SELECTION OF INDIVIDUAL PROJECT MANGEMENT CONSULTANTS Islamic Republic of PakistanKarachi Water and Sewerage Services Improvement Project-2 (KWSSIP-2)AIIB Special Fund (AIIB – SF) Grant No. S0404A 1. The Karachi Water & Sewerage Board (KW&SB) is in receipt of a Grant in Aid through

Economic Affairs Division (EAD), Government of Pakistan (GoP) from the Asian Infrastructure

Investment Bank (AIIB) as Special Fund to support and facilitate the preparation of proposed Series Of Project – 2 (SOP-2) for the Karachi Water & Sewerage Services Improvement Project (KWSSIP) Phase -II designed to increase safe water availability, improve access to safe water and sewerage services in Karachi and intends to apply part of the proceeds to make payments against the services rendered by individual professional consultants at Project Implementation Unit (PIU) of KWSSIP.

2. The key individual consultant selected shall be detailed in the Project Implementation Unit of KWSSIP.

3. The scope of work and detailed ToRs for following positions can be obtained from the office address given below, or same may be downloaded from website www.kwsb.gos.pk

4. The PIU, KWSSIP, KW&SB now invites eligible individual consultant / specialist to express their interest in providing the services of Key Professional Staff of PIU (KWSSIP) through their CVs.

5. Eligible candidates shall have the following qualification, experience and skills as mentioned against each position:

a. Environmental Specialist Qualification / Experience

Master degree or above in Engineering, Environmental Sciences, Health Sciences or a related field from a recognized university with at least ten (10) years’ or above relevant experience in Environmental Impact Assessment, Environmental Management Plan, Environment, Health and Safety, planning/designing, implementing, training, monitoring and evaluating HSE&Q related activities.

Specialized Training – ISO 9001-2015, Quality Management Systems, ISO-14001, Occupational Health & Safety, ISO-22000, Quality Assurance, or any other skills considered relevant for the position.

Experience of working on infrastructure projects (Consultancy + Works) / projects funded by donor agencies shall be preferred.

Qualification / Experience Bachelors degree or above in (Civil/Elect/Mech) Engineering or equivalent with Master’s

degree in relevant discipline of Engineering or MBA in Project Management, from a recognized university with at least Ten (10) years or above relevant experience in Procurement and Contract Management.

Excellent writing and communication skills, computer skills including MS Office (Word, Excel and PowerPoint). MS Project Certification.

Experience of working on infrastructure projects (Consultancy + Works) / projects funded by donor agencies shall be preferred.

c. Technical & Engineering Specialist Qualification / Experience

Master’s degree in Environmental / Water Engineering or related discipline from HEC recognized University with at least 10 years of experience in water and sanitation engineering. A first level university degree (Civil) with relevant combination of experience may also be accepted in lieu of the advanced university degree.

Experience of reviewing hydraulic models and good hands on Project Monitoring tools (Primavera / MS project.

Well familiar of FIDIC Conditions of Contract and developing Standard Bidding Documents for Work Contracts of water and sewerage network and allied structures.

Firm knowledge to carry out detailed rate analysis with market trends, Excellent communication and computer skills with experience in MS office.

d. Social Development SpecialistQualification / Experience Master degree or above in social sciences (e.g. development studies, sociology, human

geography, urban studies, anthropology) from a recognized university. Foreign qualification will be an added advantage.

At least 10 years of experience of working with communities, community mobilization and engagement, preparation of, or assisting in the preparation of, community or stakeholder engagement / mobilization strategies or plans, participatory development plans, resettlement management, implementation of social safeguards and preparation of, or assisting in the preparation of, at least 5 resettlement plans for infrastructure projects Experience in urban settings would be an advantage.

Strong knowledge of relevant Federal, Provincial, and local laws, standards, regulations, and policies those pertaining to land acquisition and resettlement, labour management and protection, special protection legislation, mechanisms and provisions pertaining to women and vulnerable and marginalized groups, social safeguards policies and environment and social frameworks, and compliance requirements of IFIs (e.g. World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, JICA etc.)

6. The attention of interested Consultants is drawn to Section II, paragraph 4.4, and paragraph 4.9 of the AIIB’s “Procurement Instructions for Recipients” June 2, 2016, setting forth the AIIB’s policy on conflict of interest and eligibility.

7. Interested consultants may submit their Expressions of Interest in the form of Covering Letter along with CV and supporting documents through courier to the Project Director PIU (KWSSIP) on the address mentioned below, latest by 04th January 2021, during office hours.

