THE DISTANCE LEARNING PLATFORM (DLP) OF THE PROJECT
MATTONE INTERNAZIONALE: TRAINING COURSE "EUROPEAN PROJECT
PLANNING IN BRIEF" IS NOW AVAILABLE ONLINE
From mid-June 2012 the training course "European Project
Planning in brief" is available on the web site of the Project
Mattone Internazionale within the Distance Learning
Platform (DLP). The course will be an useful training tool
for who wants to become confident with the European
projects, especially in the health sector. It will explain the
methodologies of project planning and management and
how to find funding opportunities in the framework of the EU financing
programs. The course is free of charge and anyone can participate previous
registration. In the next few days a fourth course called "Antennas for Europe"
will also be available. It will be a training tool for who wants to become
confident with the European Union law, the EU institutions and activities of the
regions in the health sector.

PROFILE OF PARTICIPANTS AT THE NATIONAL TRAINING PLAN IN THE
FRAMEWORK OF THE PROJECT MATTONE INTERNAZIONALE
In view of the activities organized within the context of the National Training
Plan, Veneto Formss, organization responsible for the external evaluation of the
Mattone Internazionale Project, has developed, in collaboration with the
regional contacts and the scientific responsible of the project, a questionnaire
asking for the skills that the participants expect to acquire from the Training.
The skills identified are in total 47 and each one is considered relevant to
successfully apply for and manage European Projects and to build strong
relations with organizations and institutions working in the field of health at
European level.
The skills identified are divided into the following 4 clusters of expertise:

The questionnaire was sent to all participants registered to the session of the
National Training Plan with an invitation to complete it before the starting of the
course. The participants were asked to self assess their level of proficiency on a
scale of 1-5 (5 being the highest). The questionnaire was also useful to gather
personal data and professional experiences of the participants.
The survey was completed by 208 out of 229 of participants that corresponds to
91% of the total. Below is a summary of what came out.
The average age of the participants is 46.1 years and the most represented age
group is between 46 and 55 years.
42% of the participants have a university degree on health and the remaining
58% have an academic background focusing on other relevant subjects such as:
law, political science, foreign languages, economics and engineering.
The majority of participants (42.8%) has a managerial role, the rest works either
as employee in the health sector (23.6%) or public officials (21.2%). 12.5 % are
consultants or associates.
The healthcare organizations are the most represented (66%), and around one
third of the participants are from the Ministry of Health (15%) or regional offices
(15%) and the remaining 4% works closely with public health organizations.
From the self-assessment on the expected skills included in the questionnaire, it
results that the majority of the participants belongs to the cluster of “base-cross
cutting” competence, while for the other categories the average expertise
becomes progressively lower, registering a critical gap in particular with regards
to the networking cluster.

The variance per each of the cluster is fairly consistent, demonstrating a
significant heterogeneity of the group as a whole. The graphic below clearly
shows this aspect:
As it is highlighted in the chart, some people claim a very high level of expertise
in almost all the clusters (maximum profile), others on the other hand claim an
overall insufficient general competence in this field (minimum).
The highest scores in the questionnaire are registered in the cluster of base-
cross cutting skills, while the lower ones are part of the networking cluster.

HEALTH 2020: AN EUROPEAN POLICY FRAMEWORK SUPPORTING ACTION ACROSS GOVERNMENT AND SOCIETY FOR HEALTH AND
WELL-BEING
During the third WHO European Health Policy Forum organized by the WHO
Regional Office for Europe, which took place in Brussels in April 2012, the final
version of the document on new WHO policy, Europe "Health 2020", and related
documents have been drafted in order to be adopted on next September by the
WHO Regional Committee for Europe in Malta. "Health 2020" is a framework of
strategic policies and actions aimed at improving health and well-being of the
WHO European Region. The objectives are the following: "improvement of the
level of health and well-being of population, reduction of inequalities in health
care services, strengthening public health systems, importance of the people-
centred within an universal health care system, equity, sustainability and high
quality".

On 20 October 2011 has been published the call MARIE CURIE CAREER
INTEGRATION GRANTS - CIG (FP7-PEOPLE-2012-CIG). Marie Curie CIG provide
financial assistance to experienced researchers who are offered a stable
employment in research in an EU Member State or Associated country.
The objective is to reinforce the European Research Area (ERA) by encouraging
researchers to establish themselves in a Member State or in an associated
country, thereby attracting and retaining the best talents in Europe. The action
is designed to support researchers in the first steps of their European research
career and to attain lasting professional integration in the ERA. By providing
researchers with a substantial research budget, the action is intended to
improve considerably their prospects for long term integration, thus
contributing to the success of their research career. This action should also allow
the transfer of knowledge that the researchers have acquired prior to the Career
Integration Grant, as well as the development of lasting co-operation with the
scientific and/or industrial environment of the country from which they have
moved.
Beneficiaries: Experienced researchers (with at least 4 years full-time
postgraduate research experience or a doctoral degree) of any nationality who,
at the time of the relevant deadline for submission of proposals, have not
resided or carried out their main activity (work, studies, etc) in the country of
their host organization for more than 12 months in the 3 years immediately
prior to the reference deadline (short stays, as holidays, are not taken into
account).
The EU contribution is a fixed amount of € 25.000 per researcher per year during

