USD(I) Mission and Vision

• Mission – To provide leadership, guidance, and oversight of Defense Intelligence and Security to meet SECDEF, DNI, and Combatant Commanders 21st Century requirements

• Vision – A global and horizontally integrated DoD intelligence capability that is comprised of highly qualified professionals and skilled leaders employing advanced technologies dedicated to supporting the needs of the warfighter and the DNI

Remodeling Defense Intelligence (RDI)

• Late Summer 2003: Two USD(I) initiatives lead to RDI

− Taking Stock of Defense Intelligence (TSDI)

− Defense HUMINT Reform

• January 2004: Reforming defense HUMINT cannot be separated from addressing larger challenges for Defense Intelligence

−Based on TSDI findings

−Solutions for Defense HUMINT require efforts across DoD and the IC

• Mid 2004 to Early 2005: 9/11 Commission Report, WMD Commission Report and Intelligence Reform and Terrorism Prevention Act … all key to RDI

Broad RDI Objectives

• Improve capacity to anticipate threats to and warn of impending actions

• Strengthen COCOMs ability to conduct a range of intelligence activities

• Enhance support to the Director of National Intelligence (DNI)

Current Remodeling Focus Areas

• Strengthening Intelligence Disciplines (starting with Defense HUMINT, CI and MASINT) to improve capacity

• Implementing Intelligence Campaign Planning (ICP) process to better anticipate threats and plan for intelligence operations

• Creating Joint Intelligence Operations Commands (JIOCs) to enable more agile operations and strengthen Combatant Commander, Director-CIA and DNI support

• Developing Professionalization and Sustainment program to improve the defense Intelligence workforce

• Improving All Source Analysis to anticipate threats and better warn of impending attacks

• Updated Defense HUMINT guidance– Established Defense HUMINT Management Office – Created DoD HUMINT Enterprise that is centrally

Underlying Principles

• We are operationalizing intelligence right now in our fight for knowledge in Iraq and Afghanistan

• JIOCs at various levels– DoD JIOC at DIA– COCOM JIOCs– Tactical/Operational levels (e.g.

JIOC-I)

• Analysts and Collectors under a single chain-of-command

• JIOCs are tied together through Horizontal Integration … but are more than information technology systems

• Professionalization & Sustainment of Workforce:

– Assessing and prioritizing near and long-term processes and efforts

– Conducting a baseline review of policy and practices related to uniform and civilian defense intelligence• Integrating plans with Office of the DNI Reform Efforts

• All-Source Analysis

– Putting collectors and analysts together• Deploying analysts in-theater

– Implementing comprehensive Defense Intelligence Analysis Program (DIAP, sponsored by DIA)

– Ensuring consistent, reliable and precise access to data at all classification levels (Horizontal Integration)

– Increasing the depth and sharpening the focus of all-source analysis
