The Chartered Institute of Housing (CIH) is the professional body for people involved in housing and communities. We are a registered charity and not-for-profit organisation. We have a diverse and growing membership of over 20,000 people – both in the public and private sectors – living and working in over 20 countries on five continents across the world. We exist to maximize the contribution that housing professionals make to the well-being of communities.

The South East branch covers the South East of England and includes the counties of Berkshire, Buckinghamshire, Hampshire, Kent, Oxfordshire, Surrey, East and West Sussex.

The International Group acts as forum for learning from colleagues in other countries across the world. This is achieved through a range of study visits and hosting study visits from overseas.

The study trips have a range of benefits for the participants and members of the branch by:

challenging their thinking

identifying solutions to what are often very common problems across the world

aiding their professional development

disseminating learning to others through written reports; and

disseminating learning through invitations to key international speakers to our annual South East conference

In addition to the benefit of learning from our colleagues abroad there are also benefits that

arise from the broad range of professionals that attend our events. These have included

representation from local authorities, housing associations, government, contractors and

developers plus a range of consultants including architects, surveyors and employers’

agents.

Bill Povalla

Your host Bill Povalla is a housing professional

with over 30 years’ experience in affordable

housing development, finance and

policy. Presently Bill works for the City of Chicago

Department of Planning and Economic

Development as head of the monitoring and

compliance division. Bill's unit monitors a wide

variety of activities contained in Land Sale

Agreements, Regulatory and Redevelopment

Agreements as well as approximately 26,000 units

of affordable housing. Bill holds a bachelor’s

degree in urban planning from the University of

Oklahoma and a Masters degree from the

University of Illinois Chicago in Urban Planning

and Public Policy. Bill has worked in Brussels

Belgium with the EU as a stagiere and has been

active with the CIH. He would like to welcome you

to Chicago and hopes you will enjoy your stay.

THE ORGANISERS

We are both members of the South East branch of the Chartered Institute of Housing

International Group and we along with others organise these study trips on a voluntary

basis.

Ian Beckett Development Consultant, IANB Consultancy

Ian is a development consultant providing housing and

development advice. His current commissions include

an £85 million new build project delivering 375 homes

at Ebbsfleet Garden City and project director on a large

major repairs project in West London.

He started his career in housing management and has

worked in affordable housing for local authorities and

housing associations. His experience also includes

supported housing, sales and development. He worked

as Development Director for Moat and Gallions housing

associations. He is an active member of the CIH

International Housing Group.

Chris Moquet Trustee, Brighton and Hove Seaside Homes

Chris is a former CIH South East Chair and lead on

international housing matters for many years. He has

arranged many housing study visits across Europe,

Africa, North America and Asia starting off with a visit to

our neighbours in France in 1988. We have also hosted

organisations at our Conference and arranged

programmes in the UK. Chris’s has organised housing

staff exchanges with South Africa. Chris retired in 2015

and is a trustee of Brighton and Hove Seaside Homes

along with continuing his contribution to the CIH

International Housing Group.

Miles Lanham Business Manager, Westminster and Lambeth, Genesis

Housing Association

Miles Lanham manages Genesis's mixed portfolio of

properties in Westminster and Lambeth and has been in

housing for 6 years.

His specialities at work include diversity, estate services, and

leadership. His hobbies include modern architecture, gym,

politics and eating. He has explored townships in Cape Town,

radical apartments in Vienna and New Towns across the UK.

Miles is an active member of the International group and

recently organised a successful CIHSE trip to Lille in France.

Tamsin Stirling Freelance Housing Researcher

Tamsin Stirling is based in Cardiff, Wales. Her research areas

of interest include housing, homelessness, regeneration,

poverty and inequality, domestic abuse, devolution and social

policy. She is fascinated in how places and communities

function and the very different experiences of individuals

living in the same city, particularly in relation to their

wellbeing. She is also interested in how it is possible to build

on the assets that exist in neighbourhoods and alternative

ways of providing services and is a board member of the

Wales Co-operative Centre.

David Burns Head of Housing Strategy, London Borough of

Hammersmith and Fulham

Dave leads on all aspects of Hammersmith’s housing strategy,

partnership work on supply of new affordable housing, and

improving service transition between social services and

housing. He has over ten years’ experience in housing, and

has covered a range of roles from development manager on

large scale housing schemes, managing local authority estate

regeneration, and asset management.

He spends his spare time visiting housing developments new

and old, and being depressed about the state of Leeds

United.

