NewsFlow Managing Central American transboundary basins

In Central America there are 23 transboundary basins which represent approximately 36.9% of the territory. But in most there are no joint agreements for their management. That is why GWP Nicaragua and the Latin American Water Tribunal (TLA) coordinated the regional forum, "Water in Central America: Opportunities for conflict resolution."

The event was held on November 29 in the National Autonomous University of Nicaragua, in Managua, with speakers from Guatemala, El Salvador, Honduras, Nicaragua and Costa Rica, and representatives of more than 60 organizations. The forum aimed at strengthening the integrated management of transboundary water resources. Many conflicts in Latin America are due to shared waters. Some solutions have emerged as lessons learned from those conflicts. They emphasize the need to ensure environmental balance of the basin and on the cooperation of all stakeholders. Some of the regional cases that were discussed include the “Trifinio Plan”, the Fonseca Gulf and the San Juan River. Trifinio is a transboundary area of Guatemala, El Salvador and Honduras, and includes three major basins (Rivers Lempa, Motagua and Ulúa). The Trifinio Plan is an ongoing sustainable development program coordinated by the vice presidents of the three countries and has its own execution unit. The Fonseca Gulf is on the Pacific Coast of El Salvador, Honduras and Nicaragua, and there are some coordinated management initiatives, particularly around sustainable fisheries and coastal zone management. The San Juan River divides Nicaragua and Costa Rica. The forum aims to promote an Integrated Water Resources Management (IWRM) approach as the means of attaining water sustainability, as well as fostering

regional and international partnerships with stakeholders sharing a common objective of sustainability. Read more. Located in northern South America, northern Suriname is a cultivated lowland coastal area where most of the population of approximately 500,000 live. Southern Suriname consists of tropical rainforest and sparsely inhabited savannah along the border with Brazil, covering about 80% of Suriname's land surface. One of the main speakers at the Water Forum Suriname (WFS) launch, Ms. Avril Alexander, Regional Coordinator of GWP Caribbean, stated that “the Suriname Water Forum is a significant step in taking a participatory approach to managing water as reflected in the process of IWRM”. She explained that water is everyone’s business and that stakeholders at all levels have a role to play in decision making on water. “Real participation only takes place when stakeholders are part of the decision-making process,” she said. Ms. Alexander pointed out that in the Caribbean region, the concept of stakeholder participation in decision-making is not widely practiced; however the WFS is a step in the right direction as it creates a platform for various voices, opinions and ideas on water resources management. Also speaking at the launch was Mr. Manodji Hindori, Chairman of the WFS who explained that though Suriname has a lot of water resources, the country is still faced with many problems in the water sector. “These problems range from water shortages in the agricultural sector; sea level rise; sanitation issues; availability of potable water; among others,” he said. He explained that this is why the Water Forum now exists, as it would help to advise the government on these areas as well as improve the exchange of public information on water issues. The current members of the WFS range from representatives from the Suriname Water Company, water boards, water experts, government ministries, non-governmental organisations, representatives from the area of social sciences, and other national technocrats. The Board of the Water Forum Suriname has already developed an action plan for the next two years 2013 – 2014. Among the key priorities is the contribution to national water policy development for Suriname. The establishment of the Water Forum is a key achievement by the water sector and represents the commitment of various agencies and stakeholders in Suriname to manage the country’s water resources in a sustainable way. The Water Forum has applied to become a GWP Partner. Capacity building for IWRM During the same period of the launch of the Water Forum, another major initiative in Suriname got off the ground: a project called “Capacity Building for Integrated Water Resources Management in Nickerie.” Located in north-west Suriname, Nickerie is one of the largest cities in the country. The water management project is being spearheaded by Overliggend Waterschap MCP (OWMCP), an organisation that aims to become widely recognised as a knowledge centre on water management and a water authority in the area of Nickerie. Partly funded by the European Union, it aims to bring about a good water management system for the Nickerie district as well as increase knowledge and awareness on water resources management. One of the expected outcomes is that the community will be the prime beneficiaries with increased capacity in the area of water management.

Media Exposed to Cameroon’s Water and Climate Challenges Climate change and the role of water in socio-economic development was the theme of a workshop for journalists organized by GWP Central Africa in Douala, Cameroon, 17-20 December 2012. News reporting, writing techniques and tools for effective storytelling and reporting were also on the agenda for the 21 participants who came from print media and broadcasting. Read more. As almost all of the ten regions of Cameroon were represented, the workshop could highlight how climate change and water issues manifest themselves across the country in different ways. It generated lively discussions and questions, deepening the participants’ understanding of the challenges the country is facing. The Japouma Water Treatment plant in Douala, which provides part of the water that takes care of the needs of the over three million inhabitants of Cameroon’s economic capital Douala, was the venue chosen for the field work. In order to ensure that the field trip ended up with tangible results, the participants were divided into three groups: print, radio and television. The presentations on climate change and water and the field trip were preceded by an expert from GWP and officials of the Regional Delegation of the Ministry of Water and Energy Resources, to help the participants to better understand the processes and challenges. A stop at the Mbopi hydrometric station also helped the participants to understand the complexity of water management as well as the huge challenges that the sector has to deal with as a result of climate change. The workshop generated articles as well as radio and TV reportages. A media network for journalists covering sustainable development in the region is now being planned by GWP Central Africa. IWRM at Local Level in Honduras

In December, GWP Honduras helped organise a workshop on IWRM to contribute to the development of the annual plan for the management of rural water systems in southern Honduras. Read more. Southern Honduras is part of the “dry belt” of the region, where 1 million homes depend on subsistence agriculture and are less prepared to cope with periods of extreme drought. The water is of low quality and there is a presence of chemicals, heavy metals, salinity, and sulfates. More than 80 people from the municipality of Nacaome attended the workshop and learned about the protection of water sources, how to improve water services, sanitation, and proper disposal of solid waste. The training also included a discussion of the legal framework of the country which includes the Water Law, the Water and Sanitation Law, and the Regulation of Local Water Committees. An annual plan was created with a 20-year strategy which the participants agreed to disseminate in their own community assemblies. At the end of the workshop, the participants committed to creating a local fund for payments for environmental services that will be collected through a monthly water tariff. They also proposed having a waste collection and disposal campaign and talked about the need to identify solutions for the gray water generated in each household. The activity was carried out by the Honduran Association of Local Water Committees (AHJASA), with the collaboration of the Ministry of Natural Resources through the National Watershed Network, both members of GWP Honduras.

Burundi and Rwanda Come Together Over Shared Waters Local ownership and information are keys to success in water resources management. A project in the Cyohoha water catchment, shared between Rwanda and Burundi, shows that IWRM works in a region which suffered from disastrous conflicts only twenty years go. Read more. A series of workshops were held between August and December 2012 in both countries as part of the Water, Climate and Development Programme (WACDEP) in Africa. Prior to these awareness-raising activities, citizens living around Lake Cyohoha perceived the lake as a state-owned resource, with little attention given to its protection from damaging human practices and natural hazards such as floods, drought, and depletion of fisheries. The workshops included a one day meeting with Rwanda and Burundi local government actors on 23 October 2012, a consultative session with a multi-disciplinary team of experts from the two countries on 21 November, and a situation analysis validation workshop 20-22 December. Mid-level decision-makers, technicians, local governance institutions, fisheries, and water users’ cooperatives committed to collaborating with GWP Eastern Africa in improving the management of Lake Cyohaha. Speaking at the workshop, the Governor of Kurundi Province (Burundi), Nzigamasabo Revérién, commended GWP Eastern Africa for conducting the situation analysis research. Pledging the commitment of two Communes and the Province to work towards the realisation of objectives and activities of WACDEP, he said, “Our presence right in a series of consultative meetings is enough indication of our unwavering commitment towards WACDEP implementation and results.” The Vice Mayor for Economic Affairs of Bugesera District, Eastern Province, (Rwanda), Julius Rukondo also praised the renewed cooperation between the two countries to further consolidate efforts of managing the water catchment and the entire Bugesera region. “Through joint cooperation between the Government and development partners, the area has regained its naturalness. GWP Eastern Africa comes in to drive the process towards sustainability,” the Vice Mayor noted. In recent months some water disputes have sharpened around activities such as mining, based on the negative experiences of the old mining industry which left environmental liabilities unresolved. Among the main reasons for the increased pressure on the basin’s water resources are mining and agro-industrial activities, the reduction in water availability as a result of pollution, and urban growth. To reverse this situation and try to improve integrated water management in the basin, GWP Peru, represented by one of its Partners, the Pontificia Universidad Católica del Perú (PUCP), the NGO CES Solidaridad, and the National Water Authority (ANA), in partnership with the Sociedad Geográfica de Lima, organised in Chiclayo province on 14 December 2012, a technical seminar to provide stakeholders with a scientific overview of the state of water resources in the basin and its evolution since information was developed by PUCP 20 years ago. More than 50 people from the public and private sector, including regional and local governments, ministries, NGOs, municipalities, water users’ boards, irrigation commissions, mining companies, and agro-industrial companies participated in the workshop. The wider public was reached through broad media coverage. The creation in 2011 of the Water Resources Council of the Chancay-Lambayeque Basin is an example of progress in creating a water management institutional framework, achieved by processes that facilitated consensus among stakeholders of the upper, middle and lower basin.

Knowledge exchange and discussion among the different actors will reduce the level of tension in the region and provide relevant input for the formulation of a Water Management Plan of the basin, currently under elaboration. Consensus was reached on the need to consolidate the institutional role of the Basin’s Water Resources Council, created by national decree in July 2011 (see http://www.ana.gob.pe/media/443918/rs_008_2011_ag.pdf) with the objective of involving all local stakeholders in the planning, coordination and harmonization of the sustainable use of the water resources of the Chancay-Lambayeque Basin.