Detailed Terms Reference for Individual Project Management Consultants for Preparatory Studies of Sub-Projects of SOP-2 for KWSSIP

Introduction

Karachi, like all megacities, has grown so quickly that it struggles to deliver basic infrastructure services, including potable water and wastewater collection and treatment. Karachi Water and Sewerage Board (KW&SB), is no longer equipped or empowered to deal with the challenging reality on the ground. There is a huge unmet demand for water (550 MGD current capacity versus an estimated demand of 1200 MGD); and a high non-revenue water percentage (50-60 percent); There is currently no sewage treatment, as the city’s sewage treatment facilities are dilapidated and not working, resulting in an estimated 475 MG of sewage/day being discharged into the Arabian Sea. The utility has not had significant capital investment for more than a decade and most of its infrastructure is worn out and operating far below its rated capacity.

To transform KW&SB into a financially sustainable and technically sound water utility and to improve the service delivery level Government of Sindh (GOS) and the KW&SB with the assistance of World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) has conceived Karachi Water and Sewerage Services Improvement Program (KWSSIP) to provide clean, safe drinking water and proficient sewerage services to the general public. Phase –I of KWSSIP has been approved in 2019, with planned Series of Projects (SOP-I) consists of 4 different projects, for which each AIIB and WB will provide a loan of USD 40 million to support critical water and sanitation infrastructure and operational reforms. The proposed Phase-2 of this program (KWSSIP-2 or SOP-II) will deepen the reforms undertaken under the Phase-1 project and significantly scale-up the infrastructure investments to improve water supply and sewerage services in Karachi. The investments in the rehabilitation of existing and the construction of new infrastructure will enhance the development impacts by reaching more beneficiaries, at the same time, building support for continued mainstreaming of the operational reforms.

Project Components

Karachi Water and Sewerage Services Improvement Project (KWSSIP) has been developed after detailed discussion among all stakeholders in Karachi with World Bank consultants/ experts and aims to bring the targeted institutional and Governance reforms in KW&SB along with a massive strategic investment for the improvement of water & sewerage infrastructure in Karachi.

Following are the three project components of the Karachi Water and Sewerage Services Improvement Project (KWSSIP):

Component 1- Reform in Karachi Water and Sewerage Board

To build capacity and raise the operational performance of KW&SB, as well as to prepare and implement an enabling environment, this component will support an array of measure including:

Revenue Management Non-Revenue Water (NRW) Institutional Reforms and Human Resources. Social Sector Policy and Katchi Abadi Program. Other Capacity Building Priorities

Component 2- Securing Sustainable Water Supply & Sewerage (Infrastructure Investments)

The infrastructure interventions of the Phase-I KWSSIP will be selected during implementation according to criteria that will ensure compliance with project objectives and relevant policies, while retaining flexibility to align investments dynamically with the evolving reform agenda with the overall aim to reinforce the impact of capacity building and institutional reforms. The priority areas in which specific investment will be selected include:

Water Network Rehabilitation Sewer Network Rehabilitation Rehabilitation and Improvement of Safe Water Supply in Informal Settlements. Improve Energy Efficiency.

Component 3- Project Management & Studies

This component will support the costs of managing the project and preparing subsequent interventions in the urban area of Karachi. This will include direct project management costs and the studies in the following areas:

Feasibility and Tender Documents for SOP-1 and proposed future projects, Updating of KWSB’s Master Plan, Preparing Specific Safeguards Documents Energy Audit Review of PPP Options Ground Water Protection Assessment.

A contract management firm will be recruited to assist KWSB in managing all contracts under the above mentioned components.

AIIB is committed to provide approximately US$ 4.136 million to GOS / KW&SB as Project Preparation Special Fund Grant (the Grant) to finance technical and environmental & social consulting services for preparation of the different sub-components of the KWSSIP-2.

A. Procurement and Contract Management Specialist (PCMS)

1. Objectives of the Assignment

The objectives of this assignment to select the Procurement & Contract Management Specialist (PCMS) who will be responsible for providing commercial, contractual and technical advice for all the project contracts to PIU - KWSSIP

2. Scope of the Services

The PCMS will be responsible for overall coordination of the identified procurements, suggesting the best strategy for the new activities based on six monthly review of the project progress, and update of the PPSD. The PCMS would assist the PIU of KWSSIP in developing the EOIs, and RFPs for various contracts, and review the bidding documents provided by the consulting firms, and play her/his effective role in evaluations, award and contract implementation. The PCMS will work closely with the Project Management Firm KWSB intends to recruit under KWSSIP-1 and will supervise the firm’s performance together with the PIU Directors.