The specific objective of the Marie Curie International Outgoing Fellowships for
Career Development is described in the 2012 People Work Programme.
This action aims to reinforce the international dimension of the career of
European researchers by giving them the opportunity to be trained and acquire
new knowledge in a high-level organization active in research, established in an
Other Third Country (Outgoing phase). Subsequently, these researchers will
return with the acquired knowledge and experience to an organization in a
Member State or Associated Country.
This action provides financial support to an individual mobility project presented
by an experienced researcher in liaison with a host organization in the Member
States or Associated Countries.

Experienced researchers applying to this action need to develop a coherent re-
search training project for the total duration of the contract that will enable the
experienced researcher to progress in the development of his/her career. The
fellowship is expected to be part of a structured, long-term personal career de-
velopment plan that is coherent with past achievements and clearly defines the
future aims of the researcher.

PEOPLE - MARIE CURIE INTRA-EUROPEAN FELLOWSHIPS FOR CAREER DE-
VELOPMENT (IEF) FP7-PEOPLE-2012-IEF
Deadline: 16 August 2012
This action supports the career development, or restart, of experienced re-
searchers at different stages of their careers, and seeks to enhance their individ-
ual competence diversification in terms of skill acquisition at multi- or interdisci-
plinary level and/or by undertaking intersectoral experiences. The aim is to sup-
port researchers in attaining and/or strengthening a leading independent posi-
tion, e.g. principal investigator, professor or other senior position in education
or enterprise.
The action aims at supporting researchers in resuming research after a career
break. In order to apply to the “Career Restart Panel”, researchers must not
have been active in research for at least the 12 months immediately before the
relevant deadline for submission of proposals.
Projects and participants: Intra-European Fellowships, with a duration of be-
tween 12 and 24 months (full time equivalent), submitted by experienced re-
searchers working in EU members or associated countries, in liaison with a host
organization which is represented by the scientist in charge. The agreements for
selected proposals will be signed between the Research Executive Agency and
host organization.
The main activities of an IEF will be based on a training-through-research project
prepared by the researcher in liaison with the host organization in order to en-
hance his competences diversification in terms of skill acquisition and develop
his career in an European context. A Personal Career Development Plan will be
established by the researcher and the scientist in charge prior to the start of the
project in order to aid in the provision of the research training programme and
research objectives that best suits the needs of the experienced researcher. This
plan will act as a reference for the experienced researcher herself/himself to
monitor the progress and take corrective action when necessary in order to
attain the target set in terms of professional development.

ARTEMIS Joint Undertaking - Call for proposals 2012 (ARTEMIS-2012-1)
On 19 April 2102 has been published the ARTEMIS Call for Proposals 2012. ARTE-
MIS (Advanced Research and Technology for Embedded Intelligence and Sys-
tems ) Joint Undertaking (JU) was created, by Council Regulation No 74/2008 of
20 December 2007, in order to implement a Joint Technology Initiative (JTI) in
Embedded Computing Systems.
The main component of this JTI is a research programme addressing the design,
development and deployment of embedded systems.
The ARTEMIS JU is set up as a public-private partnership, bringing together the
European Commission and about 20 European countries with ARTEMIS-IA,
which is an association representing the R&D actors in the area of embedded
systems (companies, research centres, universities).
ARTEMIS JU will support R&D projects through open and competitive calls for
proposals.
The technological content of calls for proposals is described in detail in the AR-
TEMIS Annual Work Programme (AWP). A longer term strategy is described in
the ARTEMIS Multi-Annual Strategic Plan (MASP).
ARTEMIS research projects are industry-driven projects in the field of embedded
systems, which aim at generating new and improved technologies and in apply-
ing them in products, processes or services; in order to strengthen the competi-
tiveness of European industry, improve sustainability, and facilitate the emer-
gence of new markets and applications that respond to societal needs.
The Annual Work Programme 2012 is composed of two parts (A and B):
Part A – Proposals addressing one of the ARTEMIS Sub-Programmes
(ASPs) listed in the MASP;
Part B – ARTEMIS Innovation Pilot Projects (AIPPs) (the commitment of
Italy does not include the priority 2 on the health sector, more specifically,
the Cycles of Innovative Integrated Care)
With reference to the sub-programmes (Part A), each proposal should ad-
dressed at least one of the priorities of ARTEMIS in the framework of at least
one of the following sub-programmes:
Methods and processes for safety-relevant embedded systems;
Embedded Systems for Healthcare and Wellbeing;
Embedded systems in Smart environments;
Embedded Systems for manufacturing and process automation;
Computing platforms for embedded systems;
Embedded Systems for Security and Critical Infrastructures Protection;
Embedded Systems supporting sustainable urban life;

