroplan (May 2017).

□ A digitised map of the conveyance networks in Lawrence Road IA and Patparganj IA were as-

sembled and presented in 13th of July Stakeholder Review Meeting.

□ Hydroplan conducted a reconnaissance survey at Mayapuri IA and Lawrence Road IA to un-

derstand the present situation of wastewater conveyance and storm water drainage.

□ Hydroplan completed sampling of ground water, effluent from conveyance and storm water

drainage.

□ SEIP-Delhi team and stakeholders commented on the problem identification report. A revised

version, as well as the development of solutions, are currently worked on by Hydroplan.

1.7 Management and Disposal of Sewage Sludge from CETPs in Delhi

“Development of a management plan for the management and disposal of sludge at Patparganj, Mayapuri and Lawrence Road IA”

About the activity:

GIZ and SINTEF (Norwegian Research Foundation) are cooperating to provide technical support and

capacity building for sustainable management of industrial waste and sewage sludge in the three se-

lected industrial sites.


□ Expert from SINTEF visited Patparganj IA and Lawrence Road CETP to understand the scope

for co-processing in energy intensive industries. He met DSIIDC and DPCC to gain information

on initiatives which have already been undertaken by them concerning the utilisation of CETP

sludge. DPCC shared minutes of their meeting with the cement industries for utilisation of CETP

sludge, which will be used as the baseline by SINTEF.

□ Representatives from SINTEF visited Lawrence Road CETP and Lawrence Road Industrial

Area on 21st March 2017 to prepare a plan of action for Delhi site under SEIP.

□ GIZ Delhi team collected data on sludge quality report from DSIIDC and submitted it to SINTEF.

□ SINTEF shared their action plan for Delhi with GIZ.

□ SINTEF expert along with GIZ visited Mayapuri CETP and discussed with the Confederation of

the CETP Society to understand the present condition of CETP sludge in Delhi.

□ GIZ along with SINTEF Scientist visited the Bawana industrial area to explore possibilities of

using CETP sludge in the waste to energy plant.

□ SINTEF submitted their first draft of Consolidate Report on visits to Vapi and Delhi.

□ Baseline report on “Management of solid waste from the industrial area and CETP sludge” was

submitted to GIZ.

□ Scientist from SINTEF visited Delhi to explore co-processing opportunities with cement indus-

tries.

□ GIZ and SINTEF conducted several meetings with DSIIDC and DPCC during which the decision

was made that sampling and testing of sludge was needed before any decision on disposal of

CETP sludge.

□ GIZ Delhi team collected samples (one stocked sludge sample and one freshly generated

sludge sample) from three CETPs i.e. Mayapuri CETP, Lawrence Road CETP, Wazirpur CETP

(total 2x3= 6 samples). These samples were to Gujrat to Ultratech cements lab for testing. The

test results are expected in February 2018.

□ GIZ Delhi team collected one more set of samples (one stocked sludge sample and one freshly

1.8 Reuse and Recycle Options for Treated Wastewater from ETPs and CETPs

“Development of a management plan for the reuse and recycle options for treated wastewater from

ETPs and CETPs at Patparganj, Mayapuri and Lawrence Road IA”

About the activity:

GIZ will prepare this management plan along with the relevant stakeholders through consultative pro-

cess to facilitate time bound mechanisms for providing suitable technological options for reuse/recycle

options for treated wastewater from ETPs/CETPs. Information on national and international technol-

ogy/service providers, funding mechanisms for implementation through various agencies based on the

preliminary identification reports, and detailed solutions will form a part of it.


□ Detailed discussions on several options of reuse/recycle took place with relevant IA stakehold-

ers. Technical inputs were provided by Hydroplan.

□ The options that have been discussed are:

o Collection of treated wastewater in a holding pond to function as an artificial recharge

structure in Patparganj IA

o Use of treated wastewater in non-potable or low-end applications such as toilet flushing,

gardening, floor washing in the IAs and industrial units of Patparganj, Mayapuri and

Lawrence Road

o Use of treated wastewater in high-end applications, such as replacement of fresh water

with further treated wastewater in quality sensitive industrial applications (e.g. cool-

ing/boiler water make up and vehicle/equipment washing) in the IAs and industrial units

of Patparganj, Mayapuri and Lawrence Road.

□ GIZ Delhi team had a discussion with CE, DSIIDC on 24th November 2017 and updated him

about SEIP status. On discussion about recycle reuse of treated wastewater he informed DSI-

IDC will work on the water supply line in Patparganj IA. If required, another line for treated water

supply for reuse can be added. Discussion under progress.

□ In the meeting on 11th January, between Patparganj F.I.E Entrepreneurs Association, DSIIDC

and GIZ, the former confirmed their willingness to use the treated water from the proposed

CETP in Patparganj IA. It was decided that GIZ will consider this in the solution reports regarding

the conveyance system.


□ Discussions are in progress on feasibility of the options suggested with the IAs through facilita-

tion team meetings.

1.9 Facilitation Teams: Environment Drive

“The industrial associations foster voluntary action and thereby achieves waste management”

About the activity:

Solid waste management is a major concern within Patparganj IA. The industrial association (PFEA)

has assigned the waste management task to a private body which is responsible for collection, storage,

transportation and disposal of waste. The East Delhi Municipal Corporation collects the waste once in a

week through waste collection vehicles from the estate and then dumps it into the dumping grounds of

Ghazipur. For lack of designated waste disposal facility within the industrial estate, the waste often

dumped in the open areas like vacant plots, parking lots, etc. PFEA has started door to door waste

collection system.

Patparganj IA is within a close vicinity to ISBT, Anand Vihar. As per PFEA, ISBT causes too much traffic

within the area causing serious air pollution within the Patparganj IA. Also, the toxic gases generated in

the Ghazipur Drain reacts with the surfaces of electronic appliances in the surroundings and damages

them. The buffer zone at one of the edge of the Patparganj IA is still lying under-developed which would

have helped in bringing down the effect of air pollution within the industrial area and its surroundings.

PFEA is keen to improve the aesthetics and hygiene of the industrial areas and hence have started

taking steps towards it.

Summary of the progress so far:

□ PFEA conducted a cleanliness drive during October 2016: about 300 t of garbage was removed

from the IA.

□ PFEA conducted a plantation drive from June to September 2016 with the support of DSIIDC

and GIZ. This resulted in transformation of park once lying as a junkyard into a green lung space

for the industrial estate.

□ GIZ met with CE, DSIIDC to discuss pending decisions from DSIIDC. CE directed concerned

SE, DSIIDC to identify at least two spots in Patparganj IA where public toilets can be installed.

He also informed GIZ that DSIIDC already started working on parking lots in front Udyog Sadan

in Patparganj IA.

□ GIZ organised a small meeting with GIZ IGEN team to discuss on the feasibility of installation

of solar panels on Mr. Maheswari’s rooftop as a pilot case. Discussion is under process.

□ GIZ informed PFEA (23rd May) that DSIIDC is willing to hand over other parking plots to PFEA

for development. PFEA informed both GIZ and DSIIDC due to poor economic condition of the

industries they will not be able to take up the project. They requested DSIIDC to look into the

matter.

□ DSIIDC celebrated World Environment Day along with GIZ, Confederation of CETP Society,

Mayapuri CETP Society and Naraina CETP Society. A small talk on importance of environment

drive followed by plantation drive was conducted at Naraina CETP premises.

□ Chief Engineer DSIIDC conducted a site visit along with his team and GIZ and identified site for

toilet construction in Patparganj Industrial Area.

□ Cleaning up of a proposed new Parking lot in front of Udyog Sadan was done by DSIIDC.

□ Possibility of conducting an environment improvement drive with Lawrence Road industrialists

of whom a few showed their interest is under discussion. Proposals were discussed with Law-

rence Road industrialists and DSIIDC.

□ PFEA organised a clean-up drive in their IA from Dashera to Diwali and removed almost 800

tons of garbage from the roads as well as open spaces and transported it to the designated

landfill site.

□ PFEA, along with a clean-up movement will organise a desilting programme in the conveyance

system in Patparganj IA along with DSIIDC to clean up the conveyance system within the IA.


□ MD DSIIDC asked GIZ to prepare a list of actions to make Patparganj Industrial Area as a model

industrial area. GIZ came up with list of measures based on the proposed sustainability standard

and stakeholder feedbacks, which includes a number of environment drives. GIZ will submit this

to MD DSIIDC by this month end for DSIIDC’s approval.

2 SEIP Project Site – Haridwar

2.1 CETP Upgradation and Zero-Liquid-Discharge (ZLD)

“Development of a management plan for CETP upgradation to achieve ZLD”

About the activity:

The objective is to find measures to modernize the operation of the CETP at SIIDCUL’s IIE Haridwar.