Building on this effort, ANA carried out, from 29 January to 1 February 2013, an informative workshop in the Kañaris District in the region of Lambayeque. Over 500 inhabitants participated, which shows a high interest in the issue. They were informed on the national water resources law and usage rights of water, participatory monitoring of water quality, and the consolidation of communications among actors to boost projects on hydraulic infrastructure. Integrating Water and Climate in Development

A major impetus has been given to the Water, Climate and Development Programme (WACDEP) for

Africa at a wide-ranging Technical Coordination Workshop held in Pretoria, South Africa, January 28

to February 1, 2013. Participants from the eight implementing countries and seven key partner

agencies shared achievements to date, lessons learned, and challenges to come in implementing the

UN Year of Water Cooperation 2013 A worldwide celebration on water cooperation, aiming at raising awareness to increase cooperation on water issues and at highlighting the challenges facing water resources management in light of the increasing demand for access to water. GWP Regions CARIBBEAN Activities GWP-C Launches Its Media Awards on Water 2013 Deemed a success in 2012, the Global Water Partnership-Caribbean (GWP-C) Media Awards on Water is back for 2013. With 2013 being declared the International Year of Water Cooperation by the United Nations, this year’s GWP-C Media Awards on Water has a special focus on the theme “Water Cooperation in the Caribbean.” Since the development of the Media Awards in March 2012, the competition’s mission has remained the same; that being, to inspire Caribbean journalists to report more on water issues in their country and the region. The 2013 Media Awards on Water was launched in January and runs until April 12th, 2013. This year’s competition challenges Caribbean journalists in the areas of print, television, radio and multi-media to produce original published pieces on the following themes:

Water Cooperation in the Caribbean Water Cooperation: Bridging Divides Water Cooperation Initiatives Water in Crisis Water Conservation Water and Environment Water for All Water Financing Best Practices in Water Management Climate Change Integrated Water Resources Management (IWRM)

The overall winner of the GWP-C Media Awards on Water will receive a cash prize (in US$) and a trophy. Additionally, the winner’s work will be highly publicised on GWP-C’s website, regional newsletter and other online media. Two additional prizes will be awarded to entries selected for Honourable Mention by the competition’s judges. All awardees will be announced in April 2013. The Media Awards on Water is also one of the ways in which GWP-C will be commemorating World Water Day (WWD) which is celebrated on March 22nd each year and which also carries the theme “Water Cooperation” for 2013. GWP-C Releases First Issue of Its Newsletter for 2013 Suriname Launches IWRM initiatives Suriname has taken a bold step in its efforts to manage its water resources in a sustainable manner, with the launch of a Water Forum on December 12th, 2012. The Water Forum Suriname (WFS) as it is called, is the first of its kind for the country, being made up of professionals from the water sector with the sole intent of undertaking actions and activities geared toward promoting the sustainable use of water in Suriname. What is also unique about the Forum is that it aims to promote an Integrated Water Resources Management (IWRM) approach as the means of attaining water sustainability; as well as foster regional and international partnerships with other stakeholders with a common objective of advocating for sustainable water management.

Global Water Partnership-Caribbean (GWP-C) has

released the first issue of its newsletter Caribbean Water

Insight for 2013.

The recent issue looks at the importance of water

management in building climate resilience and

highlights the development of GWP-C’s Water,

Climate and Development Programme (WACDEP) for

the Caribbean. The issue also features climate change

research in Trinidad, conducted by a post-graduate

student from the region, and explores various water

related issues in the Caribbean.

Since being launched in February 2010, Caribbean

Water Insight remains a valuable knowledge sharing

tool of the GWP-C. This is because it is used to inform

GWP-C partners and strategic allies about the work of

the Partnership and it is also a medium to share

information on pertinent water and development

issues in the Caribbean.

One of the main speakers at the WFS launch was Ms. Avril Alexander, Regional Coordinator of GWP-C who stated that the Suriname Water Forum is a significant step in taking a participatory approach to managing water as reflected in the process of IWRM. She explained that water is everyone’s business and that stakeholders at all levels including government, private and community, have a role to play in decision making on water. According to her “Real participation only takes place when stakeholders are part of the decision-making process.” Ms. Alexander pointed out that in the Caribbean region, the concept of stakeholder participation in decision-making is not widely practiced; however the WFS is a bold step in the right direction as it creates a platform for various voices, opinions and ideas on water resources management to be represented. Also speaking at the launch was Mr. Manodji Hindori, Chairman of the Water Forum Suriname (WFS) who explained that though Suriname has a lot of water resources, the country is still faced with many problems in the water sector. These problems he said, range from water shortages in the agricultural sector; sea level rise; sanitation issues; availability of potable water; among others. In light of these issues, he explained that this is the reason why the Water Forum now exists, as it would help to advise the government on these areas as well as improve the exchange of public information on water issues. The current members of the WFS range from representatives from the Suriname Water Company; water boards; water experts; government ministries; non-governmental organisations; representatives from the area of social sciences; and other national technocrats. The Board of the Water Forum Suriname has already developed an action plan for the next two years (2013 – 2014). Among the key priorities is the contribution to national water policy development for Suriname. The establishment of the Water Forum is a key achievement by the water sector and represents the commitment of various agencies and stakeholders in Suriname to manage the country’s water resources in a sustainable way which also highlights the importance of the resource to the development of Suriname. The Water Forum Suriname has applied to become a partner of the GWP-C. During the same period of the launch of the Water Forum, another major initiative in Suriname got off the ground; a project called “Capacity Building for Integrated Water Resources Management in Nickerie.” Located in the north-west of Suriname, Nickerie is one of the largest cities in the country. The water management project is being spearheaded by an organisation known as Overliggend Waterschap MCP (OWMCP); an organisation based in Suriname that aims to become widely recognised and respected as a knowledge centre on water management and a water authority in the area of Nickerie.

The project which is part-funded by the European Union aims to bring about a good water management system for the Nickerie district as well as increase knowledge and awareness on water resources management in the area. One of the major expected outcomes of the project is that the community will be the prime beneficiaries of the project and that it would have increased capacity in the area of water management. The project will be broken-up into four (4) major themes/phases which include:

1. Water Platform at District Level for IWRM 2. Efficiency and Water Management 3. Awareness and Education 4. IWRM Training

The OWMCP will work with various partners at the national, regional and international level on this project; the Global Water Partnership-Caribbean (GWP-C) is among these partners. The project is expected to run from 2013 through to 2016. Immediate Outcomes

GWP-C Supports Partner’s Eco-Solutions Project The existing state of water access in rural communities in Trinidad prompted the interest of the National Institute of Higher Education Research, Science and Technology (NIHERST) to develop a project to assist three (3) rural areas in the country in becoming self-sustaining communities. To do this, the NIHERST decided to focus on introducing the 3 rural communities (Toco, Morgua and Barrackpore) to rainwater harvesting (RWH) and other sustainable practices to improve their daily lives. Being a long-standing partner of the Global Water Partnership-Caribbean (GWP-C), the NIHERST was aware of GWP-C’s ongoing efforts to increase awareness on the benefits of RWH in the region which was spurred by its development of a modern rainwater harvesting model that can be adapted by any water-scarce community. Within the framework of the project, the NIHERST therefore decided to partner with GWP-C and two other GWP-C partners, the Toco Foundation and the Water Resources Agency (WRA) of Trinidad and Tobago as well as various community groups, to introduce the concept of RWH as a regular sustainable activity in the daily lives of residents in the selected communities. Also forming part of the project called “Eco-Solutions” was an extensive public education drive on the concept of RWH at eleven (11) primary and secondary schools in the 3 rural areas. Since the project’s launch on March 22nd, 2012, more than 3500 students from these schools have been introduced to the benefits of RWH and the value of water conservation. One of the major expected outputs of the project is that the NIHERST will install RWH systems in all 11 schools that have received training. To date, the organisation has successfully installed RWH systems in nine (9) of these schools. GWP-C was among the stakeholders that attended the launch of the rainwater harvesting systems for the schools in the Moruga area on December 5th, 2012 at the St. Mary’s Government School. Speaking at the launch was Ms. Christiane Francois, Communications Specialist of the NIHERST who said “we often take it for granted that we could always have clean water flowing from our taps but we are faced with a great demand for water amidst an increasing population.” She explained that the threat of global warming has a potentially damaging impact on water resources, coupled with the pollution of waterways and underground water sources. This she said is why rainwater harvesting (RWH) presents a viable source of water to complement a regular water supply at a low-cost.

Additionally, she pointed out how valuable the project has been as it has contributed to educating communities on water resources and the importance of water conservation. Also speaking at the Rainwater Harvesting Systems’ launch was the School Supervisor from the Ministry of Education for the St. Mary’s Government School, who expressed his satisfaction in the RWH Project in the Moruga community. He explained that the project has contributed to building a water secure community in the area. Critical to the project was the overall goal of the rural communities becoming self-sufficient. This involved residents from all 3 areas being given practical training on the installation of a modern RWH system patterned against the GWP-C model which takes into account safe and hygienic water collection procedures. These residents were taught about all the necessary material needed to build the system; how to determine a suitable location for installation; how to prepare the water tank base as well as how to install the tank and water level indicator; among other areas of training. The “Eco-Solutions” project by the National Institute of Higher Education Research, Science and Technology (NIHERST) has helped to increase the sustainability of the 3 rural communities. The communities are now equipped with the skills to create opportunities for themselves in continuing to share the knowledge of the benefits of rainwater harvesting and assisting others in developing modern rainwater harvesting systems. Coming Events GWP-C to Promote Rainwater Harvesting in National Science Week Global Water Partnership-Caribbean (GWP-C) remains committed to its advocacy on the benefits of Rainwater Harvesting (RWH) in rural communities. GWP-C will have the opportunity to share this knowledge at an upcoming Community Science Week in Trinidad, organised by its partner, the National Institute of Higher Education Research, Science and Technology (NIHERST). The Community Science Week takes place on March 4th – 9th, 2013 in a rural community called Toco located in north-east Trinidad. At the Science Week, GWP-C will exhibit its RWH model and have the chance to share information on the benefits of RWH and water conservation with members of the community, students, teachers and other stakeholders. Awareness Building on IWRM Promoting water as a key part of sustainable development in the region is one of the most important goals of the Global Water Partnership-Caribbean (GWP-C). In supporting this process, GWP-C plans to host one of its training workshops “Economic and Financial Instruments for Integrated Water Resources Management (IWRM)” in St. Lucia in March 2013. The upcoming workshop aims to promote awareness on economic and financial instruments for water financing, as well as provide information and tools needed to implement effective financing arrangements. The training is geared toward policy-makers, representatives from government agencies, the private sector, non-governmental organisations (NGOs), community-based organisations (CBOs), social scientists, water and wastewater managers and legal practitioners. 8th Annual General Meeting of the GWP-C Global Water Partnership-Caribbean (GWP-C) will hold its 8th Annual General Meeting (AGM) during the period late March/ early April 2013. Details of the Meeting will be shared with partners in the upcoming weeks.

