USD(I) Mission and Vision

• Mission – To provide leadership, guidance, and oversight of Defense Intelligence and Security to meet SECDEF, DNI, and Combatant Commanders 21st Century requirements

• Vision – A global and horizontally integrated DoD intelligence capability that is comprised of highly qualified professionals and skilled leaders employing advanced technologies dedicated to supporting the needs of the warfighter and the DNI

• DoD Directive 5143.01 – “at my direction will exercise authority, direction, and control over intelligence and intelligence related activities within DoD. He will serve as the single point of contact within the Department for other government agencies on intelligence matters.”

• Late Summer 2003: Two USD(I) initiatives lead to RDI

− Taking Stock of Defense Intelligence (TSDI)

− Defense HUMINT Reform

• January 2004: Reforming defense HUMINT cannot be separated from addressing larger challenges for Defense Intelligence

−Based on TSDI findings

−Solutions for Defense HUMINT require efforts across DoD and the IC

• Used for presenting COCOM and DoD intelligence needs to the DNI/IC

• We are operationalizing intelligence right now in our fight for knowledge in Iraq and Afghanistan

– Assessing and prioritizing near and long-term processes and efforts

– Conducting a baseline review of policy and practices related to uniform and civilian defense intelligence• Integrating plans with Office of the DNI Reform Efforts

– Putting collectors and analysts together• Deploying analysts in-theater

– Implementing comprehensive Defense Intelligence Analysis Program (DIAP, sponsored by DIA)