The CETP has a 9 MLD design capacity and over 500 units are connected to it. The CETP is operated

on BOT basis by SK UEM Water Projects Private Limited on a 20-year agreement. The CETP currently

caters to only about 4 MLD of wastewater (domestic and industrial).

The key objectives are:

□ Assurance of “all time compliance” of CETP to the permissible limits of pollutant parameters.

□ Assurance of compliance of discharges by ETPs of individual industries to the permissible limits

of pollutant parameters.

□ Achievement of Zero Liquid Discharge (ZLD) and recycling as well as reuse of treated

wastewater.

□ Improvement of business and management models.


□ Completion of economic assessment study on CETP by Ideck, Bangalore in June 2017.

□ GIS mapping completed of infrastructure services including CETP conveyance system, water

supply network and other infrastructure facilities provided at SIIDCUL IIE Haridwar.

□ From 11th to 15th of July 2017, national and international experts visited CavinKare, Penta Latex,

Wipro, HUL, Pure and Cure and CETP facility at SIIDCUL Haridwar.

□ Launch of Environment Clinic in IIE SIIDCUL Haridwar for SIIDCUL industries, and SMEs in

particular, to address issues related to treatment, recycling and reuse of wastewater. 13 repre-

sentatives from 7 industries participated in the event (14.07.2017).

□ On 21st of July 2017, a meeting was organised with SIIDCUL officials for consultants from GOPA

Infra at SIIDCUL Dehradun to discuss the status of CETP improvement studies, evaluation of

effluent conveyance, storm water drainage and water supply systems at IIE IA

□ On 9th of August 2017, a meeting was organised at SPMG office to discuss the action plan on

SEIP project activities on modernisation and upgradation of 1 CETP and 9 ETPS and improve-

ment in storm water drainage systems with consultants from GOPA Infra and GIZ representative

from SGR, Mr. Satya Narayan Ghosh, in which it was decided that GOPA Infra will revise the

timelines of the action plan submitted.

□ Gopa Infra started revising the concept note prepared for CETP improvement/upgradation,

based on the feedback from SEIP.

□ The revised concept note on CETP was formally circulated on 10th October 2017 by GIZ SEIP

to key stakeholders viz. SIIDCUL, UEPPCB, Industry Associations in Haridwar (SMAU and

SEWA), and the CETP O&M agency at SIIDCUL Haridwar, requesting their feedback on the

same and thereafter discussing the same in the proposed consultative meeting with the stake-

holders.

□ Training to CETP Laboratory staff on Sampling, Analysis & Interpretation by International Ex-

pert, Mr. Martin Boehnke & National STE, Mr. Trushit Desai was given in November 2017. Com-

posite sampling of CETP effluents and analysis for assessment of CETP performance.

□ Training on Laboratory Management by International Expert, Mr. Martin Boehnke & National

STE, Mr. Trushit Desai to officials of Uttarakhand Pollution Control Board (UEPPCB), Pey Jal

Nigam, Jal Sansthan, CETP, SPMG and STP Operators was given in November 2017.

□ TECHNOLOGY DEMONSTRATION: Assessment, Arrangement and commissioning of demon-

stration unit of screw press based sludge dewatering technology at the CETP

□ Search, Assessment & Finalization with series of German companies for Technology demon-

stration for industrial & municipal waste water treatment.

□ Advisory support to the CETP Concessionaire, on the draft CETP upgradation plan, prepared

by for enhancing treatment capacity.

□ A multi-stakeholder consultative meeting for CETP – ZLD held on 12th January 2108 to dis-

cuss the concept of ZLD, its need at IIE Haridwar CETP, requirements, CPCB Guidelines,

possible ways of implementing ZLD including possible options to reuse reclaimed water, finan-

cial mechanisms, sharing of accountability among various stakeholders for implementing ZLD

at SIIDCUL Haridwar, and various other factors related to ZLD.

□ Important decisions taken during the stakeholder meeting are:

o Costs related to the setting up of the pumping system for treated water utilisation and

the laying of pipelines for supply of treated water from CETP to some common point,

i.e. trunk line, will be covered by SIIDCUL.

o The connection from industries to the trunk line will covered by respective industries.

o The operation cost for pumping and re-use will be paid by industries connected to SI-

IDCUL

o Further treatment required as per industry requirement will be done by respective in-

dustries in their own premises.

About the activity:

The storm water drainage in IIE Haridwar is in a bad condition in several places. Overflow of these

systems poses problems to the CETP due to the pollutants carried by the water. The aim of this activity

is to retrofit wastewater conveyance and storm water drainage systems so as to reduce pollution being

caused by them due to inadequacies.


□ GIS based mapping of the storm water in IIE Haridwar has been completed.

□ International Short-Term Experts (IWWT), Mr. Martin Boehnke and Mr Evers Willing, along with

national expert Mr. John Thomas, visited SIIDCUL Haridwar to assess the existing condition of

the storm water drainage system in the industrial estate.

□ On 9th August 2017, it was decided to revise timelines for all the activities in the action plan

shared by the consultants in a meeting at SPMG office with GOPA Infra, GIZ and SGR.

□ A meeting held with GOPA Infra at SPMG Office, Dehradun, Uttarakhand in order to discuss

the services delivered by German experts regarding storm water management for SIIDCUL,

Haridwar.

To promote voluntary action in the industrial areas for environmental improvement, the following three

Facilitation Teams with volunteering industries as members were constituted in SIIDCUL IIE Haridwar:

□ Facilitation Team on Wastewater Management

The Facilitation teams meet regularly and chalk out lines of action. They share information amongst

industries and bring in collective actions to achieve improvements.

Three meetings of the Facilitation Team on Environment Drives have taken place till date:

□ Meeting 1: On 29th November 2016, the 1st meeting was organised to raise the awareness of

the association members and industry towards cleanliness, plantation and garbage removal.

□ Meeting 2: The 2nd meeting of the facilitation team on environment drives and outreach was

conducted on 09th March 2017. To identify the areas for cleanliness, plantation and garbage

removal in sector 6A, 6B and 3. As suggested, physical survey was conducted in the sectors

identified and initiate cleaning activities by Nirman Nigam.

□ Meeting 3: The 3rd meeting of the facilitation team was conducted on 5th May 2017 to present

the progress of actions identified in the last meeting of the facilitation team on 08th March 2017

at Cello Industries and to request industry representatives to provide there in-puts/suggestions

for the upcoming World Environment Day- month long activities. Important points of discussions

were:

o Development of Park: SIIDCUL allotted plot no. P1 in sector 7 for park development

to SMAU

o Plantation: For plantation drive in SIIDCUL on World Environment Day, it was sug-

gested that plants or saplings can be obtained at marginal cost from Forest Depart-

ment Uttarakhand

o Weekly activities were discussed to finalize the action plan for environment drives

The CETP in Vapi produces around 70,000 t/year of sludge. Currently, the sludge is disposed on a

landfill in Vapi. The high moisture content of the sludge makes its disposal problematic. Site visits have

found that the sludge is being de-watered mechanically. This partially dried sludge is then packed in a

bag and pet dried in sludge drying beds. However, this procedure is not sufficient to dry the large quantity

of sludge and is further a very time-consuming activity. This activity thus aims at finding a sustainable

solution for the sewage sludge disposal so as to reduce pollution caused by it.


□ GIZ visited the CETP and collected data, such as quantity, characteristics after different stages

of treatment, and chemical dosing patterns.

□ A German consultancy (Aqua Consult) visited the site during 6-10th March 2017 and met with

the CEO, VGEL and other employees at the CETP to explore the sludge generation and drying

mechanism of the CETP as well as its disposal process.

□ Aqua Consult submitted a report proposing various technologies that can be used for sludge

dewatering. The report was shared with VGEL.

□ VGEL raised further questions regarding standard procedures (SOP) for setting up of a pilot

plant which were forwarded to Aqua Consult.

□ Aqua Consult has submitted the final report with SOP for pilot plant.

□ GIZ SEIP team prepared a cost comparison for the report submitted by Aqua Consult and pro-

vided to VGEL (CETP operator) for an action plan to implement the solution. VGEL was in favour

of the options of Solar Drying and Sun Drying.

□ After review by VGEL, the “Implementation Plan for Sludge Moisture reduction” was submitted

to GIDC and VGEL in September 2017.

□ The final report on sludge moisture reduction was reviewed by GIDC. In the meeting of GIZ at

GIDC on 25th September, it was decided that GIDC would discuss this priority issue with VGEL

for implementation of solutions.

□ Meeting with GIDC took place on 27th November 2017 to provide a status update. GIDC assured

to take actions on prompt basis according to the SEIP’s project timeline.

□ Gujarat Cleaner Production Centre (GCPC) has been awarded a co-ordination consultancy by

GIZ.