CENTRAL AFRICA Water, Climate Change and Sustainable Development Workshop for Journalists December 17-20, 2012. Douala, Cameroon The Water, Climate Change and Sustainable development workshop which was organized by the Global Water Partnership (GWP) took place in Douala, Cameroon from December 17- 20, 2012. The theme of the workshop was climate change and the role of water in socio-economic development. Structure There were two distinct components of the workshop; technical and professional. The technical component consisted of the climate change and the water-related issues. The professional aspect was made up of the journalistic techniques of news reporting, the tools for effective reporting, ICTs, particularly the internet and its contribution to any journalistic endeavor and the mastery of compelling storytelling approaches, in general. Resource persons Be it on the professional or the technical component, the organisers found the competent persons to help the participants understand the issues and drive home the key message. The pool of resource persons included climate change, water and ICT experts as well as a media trainer. Participants The 21 participants invited to the workshop came from the print media and broadcasting. In terms of the geographic spread it was a very rich cast bringing together journalists from almost all the ten regions of the country and thus helped to highlight the very different manner in which the climate change and water issues manifest themselves across Cameroon. Most of the participants already had general knowledge on the issues of climate change so this water sector specific angle of the workshop provided a valuable opportunity for them to begin the process of deepening their understanding of the various challenges. Field trip The Japouma Water Treatment plant (Douala), which provides part of the water that takes care of the needs of the over three million inhabitants of Cameroon’s economic capital – Douala, was the venue chosen for the field work. In order to ensure that the field trip ended up with tangible results the participants were divided into three (3) groups, print, radio and Television. The presentations on climate change and water and the field trip specific preparatory talk by the Global Water Partnership (GWP) expert and officials of the Regional Delegation of the Ministry of Water and Energy Resources, helped the participants to better understand the processes and stakes. The excellent mastery of the climate change-water link by the field trip guide was readily visible from the explanations and the answers to the many questions asked by the participants. It was visible from the level of engagement between the guide and the participants throughout the three hour visit that both parties understood the issues at stake and thus enjoyed the discussion. The stop at the Mbopi hydrometric station was also another interesting stop which helped the participants to begin to understand the complexity as well as the huge challenges that the water sector has to deal with as a result of climate change.

Outcomes There are two outcomes at the end of the Douala workshop. The first set of outcomes was the 500 word article and the 2 minute radio and TV reports that the three groups presented during the restitution session following the field trip. In general, there were a few professional remarks as to how the work could have been better done but it was evident that participants had made a clear and precise distinction between the purely technical details of water treatment and the climate change related issues, which was the subject matter of their field trip. The second outcome was the assignment given to the participants as the workshop came to a close for each one to write a short 300 word report on the workshop itself. As at the time of rounding up this workshop report, 11 reports had been received. Follow up activities One of the issues that were discussed during the workshop was the role of media networks in helping to mainstream development issues. From that exchange and brainstorming the idea of setting up a sustainable development journalists network was born. Ideas were put on the table as to the feasibility of the project but most importantly, a task force was created to carry the thinking further and work with the Global Water Partnership to ensure that the idea becomes a reality. Recommendations Drawing from the Douala workshop and given the follow-up activity which consist of the creation of a sustainable development network, permit me to make the following suggestions:

That there should be a period follow-up of the activities of the participants of the workshop. This could take the form of a non-intensive quarterly mail serve which simply seeks to keep contact and in the process simply find out what new story has been produced or published by the participant.

That one or two of the members of the task force who has demonstrated keen interest should be empowered to drive the process of the creation of the network while GWP plays the critical role of support structure. This will ensure that the network grows and stands on its own.

That for the selection of Cameroonian journalists who will participate in the forthcoming regional workshop should be exclusively limited this pool of workshop participants and that their climate change and water reporting should be used as the principal criteria for the selection.

Establishment arrangement between the Republic of Cameroon and Global Water Partnership – Central Africa (GWP-CAf) On January 7th an establishment arrangement was signed between the Republic of Cameroon and GWP-CAf. The purpose of this arrangement lay down the legal framework governing the establishment and functioning of GWP-CAf in Cameroon. Concretely trough this agreement, GWP-CAf becomes a legal entity in Cameroon. It means that the Cameroonian Government shall grant legal status to GWP-CAf. GWP-CAf shall have the capacity to enter into contracts, acquire ans dispose of movable and immovable property and institute legal proceedings. This great achievement opens the doors to the empowerment and emancipation of the RWP in the region.

CENTRAL AMERICA Forum on transboundary basins in Central America

In Central America there are 23 transboundary basins which represent approximately 36.9% of the territory. But in most of the cases there are no joint agreements for the management of these basins. That is why GWP Nicaragua and the Latin American Water Tribunal (TLA) coordinated the regional forum: "Water in Central America: Intervals for conflict resolution." The event was held on November 29 in the National Autonomous University of Nicaragua, in Managua, Nicaragua, with speakers from Guatemala, El Salvador, Honduras, Nicaragua and Costa Rica, and with representatives of more than 60 organizations. Some of the regional cases that were discussed include the “Trifinio Plan”, the Fonseca Gulf and the San Juan River. Trifinio is a transboundary area of Guatemala, El Salvador and Honduras, and includes three major basins (Rivers Lempa, Motagua and Ulúa). The Trifinio Plan is an ongoing sustainable development

program coordinated by the vice presidents of the three countries and has its own execution unit. The Fonseca Gulf is on the Pacific Coast of El Salvador, Honduras and Nicaragua, and there are some coordinated management initiatives, particularly around sustainable fisheries and coastal zone management. The San Juan River divides Nicaragua and Costa Rica. The forum was aimed at strengthening the integrated management of transboundary water resources in the region. Many conflicts in Latin America are due to water bodies located in adjacent regions. From some of these conflicts, some ingenious solutions have emerged which emphasizes the need to ensure environmental balance of the basin and on the cooperation of all stakeholders. The discussions generated in the forum revolved around finding opportunities for the integrated management of water resources and resolving conflicts. Empowering communities on IWRM

In December, GWP Honduras helped organize a workshop on IWRM to contribute to the development of the annual operative plan for the management of the water systems of rural communities in southern Honduras. Southern Honduras is part of the “dry belt” of the region, where 1 million homes depend on subsistence agriculture and are less prepared to cope with periods of extreme drought (Action Against Hunger). The water in this area of Honduras is of low quality, there is presence of chemicals, heavy metals, salinity and sulfates.

More than 80 people from the municipal territory of Nacaome attended the workshop and learned about the protection of water sources, how to improve water services, sanitation and proper disposal of solid waste. The training also included a discussion of the legal framework of the country which includes the Water Law, the Water and Sanitation Law, and the Regulation of Local Water Committees. An annual operative plan was created with a 20-year strategy which the participants agreed to disseminate in their own communal assemblies. At the end of the workshops, the participants were committed to creating a local fund for payments for environmental services (PES) that will be collected through the monthly water tariff. They also proposed having a waste collection and disposal campaign and talked about the need to identify solutions for the gray water generated in each household. The activity was carried out by the Honduran Association of Local Water Committees (AHJASA), with the collaboration of the Ministry of Natural Resources through the National Watershed Network, both members of GWP Honduras.

Workshop on the ecological flow of rivers in Panama The National Environmental Authority (ANAM), with the support of GWP Panama, organized the workshop "Determination of ecological flow in the rivers of Panama: Instream Flow Incremental Methodology (IFIM)", on November 29 and 30, in Panama City. The instructor for the workshop was Juan Manuel Diez, PhD in Eco-hydraulics from the Valladolid University, Spain. The participants included ANAM officials, as well

as GWP partners interested in the subject.

The workshop presented the environmental flow as an important tool for the integrated water resources management (IWRM). A general procedure for the implementation of environmental flow in river basin planning of Panama was proposed, as well as studies of the river stretch that are involved in processing permits and water use concessions. GWP Honduras reviews the Groundwater Regulation draft

GWP Honduras and the Water and Sanitation Network of Honduras (RAS-HON), coordinated two workshops in northern Honduras, in December, to review the Groundwater Regulations draft. Representatives from the government, NGOs, and the municipal environmental units, participated in the reviews, which produced a revised document that will be shared in other parts of the country in order to have a tool that is in accordance to the national conditions and requirements.

The Groundwater Regulations draft was produced in 2011 and is part of the General Water Law, which was approved by Congress on August 24, 2009.The workshops were organized to support the Government of Honduras in the validation process of technical tools that strengthen the legal framework for water resources management in the country. End of the consultation process for the Water Agenda in Costa Rica In December 2012 and January 2013, GWP Costa Rica has supported the government of Costa Rica to finalize the consultation process for the development of the Water Agenda 2013-2030. In December, a workshop for the youth sector was organized. A Water Youth Network was created with the more than 80 participants to the workshop. The workshops held in January include the business sector (January 11), institutions (January 18), international cooperation (Jan. 24) and communal aqueducts (January 30). New Chair elected in GWP Costa Rica: On Friday December 14, GWP Costa Rica elected Mr. Bernal Soto of the National Groundwater, Irrigation and Drainage Service (SENARA) as its new Chair. GWP Panama General Assembly: The meeting was held on Thursday, December 27, 2012 with the participation of 11 partner organizations. The network discussed the Central American Community Water Management Fair (GWP is a collaborating partner of this regional fair), and the need for the partners to review and exchange views on the proposed new Water Bill in 2013. CENTRAL AND EASTERN EUROPE Preparing for World Water Day 2013 in Bulgaria GWP Bulgaria started preparations for World Water Day 2013. Central celebration will take place at the Technical House in Sofia city on 22 March 2013 in form of a water conference. Ministry of Environment and Water, National Scientific Technical Union of Water Affairs in Bulgaria, GWP Bulgaria and other partners are main organizers. Examples of water cooperation in the area of climate change, water and energy and water supply and sanitation will be presented during the different sessions of the conference. A special issue of Water Affairs magazine will be devoted to the World Water Day. Budapest Water Summit 2013 GWP Hungary is involved in the preparation of 2013 Budapest Water Summit. National water policy consultation Jozsef Gayer, Chair of GWP Hungary was invited by Mrs. Etelka Barsi-Pataky, President of the Hungarian Chamber of Engineers to discuss topical issues of water management, especially the EU Water Blueprint and its consequences on the national water policy on 20 December 2012 in Budapest. GWP Hungary organizes Stockholm Junior Water Prize After a long preparatory work GWP Hungary has become the national organizer of the Stockholm Junior Water Prize according to an agreement with the Swedish International Water Institute. The national competition has been just started. Website of the competition (www.ifivizdij.hu) was developed and opened for the public by end of January 2013. A marketing campaign of the competition has been launched involving strategic allies of GWP Hungary, as well as governmental institutions and the media. The competition is based on a teaching kit called the “Danube Box” which is a comprehensive educational tool for teachers and educators working with children of the age between 9 and 12. It raises environmental awareness and calls the attention to sustainable use of natural resources. The competition runs in two age categories comprising three students in a team. The teams have to pass 3 online tests related to a