Specific Tasks and Responsibilities

The Procurement Contract Management Specialist shall be responsible: Strengthen the procurement and contract management performance of the PIU in

the preparation of the procurement documents and contracts; Coordinate with PD and PIU to update the procurement plan at least every six

months, for activities, estimated costs, timelines and procurement methods. Review the PPSD and update as required. Take the lead in pre paring contract management plans of all the contracts. Advise the PD on various contractual matters. Oversee all contract correspondences of the PIU and ensure that it is in compliance

with the relevant contract agreements, stipulations, documents and international standards, in a timely manner.

Ensure procurement and contract management processes are carried out in compliance with the Financing Agreement, World Bank Procurement and Consultants Guidelines and their associated Regulations

Coordinate with the PIU in preparing an overall project management plan and constant update.

Advise the procurement unit in the context of contractual clauses in the various bidding documents, following the applicable Bank Regulations,

Participating in bid/proposal opening and evaluation. Advise the PIU with reference to project and contract management in developing various

documents. Take the lead in preparing EOIs, RFPs, shortlist, and evaluation reports for various

Review and advise on the various bid docs prepared by consulting firms for work contracts.

Participate in pre proposal conferences, pre bid conference, bid/proposal openings, evaluations, negotiations and contract award.

To maximize efficiency of the procurement cycle provide strategic expert advice and assist in implementing necessary controls ensuring transparency, cost effectiveness and soundness of all procurements carried out under the project;

Assist various audit/ex-post review outfits in performance of their tasks by ensuring that procurement documents are efficiently filed and provide complete track records of the procurement cycle.

Assist in updating the KWSSIP-1 Procurement Plan

Contract Management:

Assist in Developing overall project management plan of KWSSIP. Develop contract management SOPs for the various works, goods and consultancy

contracts. Develop contract management plan for each contract with roles and

responsibilities, contract management sheets, risks and milestones etc. Identify to the PD and PIU red flags in contractual delays and suggest solutions. Review contractors’ work plans and comment on its workability; review the staff

deployment, performance and deliverables of consulting firms. Facilitate discussions between PIU, Consultant(s); with a view to achieve closure

on divergent interpretation of contractual clauses; Act as a focal person on behalf of PIU for contract administration issues that may

accrue liabilities for the project; Monitor progress of contracts implementation to ensure that it abides by the

stipulated standards, procedures and planned timetable; Support preparation of end of proceedings report for PIU after every claim

incident. Such report(s) shall be drafted professionally and would facilitate any audit or other reviews;

Any other relevant task assigned by the Project Director/PIU.

3. Qualifications and Experience:

The candidate should at least have: B.E (Civil/Elect/Mech) or equivalent, and MSc in relevant discipline of Engineering

or MBA in Project Management. Relevant Experience of at least ten (10) years’ in Procurement and Contract

Administration. Excellent writing and communication skills, computer skills including MS Office

(Word, Excel and PowerPoint). MS Project Certification shall be treated as additional qualification during selection of candidate.

4. Contract Duration:

The Specialist is required to work for the KWSSIP for One year (Non-extendable). Contract can be terminated with one month notice period by either party. The position is based in Karachi with travel requirements to the site as & when required.

B. Technical and Engineering Specialist (T&ES)

1. Objectives of the Assignment

The objectives of this assignment is to select the Technical and Engineering Specialist (T&ES) who will be responsible to provide technical expertise and strategic guidance, assuming quality control of interventions, planning & management and coordination services to all project components of SOP-II

2. Scope of the Services

The T&ES will be responsible to support and provide guidance to the implementation of the proposed Environmental and Social Management Plan - ESMP of the project, rovide technical input into the development of a baseline study that involves a diagnosis of the water and sewerage sector, and an assessment of the technical, financial, operational and management situation with particular focus on the target Kachi Abadies and establish the technical and financial barriers to adaptive water management and effective ways to address them. The T&ES shall provide but not limited to the following services:

Identify critical gaps in information and data compiled by different Consultants and assess existence of any standards or requirements for policy direction and practices in relation to efficient and effective provision for water and sewerage services, as relevant within the scope of the project

Guide and provide technical input into a comprehensive overview of a good international practice of water production and management systems.