□ GCPC conducted the 1st introductory meeting with GIDC officials in December 2017.

□ VGEL received the approval from their Technical Committee and Executive Committee for the

open sun drying technology for sludge moisture reduction as per German Expert’s recommen-

dation.


□ VGEL initiated open sun drying trials at CETP, Vapi. The 1st trail is completed and results are

awaited.

“Development of a management plan for the improvement in storm water management”

About the activity:

The storm water drainage network at GIDC Vapi is nearly 25 years old and has been undergoing several

modifications over the time. It has, however, not been designed to cater to the needs of an industrial

area. In some areas the network consists of pipes, whereas open drains are used in others. The inade-

quateness and bad state of the system as well as waste dumps choking the system lead to overflow

and clogging. The storm water lines are not well maintained and many lids at junction points are broken.

During monsoon season the situation is aggravated since some areas are frequently flooded due to the

lack of a proper drainage system. This network is of utmost importance since it carries pollutants through

the runoff and discharges into the River Damanganga. Also, several industries discharge their

wastewater into the storm water drains.

Under this activity, the storm water drainage systems is mapped in order to identify the stretches and

locations which are in need of maintenance or retrofitting. The aim of this activity is to provide sugges-

tions and concepts for improving the entire storm water drainage system.


□ Available data was gathered and a GIS map of all phases, roads, storm water, drainage and

effluent networks was prepared. Together with VIA, it was decided to improve the storm water

drainage system of Phase IV area of the Vapi GIDC Estate.

□ GIZ performed a preliminary survey based on the GIS mapping of the storm water network and

roads to identify problems related to clogging, spillages, contamination etc.

□ German consultancy (Vössing GmbH) collected data with the support of GIZ and GIDC officials.

□ GIZ identified some effluent penetration into Bill Khadi (river) from the storm water drains near

Phase 3-4 as well as presence of new waste dumps.

□ Vössing GmbH submitted a pre-visit report.

□ Experts from Vössing GmbH visited Vapi from 24th-28th of March 2017 to discuss current prob-

lems and to share proposed concepts. They also visited Bill Khadi in Phase IV along with GIZ

and local GIDC officials.

□ Proposed concepts and solutions by the German experts for the identified problems were pre-

sented to the Executive Engineer, Notified Area Authority, Vapi.

□ Vössing GmbH submitted the report on storm water drainage system presenting 2 alternatives

for the improvement including estimations of both alternatives.

□ The final report on the storm water drainage system was submitted to local officials of

GIDC/NAA. Further, the findings were presented to the Executive Engineer of NAA on 21st July

2017.

□ The report on “Implementation Aplan for Storm Water Management” was submitted to GIDC

Head office in September 2017.

□ GIDC had provided formats for RFP (Request for Proposal) and for tender documents. GIZ

SEIP Vapi drafted and resubmitted documents for tendering the process of engaging a consult-

ant to conduct feasibility study for storm water management in GIDC, in October 2017.

□ The tender documents to engage a consultant by GIDC for field surveys and designing for im-

plementation of storm water management were finalised by GIDC and GIZ SEIP Vapi.

□ In a meeting, held with GIDC on 27th November 2017, GIDC inquired about the possibility to

hire an international expert to do the designing and detailing work.

□ GIZ is in process to get proposal from a German agency.


□ GIDC issued an internal letter to a local Superintending Engineer, Surat, to start the procedure

for hiring M/S Dharamsingh Desai Institute of Technology, Nadiad, Gujarat as a consultant for

the stormwater management system design.

□ The plantation of trees was started on 3rd June 2017: A free distribution point for plantation

saplings was allotted near Ramleela Maidan, Gunjan where a Municipal School boundary wall

was painted with different themes of WED by school children from Valsad District.

□ On 5th June 2017, each industry started the plantation activity depending on the space available

in their premises.

□ On 5th June 2017 a Plantation Drive was started near UPL, Phase 1, CETP, COE etc. in which

VIA GPCB, GIZ office bearers participated.

□ Nearly 50,000 trees were planted during WED 2017.

□ GCPC was asked to co-ordinate with GIDC to launch a scheme for supporting the NAA of the

GIDC’s industrial estates to launch environmental drives in all the industrial estates starting from

2018.

□ GIZ approached GCPC to support in the preparation of a proposal/scheme for GIDC for which

a first introductory meeting with GIDC officials will be held by the end of December, 2017.


□ The development of a scheme for Environment Drives is under progress.

□ Haridwar: 10 companies have been selected and targeted to improve the resource efficiency

measures recommended by international experts and reported quick improvements in energy

saving and water consumption that lead to resource efficiency and pollution reduction.

□ Vapi: 10 companies have been selected and targeted to improve the resource efficiency and

cleaner production at Vapi Industrial Estate. In October 2017, 2 companies have implemented

measures recommended by international experts and reported improvements that lead to re-

source efficiency and pollution reduction.

“Development of a management plan to improve the performance of ten (10) ETPs at Patparganj,

Mayapuri and Lawrence Road IA”

About the activity:

The aim of this activity is to provide technical assistance to companies for the upgradation of 10 ETPs

in the 3 IAs so as to reduce water pollution. ETPs are chosen based on the type of industry, their water

consumption and their effluent generation.


□ The German consultancy firm Hydroplan assessed industries with ETPs in Patparganj IA and

shortlisted industries to be taken up for upgradation.

□ Information Events at Patparganj IA and Mayapuri IA (April 2017) were held.

□ GIZ Delhi team conducted initial surveys of four ETPs in Lawrence Road IA and seven ETPs in

Mayapuri IA (May 2017).

□ Hydroplan shortlisted ten industries with an ETP and collected samples for testing in Patparganj

IA, Lawrence Road IA and Mayapuri IA.

□ Hydroplan is revising the problem identification report for ETPs based on test reports from ETP

samples.

□ Hydroplan submitted the final revised problem identification report for ETP’s in Delhi.

□ An international expert from Hydroplan visited all three sites in Delhi in the 2nd week of Novem-

ber 2017. The expert also collected feedback from GIZ and other stakeholders concerning the

problem analysis report.

□ Hydroplan submitted final solutions for ETPs in all three industrial areas (Patparganj IA, Ma-

yapuri IA, Lawrence Road IA). GIZ Delhi team is reviewing them.

Progress of current month:

□ German expert from Hydroplan along with their national consultant visited the sites and dis-

cussed the solutions with the stakeholders in Patparganj Industrial Area. GIZ along with Hydro-

plan organised a training session for CETP/ETP operators.

1.2 Resource Efficiency and Cleaner Production in Individual Industries

“Resource efficiency and cleaner production measures (RECP) in twenty (20) companies from Patpar-

ganj, Mayapuri and Lawrence Road IA”

About the activity:

The objective of this activity is to provide solutions that will lead to pollution reduction and increased

resource efficiency by improving production methods at companies.

50 companies from the three IA at Delhi are chosen to undergo Rapid Assessments to assess the scope

of process optimisation and improvements in resource efficiency (materials, water, energy) before de-

tailing and implementing the solutions suggested. 20 companies are to be chosen for a Detailed As-

sessment. Successfully implemented measures are to be replicated by other companies in the IAs.


□ Identification of 50 companies for Rapid Assessment (RA), shortlisting of 20 individual compa-

nies for Detailed Assessment (DA), as well as all data collection for rapid assessments have

been completed by GIZ’s German consultants, Adelphi Consortium with the support of GIZ.

□ 50 rapid assessment reports were submitted to the individual companies (31st August 2017).

□ Adelphi submitted the “Generic Problem Analysis Report”.

□ Adelphi prepared and submitted the action plan for the conduction of detailed assessments.

□ Adelphi, along with GIZ, conducted several trainings and workshops at Mayapuri, Lawrence

Road and Patparganj IAs on the 1st and 2nd September 2017 for companies identified for RA

and DA.

□ The workshop cum training programme was conducted by Adelphi at Mayapuri CETP Society

covering the industries from Mayapuri and Lawrence Road IAs. An exclusive event was organ-

ised for Patparganj IA. At both the locations, the venue was provided by the association. There

were around 10 and 25 participants at Mayapuri and Patparganj respectively.

□ The Adelphi consortium explained the importance of resource efficiency and cleaner production

through RAs and DAs. RA reports were distributed to the companies; the action plan for the

conduction of DAs at the shortlisted units were discussed.

□ All 21 DA visits have been completed. 3 long action list reports were submitted to selected

industries. The remaining 18 long action lists are ready and will be submitted to respective

industry during February 2018.


□ Six companies have already implemented measures. GIZ-SEIP Delhi team along with Adelphi

team visited those industries for feedback collection.