wide array of questions on the Danube issues and submit a creative work. The first (web based) round is scheduled to the period 2-24 February 2013. Contract signed for a new transboundary water project in Baltics Stockholm International Water Institute (SIWI) and GWP Lithuania signed a contract for the project: “Building a framework for collective action in the management of the transboundary waters in Kaliningrad, Russia; Lithuania, and Poland“ in January 2013. Goal is to increase investments into sound management of the transboundary rivers in Kaliningrad Oblast (Russia), Lithuania and Poland. The project is funded by the Swedish Institute and will be implemented over the period of three years (2012-2015). New movie about the Daugava River GWP Latvia co-produced a movie “Staburadze, are you still crying? (Staburadze, vai tu vēl raudi)”, coordinated by Daugava Museum in Latvia. This is the first educational movie about history, culture and environment of the Daugava River. It highlights a need for responsible use of natural resources and preservation of culture values connected to the river for future generations. In the first phase, the movie will be shown to school children and visitors of the Daugava Museum located on Dole Island in Salaspils town. Daugava is the largest river in Latvia. The total length of the river is 1,020 km: 325 km in Russian Federation, 328 km in Belarus, and 367 km – in Latvia. Local Water Forum in Latvia GWP Latvia organized Local Water Forum on 4 December 2012 in Kegums, Latvia. There were about 20 participants from GWP Latvia, NGO Daugavas Savieniba, Ministry of Environment Protection and Regional Development, Regional Environment Protection Boards, municipalities, private sector and civil society. The forum was focused on management of the Daugava River and its transboundary aspects. The participants discussed ways how to improve existing Daugava river basin management plan. Currently, GWP Partners are actively involved in a Consulting Commission for the Daugava River, coordinating management plan in line with Water Framework Directive. Experiences from other rivers in Latvia such as Venta and Lielupe, were shared as well. Local Water Forum was an opportunity to discussions possibilities for preparation and conclusion of a new convention for protection of the Daugava River between Latvia, Lithuania, Russia and Belarus, followed by establishment of International Daugava River Commission. GWP Moldova leads environment and climate change part of the Eastern Partnership project GWP Moldova has participated in the national platform for the implementation of the Eastern Partnership project (supported by EU) in Moldova. GWP Moldova will lead national activities of this project in 2013 in the frame of the working group No 3 “Environment and climate change”. GWP Moldova has prepared a program and selection of projects for the national youth contest on “Environment and water” in cooperation with Ministry of Education and Ministry of Environment (event will take place at the beginning of March). Consultation meetings in the southern part of Moldova on vulnerability assessment to climate change led to the preparing of the MoU, which is going to be signed in March/April in the Danube Delta region (Volcovo, Ukraine). Policy dialogue on floods management in Slovakia GWP Slovakia organized a seminar "Flood defense: public participation during development of flood risk plans" in Bratislava, Slovakia on 15 January 2013. Goal was to provide information about a process of flood risk management plans preparation and start a national dialogue. The first part provided general information about European Union Floods Directive while the rest was open for discussion. The venue brought together around 100 participants from state administration, research institutions, municipalities, civil society, universities and individuals, more than double expected. High interest shows information gap about flood risk management planning among water experts. Recommendations will be discussed with Ministry of Environment. Prof. Miklas Huba, Member of the

Water infrastructure seminar in Romania Liviu Nicolae Popescu and Liliana Mara of GWP Romania participated in General Electric “Sustainable Development of Infrastructures” seminar organized by US Commercial Service and of US Embassy on 3 December 2012 in Bucharest, Romania. Goal of the meeting was to provide information to the potential users from Bulgaria, Moldova and Romania about latest technology developments in infrastructure, including water supply and sanitation. GWP Romania discussed water consumption in the energy sector as well as technical solutions for thermal pollution reduction, industrial water reuse and better waste water treatment to fulfill the conditions for concentration reduction of different pollutants in comparison with limits set by Water Authorities. GWP Romania proposed a follow up in the form of a dialogue among local authorities, private sector and other stakeholders. Managing environmental risks in the Danube River basin GWP Romania participated in the 4th Steering Group Meeting of the Danube Strategy / Priority Area 5 –“Management of Environmental Risks” organized by Romanian Ministry of Environment and Forest on 4-5 December 2012. The meeting brought together high level officials from Hungary and Romania - Olimpia Negru, General Director (Ministry of Environment and Forest), Brandusa Predescu, Director General (Ministry of Foreign Affairs), Peter Bakonyi Director (VITUKI) and Michaela Popovici, Technical Experts (International Commission for the Protection of the Danube River). The participants made a review of past events and activities of the priority area 5. There are several entry points for GWP CEE, most notably climate change. In this context, Liviu Nicolae Popescu of GWP Romania presented GWP CEE Integrated Drought Management Programme. Ordinary Meeting of ICPDR Milan Matuška and Martina Zupan participated to the Ordinary Meeting of ICPDR on 11-12 December 2012, where among other issues the Danube Strategy was discussed and also the PA 4 and PA 5 Coordinators explained the progress. Integrated Drought Management Programme Country Water Partnerships involved in Integrated Drought Management cooperated with project partners (Drought Management Center for South East Europe in case of Slovenia) and contributed to workplan and other programme documents as requested by the Regional Secretariat. Danube Art Master 2012 Regional Secretariat submitted Danube Art Master 2012 financial and narrative report to International Commission for the Protection of the Danube River in January 2013.

Based on the reporting from countries, Regional Secretariat sent narrative and financial report to GWPO and coordinated annual audit in January/February 2013. CENTRAL ASIA AND CAUCASUS According to the GWP CACENA Regional Work Plans for 2012 and 2013 the following activities were implemented by GWP CACENA in December 2012 – January 2013: 2012 Strategy Goal 4: To increase the visibility and sustainability of the GWP network and its independent platform to build coherence and viable internal and external alliances Outcome Challenge 4: Sustainability of the GWP network Council Meeting of GWP Central Asia and Caucasus, Yerevan, Armenia, 10-12 December 2012 The Council Meeting was hosted by CWP Armenia. The RC meeting was attended by seven of eight Council members and some regional TEC members from seven countries (except Azerbaijan), and regional Secretariat. Annual reports of national water partnerships were reported by each country representative, Regional Secretariat, and Chair. Country reports reflected the fulfilling the Strategy 2009-2013. Summary of discussion and actions to be taken are as follows:

Development of GWP CACENA Strategy 2014-2019: Some national councils organized internal consultations to assess achievements of current strategy. However, this is not sufficient and this consultation at national level will continue. The regional meeting to consult on a new strategy is planned on April 8-9, 2013, jointly with GWP CEE. The meeting will be limited at the participation of national partners. Therefore, it is important that a meeting will build on national consultations conducted in January – March 2013. Although CACENA and CEE regions work with the same international agencies (such as UNDP, UNECE, EC), these agencies have very different portfolios in these regions. The joint inter-regional meeting with GWP CEE is therefore an opportunity to make a joint effort of CEE and CACENA in approaching the donors. This regards specifically Caucasus region. The Caucasus countries (not limited to Central Asia) will elaborate specific proposals where they wish to cooperate with CEE and Danka will communicate with GWP CEE how to incorporate potential proposals into the agenda of the joint CEE/CACENA meeting.

Regional workplan and budget 2013 was approved and adopted by the Regional Council: It was agreed, that the Regional Secretariat will elaborate a draft workplan of the CCA program by January 25, 2013 to consult with Danka and Alex. It is envisaged that a final document will be shared at the key document for the meeting in Bishkek (Kyrgysztan) on March 18-19, 2013.

Organizational issues Communication Officer: As well as there is an immediate and urgent need to hire a communication officer, therefore, a proposed communication officer – Khaydarova Valentina - was hired on full time for a probation period of three months (January-March 2013). Host institute agreement – the expiration of the current agreement will be in March 2013. Vadim requested GWPO to support renewal of the agreement.

Other issues - A model BEAM was launched and now is available at www.beam.cowi.com It is a result of one-year project in Central Asia to explore possible water allocation patterns. The main client of the BEAM model is International Fund for Aral Sea Saving (IFAS) to support the future investments in the basin. The model is available for the public and different scenarios are allowed to be modeled.

Preparing and delivering the “GWP CACENA 2012 Submission to GWP in Action 2012 Annual Report” to GWPO. In January 2013 GWP CACENA and the Regional Secretariat submitted the "GWP CACENA 2012 Submission to GWP in Action 2012 Annual Report" to GWPO. Preparing and delivering to GWPO the Financial Report of GWP CACENA/IWMI for 2012 In January 2013 the Regional Secretariat submitted the Financial Report of GWP CACENA/IWMI for 2012 to GWPO in line with requested rules. 2013 Strategic Goal 2: Address critical development challenges Outcome Challenge 2.1: Enabling policy environment for regional cooperation GWP CACENA was invited to mobilize CWPs of Uzbekistan and Tajikistan to be prepared to National Dialogues Guidelines for National Consultations on the future development agenda for water were translated into Russian and sent to CWPs of Uzbekistan and Tajikistan. CWPs of Uzbekistan and Tajikistan were requested to propose their vision of organizing events in February-March 2013 and confirm readiness to submit a report about those events. Outcome Challenge 2.2: Practical steps to strengthening regional cooperation Preparing GWP CACENA project proposal for GWP CCA Program The GWP CACENA Proposal for GWP CCA Program 2013-2015 is aiming to help countries to systemize their efforts on climate change adaptation using GWP CACENA framework, which promotes power of IWRM as a tool for climate-resilient development. The draft proposal was submitted to GWPO in January 2013. Its Russian version was circulated to CWPS in order to consult. Results of consultations with CWPs will be generalized at the meeting in Bishkek in March. After that the program will be launched for implementation. Participation in the meeting with Korean experts from the Global Green Growth Institute on 14-15 January 2013 in Tashkent Following a consultation meeting with Global Green Growth Institute in Seoul, South Korea on 4-5 October, Regional Coordinator of GWP CACENA, Vadim Sokolov took part in the meeting with Korean experts from the Global Green Growth Institute that was held in Tashkent (SIC ICWC office) on 14-15 January 2013. In December 2012 the contract between GGGI and GWPO was signed and a new joint project addressing to development of Guidance and Strategies for the Water Security to Promote the Green Growth in the Aral Sea Basin was launched under support of the GWP CACENA Regional Secretariat (Vadim Sokolov, Regional Coordinator). After that the project implementation was started.

