SINDH RURAL SUPPORT ORGANIZATION (SRSO)

Sindh Rural Support Organization (SRSO) is a not-for-profit organization, registered under section 42

of Companies Ordinance 1984. Established in 2003 by the Government of Sindh with an endowment

of One (01) Billion Rupees, the Sindh Rural Support Organization (SRSO) is the major Rural Support

Program in Sindh mandated to support Govt. of Sindh in poverty reduction in rural areas of Sindh.

Registered under Section 42 of the Companies Ordinance 1984 as not-for-profit Organization, SRSO

is present in 16 districts, namely Sukkur, Ghotki, Khairpur, Sanghar, NausheroFeroz, Shaheed

Banazirabad, Shikarpur, Jacobabad, Larkana, Kashmore-Kandhkot, Thatha, Badin, MirpurKhas,

UmerKot, Sangharand Qambar-Shadadkot. This policy has been endorsed by the government to

achieve the goals of poverty reduction through community empowerment, skills enhancement,

capacity building and development of community-supported infrastructure projects, and the

provision of support for income generation, enterprise development, and microcredit. For this

purpose, SRSO organizes the local communities to develop their managerial and technical capacity.

People and the government are supported in forging a partnership and inculcating a sense of

ownership among the people. SRSO is presently entrusted with the responsibility of fostering a

countrywide network of community organizations at the grassroots level in 9 districts of Sindh and

works in the various sub-sectors while applying the participatory development approach of

sustainable development. SRSO’s mandate is to alleviate poverty by harnessing people’s potential

lying within the communities to help themselves and undertake development activities. The goal of

SRSO is to improve the quality of life of the rural poor in Sindh. To achieve this goal, SRSO attempts

to harness peoples’ potential through a social mobilization process that has been designed on the

core assumption that people have tremendous potential and willingness to improve their quality of

life. The objective of SRSO is to develop a building block of community institutions at Muhalla

(Parra), village, and Union Council level in all of its program districts. While the muhalla level

institutions i.e. the Community Organization (CO) enables the member households to participate in

developmental activities, the village level and union council level institutions namely the Village

Organization (VOs) and the Local Support Organizations (LSOs) help the COs in poverty reduction at

household level and raising their voice at a higher level which enables the member households in

accessing various services by linking them with the government functionaries and donors. The COs

take care of household-level activities, while the VOs and LSOs manage larger projects through their

COs at village and union council levels. The LSO and VOs also play an important role in strengthening

the COs and increasing program coverage. PPRP- Monthly Progress Report recognizing the fact that

women in Pakistan especially in Sindh are more vulnerable and disadvantaged, SRSO has

implemented a gender mainstreaming strategy that ensures inclusion of women in organizations as

well as in decision making.

THREE-TIER SOCIAL MOBILIZATION (CO/VO/LSO)

Social Mobilization is the core concept of SRSO and PPRP Program that entails the firm belief that if the lives and livelihoods of the poor households are to be improved, they need support to organize themselves into a network of people’s organizations’ (Community Organizations’, Village Organizations, and Local Support Organizations’ CO/VO/LSO), they need to generate and access capital for income generation activities as well as to build up their productive and nonproductive assets, and to constantly improve their social, financial, and technical skills.

In PPRP District Sukkur and Ghotki, the CO comprises 15-20 households living close sharing common socioeconomic conditions. COs are the foundation. COs focus on supporting households to improve their incomes and livelihoods. Cos Support each member household to prepare a Micro Investment Plan (MIP) in which the household identifies and prioritizes an income-generating activity that the household members themselves can undertake. Forms of support needed to implement the income-generating activity are also identified in MIP. These COs are participatory bodies where all members partake in meetings and the decision-making process. COs then federate into VOs, with the VO having two representatives from each CO. VOs focus on larger village level issues, and formulate a Village Development Planning (VDP) to address them. The VO is also responsible for the management of the Community Investment Fund (CIF), community physical infrastructure (CPI), and social sector activities. Once a Union Council (UC) has several VOs, these are federated into LSO, with two representatives from each VO. Vos and LSOs are representative bodies. LSOs’ key roles and responsibilities are to support member VOs/COs, foster linkages with government line departments to extend their outreach to community households, mobilize local and external resources, and undertake local advocacy activities on behalf of COs/VOs. When people have their institutions, then they are strategically placed to generate and access capital for income generation activities, as well as to build up their productive and non-productive assets, and to constantly improve their social, financial, and technical skills. With organizations’, capital and skills (OCS), the people begin to break the vicious cycle of poverty and at the same time begin to climb the virtuous ladder leading them out of poverty.

SOCIAL MOBILIZATION PROGRESS

During September 2021 District Sukkur and Ghotki teams (SMTs) achieved the progress as 7,658Households organized as in CO formation of 430 and 86 has been formed by federating of COs (Para level communities) at village level organizations (VOs). 78Basic Community Management Skill has been done during September 2021 in which 1,625 Participants have been trained.

Cumulatively, in Sukkur and Ghotki Districts along with Social Mobilization, in which 269 Program introductions were conducted with the different communities at different villages by briefing them in detail about the Government initiative of the PPRP program and conveying the three tiers social mobilization message that fosters them at the household level, village level and union council for community-driven development at villages and union council level and SRSO and GOS will provide you the technical assistance under this program through different Intervention.

Community under this PPRP program organized 2,249COswith 42,870 Households and from them,127 VOs have been formed further team has done CMSTs (Community Managed Skills Trainings)of 2,668 Participantscumulatively has been trained.

Sukkur and Ghotki provided grants of PKR-55,000/= to 4 extremely poor community female members and 85 beneficiaries given Community Investment Funds of PKR-2,522,000/= in September 2021, this IGG and CIF community utilized in different trades of Livestock and Enterprise to earn certain profit for their families.
