MERC issues draft regulations on transmission open access

The Maharashtra Electricity Regulatory Commission has issued draft regulations for transmission open access and has called for public comments on the same. Some of the salient features of the draft regulations are:

• The Nodal Agency for grant of Short-term Open Access to the Intra-State Transmission System shall be the MSLDC.

• The Nodal Agency for grant of Connectivity and Open Access to the Inter-State Transmission System shall be as specified by the Central Commission.

• A Consumer having a load of 5 MW or more and a Generating Station having a capacity of 5 MW or more shall be eligible to obtain Connectivity to the Intra-State Transmission System.

• A Generating Station with an installed capacity below 5 MW may also obtain Connectivity to the Intra-State Transmission System if it is technically feasible.

• The application for Connectivity shall be accompanied by a Demand Draft or proof of payment by electronic mode of a non-refundable fee of Rs 2 lakh; amount for renewable energy-based power plant shall by Rs 1 lakh.

• Applicants shall be able to apply for long-term (12 to 25 years), medium-term (3 months to 3 years), and short-term (not more than one month)