On 14-15 January 2013, Korean experts headed by Dr. Hong Ilpyo visited Tashkent. They participated in the working meeting together with regional experts, who will implement the joint project. That working meeting was held at the Training Center of the Interstate Coordination Water Commission. 2013 Strategic Goal 3: Reinforce knowledge sharing and communications Outcome Challenge 3.2: Involvement into global and regional processes Participation in the Consultative Meeting on Organization of 2nd Asia-Pacific Water Summit, in Bangkok, Thailand, on January 14, 2013 Chairman of GWP CACENA, Mr. Yusup Kamalov, took part in the Consultative Meeting on Organization of 2nd Asia-Pacific Water Summit, in Bangkok, Thailand, on January 14, 2013. The meeting updated the preparation of the 2nd APWS, revised the Summit scope and discussed a program. The Integrated Water Resources Management was among considered themes. UNESCO was assigned as responsible for preparation of IWRM topics. The Chair, Prof. Dr. Anuchart Anukularmphai, noted that GWP should be invited to deal with these issues. On behalf of GWP, Mr. Hiroki, GWP Steering Committee Member, informed that GWPO didn't discuss so far this possibility. NEWS Meeting with Korean experts from the Global Green Growth Institute on 14-15 January 2013 in Tashkent increased the visibility of GWP CACENA in Korea. Participation in the Consultative Meeting on Organization of 2nd Asia-Pacific Water Summit (Bangkok, Thailand, January 14, 2013) increased the reputation of GWP CACENA among countries/organizations participated in the APWS. EASTERN AFRICA WACDEP: Rwanda-Burundi Situational Analysis Report Validated GWP Eastern African with over 40 stakeholders from Rwanda and Burundi validated the Situational Analysis Research conducted the districts where Cyohoha trans-boundary catchment is situated. The validation held 20th December 2012 on Rwanda-Burundi Border, Bugesera District, Eastern Province of Rwanda centered on the research findings from the Situational Analysis: current challenges, potential resources, best practices and priority recommendations. The study commissioned by Global Water Partnership Eastern Africa (GWPEA) seeks to draw evidence to inform the implementation of the Water, Climate and Development Program (WACDEP) in Bugesera region—formerly characterized by severe seasonal droughts, floods and food insecurity. The validation workshop was attended among other participants—officials from the Ministry of Water and Environment from Rwanda and Burundi, Ministry of Agriculture, Local Government

representatives (Provincial Governor for Kirundo and Vice Mayor for Bugesera District), youth representatives, women representatives, fisheries cooperatives, members from the civil society and the media. The multi-disciplinary Team of Experts used guided interviews, questionnaires, observations, document reviews and community consultations to generate data in Rubuga, Kigina, and Gaturanda for Bugabira Commune of the Kirundo Province, whereas in Rwanda, the study was conducted in Kamabuye Sector of the Bugesera District, the Eastern Province. GWPEA prioritized WACDEP intervention in this region to increase its climate resilience, adaptation mechanisms and stimulate wise community practices favoring the sustainable management of Burundi-Rwanda shared waters of Lake Cyohoha. According to the findings from the situational analysis, severe drought, persistent floods and unfriendly human practices such as fishing, farming methods, lack of integrated water resource management approach and citizen mindset as some of the key challenges. Citizens from both countries—Rwanda and Burundi perceive themselves alienated from the management of Cyohaha water catchment. GWP Eastern committed to increase awareness activities to shift citizen-mindset from dis-ownership to ownership of activities aimed at sustainable management of Lake Cyohaha. Other critical challenges include limited participation of women in the management of water resources in Bugesera region. “Given the fact that women are the vast majority in Burundi their limited participation in managing Lake Cyohaha can be a potential constraint for equitable and sustainable management of water resources in Burundi,” Ange Kigeme, a member of the Burundian Team of Expert said as she presented gender-related findings. The Vice Mayor for Socio-Economic Affairs for Bugesera District, Julius Rukundo who welcomed participants had earlier said that collaborative efforts between development partners and government have saved Bugesera from the desertification to naturalness. The Governor of Kirundo Province, Burundi, Mr. Nzagamasabo Révérien said that the situational analysis focused on climatic, hydraulic, socio-economic, environmental situation of Bugesera Region is an indication of “sustained collaborative efforts to turn severe seasonal droughts and floods that formerly characterized Bugesera a thing of the past.” Pledging the continued support, he also lauded GWP Eastern Africa for the support towards securing Cyohaha as a water resource and people whose livelihoods have been derived from the lake. The Regional Coordinator, Patrick Safari for GWP Eastern Africa briefed participants about the background, objectives and intended outcomes of WACDEP-Rwanda-Burundi Water catchment project. He said WACDEP project focused on Rwanda-Burundi Water catchment is not only a pilot study for WACDEP but a life sustaining project for the peoples of the two countries. He illuminated the linkage between increased severe climate conditions, water scarcity and food insecurity in Bugesera region. This region has had historical poverty, hunger and human migration due to unfriendly climatic conditions and unfertile soils.

The conference which had brought together over 200 youth from 15 African countries resolved to take up “a more visible, active and meaningful role in addressing climate change and water resources management challenges.” Participating institution included Ministry of Natural Resources and Environment (Rwanda) GWP Eastern Africa, International Water Association, Africa Water Association (AWA), African Ministers’ Council on Water (AMCOW), East African Young Water Professionals, Department of Water Affairs, South Africa, Water Aid among others. Through a presentation themed “Increasing Resilience to Climate Change: What is the Role of the Youth?” GWP Eastern Africa used the platform to showcase Global Water Partnership’s philosophy, its current drive to mobilize collective efforts towards climate change adaptation mechanisms and the role youth can play in lessening climate change effects in Eastern Africa. Along with other actors, GWP Eastern Africa co-organized, co-financed and facilitated the conference themed “Water for the Future: A contribution of the Youth.” As future leaders, creative, largest and fastest growing proportion of the Africa’s population, the youth further committed themselves to “fully take charge of water management challenges and solutions,” reads the declaration of the 2nd East Africa Young Water Professionals Conference. GWP Eastern Africa recognizes that the youth as Africa’s next decision-makers are key stakeholders in understanding linkages between climate change and sustainable water resources management. The youth resolved to direct their youthful energies towards dealing with climate change issues. Due to climate change, the Greater Horn of Africa has experienced severe shortage of water, erratic floods, and changing rainfall seasons. From a GWP Eastern perspective, “one key outcome of the conference achieved was that at least 200 of a specific category of African population, next future leaders and actors from over 15 African

countries and beyond fully understood their expected roles in addressing climate change challenges and how it impacts on water resources management.” Basing on their capacity to stimulate sustainable change in climate change and its negative effects on water, urged participating young water professionals to not only adopt a water declaration, but as Africa’s upcoming leaders, from the workshop they need to practically engage African decision-makers to adopt water and climate friendly development policies and strategies. Rwanda’s Minister of the National Resources and Environment, Stanslas Kamanzi pledged the continued support for youth initiatives in managing water resources and climate change. “Worldwide, the Youth have come up with innovations that have contributed to drastically changing the social environment they live in. The African Youth is certainly on the right path in this regard.” The conference attracted high level decision-makers from Eastern African Members countries also underlined the need for youth to take urgent measures and prudent care for water and climate issues to guard against generational consequences. Participants also emphasized the need for increased exchange of scientific knowledge and water resource management and climate change adaptation best practices especially in water stressed countries. Strengthening Basin Governance in Peru

Conflicts over the use of water in the Chancay-Lambayeque Basin, shared by the regions of

Lambayeque and Cajamarca in the North of Peru, have gradually increased. Mining and Agro-

industrial accelerated growth, the reduction in water availability as a result of pollution mainly

caused by these productive activities, and urban growth are among the main reasons of the

increased pressure on the basin’s water resources. Public misinformation regarding the actual

state of the basin has often hindered cooperation among sectors.

Seeking to revert this situation and achieve improved integrated water management in the

basin, GWP Peru (represented on this occasion by the Pontificia Universidad Católica del Perú

(PUCP) , the NGO CES Solidaridad and the National Water Authority), in partnership with the

Sociedad Geográfica de Lima, organized a technically-focused seminar to provide, to all

stakeholders, a scientific overview of the situational state of water resources in the basin and its

evolution since the diagnostic developed by PUCP 20 years ago.

More than 50 people from the public and private sector, including regional and local

governments, ministries, NGOs, municipalities, water users’ boards, irrigation commissions,

mining companies and agro-industrial companies participated. Society in general was reached

through broad media coverage.

Knowledge exchange and discussion among the different actors provided relevant input for the

formulation of the Water Management Plan of the basin, currently under elaboration.

Consensus was reached on the need to consolidate the institutional role of the Basin’s Water

Resources Council, created by national decree in July 2011

local stakeholders in the planning, coordination and harmonization of the sustainable use of the

water resources of Chancay-Lambayeque Basin.

SOUTHERN AFRICA This report provides an overview key result areas by GWPSA from December 2012 to January 2013. The activities are covered under GWPSA’s four strategic goals, namely:

1.1 4th WACDEP Technical Coordination Meeting

The WADCEP programme places an emphasis on integrating water security and climate resilience in developing planning processes; building climate resilience and supporting countries to adapt to new climate regime through increased investments in water security. GWPSA hosted the 2nd WACDEP Technical Coordination Meeting from 28th January to 1st February 2013. A total of 57 participants drawn from the eight (8) WACDEP participating regions, the GWP Network, WACDEP implementing partners, namely CAPNET, CDKN, and Infrastructure Consortium for Africa, and WACDEP Reference Group Members attended the meeting. Through WACDEP implementing partner, Infrastructure Consortium for Africa (ICA), the meeting provided lessons on scaling-up finance for sustainable water infrastructure in Africa, and identifying and facilitating bankable water-related projects.