□ An international experts from adelphi visited Delhi share international expertise with RA and DA

companies. There were two workshop along with all RA and DA companies in Patparganj in-

dustrial area and Mayapuri industrial area on 8th and 9th February, 2018. The workshop was a

great success and the industries themselves shared the advantages they are getting from RECP

in the workshop. Adelphi also introduced the concept of Eco-mapping as a energy saving tool

in these workshops.

2.1 Improvements of Effluent Treatment Plants (ETPs) of Individual Industries

“Development of a management plan for the improvement and upgradation of nine (9) ETPs”

About the activity:

The objective is to find measures to modernize the operation of nine selected ETPs in the industrial

estate which are connected to the CETP. SIIDCUL IIE Haridwar has a CETP of 9 MLD design capacity.

Over 500 units are connected to it. The project was awarded on BOT basis to SK UEM Water Projects

Private Limited on a 20-year agreement. The CETP currently caters to only about 4 MLD of waste water

(domestic and industrial). The key issues related to CETP are:

□ Ensure “all time compliance” of CETP and ETPs and compliance of discharges of individual

industries to the permissible limits of pollutant parameters.

□ Achieve Zero Liquid Discharge (ZLD) and find ways how to recycle and reuse treated

wastewater.


□ GOPA Infra visited 24 industries for initial assessment and selection of final 9 industries for ETP

upgradation and modernisation activities.

□ Completion of rapid pollution assessment study by IIT Roorkee in June 2016.

□ Questionnaires for data collection on wastewater discharge from ETPs and CETP developed

by GOPA Infra.

□ Level-2 Detailed Assessment visits to industries conducted by GOPA Infra experts in 12 indus-

tries in Haridwar.














□ Gopa Infra initiated a detailed assessment in 5 companies: 1) Penta Latex Ltd., 2) Wipro Ltd.,

3) Cavin Care Ltd., 4) Kwality Polythreads Ltd., and 5) Hindustan Unilever Ltd.

□ Meeting held with GOPA Infra at SPMG Office, Dehradun, Uttarakhand regarding the way for-

ward for the ETP improvement. GOPA Infra shared the status of ETP improvement activities

“Resource efficiency and cleaner production measures (RECP) in ten (10) companies”

About the activity:

This objective of this activity is to implement measures that will lead to either a reduction in pollution or

an increase in resource efficiency thereby improving the environmental improvements of a company

and demonstrating the effectiveness of the measure at hand. The total number of industrial units estab-

lished in Haridwar city as on March 31, 2014, is about 750, of which 550 are within the SIIDCUL IIE

Haridwar. Most of the industries are connected to the CETP; however, some face connectivity problems

to the conveyance systems due to slopes in the area. Most of the companies use old technologies and

inefficient operational techniques. Pollution and non-compliance with environmental statutory require-

ments are the order of the day.

The first step is the assessment for the scope of process optimisation and improvements in resource

efficiency (materials, water, energy) before detailing and implementing the solutions suggested. Subse-

quently, the replication of successful solutions is to be enabled in other industries/industrial areas.


□ The GIZ’s consultants, Adelphi started work in January 2017.

□ An information event was organised on 23rd of March 2017 to create awareness and to spur

interest from industries to participate in promoting the Resource Efficiency and Cleaner Produc-

tion (RECP).

□ Rapid Assessment (RA) surveys completed in 41 industries by Adelphi consortium.

□ For Detailed Assessment (DA), the following three companies were shortlisted from SIIDCUL

Haridwar after a series of discussions with Adelphi consortium:

o Vansal Narayan Engineering Works

o Cholyail Pvt. Ltd.

o Tmenis Medicare Pvt. Ltd.

□ On 17th and 18th of July 2017, a team of Adelphi conducted DAs in Vansal Narayan Engineering

works and Cholayil Pvt Ltd.

□ On 29th of August 2017, RECP workshop was organised for industries to understand the imple-

mentation of “Resource Efficiency and Cleaner Production (RECP)” measures

□ RA visits in all 50 industrial units completed, and all 50 RA reports provided to companies.

□ On 12th October 2017, an interaction event to review the progress on implementation of im-

provement measures as recommended in the RA report took place at SIIDCUL office.

o opportunities within the RA industries

o to enable company teams to start implementations where not yet started.

o foster experience sharing among all participants

So the WS focussed on specific inputs on the topic of ECO mapping. Sufficient time was given

to apply the learning in a group work that was guided by adelphi experts.

□ As part of the RECP program in SIIDCUL, Haridwar the second training Workshop for DA-companies was conducted by adelphi team. The purpose of this WS was:

o to know where companies are getting stuck into implementations after submission of

longlist.

o to train on practical aspects of energy conservation both electrical and thermal with

concepts and practical examples.

o to train on practical aspects of water conservation i.e. reduce, reuse concept also

showing technical options of waste recovery via examples.

o foster experience sharing among all participants

□ The RA (and DA) companies had a good learning of new tool ECO mapping for the implemen-

tation in their industry.

□ As a next steps adelphi team will continues supporting the DA companies to apply the RECP

approach in their companies for the options suggested in the Long list (LL) and to continue help

About the activity:










Three meetings were organized of the Facilitation Team on Wastewater Management in SIIDCUL IIE

Haridwar.

□ On 30th November 2016, 1st meeting was organized to identify water pollution measures in

SIDCUL IIE Haridwar. A questionnaire was shared with participants for collecting basic water

usage & treatment pattern in the ETP owning companies for their comments and suggestions

for improvement. Some participants confirmed their industry participation in the project activity.

□ 2nd meeting was organized on 29th January 2017 to:

o Preliminary assessment conducted by Gopa Infra on 18 industrial units was shared to

seek cooperation from the participant units.

o Identification, learning and sharing of various improvement measures for reducing wa-

ter pollution, ETP improvement/upgradation and practices for recycle & reuse of water

in individual industries.

□ 3rd meeting was organized on 29th May 2017 at SIIDCUL IIE Haridwar to share the method-

ology of the detailed assessment to be carried out by the experts from GOPA Infra. Key points

of discussion were:

o Generic Solutions: Participants highlighted that issues presented by experts from Gopa

Infra after detailed assessment are generic and they are looking forward to receiving

company specific improvement options.

o NABL accreditation: Official from UEPPCB suggested that the Central Ground Water

Commission (CGWC) permission is required on ground water recharge and it should

be added along the ETP activities to help industries in suggesting improvement

measures to recharge groundwater and experts cab assist companies in getting NABL

accreditation for their inhouse laboratories.

o Hazardous Waste Disposal: Experts highlighted that industry lack basic knowledge on

managing hazardous waste and they tend to dispose the non-hazardous industry waste

with hazardous waste.

companies were informed about engagement of German experts to identify and implement com-

o Material Consumption

o Inefficiency in manufacturing process

o Inefficient technologies/operation

o Non-awareness on various improvement area in the production process

□ 2nd meeting of the Facilitation Team on Production Process Improvement was organised on

26th March 2017 at SIIDCUL IIE Haridwar. Industries and experts discussed on existing prac-

tices and Best Available Techniques (BAT) on production process improvements relating with

cleaner production and resource efficiency.

□ 3rd meeting of Facilitation Team on Production Process improvement was organised on 12th

Oct 2017 to review and share the implementation of RECP improvement measures by partici-

pant companies.

3.1 Improvements of Effluent Treatment Plants (ETPs) of Individual Industries

About the activity:

There are more than 1500 industries from various sectors, such as chemical, paper, dye, drug and

pharmaceutical, pesticide, fertilizer, electroplating, etc., located at GIDC. Most of these companies are

members of the CETP of Vapi which has a capacity of 55 MLD. Due to the large volume and diversity

of wastewater, the treatment of the effluent at the CETP, however, is an expensive and non-viable so-

lution. Hence, effluent parameters should be reduced at their source, i.e. at the company itself, in order

to reduce CETP inlet parameters and pollution load at the inlet of the CETP.

The CETP is experiencing difficulties in treating effluent parameters such as Colour, COD, BOD, TDS,

TSS, Ammonical Nitrogen, Phenol, etc. and is at the borderline of meeting the pollution board compli-

ance. The CETP treated effluent is directly discharged to the Daman Ganga River.

This activity aims at improving the performance of 10 ETPs. Successfully implemented measures are

subsequently to be upscaled to 30 ETPs.


□ A German expert (GOPA Infra) visited Vapi from 6th to 10th of February 2017 and developed a

questionnaire to be circulated to the listed companies.

□ GOPA Infra submitted the draft report containing generalized solutions.

□ Dr. Ulrich Schmitz from GOPA Infra visited companies from 2nd to 11th of May 2017. During

the visits, he provided some instant on-site solutions for wastewater treatment to the industries.

These solutions will also be part of the report.

□ On 11th of May 2017, the basic observations regarding wastewater treatment witnessed during

Dr. Schmitz’s visits were presented in a workshop.