Provide support and technical input to the analysis of the status of existing sewerage in relation to efficiency and capacity of the sewer lines, and recommend the policy direction and practices (e.g. land use, construction, quality monitoring, pollution prevention, controlled recharge) in relation to transmit wastewater to the treatment facilities.

Provide support and technical input to the design of sub projects work plans, related detailed procurement plans, tender documents and TORs that include feasibility study, design, stakeholder involvement, quality control and risk management for the specific tasks.

Review existing, or develop new where appropriate, guidelines, checklists, standards and procedures for bidding process, evaluations, designing, water and wastewater supply systems and works implementation, monitoring.

Review existing technical specifications of sewerage system, identify critical gaps and provide recommendations for improvements, provide hands on training to PIU staff in reviewing of project technical and financial proposals, preliminary designs and detailed designs

Develop Project Monitoring Mechanism guiding and assist PD / PIU to adjust the project Results Framework targets and indicators,

Assist PIU throughout the project management cycle and provide hands on guidance and mentorship to a broader project management team to develop core management skills and capacities, where required.

Provide technical inputs into a comprehensive overview of a good international modular technologies and practices of water and wastewater piping systems, selection of pumps, motors and regulating devices especially trenchless technology.

Provide technical input to the analysis of the status of existing sewerage management in relation to Kaachi abadies

Provide technical input to the design of phased investment work plans, related detailed procurement plans, tender documents and TORs that include feasibility study, design, implementation/construction, stakeholder involvement, quality control and risk management related to the investment plan and implementation.

Guide the M&E engineers in selection of the equipment on internationally accepted standards and to undertake the technical assessment of quality of project related to M&E systems, where required;

Design review of overall schemes / sub projects, such as water and sewer improvement schemes and associated structures, such as pumping stations, pipework and earthworks (the scale of the design may range from an initial outline to a full, detailed design)

Review the tender documents and assist PIU-KWSSIP to address any issue or make any modification, if required.

Review technical submissions.

Liaise with various bodies and individuals, including PIU KWSIP, AIIB, Consultants Technical experts and other individual consultants of PIU, KWSSIP.

Work collaboratively with PD – KWSSIP / PIU and support the Project Managers and Directors within the PIU – KWSSIP and other businesses and across the wider market.

Keep up to date with environmental matters, and be aware of policies, developments and recommendations made by the individual consultants with respect to the sub projects in this area

Present technical data or project details and outcomes, and monitor the progress of projects from beginning to end - from inception through to Design of sub projects under AIIB SF.

Writing reports

Managing costs estimation in consultation with PIU – KWSSIP, WB and AIIB to finalize the project cost.

Keeping up to date with changes / modifications suggested by Design Consultant with respect to Environmental Social in regulatory legislation and guidelines

Producing designs, both initial outlines and full plans, of sewerage, water treatment and allied structures such as pump systems and pipe networks.

3. Qualifications and Experience:

The candidate should at least have: BE / Master degree (Civil / Environmental / Hydraulics) equivalent or above from

accredited university recognized by HEC and is registered with Pakistan Engineering Council as Professional Engineer to demonstrate professionalism and commitment to relevant field.

Relevant Experience of at least ten (10) years in water industry Well oriented with use of computer simulations to analyze like surge analyses,

hydraulic model etc. Skills in Risk analysis. Orientation of a variety of specialist computer applications/simulation software like

Primavera / MS Project. Competent in planning the manning schedules, cost controls and determination of

realistic timeframes of the projects. Understanding of the environmental and social issues and experience to address

the mitigation measures in work contract documents.. Sound knowledge and understanding of FIDIC Conditions of Contracts. Excellent in communication and negotiation skills, good teamwork and people

management skills, for working with colleagues and clients, problem-solving ability, self-motivation and a proactive approach to work, commercial awareness, good

Experience of working on projects related to water and sewer improvement programs at all stages, from conception, planning, designing and preparation of the bidding documents on FIDIC with sufficient knowledge of hydraulics, selections of different piping networks and assessment.

Adequate experience and understanding of supply, manage and maintain water and sewerage / waste water services. It's important to have a knowledge of and genuine interest in the water industry and environmental issues.

Experience to solve problems within ageing infrastructure, population growth and quality of living standards and shall generally have experience in dealing with the provision of clean water, disposal of waste water and sewage.

4. Contract Duration:

The Specialist is required to work for the KWSSIP for One year (Non-extendable). Contract can be terminated with one month notice period by either party. The position is based in Karachi with travel requirements to the site as & when required.