Participants were given greater awareness to developing and integrating ‘no regrets’ water security and climate resilience investments into their programmes. 2.0 Addressing critical development challenges.

GWPSA has been involved in a number of stakeholder activities promoting nexus issues in local context towards the application of research to practice.

2.1 Food Security High Level Forum The Head of the Coordination Unit for Pan African WACDEP / GWPSA Regional Executive Secretary participated in the Australian International Food Security Centre’s High level Forum on Food Security in Africa - Bridging Research and Practice. The Forum was held on 28 NOV – 01 DEC 2012 in Sydney, Australia. The participation to this meeting brought an opportunity for GWP to be more engaged in food security issues. This is in line with GWP’s strategic focus on advocating solutions on critical challenges to water security and in line with the regional experience in ‘water and food’ – research for development and research to policy and practice’ through the Challenge Program (since 2007). The meeting further gave an opportunity for GWP to learn about the Australian support to Africa, network with role players in global and continental food security initiatives, promote an integrated approach within ‘water security’ in line with GWP’s strategy on integrated land and water management to address food security and determine if there were potential opportunities for collaboration between the Australians, other key role players and GWP (especially for Africa’s Regional Water Partnerships and countries.

2.2 Challenge Programme on Water and Food

GWPSA has been working closely with FANRPAN’s Southern African Challenge Programme on Water and Food projects. A couple of meetings were held in January 2013 with CPWF – L5 with the intention of leading to processes that will facilitate capturing processes and science learning relating to experiences on the Limpopo Basin Development Challenge. Phase II of the CPWF will be wrapping up in 2013 and a key focus of GWPSA’s work will be in supporting Knowledge management and communications supporting on appropriate product packaging and development of strategic messages to promote uptake and communication of the meaningful outputs and outcomes for further use. This is linked strongly to Goal 3.

2.3 Water Research Commission Gender Summit GWPSA and the Water Research Commission are collaborating on a desk top research aimed at reviewing gender mainstreaming policies and practices in safe water management systems in Africa. The various papers will be published as a WRC/ GWP publication to be launched at the Water and Gender Summit in November 2013. The summit will promote dialogue between policymakers, researchers, civil society advocates and practitioners who work in the arena of gender and water. During the month of January 2013, the two institutions have so far developed TORs for the coordinator that will be recruited to manage the research process. Meetings were also held with the intension of developing a budget and brainstorming on the summit logistics and programme and other stakeholders to bring on board to be engaged in the research activities and summit. As the gender studies and gender summit plans are confirmed, GWPSA will be actively promoting the event through web and other communications as well as keep abreast of the four gender studies in each sub-region in Africa with the Partner organisations. on these is envisaged later in the year and GWPSA will be guided by its Partners in the organising committee. 3.0 Reinforcing knowledge sharing and communications

3.1 WACDEP Technical Coordination workshop and capacity building

The WACDEP Technical meeting held between 28th January to 1st February 2013 provided an opportunity for the various participants to share knowledge and gain better understanding on aspects of improving water resources management to help countries, regions and water basins towards growth and water security, and building climate resilience emphasizing on an integrated approach (IWRM) and sustainable financing for increased investments in water security. GWPSA engaged capacity development programmes to ensure that stakeholders can be effectively engaged in the IWRM processes through WACDEP. Participants were capacitated in understanding the framework’s four-phased approach which enables users to (i) understand the problem (ii) identify & approve options (iii) deliver solutions (iv) monitor and move forward desired targets . The Technical Background Document was explained to participants to provide details on concepts, methods and approaches that underpin the actions and steps identified in the Framework.

Participants at the WACDEP Technical Meeting were given initial guidelines on developing a communications and knowledge management strategy. Partners also shared best approaches in exchanging messages, monitoring outcomes and disseminating case studies. These activities aimed to promote a dynamic communications culture within GWP, so as to support better water management. GWPSA’s activities in Goal 2 above has a keen focus on Knowledge Management & communications and as progress is made, these will be highlighted. 4.0 Upcoming Events (February 2013) Launch of WADCEP in Zimbabwe (end February) SOUTH ASIA PART 1: REPORT BY GWP-SAS REGIONAL OFFICE

Participation in workshop on Social Media and online communications Participated in a workshop organised by the International Water Management Institute, on ‘Social Media and online communications’ Part 2: Report by Bangladesh Water Partnership, December 2012 1: A study on analysis of application of IWRM principles in water supply and sanitation projects in Dhaka Water supply and Sewerage Authority (DWASA) The study assessed the application of IWRM principles in the development and implementation of selected projects of DWASA. In order to do this the study reviewed the available project documents of DWASA. The main objective of the study was to evaluate the IWRM application in the selected projects of DWASA. The selected projects of DWASA were (i) Syedabad Water Treatment Project (Phase-II) (ii)Dhaka Water Supply Sector Development Project (DWSSDP) (iii) Emergency Rehabilitation and expansion of Water Supply System Project (EREWSSP) (iv) Dhaka Water Supply and Sanitation Project (DWSSP) and (v) Tetuljhara Bhakurta Well Field Construction Project. In addition to the review of documents the methodology also included interviews with the DWASA officials, stakeholders, and representatives from communities Each of the selected projects was evaluated on the basis of IWRM principles. The results revealed that during the project inception phase a baseline survey and feasibility study were conducted for each of the projects. In addition, the projects goal was set to contribute to the sustainable provision and operation of urban water supply services. After implementation of the projects regular monitoring of water quality and improvement of water monitoring system were evaluated regularly. It was observed that there was a lack of stakeholder involvement in the decision making process. The planning process of the projects also lacked adequate focus on gender involvement. Before planning the project the participatory approach was also not followed to select the project area. The organizational review revealed that there was a lack of co-ordination between agencies (DCC, DWASA, RAJUK) for certain aspects of service delivery, in particular sanitation within slum areas which is a constraint for the effective and coordinated provision of all services. DWASA local level officials have little or no incentive neither to support service provision to low income and slum communities nor to coordinate service delivery with other programs of DCC.

Coordination among relevant stakeholders for efficient functioning of slum WSS facilities and low-income communities is absent in the head office of DWASA. There was also no such forum or body in the DWASA headquarters to conduct such coordination meetings among the stakeholders to assess the present state of affairs in the slums and low income communities. Such inter and intra-agency non coordination has adversely affected application of IWRM in formulating WSS project by DWASA. Therefore, to improve the water supply and sanitation services in DWASA the IWRM principles will have to be strictly followed with adequate emphasis on (i) focus on stakeholders and beneficiaries, (ii) focus on coordinating mechanism, (iii) focus on gender issues, and (iv) focus on capacity development and empowerment of stakeholders, especially the poor. 2. Environmental Health (EH) and Climate Change Adaptation Capacity Building among Schools in Disaster Prone and arsenic Affected Narail District, Bangladesh Bangladesh is one of the most disaster prone countries in the world. It is a developing country overburdened with one of the highest population density, illiteracy, public health problem and poverty. Its economy is mainly based on agriculture. Arsenic contamination of groundwater has adversely affected both irrigated agriculture and access to safe drinking water sources and some estimates indicate that up to 30 million people may be at risk. In Bangladesh sanitation and hygiene conditions are extremely poor. This study was conducted by the Environment and Population Research Centre (EPRC). The study describes the application of Environmental Health and Climate Change Adaptation and Capacity Building among Schools in disaster prone and Arsenic affected area of Narail District of Bangladesh. The main objective was to improve existing knowledge and practices about environmental health among school students and communities around schools where climate change impact is expected to make a greater impact on human health. Situated on the bank of river Chitra the study area is affected by arsenic contamination of ground water, flood and salinity. Four schools were selected randomly according to study criteria. The project implementation period was six months. Three training programs were conducted for the students and teachers of 4 selected schools through training workshops. A quiz competition was arranged for the students in order to judge knowledge gathered by them from the training provided to them earlier. Base line survey and final survey were completed among the students. The student’s knowledge was found to be satisfactory in the final round survey though their practices were found to be very poor before the training. The study recommended the implementation of such training programs throughout the country. 3. Youth Water Forum in Bhairab River basin will examine the present status of rivers and how those have been changed from the originals in the South western part of Bangladesh. The study was carried out with the objective of assessing the status of the rivers of south-west coastal region of Bangladesh and their impact on agriculture and livelihood. This region is the home of 30 million people living in 25000sq.km. It has a diverse environmental and ecological characteristic which is influenced by 78 large, medium and small rivers flowing through which includes the mighty Ganges. Over the years the rivers have silted and river flows, especially dry season river flows have

been significantly reduced (some rivers become totally dry in the dry season) adversely affecting, agriculture, fisheries, trade and commerce. This has also stimulated salt water intrusion deep into the inland and is increasingly becoming a threat to agriculture. The Sunderbans, probably the largest mangrove forest in the world and a UNESCO designated world heritage site is also under severe pressure due to increased salinity. With further upstream withdrawals and the impending climate change impact the situation is expected to become even more aggravated, jeopardizing live hood of the people of the region. It will also have adverse impact on municipal water supply and irrigation. In the social, economic, political and agricultural and environmental sectors of Bangladesh, rivers play an immensely important role. One fifth people of the whole country depend on river water for cultivation, riverine transportation and household works. The economy of south-west region has been shaped by the rivers. Water flowing through these rivers controls salinity of soil and rivers of the south-west regions. Rivers also directly influence creation of forests, and support agriculture and climate that helps to maintain environmental balance. Artificial polders and dam on the rivers obstructs natural flow of the rivers; creating adverse reaction in economic and social sectors that degrades environmental balance. Surface water decreases due to lack of flow in dry season and causes the death of aquatic plants and animals. If this situation continues agriculture and natural forests may soon disappear. It is therefore imperative that immediate steps be taken to revitalize these rivers, if needed through regional cooperation to save the region from all the problems mentioned above. Bangladesh Water Partnership; January 2013 4. Narrative reports and contributions to GWP in action The month of January was spent mostly on writing different reports for the year 2012. These included six monthly narrative report for the period July-December, 2012 and GWP in Action 2012 report. The 4Q financial report was also prepared and sent to RO, SAS. 5. Implementation of the work plan 2013; International Conference on “Water Resources in South Asia Implementation of the 2013 work plan has already been started through the holding of an International Conference on “Water Resources in South Asia: Conflict to Cooperation (IC WRSA CC)” under Goal 2.1 held in Dhaka from 4-5 January 2013. Bangladesh Water Partnership (BWP) was a co-organizer with Bangladesh Poribesh Andolon (BAPA) and Bangladesh Environmental Network (BEN). The purpose of this conference was to bring together experts, activists, and representatives of other stakeholders from the countries of the South Asian region, as well as from the rest of the world in order to review the current state of water-related planning and management efforts, and to consider ways of raising the cooperation to a higher level in order to protect and harness water resources of the Ganges, Brahmaputra, and Meghna rivers for the benefit of all co- riparian countries. It is hoped that the conference will allow the participants to rise above narrow national interests and to consider the interests of the rivers and the population inhabiting their basins as a whole. The concrete objectives of the conference were as follows: a) Review the experience of water development efforts of the countries lying in the basins of the Ganges, Brahmaputra, and Meghna rivers, examine the philosophies and approaches that have