□ Draft feasibility report from Dr. Ulrich was submitted and reviewed. Comments were communi-

cated to Dr. Ulrich.

□ The final report was submitted to companies which were visited by GOPA Infra.

□ Action plan for implementation of solutions is in preparation in coordination with companies.

□ GIZ SEIP Cell has started to approach companies to discuss the improvement measures sug-

gested by the GOPA Infra.

□ Faze Three Ltd. has witnessed a significant improvement in suspended solids removal in their

ETP. They have upgraded their Primary and Secondary Clarifier Capacity to achieve the im-

provement measure. The improvement will led to enhance the performance for the whole ETP.

The success story is prepared and under approval by Faze Three Ltd. and GIDC.

□ The success stories for Faze Three Ltd. And Sterling Colours and Pigments have been docu-

mented and published.


□ An improvement in one of the textile processing units, Daniel Fashion Processors’, has been

identified. The improvement will be documented and a success story will be published till the

end of February 2018.

□ An improvement in Tertiary treatment of Sterling colours and pigments have been identified and

the draft success story has been submitted for review.

“Resource efficiency and cleaner production measures (RECP) through detailed assessment in ten

(10) companies”

GIDC in Vapi is the base of some severely polluting industries producing thousands of litres of

wastewater per day. The reduction of water pollution and the improvement of the way industrial effluent

is disposed is a great area of concern. Many companies operate inefficiently and hence bear a significant

potential for environmental improvement.

This objective of this activity is to implement measures that will lead to either a reduction in pollution or

an increase in resource efficiency thereby improving the environmental improvements of a company

and demonstrating the effectiveness of the measure at hand.

“Adaption of sustainability standards (including good practical examples) as measure for promoting

women in industrial areas”

About the activity:

Currently, there are no uniform standards/benchmarks/guidelines at the national level for developing

sustainable/green industrial areas or for measuring how sustainable/green or environment-friendly an

industrial area is in India. Activity for the development of Sustainability Standards and a certification

system was taken up under the SEIP project.


□ Pre-feasibility study for development of a rating system for industrial areas in India started in

August 2016 with Buro Happold Engineering as consultants.

□ A multi-stakeholder consultative workshop to discuss a locally supported green rating system

applicable for industrial areas in India was held on 22nd September 2016.

□ IGBC expressed interest in putting the system in place for India through a partnership with

DGNB.

□ Draft report on Sustainability Standards was developed. A presentation was made at DIPP of

the Ministry of Commerce & Industry, GoI, together with the Indian Green Building Council

(IGBC) on 20th September 2017. DIPP showed interest to take forward further discussions on

the topic.

□ A revised version of the ‘Sustainability Standards’ was submitted to MoEFCC for comments

and further actions

2 SEIP Project State – Gujarat

2.1 Sustainability Standards for Planning and Retrofitting Industrial Areas in Gujarat

About the activity:

The SEIP project aims at demonstrating practical examples for management and planning methods of

sustainable industrial zones that support women. The old industrial estates severely lack adequate in-

frastructure. Neither any standards were applied for planning these industrial estates nor was any sys-

tematic site master planning undertaken. However, several retrofit measures are being undertaken,

which in the absence of a comprehensive master plan are not able to give the desired results.

In Gujarat, SEIP works with the Gujarat Industrial Development Corporation (GIDC) for developing plan-

ning approaches, including sustainability standards and site master planning for the industrial areas.

The project provides technical support including the integration of quality parameters for sustainability

and provisions for promoting women for the planning of industrial areas.


□ One-day orientation workshop on “Industrial Parks for Women Entrepreneurs” was organised

by SEIP under the technical cooperation with GIDC and the Gujarat Cleaner Production Centre

(GCPC) on 18th January 2017 at Gandhinagar for over 80 officers of the Gujarat Industrial

Development Corporation (GIDC). It resulted in GIDC’s decision to initiate the retrofitting of five

industrial estates (Vapi GIDC, Vatva GIDC, Naroda GIDC, Ankleshwar GIDC and Rajkot GIDC).

Further, the industrial park for women at Sanand is to be re-planned.

□ Three-day training programme on “Planning and Retrofitting of Industrial Parks” was organised

by SEIP and GIDC from 19th to 22nd April 2017 at Auroville, Tamil Nadu for officers of GIDC.

□ GIDC has identified five industrial estates for which retrofitting master plans are to be developed.

This will be piloted at GIDC Industrial Estate Vapi with the support of GIZ.

□ Sustainability Standards were developed and provided to GIDC. Elaborate TORs were devel-

oped for site master planning of the Vapi industrial estates. The report was well received, and it

was decided to form a Working Group in GIDC with various stakeholders to come up with rec-

ommendations.

□ Follow-up actions were undertaken to ensure use of tender documents for the engagement of

□ The Request for Proposal (RFP) with necessary documents (cost estimates for consultancy,

qualification criteria for consultant, evaluation matrix, etc.) was prepared by GIZ and submitted

About the activity:

In order to measure the achievement of the activities implemented in the course of the project and their

actual effect on pollution reduction, a baseline study of the current situation is being undertaken.


□ A consultant was hired to assess the baseline situation at Vapi. She visited Vapi from 6th to 9th

of March 2017.

□ During the site visit, meetings with CEO, VGEL and office barriers of the CETP and the TSDF

site took place. She documented the CETP, TSDF regarding the energy consumption, process,

sludge dewatering and disposal process of the CETP.

□ Locations of waste dumps in the industrial area including dumps inside storm water drains as

well as the municipal solid waste disposal site were documented.

□ Final presentation of the baseline situation at Vapi presented at GIZ head office.

□ Follow-on contract to further monitor and measure progress with regards to pollution reduction

and resource efficiency has been initiated.

□ The report on environmental impacts was submitted to GPCB by Delhi Office.

□ On request of GIZ, the Unit Head of GPCB issued a letter on 20th July 2017 to RO of GPCB

about the action plan and baseline. The letter was received by RO of GPCB from head office.

3.1 Site Master Planning of Pharma City near Hyderabad

preliminary discussions, TSIIC has decided to allocate land near Hyderabad.

□ Technical inputs on sustainability standards, including provisions for promoting women, were

provided to the TSIIC’s consultants for incorporation in to the site master plan of the proposed

20,000 acres Pharma City near Hyderabad.


□ Regular follow-ups made with the TSIIC’s consultants on the status of the site mater plan prep-

1.1 Promotional Scheme for Skill Development of ETP and CETP Operators and Techni-cians

“Promotional Scheme for the skills development of ETP and CETP operators/technicians on a National

Level (MoEFCC)”.

About the activity:

In order to install a training system for industrial wastewater treatment plant operators and technicians,

a national level promotional scheme is proposed to be developed for offering skills development of

wastewater treatment plant operators and technicians in the country.


□ A senior national consultant has been contracted by GIZ to formulate the contents of the pro-

motional scheme to be proposed to MoEFCC.

□ First draft for a promotional scheme was developed by a national consultant and reviewed by

GIZ.

□ A meeting was held on 8th January 2018 with Mr.Anil Jain, AS, Mr. Takpa, JS, and representa-

tives from SCGJ to discuss the proposal to introduce a grants-in-aid scheme for skill develop-

ment of operators/technicians and helpers of industrial wastewater treatment plants by

MoEFCC.

□ In the meeting it was decided to initiate the process for introducing the proposed skill develop-

ment scheme and to also introduce regulatory measures within the purview of EIA as well as

consent mechanism under the Water Act, 1974.

□ A draft scheme and a proposal for making regulatory stipulations in the Environmental Clear-

ances being issued under the EIA Notification 2006, and in Consent to Operate or Consent to

Establish being issued under the Water Act, 1974 were submitted to MoEFCC on 10th January

2018.

1.2 Enforcement Directive for the Tannery Sector

“Enforcement Directive in the Tannery Sector for improving environmental compliance

(CPCB/MoEFCC)”

About the activity:

This activity aims at developing a proposal for a comprehensive enforcement directive for the tannery

sector in India based on German/European experience. The proposal is aimed at being included in

central government laws/policy in order to prevent and reduce pollution and to improve resource effi-

ciency in the tannery sector.

□ From 19th to 29th of September 2016, the German expert (ITG) worked jointly with CPCB and

visited to tanneries in Uttar Pradesh (Kanpur, Banther, Jajmau etc.) to review the existing situ-

ation.

□ German expert’s Report/Proposal submitted to MoEFCC & CPCB on developing “Enforcement

man directed to formulate a working group by CPCB and invite suggestions/comments on the

draft notification by mid of September 2017.

□ A letter from CPCB received by GIZ on 9th August 2017 wherein CPCB requested MoEFCC for

reviewing and considering the proposal of GIZ.