Paul Butterworth Partner, TLT

Paul heads the housing practice for TLT LLP who are a top 50

UK law firm. Paul has worked for both a local authority and

an RP and has a good understanding of the sector from the 3

limbs of private, public and not for profit. Paul's leads on

major regeneration projects, stock transfers schemes,

development acquisitions and joint ventures. His clients span

all 3 sectors, but the largest parts of his client base are

registered providers. He is rated as a social housing expert.

In his spare time, Paul watches Bath and England rugby and

he is a keen amateur photographer.

Shaun Thurston Estate Manager, City of London

Shaun has worked in housing for almost 10 years, beginning

at Brighton & Hove City Council then moving to London to

work for Richmond Housing Partnership and Poplar HARCA,

while carrying out his CIH qualifications. Shaun has an active

interest in regeneration and development projects which

began at his time at Poplar HARCA, so is very much looking

forward to seeing how Detroit and Chicago are dealing with

their housing demands.

Shaun is a lifelong Brighton & Hove Albion season ticket

holder and is currently very optimistic on their chances of

Premier League football next season!!

Gerraint Oakley Managing Director, Curo Homes

Gerraint has experience in property, estate and asset

management, development and urban regeneration.

Previously he was the Director of Development for Coastal

Housing Group and Managing Director of Pennant Homes. He

joined Coastal from Barratt Developments Plc where he

worked throughout the UK.

Gerraint leads the commercial house-building division at Curo

building homes for sale & rent across the South West of

England. Curo is currently building Mulberry Park, a

development of 700 homes, a school and community centre

in Bath. He is a committee member of Construction

Excellence South West and a leadership fellow of St George’s

House.

Dambile Nkunika Resident Support Officer, Creation Trust

Dambile works for Creation Trust which is a charity located

on the Aylesbury estate in South East London, which is going

through a major regeneration process. Dambile’s role is to

support residents through the decanting process of the

regeneration. Dambile is in the final year of her foundation

degree in Housing and Sustainable Communities at Glyndwr

University in Wrexham. She is particularly interested in this

study tour as it will give her some insight on how other

regeneration areas manage the process.

William Miller Community Development Director, Amicus Horizon

William is responsible for strategy and service delivery across

South London, Kent and Sussex. Serving 30,000+ households

with community programmes involving 5,000 participants per

annum. Transforming lives with over 500 people pa

progressing into training and jobs. Delivering on the

association’s social purpose mission “Making homes helping

people”, priority objectives include supporting residents with

skills, jobs, enterprise, health & wellbeing activities.

William chairs the London HAs Social Capital Group and is

Vice Chair of the National Give Us a Chance Consortium.

Pursuits include the joys of being a qualified football coach &

sailing instructor.

Tracey Lees Chief Executive, Wandle Housing Association

Tracey is Chief Executive of Wandle a community

focused HA with over 7,000 homes operating in south

London. She joined Wandle from the Barnet Group

where she ran Barnet Homes, a top performing ALMO

and set up a local authority trading company to deliver

other services for the council alongside a new build

programme. Tracey has worked in housing for over 30

years, mainly in London. She has been a member of CIH

since 1984.

Fiona Kilminster Affordable Housing consultant, Gerald Eve LLP

Fiona provides housing and development advice to

developers, local authorities and RPs with the majority of her

work focused in Westminster and Camden. Before moving to

Gerald Eve in 2014, she worked in affordable housing for

local authorities including Islington, Richmond upon Thames

and Hammersmith & Fulham. During this time she also spent

two years in New York working for the Brooklyn Economic

Development Corporation and the NY City Housing Authority,

whilst also completing a Masters in Urban Affairs.

Fiona is also a voluntary Board member for Barnsbury HA in

Islington.

Chris McLaughlin Managing Director, MIS Active Management Systems

Chris has recently become CEO at MIS-AMS, the number

one provider of Housing Management Systems in the

UK. He started his career at PricewaterhouseCoopers

(PwC) as a Project Manager. He moved in to the Housing

Repairs and Maintenance industry with Morrison and

Mears setting up new contracts for housing associations

and local authorities. His experience and expertise

covers Consulting housing management to supported

housing and development.

Following the introduction of Chris to MIS in the last 2

years he has increased turnover by 38% and Customer

base by 10%. To date there are over 300,000 properties

being managed by the MIS ActiveH product.

David Leah Housing and Development Consultant ( Retired)

Brought up in Council housing in Manchester, left to attend

college in London where he still lives. Known to his friends as

Schlep. Involved in the development side of public housing

for 40 years, training as a site manager, then working for

Local Authorities, housing associations, and private

contractors.