guided these efforts so far, identify the strengths and weaknesses of these approaches and the specific water projects that have followed from them. b) Review the experience of basin –wide, multilateral cooperation practiced elsewhere in the world in the light of the need and potential of the Ganges, Brahmaputra, and Meghna river basins. c) Formulate recommendations for the government and people of countries sharing the Ganges, Brahmaputra, and Meghna river basins about approaches and policies to follow and steps to take with regard to protection and utilization of resources of these river basins. d) Sensitize the people of the region and the international community about the current problems in water development in the Ganges, Brahmaputra, and Meghna river basins and about the potential of the basin – wide approach and multilateral cooperation. e) Establish unity among experts and activists of the region through free exchange of ideas and opinions and dissemination of information about work they are doing in their respective countries. A total of 478 delegates participated in the conference of which 12 were non-resident Bangladeshi and 18 delegates from abroad. The foreign delegates were from India, Nepal, USA, Australia, New Zealand, Japan and Germany. 44 technical papers were presented covering different aspects of water management of transboundary rivers. The conference emphasized proactive cooperation from the co-riparian countries in order to achieve a comprehensive management of the common rivers and create a win-win situation. From Bangladesh Water Partnership Mr. Shahidul Hassan, President, Mr. Tauhidul Anwer Khan, Secretary General, Dr. Khondaker Azharul Haq, Vice President, Mr. Emaduddin Ahmad, Executive Committee Member and Mr. Monowar Hossain, Individual Member participated in different sessions. Ms. Zeba Rahman, Executive Secretary and Ms. Mukta Akter, Asst. Executive Secretary also participated in the conference. Dr. Khondaker Azharul Haq also delivered a speech in the concluding session. A more detailed account will be included in the six monthly report. 6. The 40th Executive Committee (EC) Meeting of BWP. The 40th Executive Committee (EC) Meeting and the 1st for the year 2013 was held on 30 January 2013. The meeting deliberated on the status of implementation of the 2012 work plan and made plans for the implementation of 2013 work plan. The EC was informed that the work plan for 2012 was fully implemented and implementation partners were identified for 2013 work plan. They were also informed about the activity, budget and time frame for implementation. The EC expressed its satisfaction on the status of both the work plans. The EC was also requested to approve the following new activities: 1: Organizing the workshop on “Building climate resilience in the Bangladesh Delta: Managing for effective water solutions" on 27 February 2013 at Dhaka 2: Integrating the Climate Resiliency Program into the existing Work‐plan and Budget for 2013 3: National dialogues on water in the post‐2015 development agenda After detailed discussion EC approved the new activities mentioned above. Part 3: Report by Bhutan Water Partnership

1. Fourth BhWP Steering Committee Meeting The fourth BhWP steering committee meeting was held in Punakha district on 28 December 2012. The meeting was not attended by all the members as some of them were busy winding up the year’s program. However, five members present discussed the general issues pertaining to BhWP functions and future plans.

The Chair and the RC member shared the outcome of the last RC meeting in Dakha and informed the group that the next RC meeting would possibly be in Bhutan and all members should come together to make the meeting a successful one. To this all the members expressed their interest and support. The group looked at the past plan and the minutes of the third meeting. It was encouraging that almost all the activities had been completed and achieved. One issue that still needs to be worked on is the need to encourage more female members to be involved in the BhWP programs. Some of the members expressed their view that although such opportunities were shared among ladies and many have indicated their interest; no one has actually come forward. It was decided that there was a need to involve more females. One member expressed the view that the BhWP website should be updated periodically. Therefore it was decided that agency implementing BhWP activity should up load their reports, thus informing the people.

2. Mobilizing auditors to audit BhWP accounts As the audit report for the year 2012 was urgently required by GWP SAS, the Country Coordinator along with the Finance Coordinator of RSPN spent much of the time in January communicating and preparing an agreement to conduct audit of BhWP accounts by the private audit firm Drami & Associates. Part 4: REPORT BY GWP Nepal December 2012 1. Workshop held for formation of Local Water Resources Management Group-Tinau Formation of Local Water Resources Management Group (LWRMG) is one of the ways of uniting people to understand, act and develop a Master Plan regarding the effective use of water resources. GWP Nepal/JVS conducted a study entitled "Assessment of Tinau River Development Efforts to launch the Local Water Resources Management Group (LWRMG), Tinau". On the basis of the study, a workshop was held for the formation of LWRMG- Tinau on 12th December, 2012. Dr. Vijaya Shrestha, Executive Member, GWP Nepal/JVS was involved in the process and made a presentation on the institutional aspects of LWRMG and its execution. Mr. Som Nath Poudel, Vice-Chair, GWP Nepal/JVS provided training on water laws to the participants.

An ad-hoc committee comprising of 7 members (shown in Table 1 below) has been formed as LWRMG-Tinau which will become a platform for programming and planning of water resources in the

area. In the process, the LWRMG has empowered communities, raised their confidence to speak up for their rights and question decision-makers.

2. 136th Executive Committee Meeting (ECM) The 136th Executive Committee Meeting (ECM) of GWP Nepal /JVS was held on 10th December, 2012 in Kathmandu. The meeting discussed the programmatic and administrative issues of Global Water Partnership Nepal/JVS GWP Nepal: January, 2013 3. Workshop on "Climate Change Realities Facing Agricultural Systems and Livelihood of Farming Communities: Global Water Partnership Nepal (GWP Nepal/JVS) organized a workshop on "Climate Change Realities Facing Agricultural Systems and Livelihood of Farming Communities: Case Analysis of Khokana VDC" on 15th January 2013 at the Hotel de l' Annapurna, Kathmandu. The participants were from governmental and non-governmental organizations, freelancer/consultant, researchers and academicians. Mr. Som Nath Poudel, Vice-chair of GWP Nepal/JVS and Senior Water Resource Engineer/Manager, moderated the meeting. Rigorous discussion among participants identified and prioritized the major water related issues in agriculture in the light of climate change. They also appreciated the effort of GWP Nepal/JVS to look at the impacts of climate change on agricultural system at the local level.

“International Watercourses Law and a Perspective on Nepal-India Cooperation" by Mr. Surya Nath Upadhyay, Secretary General, GWP Nepal/JVS was launched amidst more than 120 participants including water experts and journalists of Nepal. Dr. Prakash Chandra Lohani, former Finance/Water Resources/Foreign Affairs Minister was the chief guest. Mr. Yuvraj Sangroula, former Attorney General, made comments on the book while Mr. Surya Nath Upadhyay shed some light on the Author's perspective. The book was published and distributed by Ekta Books Distributors Pvt. Ltd.

4. Mid-term Review and Consultative Workshop "Benefit Sharing Mechanism in Storage Project: Lessons for Region" project The Mid-term Review and Consultative Workshop of the project entitled "Benefit Sharing Mechanism in Storage Project: Lessons for Region" was held at Gangtok, Sikkim on 4th January, 2013

"Knowledge Sharing Workshop on Impact Evaluation of the Community Groundwater Irrigation Sector Project (CGISP) in Nepal" On January 25, 2013, Mr. Tejendra G C, Country Coordinator, GWP Nepal/JVS attended a "Knowledge Sharing Workshop on Impact Evaluation of the Community Groundwater Irrigation Sector Project (CGISP) in Nepal" held at Annapurna Hotel, Kathmandu. The program was organized jointly by Department of Irrigation, Government of Nepal and Independent Evaluation Department (IED), Asian Development Bank, Manila.

6. Meeting for organization of Nepal National Water Week On January 17, 2013, GWP Nepal/JVS participated in the Broader Meeting for Nepal National Water Week (NNWW), 2013 organized by the NNWW Organizing Committee headed by Secretary of the Water and Energy Commission Secretariat (WECS), Mr. Bishwa Prakash Pandit. The events of NNWW-2013 will start on March 17 and will end on March 23, 2013. The consortium of government and non-government organizations has been organizing this event since 2009 and has been able to establish a trend of close collaboration and send strong awareness messages to the people and to the government. 7. Regional Chair, GWP-SAS assisted by the Country Coordinator, PWP drafted the Inception Report of Jatiluhur Dam, Jakarta, Indonesia for rehabilitation and improvement project on the request of a PWP partner M/s. ACE, Karachi during December 2012. An International Workshop on Potential Failure Mode Analysis (PFMA) was held on 10-12 December 2012 at Jatiluhur Dam Project Site and was attended by 23 government agencies and partners.

2. PWP Board of Directors meeting The PWP Board of Directors meeting was held in the PWP Office on 30th December 2012. Many program and administrative decisions were taken by the PWP Board.

3. Audit for year 2012 PWP auditors M/s. Tahir Shah and Company (Chartered Accountants) commenced audit of PWP financial statements for the year 2012 on 31st December 2012.

4. Participated in meeting of Project Steering Committee on Water Sector Capacity Building and Advisory Services Project (WCAP) PWP actively participated in the 12th Meeting of Project Steering Committee on Water Sector Capacity Building and Advisory Services Project (WCAP) at the Committee Room of the Ministry of Water and Power, Government of Pakistan, Islamabad on 10th January 2013, contributing its review of the project and playing a role in decision making on highly important issues related to hydropower projects in Pakistan.

