1.0 PURPOSE AND SCOPE
1.1 Purpose and Scope
The purpose of this Requirements Document is to identify maintenance program requirements for
non-nuclear facilities, and documents the Mission Support Alliance (MSA) maintenance
management program required by CRD O 430.1B Chg 1, Real Property Asset Management,
Supplemented, rev. 1.
The scope of this Requirements Document is to establish the maintenance management framework
and processes applied by MSA using a graded approach.
2.0 ENGINEERING REQUIREMENTS
Engineering requirements are identified and implemented through MSC-RD-ENG-1819 MSC
Engineering Requirements.
3.0 PLANT OPERATIONS AND MAINTENANCE REQUIREMENTS
Once construction and/or installation are complete, the SSC will be turned over to the appropriate
MSA O&M organization to perform its intended use and service in accordance with this
requirements document. In addition, the prioritization process (MSC-PRO-MN-56351), which
establishes the criticality scores of the SSCs, will be used for input into the O&M analysis,
vulnerability analysis, and maintenance analysis during the Plant O&M SSC life-cycle phase.
Maintenance costs, forecasts, and feedback are an integral part of this process.
4.0 INTEGRATED SAFETY MANAGEMENT SYSTEM/MAINTENANCE POLICIES
Maintenance policies are integrated with MSA Integrated Safety Management System (ISMS) in
that environment, safety, and health considerations are integrated into the Maintenance work
planning and execution of all Maintenance work scopes. MSA ISMS and Maintenance objective to
“Do Work Safely” ensure the protection of workers, the public, and the environment. The
philosophy of adequately maintaining systems, structures, and components is in alignment with
ISMS. Controlled and planned maintenance introduces fewer hazards to the operations and
maintenance personnel as opposed to unplanned and reactive maintenance actions. The safety
culture promoted by MSA ISMS and Voluntary Protection Program (VPP) covers all activities from
identifying necessary maintenance, through work planning, execution, and reporting. Emphasis is
placed on identifying and mitigating hazards by all means possible from the planning stage though
job completion. Refer to MSC-CTR-00006 and MSC-8211 for more information.
5.0 MAINTENANCE PROCEDURES AND PERSONAL TRAINING
Maintenance procedures consist of all the work processes that define how the Work Management
organization conducts its day-to-day business. Each maintenance procedure describes the steps

required to complete a specific work process. Combining these procedures with MSA technical,
procedural, and safety training (ISMS-related training) ensures the process is executed safely and
consistently. For more information, see MSC-CTR-00006, Site Infrastructure and Utilities,

Planning 4.a
Planning is the overarching function within real
property asset management that integrates the other
functions of acquisition, real property utilization,
maintenance, recapitalization, disposition, and LTS into
a coordinated effort to ensure that current and future
mission needs are met. Planning is dependent on clear
objectives, sound data, and effective communication.

Real Estate 4.b
The real estate function encompasses several key
activities over the life cycle of real property assets.
These activities involve acquisition by lease or
purchase; planning and management, including taking
inventory, making assignments, conducting utilization
surveys, and tracking assets; screening for excess real
property assets; and disposal of real property assets.

Condition assessments must be performed on
real property assets at least once within a five-
year period, and may be required more
frequently for mission essential facilities and
infrastructure. The condition assessment
program shall utilize a tailored approach based
on facility status, mission and importance and
the magnitude of the hazards associated with
facilities and infrastructure. Inspection
methodology shall be consistent with industry
practice, and shall include identification of
safety and health hazards. Deferred
maintenance estimates will be based on
nationally recognized cost estimating systems

VALUE ENGINEERING: The contractor must
use VE techniques in a tailored manner to reduce
DOE’s real property asset ownership costs (e.g.,
acquisition, operations, maintenance, and
disposal) while maintaining the necessary level
of performance and safety. For real property
asset acquisition, disposition, demolition, repair,
and recapitalization projects where the total value
for a single item of purchase or contract is
expected to be greater than $5 million, a VE
assessment shall be performed. Real estate
acquisitions are excluded from VE.