Served as Councillor for 8 years in Lewisham, Chairing the

Housing Development Committee from 1986-92.Spent last 15

years as a founding Partner of Red Loft, providing

development consultancy services to public sector clients.

A strong supporter of the CIH SE Branch, and has attended

study trips in Europe, South Africa & North America.

Rob Brown Stakeholder Engagement Officer, Manchester City Council

Rob leads on all strategic matters involving the Manchester

City Housing Department - consultations with residents, stock

transfers, PFI schemes - Rob is the key person who oversees

all housing operations and ensures consistency of delivery

across providers. Rob is also Chair of South Liverpool Homes,

a Housing Association in Liverpool with 3700 homes.

Julie Fadden CEO South Liverpool Homes and President of CIH

Julie has over 37 years’ experience in housing and

regeneration and has been CEO for nearly 12 years, turning a

failing housing association into the best not for profit

‘company to work for’ for the last 3 years and one of the best

performing independent housing associations in the U.K. This

year she has been elected President of the CIH in its

centenary year, and has been busy fundraising for Crisis to

help homeless people in the UK.

Dan Garbett Systems Implementer, MIS Active Management Systems

Dan joined MIS in February 2011 and specialises in the

Implementation, Training and Support of ActiveH for new and

existing customers, recently completing an Implementation

merging 3 Housing Associations, enabling them to use

ActiveH across the group structure for over 30,000

properties.

Dan has predominantly worked within the housing sector,

and came to MIS from a midlands based housing group, who

used ActiveH as their core housing management system. Dan

worked as a Systems Analyst, assisting with the day to day

running of the ActiveH product, ensuring continuous internal

improvement focusing on increasing the efficiency of

modules used by their staff.

Hannah Jones

Project Manager for CityWest Homes, the ALMO of

Westminster City Council.

Her current role is working on two large regeneration

projects as Development Agent for Westminster City

Council. One of 250 homes and a utility diversion

project which will provide a free site for 50 sheltered

homes. Hannah also runs Westminster’s Infills

Programme which looks to convert all disused spaces in

the borough into affordable homes

.

Hannah started her career as a Development Officer in

Viridian Housing and worked her way up to Project

Manager. Hannah has recently completed an MSc in

Construction Commercial Management at Westminster

University and has started her RICS APC to become a

Chartered Project Manager

Liz Martin Head of Delivery, Clarion Group

Liz has been developing affordable housing for the last 25

years working both on the client side and as a consultant. A

qualified Chartered Surveyor, she has been involved in a

number of exciting projects including new build and

regeneration schemes providing homes for rent, shared

ownership, private sale and also specialist housing schemes

for vulnerable people. She is currently leading on the delivery

of the 375 affordable homes within the Ebbsfleet Garden City

and a Women’s Refuge for Domestic Violence.

Liz has a keen interest in travel, and is an avid Crystal Palace

supporter.

Philip Eshun Executive Manager, Brent Community Housing

Philip is a Chartered Housing Professional and MBA holder

with several years’ experience. His experience includes

housing management, leadership, corporate governance, risk

management and financial management. He serves as

Treasurer on Unison Housing Association Branch executive

committee (Board). He used to serve as Council member on

Chartered Insurance institute.

Julia Beckett Learning and Development Co-ordinator, Oathall

Community College

Julia has worked with, and supported young people in the

community, in schools and youth clubs for over 20 years. She

developed an interest in the housing and development world

through her husband, Ian and has enjoyed learning more

through study trips.

Julia joined two previous study trips to Vancouver and

Detroit/Windsor. She found herself inspired by the innovative

developments she saw and the people she met.

Julia is looking forward to this latest adventure.

Emmanual Dike Leasehold Manager, Hertfordshire, Home Group Ltd.

Emmanuel Dike currently manages Home Group Ltd

leasehold properties and has also Managed mixed portfolio

of properties in London and the south east and has been in

housing for 9 years. Emmanuel is also a consultant with

renewables technology with building services.

His hobbies include modern sustainable buildings and

services, outdoor keep fit gym, fundraising and traveling.

This trip is his first trip with the CIHSE.

Rachel Dunn Business Analyst, Notting Hill Housing

Rachel is a Business Analyst in the Transformation team at

Notting Hill Housing, currently working on a major two year

change programme. Prior to that she was a Housing Officer,

managing properties and tenancies across 150 homes in

Camden and Hackney.

Rachel’s background is in research and policy, most recently

completing a MSc in Social Policy Research from the London

School of Economics before starting at Notting Hill Housing.

Her research and policy interest focusses on both housing

and welfare-to-work. In a past life, she taught English as a

foreign language in public high schools in Japan.