□ After meeting with the Chairman CPCB on 7th August 2017, a formal letter was issued to the

Member Secretary, CPCB by GIZ on 11th August 2017 with a draft proposal on constitution of

an Expert Committee by CPCB to finalise the proposed Draft Notification/Enforcement Protocol

for strengthening environmental compliance in Leather Tannery Sector.

□ CPCB has circulated the Draft Notification/Enforcement Protocol for strengthening environmen-

tal compliance in Leather Tannery Sector among concerned SPCBs for their review and com-

ments.

□ In November 2017, CPCB has circulated the Draft Notification/Enforcement Protocol for

strengthening environmental compliance in Leather Tannery Sector among concerned SPCBs

for their review and comments. After receiving the comments, a technical meeting will be con-

vened to finalise the draft notification. SPCBs to provide comments as per CPCB’s direction in

January 2018.

□ On 30th January 2018, a meeting was conducted among CPCB, UBA and GIZ representatives

to review the progress of draft document submitted to CPCB. CPCB will collect feedback from

relevant stakeholders and share it with GIZ by the end of February 2018.

The objective of this activity is to review the existing continuous/online monitoring systems at CETPs

and ETPs at SEIP Project sites, and to develop improved guidelines for continuous/online monitoring

systems for industrial wastewater. It also includes training for the staff of Central Pollution Control Board

(CPCB), State Pollution Control Boards (SPCBs), CETPs and individual industries on theoretical and

practical aspects for improving continuous/online monitoring systems for industrial waste water.


□ Site visit of a German expert (Aqua Consult) to examine existing online monitoring installations

at river (Yamuna), CETPs, individual industries at Delhi and Vapi (Gujarat) in October 2016

1.4 Green Rating/Sustainability Standards for Industrial Areas

“Promotional Scheme for Sustainability/Green Rating of industrial areas (MoEFCC/Ministry of Com-

merce and Industry)”

About the activity:

Currently, there are no uniform standards/benchmarks/guidelines at the national level for developing

sustainable/green industrial areas or for measuring how sustainable/green or environment-friendly an

industrial area is in India. Activity for the development of Sustainability Standards and a certification

system was taken up under the SEIP project.


□ Pre-feasibility study for development of a rating system for industrial areas in India started in

August 2016 with Buro Happold Engineering as consultants.

□ A multi-stakeholder consultative workshop to discuss a locally supported green rating system

applicable for industrial areas in India was held on 22nd September 2016.

□ IGBC expressed interest in putting the system in place for India through a partnership with

DGNB.

□ Draft report on Sustainability Standards was developed. A presentation was made at DIPP of

the Ministry of Commerce & Industry, GoI, together with the Indian Green Building Council

(IGBC) on 20th September 2017. DIPP showed interest to take forward further discussions on

the topic.

□ GIZ appointed a national consultant on developing a proposal on green rating scheme for

MoEFCC.


□ IGBC is following up with DIPP for a way forward on the proposed “Sustainability Standards”.

□ A meeting was held with the Foundation for MSME Clusters, New Delhi, who showed interest

to use the standards for introducing award for best performing MSME cluster.

1.5 Guidelines for CETPs

“Guidelines for planning of CETPs (MoEFCC)”

About the activity:

At present there are no comprehensive guidelines available for planning, designing and management

of common effluent treatment plants. GIZ has taken up this activity and drafting guidelines covering

various aspects of CETPs viz. Standards, legal framework, various schemes, technological choice,

including various treatment technologies, zero liquid discharge concept, planning / upgradation, design-

ing, financing and management of CETPs.


□ In November 2017, a national expert started working on it and collected data from secondary

sources.


□ The first draft of the CETP Guidelines has been prepared by GIZ and being reviewed internally.

The present guidelines covering various aspects of CETPs viz. Standards, legal framework,

various schemes, technological choice, including various treatment technologies, zero liquid

discharge concept, planning / upgradation, designing, financing and management of CETPs.

After internal review, it will be submitted to partners in March 2018.

About the activity:

For improved planning and management of industrial areas, digital information system will be highly

useful. Currently such a system is missing for the industrial areas in Delhi, which was posing difficulties

in problem analysis and finding solutions for various issues taken up under the SEIP Project.

The industrial park digital information system is designed to capture, store, analyse, manage, and pre-

sent all types of spatial and attribute data on one single platform. It helps as a store house of digital

data/information on layout, plot-wise details, infrastructure, etc. for an industrial area. The system can

be used to monitor the status of infrastructure and services, to identify troubleshoots, to retrofit planning,

and to identify actions for adding/modifying infrastructure /services etc.

Key personnel of DSIIDC will be identified and trained to work with the digital information system. The

training would cover relevant free software available in the market.

The system developed on pilot basis for Patparganj, Mayapuri and Lawrence Road IA and will be repli-

cated through an action plan developed together with supporting development programmes and/or pro-

motional guidelines for application in all the 28 industrial areas in Delhi.


□ SEIP-Delhi team created a digital information system for all three sites, i.e. Patparganj IA, Ma-

yapuri IA and Lawrence Road IA and presented it to DSIIDC and other stakeholders in review

meetings.

□ SEIP-Delhi team offered to train DSIIDC officials to use the system. The proposal is under con-

sideration with DSIIDC.


□ An Action Plan will be developed for application at State level after testing the pilot phase for

the three industrial areas. Discussion with DSIIDC is under progress.

□ MD, DSIIDC in 11th January project review meeting asked GIZ to provide support to update all

□ Information exchange on existing management structures provided to the German expert (We-

ber Consulting) from the selected sites.

□ In February 2017 (06-17), the German expert visited to examine the existing management struc-

tures at 5 industrial areas (Vapi IA, IIE Haridwar IA, Patparganj IA, Lawrence Road IA, Okhla

□ In March 2017, the first draft of report on management structures for the five (5) selected indus-

trial areas received and GIZ shared feedback.

□ In May 2017, GIZ submitted the final report on “Management Structures at Industrial Areas” to

MoEFCC, SIIDCUL, DSIIDC, and GIDC.

□ During July/August, Vapi Cell discussed the German report with Vapi Industrial Estate’s stake-

holders (GPCB, NAA, GIDC) separately. The same procedure is planned in the other project

sites.

□ In July 2017, SEIP-Delhi team discussed the proposals by Weber Consultant with stakeholders

in the project review meeting. MD, DSIIDC asked SEIP Delhi team to work on feedback on the

report “Developing Management Structures for Selected Industrial Areas in India” proposed by

Dr. Weber (consultant GIZ). GIZ will work on the report, in particular regarding the following

points:

o Option 1) A management structure created by the association: The industrial associa-

tion will look after all services related to the IA. The association will collect, and use

revenue generated from common services.

o Option 2) Bawana Narela Model used by DSIIDC: PPP model will be used where DSI-

IDC will hire a concessioner who will look after all the services. DSIIDC will collect the

revenue from the common services.

o Option 3) SPV Model: proposed by GIZ Consultant. In which association and DSIIDC

both will be partner. GIZ has to develop a model for responsibilities along with revenue

sharing.

□ Several other discussions were organised in September 2017 with DSIIDC, PNC and Infra to

discuss the Bawana Narela and SPV model.

□ SEIP-Delhi team developed a site-specific proposal for management structures for Patparganj

IA based on the discussion and feedback collected from stakeholders and Dr. Weber’s report.

□ Several rounds of consultations with infrastructure management companies on the hybrid an-

nuity model of infrastructure management took place. This has provided some inputs on how

the proposed model of management structures could be implemented using successful hybrid

annuity models. The PPP examples of Narela and Bawana IAs under DSIIDC and the hybrid

annuity model development of sewage treatment plants on PPP basis at Haridwar, Uttarakhand

stand testimony to this.

□ GIZ Delhi team conducted a meeting with MD, DSIIDC on 11th January 2018 and informed him

about the submitted report on management structures for Patparganj IA. With the consent from

MD, DSIIDC, GIZ submitted a request letter to constitution a working group dealing with this

matter.

□ Based on the letter, DSIIDC issued request letters for nominees to the respective govt depart-

ments for the working group.

□ DSIIDC in the 20th February Review meeting DSIIDC asked GIZ to make one working group

The objective is to find measures to modernize the operation of nine selected ETPs in the industrial

estate which are connected to the CETP. SIIDCUL IIE Haridwar has a CETP of 9 MLD design capacity.

Over 500 units are connected to it. The project was awarded on BOT basis to SK UEM Water Projects

Private Limited on a 20-year agreement. The CETP currently caters to only about 4 MLD of waste water

(domestic and industrial). The key issues related to CETP are:

□ Ensure “all time compliance” of CETP and ETPs and compliance of discharges of individual

industries to the permissible limits of pollutant parameters.

□ Achieve Zero Liquid Discharge (ZLD) and find ways how to recycle and reuse treated

wastewater.