5. Preparations for holding Scoping Meeting in Kabul for establishing Afghanistan Water Partnership As a result of Dr. Pervaiz Amir, Member Regional Pool of Experts, GWP-SAS, meeting with Dr. Ania Grobicki, Executive Secretary, GWP, PWP started preparations for holding a Scoping Meeting in Kabul for establishing Afghanistan Water Partnership. A Concept Note was prepared and submitted to GWP, Ministry of Water and Energy Afghanistan and Regional Coordinator, GWP-SAS for furthering in the matter. Eng. Habib Rahman Rahmat, National Advisor in Energy and Policy for the Ministry of Water and Energy of Afghanistan collaborated with PWP to hold the Scoping Meeting in Kabul on 1st February 2013. A budget of the meeting with facilitation role by Dr. Pervaiz Amir and Mr. Karamat Ali on behalf of PWP was prepared and received approval from GWP. However, due to some organizational matters at very late stage the meeting was postponed for 2-3 weeks. New dates are yet to be decided in collaboration with GWP, and Afghan resources person/organization.

6. Preparation of country Status Paper on Climate Resilience Development in Pakistan The Country Status Paper on Climate Resilience Development in Pakistan was prepared by the Country Coordinator, PWP and submitted the Regional Coordinator, GWP-SAS on 21 January 2013 on the template circulated. It was proposed that the Country Stakeholders Workshop to review and finalize the Country Status Paper and formulate programs on Climate Resilience in Pakistan and Integrated Drought Management in Pakistan for funding by the GWP out of DFID, should be held on February 14, 2013.

7. Participation in organization of International Training Workshop on “Modeling Water Futures Using Environmental Sustainability Approach” Pakistan Water Partnership (PWP) participated in the preparation and organizing of the International Training Workshop on “Modelling Water Futures Using Environmental Sustainability Approach” held at Islamabad on 22-23 January 2013. Over 200 delegates

including 17 partners participated and benefited from the training workshop especially from the session on Impact of Climate Change on Water Resources of Pakistan on second day of the workshop.

8. “Launch of Report on Development of Integrated River Basin Management (IRBM) of Indus Basin – Challenges and Opportunities” The event “Launch of Report on Development of Integrated River Basin Management (IRBM) of Indus Basin – Challenges and Opportunities” held on 24 January 2013 was utilized for accessing PWP/GWP partners and discussing the report prepared jointly by GWP Partners namely Mr. Khalid Mohtadullah, Senior Advisor GWP; Ms. Simi Kamal, ex-Member, GWP Technical Committee; and Dr. Pervaiz Amir, Member, Regional Panel of Experts GWP-SAS. The event was organized by WWF-Pakistan in Islamabad Hotel, Islamabad. One session was chaired by Mr. Shams ul Mulk, former Chairman, PWP.

9. PWP facilitated the participation of Dr. Pervaiz Amir at various meeting at GWP levels on behalf of GWP-SAS during January 2013.

1. Sisu Jala Hamuwa at K/ Udagama Maha Vidyalaya A Sisu Jala Hamuwa was held on 5th December as a sequel to the support extended by SLWP to upgrade the water supply distribution system for the labs and toilets of the above school which was carried out two months ago. This Sisu Jala Hamuwa was organized in collaboration with the Nation Builders Association (Upper Mahaveli AWP) at the school hall on 5th December. Dr. Gamini Jayakody Senior Epidemiologist at the Office of the Provincial Director Health Services Central Province and Mr. Sunil Shanathasiri Sociologist of the NWSDB served as Resource Persons. Mr. SB Niyangoda and Country Coordinator SLWP represented SLWP. Over 20 teachers and 130 students from the middle and upper grades attended the programme. 2. The 12th Programme Committee Meeting of SLWP The 12th Programme Committee Meeting of SLWP was held at 8.30 am at IWMI on 7th December. 3. SLWP Steering Committee Meeting The Third SLWP SC Meeting was held on 18th December at 3.pm.

4. SLWP Annual Partners Forum The Annual Partners Forum of SLWP was held on 18th December at Hotel Galadari Colombo. Over 60 partners attended the forum. The Forum is the annual event where all of Lanka Jalani Partners meet to discuss activities of the current year and programme of work for the following year. A major highlight of Lanka Jalani activities for the year, presented during the Forum’s proceedings was the successfully completed Young Water Professionals Symposium, the first such symposium in Sri Lanka which was organized by Lanka Jalani and sponsored by IWMI and Unilever Sri Lanka in November 2012. The two best presentations made at the Symposium were once again presented at the Forum for the benefit of the Partners present. Three winners from the Symposium judged for their technical papers as well as presentation received their awards at the Forum. The very positive interest and involvement by many Private Sector companies through their respective CSR programmes was another major highlight of Lanka Jalani activities for the year. This collaboration augurs well for the future in making the Partnership grow from strength to strength. Dr. Rita O’ Sullivan Country Director ADB Sri Lanka Resident Mission was the Guest of Honour. Prof. Athula Senaratne Vice Chancellor University of Peradeniya was the Chief Guest and addressed the gathering on a very important subject, namely the alternative resources for sand in the construction industry and its implications for the country’s water resources. A Water Song was presented by the students of St. Anne’s Child Development Centre Good Shepherd Convent Kotahena, an item performed many years back at the 2nd World Water Forum in The Hague in 2000. 5. Ma Oya – Janashakthi Activity; establishment of plant nursery As part of the private sector collaboration with Janashakthi, the plant nursery for replanting of eroded reservations and banks of Ma Oya was established in December. This work is being undertaken by a CBO in Aranayake on behalf of the Ma Oya AWP. Work in Deduru Oya on the plant nursery is to be rescheduled due to heavy floods in the area. 6. MOA with NDB Bank to implement health/sanitation programmes SLWP signed an Agreement (MOA) with NDB Bank on 31st December to implement health/sanitation support programmes including construction of rain water harvesting (RWH) tanks at two Schools in Kandy that had very poor toilet facilities. The contribution by NDB will be approx. Rs. 375,000/- and this activity is also supported by the local Lions Club as part sponsor. This is a pilot activity that will be expanded to other provinces in 2013 with support from NDB as part of their CSR activities. 7. Meeting of SLWP Programme Committee The SLWP Programme Committee met on 7th January to clear 2012 accounts and decide on 1Q activities. 8. Programme with National Development Bank (NDB) to improve sanitation facilities The NDB /SLWP activity in Central Province is underway. Construction of toilet with NDB funds at Lagamuwa MV Kadugannawa was initiated. The work is being handled by Lions Club Pilimatalawe on behalf of SLWP. NDB has suggested an expanded programme for 80 toilets for schools in CP under their CSR programme. 9 . Participation at Social Media Programme CGIAR Social Media Programme of International Water Management Institute (WMI) held from 28th to 31st January was attended by Chair SLWP and two SLWP nominees. 10. The second PC Meeting to discuss GWP Climate Resilience Programme and follow up activities for the Young Water Professionals Symposium (YWPS) was held on 31st January.

WEST AFRICA

1. WACDEP officially launched in Burkina Faso The Water Climate and Development Programme was officially launched in Ouagadougou during a workshop organized by the Country Water Partnership on 14 December 2012. The meeting gathered 25 participants from keys water sectors organisations in Burkina Faso. The official ceremony was chaired by the Advisor to the Minister of Agriculture and Hydraulics, Dr Sabne KOUANDA who said that this programme was needed in a climate hard stricken sahelian country. Burkina as well as all West African countries is experiencing climate variability and changes for more than 40 years now. He said that “"the program is a great opportunity for Burkina Faso in the sense that it will enable to mainstream water security and climate resilience in the development planning and decision-making processes”. The follow up and orientation committee for the supervision of WACDEP implementation in the country was set up. Participants to the workshop also examined the baseline study report on water security and climate resilience in Burkina Faso. This study was carried out by the Country Water Partnership of Burkina to have an insight on these important issues in order to develop a well focused action plan that will be carried out during the implementation period of the WACDEP in the country. 2. WACDEP is starting activities in Ghana The WACDEP regional coordinator Mr. Mahamoudou Tiemtore was in Ghana on December 5 where he met with the Chair and Steering Committee of the Country Water Partnership. During his stay, Mr. Tiemtore exchanged with key partners in Ghana on the WACDEP programme and the best ways for launching the programme in the country. An agreement with the Ghana Water Resources Commission to host the CWP will allow a smooth implementation of CWP activities including the WACDEP. An unanimous view came out that Ghana needed and is requiring WACDEP to start. GWP West Africa regional coordination in agreement with Stockholm made an initial payment to the CWP to carry out inception phase activities in the country.

3. Validation of the draft action plan for the implementation of the West Africa Water Resources Policy document.

A meeting was held in Abidjan, Ivory Coast by the Water Resources Coordination Center of the Economic Community of West African States (ECOWAS/WRCC) on 18 and 19 December 2012. The document that is meant to make operational the regional water policy has been discussed and validated by the Technical Committee of Expert of the WRCC. GWP West Africa is a member of the Steering Committee for the development of that action plan. GWP West Africa was represented by the regional coordinator Mr. Dam Mogbante who during the discussions introduced all the initiatives that GWP is developing in the region such as the WACDEP, the regional dialogue on groundwaters, the toolbox training, the SITWA and the promotion of the UN 97 Convention ratification process, etc. He made the link between these initiatives and the ECOWAS/WRCC action plan and their contribution to the West African regional water policy. WACDEP and SITWA has been clearly mentioned as AMCOW endorsed initiatives jointly implemented with GWP.

The coordinator seized the opportunity to exchange with partners in Côte d’Ivoire among whom the National Director of Water resources, the permanent secretary of the Minister of Water Affairs and Forestry, the regional Technical Committee member in the country and the chair of the CWP.

4. 2nd meeting of the SITWA Steering Committee in Dakar It should be noted that that meeting has been made possible only through the financial support from GWPO and also the contribution of OMVS. SITWA budget had not planned this second meeting of the Steering Committee but it has proved indispensable after the coming in of the Project Officer in order to continue on good base. A common understanding of the areas of work is done, and a timetable has been set. GWP / WA and the Niger Basin Authority (NBA) should take the lead in the West African component.

5. Visit of the NO at the Secretariat From 17 to 19 December the new Network Officer of GWP West Africa, Mr. François Brikke visited the regional Secretariat where he had extensive meetings with the regional chair Honorable Hama Arba DIALLO and the secretariat staff. This is the first time Mr. Brikké was visiting the secretariat and meeting the staff to better understand how it works and explain the staff how ready he is to respond to queries and other messages coming from the region. Mr. Brikké said at the end of his stay that he was satisfied with the work the secretariat is doing and that he would do whatever possible to beside the region in the transitional period towards the self management.
