In compliance with the passage of the New Mexico Renewable Portfolio Standard (RPS), this letterserves as Mora-San Miguel Electric’s report of meeting its 2016 RPS requirement as outlined in rule

17.9.572 NMAC Section 23 I.

Based on our 2016 sales, Mora San Miguel Electric’s compliance obligation of 6% of our energy

requirements was 4,200 MWh’s. Our system did not have its own renewable resources on-line in 2012that generated renewable energy credits (RECs) eligible for retirement in 2016 (pursuant to 17.9.572NMAC section 17 C (4)). Therefore, our power supplier, Tri-State Generation and Transmission, Inc.,

retired 4,200 renewable energy credits (RECs) on our behalf from their New Mexico eligible RPSresources, which includes the multipliers for selected fuels and technologies.

Also attached is a letter from Tristate attesting to the permanent retirement of 4,200 RECs on the behalfof Mora-San Miguel Electric.

Mora San Miguel Electric has determined, after consultation with its supplier to the extent required,

that the cost of renewable energy needed to be procured or generated for the purposes of compliancewith the renewable portfolio standard in 2016 did not exceed the reasonable cost threshold as defined

in Section 62-15-34 NMSA 1978.

This letter is sent to you for your use in compliance with your New Mexico Renewable PortfolioStandard. Tri-State, as your power supplier, is attesting with this letter and the attached document that wehave permanently retired enough renewable energy credits to meet your 2016 New Mexico RenewablePortfolio Standard obligation.

With the passage of a statewide Renewable Portfolio Standard (RPS) in New Mexico, Tri-Stateand its Member Systems were jointly affected by these standards. While Tri-State has the responsibility ofmeeting the long-term power supply requirements of its Members Systems, the RPS requirements applyspecifically to the Member Systems. Tri-State has acquired the necessary Renewable Energy Credits(RECs) to meet the Member Systems’ requirements, which the Member Systems do not fulfill on theirown. New Mexico RPS rules require qualifying utilities to report on compliance by April 30t~ for theprior compliance year, pursuant to 17.9.572 NMAC section 23 I.

In accordance with our records and Mora-San Miguel Electric’s 2016 retail sales, yourcompliance obligation of 6 percent of your energy requirements for 2016 was 4,200 MWhs. Our recordsindicate that your system did not have its own renewable resources on-line in 2012 that generated RECseligible for retirement in 2016 (pursuant to 17.9.572 NMAC section 17 C. (4)). Therefore, Tri-State, tomeet our obligation for you under the Contract, has retired 4,200 RECs on your behalf from New Mexicoeligible RPS resources, which includes the multipliers for selected fuels and technologies.

It is your responsibility and requirement to file this letter and attachment with the New MexicoPublic Regulation Commission to demonstrate Mora-San Miguel Electric’s compliance with the 2016RPS requirement.