□ GOPA Infra visited 24 industries for initial assessment and selection of final 9 industries for ETP

upgradation and modernisation activities.

□ Completion of rapid pollution assessment study by IIT Roorkee in June 2016.

□ Questionnaires for data collection on wastewater discharge from ETPs and CETP developed

by GOPA Infra.

□ Level-2 Detailed Assessment visits to industries conducted by GOPA Infra experts in 12 indus-

tries in Haridwar.














□ Gopa Infra initiated a detailed assessment in 5 companies: 1) Penta Latex Ltd., 2) Wipro Ltd.,

Under this activity, cooperation has been established with the Skill Council for Green Jobs (SCGJ) of

the National Skills Development Corporation (NSDC). Qualification Packages including curricula and

training material have already been developed. Pilot trainings with promising results regarding pollution

reduction through training were organised by SEIP in 2016 and 2017.

□ On 25-26 August 2017, a 2 days training programme for waste water treatment plant (ETP)

operators/technicians was organised by GIZ SEIP in association with SIIDCUL, Industry Asso-

Unilever Ltd. (HUL) and AKUMS at SIIDCUL Haridwar.

4 participants from Uttarakhand, 3 participants from Surat and 1 from Ankleshwar.

□ The theoretical and practical training was conducted by the German Association for Water,

Wastewater and Waste (DWA). Certificates signed by GIZ and SCGJ were given to all the par-

ticipants after passing a written test.

□ ‘WATER SKILLS’, a one-of-its-kind competition for ETP/CETP operators and technicians was

organized on 30th September at IFAT India 2016 in Mumbai. Two teams from Grauer & Weil (I)

Ltd., Vapi and M/ Geeta Enterprises, Surat participated successfully.

3.5 BAT Reference Document for Textiles

“Best Available Techniques Reference Document for Textiles Sector”

About the activity:

The German Federal Environment Agency (Umweltbundesamt - UBA) is engaged in the European in-

formation exchange on Best Available Techniques and the elaboration and revision of Best Available

Techniques (BAT) Reference Documents, known as BREF documents. The cooperation between

GPCB-UBA-GIZ was initiated under the Indo-German Environment Partnership (IGEP) Programme of

the Indo German Bilateral Development Cooperation and yielded positive results with environmental as

well as economic benefits achieved in the volunteering textiles and pulp & paper industries where pilot

activities were undertaken.

A Joint Declaration of Intent (JDI) was signed in the month November, 2013 between the Gujarat Pollu-

tion Control Board (GPCB), UBA and GIZ. The cooperation was extended in December 2016 making

the present cooperation part of IGEP follow-on project, SEIP.

The overall objective of the GPCB-UBA-GIZ cooperation is the preparation of customised Reference

Documents/Comprehensive Industry Documents (COINDS) specific to Gujarat for identified industry

sectors with all relevant details, such as techniques and processes used in this sector, current emission

and consumption levels, techniques to consider in the determination of the best available techniques

(BAT) and emerging techniques (both of which are to be technically and economically viable) in order

to facilitate and improve environmental compliance in Gujarat’s industry sector.


□ In the meeting held at GPCB on 24 April 2014 between UBA-GIZ-GPCB, the work done so far

under GIZ-IGEP programme for textiles and pulp & paper sectors and the documentation un-

dertaken for the successful pilot activities taken up in volunteering industries of textiles and pulp

& paper sectors was taken into consideration.

□ Inputs on BAT and techniques to consider in the determination of BAT were provided by UBA

officials through various training sessions, with inputs on BAT examples from Germany as well

as through work done so far under GIZ-IGEP programme for textiles and pulp & paper sectors

and the documentation undertaken for the successful pilot activities taken up in volunteering

industries of textiles and pulp & paper sectors.

□ In order to develop a customized structure / standard template for the reference document for

Gujarat, various information exchange sessions between the core team of GPCB and UBA of-

ficials were organised by GIZ. Please find some more details on this information exchange be-

low:

o Meetings on “Best Available Techniques Reference Document for Textile Sector” of

Gujarat on 23-27 May 2016 in Gandhinagar, Gujarat. Objective of the meetings was to

finalise the written procedure (Guidance Document), to define Process line out (Action

Plan for BREF Process in Gujarat), to finalise ToRs for TWG & Author, discussion about

key environment issues (Textile Sector) to be considered and preparation of question-

naire for textile sector.

o Meetings and site visit on “Best Available Techniques Reference Document for Textile

Sector” of Gujarat from 13 to 17 September 2016 at Gandhinagar in Gujarat. The ob-

jective of meetings was to clarify the process of information exchange to be followed to

develop a BAT reference document for the textile industry from an author’s perspective.

o Sensitisation meeting for TWG members for BREF development process on 04 Decem-

ber 2016. As a result, GPCB identified responsible staff from its side for each of the

identified industry sectors, who shall actively be involved in the process of preparation

of Reference Documents. UBA and GPCB derived the process for preparation of the

targeted Reference Document, UBA provided training to GPCB staff on preparation of

the document.

□ The core team of GPCB was able to develop a BREF guidance document for Gujarat as a

guideline on the practical arrangements for the exchange of information. This builds upon the

various prevalent legislations, regulations, guidelines and standard operating procedures

(SOP). Various terms of reference for TWG members and the Author was developed, and a

standard structure for reference documents was finalised. Also, a web platform parallel to BATIS

the exchange of information on BAT for guiding the process of preparation of the Reference

Document, their review and finalisation.

□ The preparation of a BREF Document was initiated in the official Kick-off Meeting for “Best

Available Techniques Reference Document for Textile Sector” of Gujarat taking place from 16

to 17 January 2017 in Gandhinagar, Gujarat. This meeting consolidated the inputs of TWG

members collected via the wish list for scope, structure and content of the BREF document.

Further, a questionnaire for information collection from textile industries was developed, and the

author officially initiated the process of developing a first draft of the BREF document for the

1 National Level

1.1 Establishment of an Environmental Technology Platform

About the activity:

Objective of this activity is to promote the technology transfer in the industrial wastewater sector within

India as well as from abroad to India in order to reduce pollution and to increase resource efficiency in

the Indian manufacturing sectors by sharing national and international best practices. The platform is

supposed to comprise of innovative and interactive formats, such as training weeks, B2B meetings,

delegation trips and virtual exchange platforms.


MoEFCC expressed keen interest in the establishment of the technology platform and told SEIP

to go ahead with the activity.

Adelphi started working on the pre-feasibility study in July 2017.

First version of the draft feasibility study was submitted on 22nd of September. Due to a delay

in interviews, the work has been delayed and a contract extension till 31st of December has

been initiated.

Final pre-feasibility study was handed in by adelphi on 1st December 2017.

A stakeholder workshop was conducted on 4th December 2017 at GIZ office in New Delhi.

The German Water Partnership (GWP) appears to be the most suitable host organization of the

platform. SEIP will engage on discussions about the way forward with GWP in December 2017.

SEIP presented the concept of the set-up of the Technology Platform per skype at GWP’s plan-

ning conference for 2018 on 17th January 2018. The feedback was positive.


The tendering process for the establishment of the Technology Platform is currently being pre-

pared.

1.2 Collaboration of Central Pollution Control Board (CPCB) and Umweltbundesamt (UBA)

About the activity:

The Umweltbundesamt (UBA) was founded in 1974 and is Germany’s central federal authority for envi-

ronmental matters under the supervision of the German Federal Ministry for the Environment, Nature

Conservation, Building and Nuclear Safety (BMUB). Its key statutory mandates are, a) to provide scien-

tific support to the Federal Government (e.g. the Federal Ministries for Environment; Health; Research;

Transport, Building and Urban Affairs); b) to implement environmental laws (e.g. emissions trading, au-

thorisation of chemicals, pharmaceuticals, and plant protection agents), and c) to inform the public about

environmental protection matters.

The overall objective of the cooperation between CPCB/GPCB, UBA and GIZ is the preparation of

customised Reference Documents/Comprehensive Industry Documents (COINDS) on the national

level. Together with GPCB, BREF Documents specific to Gujarat for identified industry sectors with all

relevant details, such as techniques and processes used in this sector, current emission and con-

sumption levels, techniques to consider in the determination of the best available techniques (BAT)

and emerging techniques (both of which are to be technically and economically viable) are to be devel-

oped in order to facilitate and improve environmental compliance in Gujarat’s industry sector.

□ A Joint Declaration of Intent (JDI) was signed in the month November, 2013 between the Gu-

jarat Pollution Control Board (GPCB), UBA and GIZ. The cooperation was extended in De-

cember 2016 making the present cooperation part of IGEP follow-on project, SEIP.

□ GIZ was commissioned by the German Federal Ministry for the Environment, Nature Conser-

vation, Construction and Nuclear Safety (July 2016 to February 2017) to support CPCB in de-

veloping a framework for preparation of Best Available Techniques Reference Documents for

three selected industry sectors, viz. textiles, tannery and chemicals (pharmaceuticals, dyes).

