Scouts Australia successfully completed the MoP project “Eliminating bullying & harassment – it’s not a part of Scouting!”. The goal of this initiative is to minimize the level of bullying and harassment by developing and implementing ongoing education pro-grams, training and resources for both youth mem-bers and leaders, creating positive relationships.

Bullying, in different forms, has become prevalent within the Australian community, mostly happening in schools.

In Australian schools, approximately Year 4 to Year 9 Australian students (27%) are being bullied every few weeks or more often. Frequent school bullying was high-

est among Year 5 (32%) and Year 8 (29%) students. Hurtful teasing was the most prevalent of all bullying behaviors experienced by students, followed by having hurtful lies told about them.

The percentages of the students who had been both bullied and who bullied others in covert ways in-creased from 21% in Year 4 to almost half (47%) in Year 9. Therefore it is important for Scouts Austra-lia�  to�  address�  this�  significant�  issue�  nationally�  with�  a�  

bold and assertive plan to ensure that the impact of bullying is minimized.

Disaster preparedness and community serviceINDONESIA

Natural�  disasters�  have�  significant�   impact on agriculture, forestry, fishery�  and�  many�  other�  areas.�  To�  

alleviate their adverse effects, the Indonesian government estab-lished disaster response at nation-al, provincial and district levels. With the involvement of communi-ties, government efforts are rein-forced in terms of time, personnel and logistic support. This is where Gerakan Pramuka involves its large Scout population to support both the government and communities in disaster and emergency preparedness.

With a membership of over 21 million Scouts, Gerakan Pramuka offers Cub Scouts with camping and tracking skills. Those skills are strengthened in the Venture and Rover sections where Scouts learn advance skills in disaster response and mitigation.

For years, Gerakan Pramuka has its own disaster response team which clearly needs strengthening

and expansion at community level. To reinforce this team, a project called “Disaster Preparedness and Community Services” under the Messengers of Peace initiative with these objectives:

Gerakan Pramuka to create community awareness on disaster preparedness

Based on the above objectives, Gerakan Pramuka recently imple-mented this project in the prov-inces of Sulawesi, Sumatra and Java. Scouts were trained on disaster risk management train-ing in the form of Participatory Learning and Action (PLA). For the purpose of sustainability and reaching out, one activity of this project is “Multiplication Action” in which trained Scouts will train the other local Scouts to transfer the same skills to them.

Tropical storm Haiyan (locally named Yolanda) struck central Philippines in November 2013 including the island provinces of Cebu, Samar, Leyte and Tacloban City. The typhoon was accompanied by a storm surge that killed thousands of people, and displaced many thousands of residents including Scout families. The Scout�  office�  building,�  located�  in�  Tacloban�  City,�  was�  

completely destroyed.

Boy Scouts of the Philippines took the initiative to imple-ment a special project of MOP named “Construction of Scout�  Office�  Building”�  with�  these�  objectives:

To�  construct�  the�  Scout�  office�  building�  of�  the�  Boy�  •�  

Scouts of the Philippines, Leyte Council for the purpose of re-establishing Scout operations at the council level.

To�  utilize�  the�  new�  office�  building�  as�  a�  Disaster�   •�  

Preparedness and Disaster Risk Reduction Training

Centre and Emergency Service Operations Centre during emergencies and disasters.

The King of Sweden, HM Carl XVI Gustaf, Honorary Chairman of the World Scout Foundation, visited Tacloban twice and inspired the construction of a new Scout building.

Two years after the disaster, with the close supervision of�  World�  Scout�  Bureau�  Asia-­Pacific�  Support�  Centre,�  a�  

thanksgiving mass was offered to bless the new two-storey Scout building on 22 February 2016. The building is complete with facilities such as computers, office�  furniture,�  and�  various�  electronic�  equipment.�  Today,�  

there are over 50,000 Scout members in Leyte council, a 100% increase before the storm surge. Across the Scout House is the Disaster Management Training building for the Visayas Region.

The Bharat Scouts & Guides (BS&G) India is one of the leading organiza-tions carrying out the Messengers of Peace (MoP) Initiative in the Asia-Pacific�  Region.�  India’s�  vastness�  calls�  

for several orientation programs to spread MoP as wide as possible.

At the second phase of MoP, BS&G In-dia organized four Local Coordinators Gatherings in the four states of India.

The�  first�  was�  held�  on�  2-­6�  Decem-ber 2015 at Solan-Himachal Pradesh where 34 leaders underwent the five-­day�  Orientation�  Program.�  It�  was�  

followed by Lucknow-Uttar Pradesh Gathering from 11-15 December 2015, attended by 85 leaders, then the Bhubneswar-Oddissa Gathering from 26-30 December with 55 leaders, and lastly in Ramtek-Maharashtra from 2-6 January 2016 with 50 leaders.

During the orientation program, leaders had�  hands-­on�  exercises,�  field�  visits�  and�  

interaction with young people, where over 2,000 young people participated in the MoP modules.

Immediately after the orientation, leaders were briefed on the use of so-cial media. They learned that through WOSM website scout.org, MoP service hours recorded has increase of over 1.2 million hours, service projects went up to over 600 and over 2,000 users registered in just two months.

Not only the equipping of the local lead-ers are being done, but also Scouting in this country is growing, and in some areas, Scout leaders are reignited and motivated to do MoP activities.

All four gatherings were covered by multimedia giving wide publicity to the

events, supported by State Chief Commissioners who were present in the events: Mr. Dinkar Burathoki in Himachal, Mr. Awadh Naresh Sharma in Uttar Pradesh, Mr. K. P. Mishra in Oddissa and Mr. B.I. Nagarale in Maharashtra state.

BS&G MoP Coordinator Mr. Krishnas-wamy, with Mr. Madhu Awala worked hard for the preparations for all the gatherings and actively conducted the gatherings with members of the nation-al and local teams. The gatherings were directed by S. Prassanna Shrivastava from World Scout�  Bureau,�  Asia-­Pacific�  Support�   Centre, in consultation with the Asia-Pacific�  Support�  Centre�  Regional�  Director�   J. Rizal C. Pangilinan and Regional Scout Committee member and Chief National Commissioner B. I. Nagarale, with Director K. Sukumara as advisor.

Scouts New Zealand is imple-menting the MOP project ‘‘Pro-moting and Developing Scouts in Multicultural Communities’’ since 2012 which was recently extended to complete the remaining activities and reach out to a maximum number of beneficiaries.

The project addresses the issue of lack of organized activities for youth that can provide leadership and teamwork training, coupled with developing a sense of pride in their communities and a de-termination to make a better life for themselves and their families. It targets the establishment of viable and self-sustaining Scout

groups in culturally diverse com-munities.

Value based activity groups are being organized to engage and involve the youth with the support of parents and the wider commu-nity with focus on developing lead-ership skills and sense of contribu-tion to the society.

Pakistan Boy Scouts Association (PBSA)plans to hold another MOP Team Pakistan Gath-ering before the end of this year to train more Scout leaders on Messengers of Peace Initiative especially those who were unable to attend the last gathering in 2014.

This will further strengthen the capacity of PBSA by develop-ing a strong team for the promotion of the MOP initiative in the country. In 2014, PBSA was the 5th NSO to hold such event to build capacity of grassroot level leaders who can promote MoP initiative in their respective areas.
