Job Title: Project Manager – Unlocking Our Sound Heritage

Grade: Staff Officer Salary Scale: £29,317 - £31,446

Department: Collections Location: Corporate Headquarters, Cultra

Responsible to: Head of Curatorial Duration: Fixed Term for 3 Years

Organisational background:National Museums Northern Ireland was established by The National Museums & Galleries (NI) Order 1998, and comprises the Ulster Museum, Ulster Folk & Transport Museum and Ulster American Folk Park. Between them, the National Museums group is the largest visitor attraction in Northern Ireland and makes a significant contribution to cultural tourism.

National Museums Northern Ireland is an ambitious organisation delivering award-winning museum services to more than 700,000 visitors annually. The organisation receives its core funding from the Department for Communities (DfC), but generates income and sponsorship from a variety of other sources to meet its revenue and capital expenditure needs.

Overall purpose of job:To project manage one of the ten national/regional hubs leading the digitisation, cataloguing, ingestion and dissemination of audio material.

This job is part of “Unlocking Our Sound Heritage”, an ambitious project funded by the HLF and led by the British Library in conjunction with national and regional partners across the UK.

Unlocking Our Sound Heritage will digitally preserve almost half a million endangered sound recordings digitise from across the UK and make 100,000 available online transforming the visibility of sound archive collections in the process.

National Museums Northern Ireland will be the hub for Northern Ireland. Over three years we will digitise 5,000 physical sound items, from our own collections, and from other collections within our area. The digitised material will then be used as part of a learning and outreach activity for the benefit of the people of Northern Ireland.

The activities which the post holder will be expected to perform will include the following:

Duties and Responsibilities Management of all aspects of the hub’s activities for Northern Ireland as part of this UK-wide

project. Management of the project team, both staff and volunteers, based at National Museums Northern

Ireland, to select, negotiate, digitise, catalogue, ingest and share archival audio recordings. Management of public engagement and learning aspects of the project in Northern Ireland. To work

with others to ensure that a wide range of audiences engage with and benefit from the sound heritage that is being digitised.

Monitor progress and report to the management team at National Museums Northern Ireland and the British Library.

Represent National Museums Northern Ireland at meetings related to the project. To work with colleagues at National Museums Northern Ireland, other hub partners and the British

Library to achieve the aims of the project.

Resources Managed Audio Digitisation Officer Cataloguing Officer Rights Clearance Officer Learning Officer Project team including volunteers Budget (including staff costs) of around £600,000 over the three years of the project.

Main Tasks Responsibility for the management of the project, including all project administration and timely

delivery against project milestones. Manage the associated project staff, ensuring that their work programmes align with the project’s

needs and that their training and development needs are regularly reviewed and supported. Manage the financial resources and collect the information necessary to draw down the HLF grant

payments. Identify and manage risks relating to the project. Arrange for original sound material to be lent to National Museums Northern Ireland in order for it

to be digitised. Ensure that the material is kept in a secure environment while on the premises and returned to the owners as appropriate.

In conjunction with the Rights Officer negotiate rights agreements following the agreed guidelines to allow for public access to the digitised material.

Plan and coordinate the public engagement and learning activities related to the project in Northern Ireland. To work with staff, volunteers, community groups and others to ensure that the target audiences have suitable opportunities to engage with the material being digitised.

Develop the public profile of the project in Northern Ireland. Deal with media and PR issues relating to the activities of the hub in step with the policy and guidelines of the British Library and National Museums Northern Ireland.

Demonstrate a willingness to take on a range of tasks and to develop new skills, as appropriate, to support the delivery of the project.

Oversee quality control relating to digital assets and rights clearance documentation created throughout the project.

Any other duties appropriate to the grade and project.

PERSON SPECIFICATION

Essential Shortlisting Criteria

1. Educated to degree level or equivalent plus two years’ experience working in a similar role OR in the

absence of a degree, four years’ experience working in a similar role

General terms and conditions of employment

Hours and Attendance This is a full time post and the successful candidate will be expected to work 37 hours per week. It is anticipated that the post-holder will commence this role in September 2018.

Salary The post is graded on the Staff Officer salary scale currently £29,317 - £31,446 per annum.

Pension Staff are eligible for membership of the Principal Civil Service Pension Scheme. Further details of the terms and entitlements under this scheme will be made available upon commencement of employment.

Annual Leave The annual leave entitlement will be 25 days, rising to 30 days after 5 years’ service plus 12 bank / public holidays.