C. Environmental Specialist (ES)

1. Objectives of the AssignmentThe objectives of this assignment is to select the Environmental Specialist (ES) who will be responsible to cover the Environmental related issues and compliance with national / AIIB safeguard policies of all the sub projects of SOP-2 of KWSSIP

2. Scope of the Services The Environmental Specialist will ensure environmental compliance of KWSSIP as set out in Environmental Management Framework (EMF) throughout the project implementation aimed at:

To assist PIU in environmental compliance of the project with national environmental laws and regulations and with the World Bank Safeguard policies throughout its implementation;

To support project beneficiaries in identification and management of environmental issues (including environmental safety and health issues) associated with sub-projects they propose, including supervision in preparing Environmental Management Plans as appropriate;

To serve as main PIU liaison with the AIIB on matters related to environmental impact management in general, and implementation of the EMF in particular;

To assist PIU in formulating strategies of such mitigation measures that ensures the Project as safe and hazard free service for all citizens.

Provide assistance to the PIU in screening of proposed projects / sub projects and assigning environmental category;

Conduct workplace audits and inspections to identify and alleviate environmental factors and stresses affecting or potentially affecting the health and safety through assessment of baseline conditions and potential site-specific impacts;

Advise PIU on anticipated environmental impacts and possible mitigation measures, and on the relevant type of environmental review to be undertaken and documentation to be prepared (e.g. sub-project specific Environmental Assessment and/or Environmental Management Plan);

Facilitate and coordinate the preparation, approval and implementation of Environmental Impact Assessments (EIAs), Environmental Management Plans (EMPs), Environmental Audits and other environmental, health and safety due diligence documents as required.

Review project / sub-project specific environmental documentation and give recommendations as needed, to communities and consultants, for finalizing the documents;

Participate in evaluation of project / sub-project proposals and advise on environmental eligibility and acceptability of proposals, based on guidance provided in the EMF as well as through personal experience and expertise;

Interact with PIU Procurement staff to ensure that environmental compliance is incorporated in contracts for goods, works and services (mainly civil work contracts) and ensure that contractors are fully aware of their responsibilities in this regard;

During implementation of the approved projects / sub-projects, undertake regular environmental monitoring and supervision in order to verify whether and how provisions of the project EMF are followed by all relevant stakeholders (consultants, contractors, beneficiaries);

Report regularly to the PD / PIU in writing on the results of monitoring visits, promptly identifying any environmental issues or cases of incompliance, and make recommendations for dealing with those issues.

Discuss compliance status and measures to re-establish compliance with contractor and/or beneficiaries as appropriate, in coordination with the PD / PIU,

Coordinate with independent environmental consultation firm to plan and carry out Third Party Validation and to prepare monthly monitoring and evaluation report.

Assist PIU in certification of completion of each project / sub-project and report on overall environmental compliance;

Closely collaborate with PIU staff to ensure that environmental measures are incorporated at all stages of project / sub-project preparation and implementation, including site selection, design, preparation and evaluation of bidding documents and bids, preparation and supervision of contracts;

Assist PIU on the formulation of regular progress reports on the project implementation by contributing on the environmental issues.;

Organize and lead meaningful and participatory stakeholder consultations on behalf of KWSSIP as required for all operation and development projects.

Act as the interlocutor between the KWSSIP and the Sindh EPA and other environment regulatory agencies at the Federal, provincial and City level.

Undertake capacity building and awareness raising activities for the PIU staff, other interested staff of the KWSB, contractors, potential beneficiaries and other stakeholders. This can be done by series of training programs and workshops where potential environmental issues and good environmental management practices can be presented;

Respond to requests from the World Bank and other relevant interested parties for information and documentation relating to environmentally related aspects of KWSSIP.

The Environmental Specialist will report to the Project Director / PIU and shall provide monthly reports to the PIU on overall environmental compliance of the project.

Monitor the grievances from stakeholders and project related accidents, and report to the PD/PIU and the World Bank, if any significant issues arise.

Perform other such duties that may be assigned from time to time.

3. Qualifications and Experience Master’s degree (Engineering, Environmental Sciences, Health Sciences or a related

field from a recognized university). Foreign qualification will be considered an added advantage. Specialized Training – ISO 9001-2015, Quality Management Systems, ISO-14001,

Occupational Health & Safety, ISO-22000, Quality Assurance, or any other skills considered relevant for the position.

Active affiliations – membership of recognised Industry or Professional Organisations.