□ With the support of the team of UBA and German experts, the required framework was devel-

oped and guidance documents were provided to CPCB elaborating the procedures, pro-

cesses, templates etc. required for developing India-specific BAT reference documents for

textiles, tannery and chemicals (pharmaceuticals, dyes). The officials of CPCB were also

trained on using the guidance document.

□ In November 2017, GIZ was again commissioned to continue the work together with UBA on

BAT in the textile sector at a national level in India with CPCB as their main partner agency.

□ A Delegation of the German Federal Environment Agency, headed by Dr. Bettina Rechenberg,

visited India from 29th January to 1st February. A three-party JDI was signed between CPCB,

UBA and GIZ, continuing the strategic knowledge partnership between the three organisations

regarding the establishment of the BAT process in India.

□ The UBA delegation also visited Gujarat on 1st February 2018 where they also signed a JDI with

GPCB and GIZ.



1.3 Collaboration between German wastewater treatment solution provider, EVONIK, and industries at Vapi Industrial Estate

About the activity:

The German company Evonik is interested in piloting its chemical wastewater treatment solutions in

Indian industries. SEIP is facilitating the potential establishment of technology partnerships between

Evonik and interested Indian parties.


□ interaction with Gujarat Pollution Control Board as well as CEO, Vapi Green Enviro Ltd.

(CETP operating company) with the information shared by Evonik was initiated by SEIP


□ Kick-off meeting to take place during the next Environmental Clinic which is foreseen for mid-

1.1 Baseline Pollution Report for Mayapuri and Lawrence Road Industrial Areas

About the activity:

The purpose of this activity to set the baseline for pollution assessment in IIE SIIDCUL Haridwar.


□ Work on “Economic implications of the SEIP project sites in Delhi considering projects imple-

mented so far for the improvement of water quality in the River Yamuna” has started. Data

collection from different sources are going on.

□ GIZ consultant visited Lawrence Road industrial area to identify potential pollution points for

baseline pollution study for Delhi site in the month of July. She had submitted the first draft of

“Report on baseline pollution levels measured by relevant pollutant parameters for project sites

in Delhi (Lawrence Road & Mayapuri Industrial Area)”. GIZ Delhi team is currently reviewing the

report.

□ Based on the report on baseline pollution, GIZ is in the process of issuing relevant ToRs for

sample collection, testing and reporting exercise for the identified monitoring locations at Pat-

parganj, Mayapuri and Lawrence road. These locations have been identified with the support of

DSIIDC and has been conveyed to DSIIDC on next steps.

2.1 Baseline Assessment of Pollution

About the activity:

The purpose of this activity to set the baseline for pollution assessment in IIE SIIDCUL Haridwar.


□ The GIZ consultant visited the site in February 2017 to assess the present condition of the

pollution at IIE SIIDCUL Haridwar. A baseline assessment report has been submitted including

identified sites for pollution assessment for establishing baseline.

□ On 7th of July 2017, a meeting with the Regional Officer and ASO was organized at UEPPCB

Office, Roorkee to discuss the base line establishment/monitoring at the locations prescribed

by the GIZ consultant in her report.

□ UEPPCB confirmed their commitment towards this activity, but shared following concerns:

o Date of Sampling is set for after 25th of July due to Kanwar restrictions going on in the

region. They will inform SEIP about the dates shortly.

o UEPPCB RO does not have a laboratory facility with them at Roorkee. However,

UEPPCB Dehradun has a Lab facility where they can conduct the primary tests viz. pH,

COD, BOD, TDS etc. Hecen, the tests as prescribed in the report cannot be conducted

without engaging a third-party lab that has MoEFCC approval.

o For sampling and conducting the lab test (~ 26x2 Base line measurement locations -

both before and after) as prescribed in the baseline report, an estimated financial out

lay would be nearly 3 Lakhs. RO will have to seek financial approval from UEPPCB

Dehradun. Only then the sampling would be possible.

□ Concerns of UEPPCB RO were shared with UEPPCB HQ.

□ The CETP operator shared the inlet and outlet data for last two years.




2.2 Project Advisory Committee (PAC)

About the activity:

The objective for constituting this committee and the major responsibilities of its members is to:

The Regional Manager, IIE SIIDCUL Haridwar is the chairman of the PAC. The officials from the state

pollution control board, office bearers from industry associations like SEWA, SMAU, APM and SIA and

some representatives from industries are the members of the committee. PAC meeting was organised

on a quarterly basis to review and discuss project activities.

□ 1st PAC meeting was held on 29th of December 2016. The progress on following activities was

discussed:

□ Representative from SMAU suggested names of additional companies for participation under

ETP upgradation and improvement activity.

□ PCRI to conduct trainings with helpers and technician of ETPs/CETP in Uttarakhand.

□ Initiation of cleaning activities, such as street sweeping, drains cleaning, etc. This can be con-

sidered a consequence of the first meeting of the facilitation team on environment drives held

on 29th of November 2016 in IIE Haridwar.

□ A best practice about “Reusing/recycling the wood waste in furniture and maintenance of the

township” was presented by the General Manager of Mahindra and Mahindra (M&M) and official

of PCRI for cross-learning.

□ 2nd PAC meeting was held on 19th of March 2017 in SIIDCUL IIE Haridwar. The following points

were discussed:

□ Installation of online monitoring system at individual industries

□ Usage of treated water for gardening and landscaping purposes within the industry premise.

□ Criteria for selection of industries under Resource Efficient Cleaner production (RECP) initiative

□ Upgradation of CETP/ETP to ZLD

□ 3rd PAC meeting was organized at SIIDCUL’s Regional Office in the Integrated Industrial Estate

(IIE), Haridwar on 13th of September 2017.

□ Representatives from SIIDCUL Manufactures Association of Uttarakhand (SMAU), Association

of Pharma Association (APM) and SIIDCUL Entrepreneurs Welfare Association (SEWA), offi-

cials from SIIDCUL and representatives from Individual industries and CETP industries partici-

pated in the PAC meeting. The meeting was attended by 13 members to monitor, review and

□ Members appreciated the progress and work done related to GIS mapping of the industrial es-

tate, skill development training at Hindustan Unilever (HUL) and Pure and Cure Healthcare Pvt

Ltd (Akums).

□ During the meeting, progress under each of the project activity was discussed. Participants

raised the following points of concerns with SEIP team:

o Target about 100 participants (CETP/ETP helpers and technicians) by January 2018

for skill development training in Haridwar

o Upgradation of CETP to ZLD


□ 4th PAC meeting was at SIIDCUL’s Regional Office in the Integrated Industrial Estate (IIE),

Haridwar on 3rd January 2018.

□ Representatives from SIIDCUL Manufactures Association of Uttarakhand (SMAU), Association

of Pharma Association (APM) and SIIDCUL Entrepreneurs Welfare Association (SEWA), offi-

cials from SIIDCUL and representatives from Individual industries and CETP industries partici-

pated in the PAC meeting. The meeting was attended by 10 members to monitor, review and

advice on project progress so far and activity plan for the next quarter under the SEIP project.

□ During the meeting, progress under each of the project activity was discussed. Participants

raised the following points of concerns with SEIP team:

3.1 Establishing a Baseline – Site Visit to Vapi

About the activity:

In order to measure the achievement of the activities implemented in the course of the project and their

actual effect on pollution reduction, a baseline study of the current situation is being undertaken.


□ The GIZ’s consultant was hired to assess the baseline situation at Vapi. All relevant information

and data were submitted to her and she visited Vapi from 6th to 9th of March 2017.

□ During the site visit, meetings with CEO, VGEL and office barriers of the CETP and the TSDF

site took place. She documented the CETP, TSDF regarding the energy consumption, process,

sludge dewatering and disposal process of the CETP.

□ Locations of waste dumps in the industrial area including dumps inside storm water drains as

well as the municipal solid waste disposal site were documented.

□ Final presentation of the baseline situation at Vapi presented at GIZ head office.

□ Follow-on contract to further monitor and measure progress with regards to pollution reduction

and resource efficiency has been initiated.

□ The report on environmental impacts was submitted to GPCB by Delhi Office.

□ On request of GIZ, the Unit Head of GPCB issued a letter on 20th July 2017 to RO of GPCB

about the action plan and baseline. The letter was received by RO of GPCB from head office.

The site team is co-ordinating with RO, GPCB for conducting the baseline.

□ Due to the transfer of the RO GPCB and a new RO joining, this activity was on hold.



□ The baseline details have been provided by GPCB. The evaluation of baseline data is under

progress.


□ Engagement of a MoEFCC approved agency for baseline monitoring of Vapi IE is under pro-

gress.