Working knowledge of the government departments. At least 10 years of relevant experience in Environmental Impact Assessment,

Environmental Management Plan, Environment, Health and Safety, planning/designing, implementing, training, monitoring and evaluating HSE&Q related activities.

Relevant International work experience with the World Bank, other multilaterals and donors will be considered an added advantage.

Strong knowledge of principles and practices of corporate sector HSE&Q program management and administration.

Knowledge of Federal, Provincial, and local laws, standards, regulations, and policies pertaining to environmental health and safety.

Strong knowledge of methods, techniques, and practices used in workforce training.

Ability to identify unsafe working conditions and practices through on-site inspections.

Ability to identify environmental impacts through onsite inspection of projects and address the identified impacts with mitigation programs.

Solid knowledge of research, and ability to interpret and apply technical information to prepare clear and concise management reports; apply logical supporting information to justify decisions and recommendations.

Proven ability to cowork with diverse groups to achieve desired results. Establish and maintain cooperative relations with others.

D. Social Development Specialist (SDS)

1. Objectives of the Assignment

The objectives of this assignment are to select the Social Development Specialist (SDS), who will be responsible to identify potential social risks associated with the subprojects and to formulate management, implementation and supervision plans to avoid and/or mitigate identified social impacts including those related to resettlement.

2. Scope of the Services

The SDS will lead and support the development of sector policy and strategies, with proper consideration for their impact on social development including but not limited to labor, community health, safety related issues, stakeholder and community engagement in KWSSIP in consultation with relevant government agencies.

The SDS will be responsible for but not limited to the following:

Development, supervision, monitoring, reporting including AIIB and performance review of labor management procedures and plans in accordance with AIIB’s requirements and national / provincial labor laws and procedures.

Development, implementation, supervision, monitoring, reporting including AIIB and performance review of community health and safety plans and protocols in accordance with AIIB and national / provincial government requirements.

Develop the stakeholder engagement strategy for the KWSSIP including one for katchi abadis

Implement the stakeholder engagement strategy at the field level, including any relevant record keeping or documentation and periodic review of the strategy, in consultation with the PIU.

Periodic review of the stakeholder engagement strategy and its reporting to PIU and AIIB.

Develop training sessions on stakeholder engagement and other participatory development methods for the PIU, KWSB personnel as well as partner departments and organisations

Establish the grievance redress mechanism (GRM) for the project inclusive of system for operation, resolution, response, documentation, record keeping monitoring etc.

Develop proper mechanism for effective implementation of GRM and access for project beneficiaries, including vulnerable groups, residents of Katchi Abadis, at the field level.

Device strategy for dissemination of information related to GRM (access, record) among project beneficiaries, concerned citizens and groups/organisations.

Undertake periodic qualitative assessment of the GRM to determine if the feedback loop is being closed; identify problems that need to be addressed etc. and ensure that vulnerable categories are included in such assessments.

Ensure that overall functioning of the GRM is closely monitored along with updated status of complaints. Regular reports in this regard shall be submitted to the PIU.

Assist PIU to devise training programs for capacity building on social aspects including labor management, community health and safety, stakeholder engagement, grievance redress and other social issues.

Assist with screening, quality review and implementation of safeguards and resettlement documents, plans

Provide basic orientation and training to counterpart agencies potentially involved in projects preparation and implementation

Assist PIU in the review, evaluation and clearance of project documents for compliance with the Bank’s safeguards policies

Prepare quarterly progress reports for submission to PIU / World Bank and other stakeholders as defined in the SMF/RPF and sub-project specific EMPs/RAPs/ARAPs.

Perform any other duties assigned by the Project Director / PIU.

3. QUALIFICATION and Experience

Master’s degree or above in social sciences (e.g. development studies, sociology, human geography, urban studies, anthropology) from a recognized university.

Foreign qualification will be an added advantage.

At least 10 years of experience of working with communities, community mobilization and engagement. Experience in the preparation of, or assisting in the preparation of, community or stakeholder engagement/mobilization strategies or plans, participatory development plans. Experience in resettlement management, implementation of social safeguards and preparation of, or assisting in the preparation of, at least 5 resettlement plans for infrastructure projects Experience in urban settings would be an advantage.

Strong knowledge of relevant Federal, Provincial, and local laws, standards, regulations, and policies such as those pertaining to land acquisition and resettlement, labour management and protection, special protection legislation, mechanisms and provisions pertaining to women and vulnerable and marginalized groups.

Strong knowledge of the social safeguards policies and environment and social frameworks, and compliance requirements of IFIs (e.g. World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, JICA etc.)