Human-centred design of embedded systems.
Objectives sub-programme 2. Embedded Systems for Healthcare and Wellbeing
Healthcare is under intensive strain due to demographic and economic challeng-
es - a globally increasing number of patients with chronic diseases – leading to
skyrocketing healthcare costs and staffing shortages. This requires novel meth-
ods to handle more patients within acceptable healthcare costs while keeping a
high quality of care as well as the support for the individual to take care of her
or his own health. The healthcare cycle can be made more cost-effective by im-
proving the quality of care and by shortening medical treatment and hospital
residence through support for a healthy living, care at home, early diagnosis and
prevention, image guided intervention and personalised treatment supported
by validated decision support systems.
In the Multi-Annual Strategic Plan (MASP) 2012 and Strategic Research Agenda
(SRA) four innovation scenarios are described: 1. Care at home and everywhere;
2. Early diagnosis and prevention; 3. Image guided Intervention and Therapy; 4.
Clinical Decision support systems. The aim of this subprogram is to achieve prod-
uct innovation and technological breakthroughs in these research areas.
For each scenario research will be performed on basic concepts and seamless
integration of interoperable components. This will support personalized preven-
tion and treatment strategies by taking advantage of the opportunities offered
by new technology, such as:
gathering data by a large variety of sensors and controlling treatment by
various actuators in relevant situations: at home, on the move, at work, in
health centres, clinics and hospitals, and enabling easy, efficient and effec-
tive individual monitoring and wide-scale screening;
novel algorithms to analyse gathered data, from historical as well as paral-
lel care cycles, and present the relevant information in an adequate way
to persons related to their task and situation;
ubiquitous access to a citizens health data, by all partners in an inter-
disciplinary care team under the conditions of proper privacy enforce-
ments;
supporting both the individual and professionals and enabling adequate
communication between all partners in inter-disciplinary care teams using
collaboration technology, including secure messaging, instant messaging,
audio and video communication and even remote sharing of applications
at any place and time on the device of choice.
The approach is to develop and deploy advances in embedded systems tech-
nology: communicating sensors and actuators; improvements in genetic, molec-
ular and imaging equipment for diagnostics, including algorithms, equipment
and infra-structure for massive image processing and simulation to support
combination of images from different modalities (CT, ultra sound, MRI, X-Ray)
and comparison or fusion of images with physiological models (e.g. heart, brain);

telemedicine including tele-monitoring and tele-surgery; facilities for diagnostic
and epidemiological analysis, remote management of implanted drug delivery;
multi-modal interaction technologies (speech, vision and gestures) for infor-
mation and data access, supporting navigation and decision making for diagnos-
tic and (minimal invasive) surgery, not hampering the normal workflow.
By optimising the use of resources, fostering the “digital hospital” where all de-
vices, patients, and professionals are connected, projects are expected to lead
to:
reduction in visits to doctors;
reduction in visits to hospitals (including out-patient clinics);
shorter periods of hospitalisation (when hospitalisation is necessary);
greater longevity with improved quality of life throughout;
increased support to interdisciplinary care teams.
The activities to be carried out in the context of a project can include:
research and technological development activities, reflecting the core ac-
tivities of the project;
demonstration or experimental development activities, designed to prove
the viability of new technologies that offer a potential economic ad-
vantage, but which cannot be commercialised directly (e.g. testing of
product-like prototypes);
other activities including dissemination, exploitation and market watch.
The consortium must be composed of at least three partners established in at
least three different ARTEMIS Member States. The entities must be independent
of each other. Projects are expected to last typically three years (however, there
is no formal minimum or maximum duration). Eligible organizations: research
centers, companies, NGOs, International organizations, legal persons, Universi-
ties.
Deadline for submission of Full Project Proposals: 6 September 2012
The total Indicative Budgets for this call is: 138,73 M€. This comprises the fol-
lowing ARTEMIS-JU funding and National funding from the ARTEMIS Member
States:
ARTEMIS Joint Undertaking contribution: 49,23 M€
ARTEMIS Member States contribution: 89,50 M€.
The financial contribution of the ARTEMIS Joint Undertaking will be 16.7% of
eligible costs incurred by participants to implement the projects. The commit-
ment of Italy is subject to the final approval by National Financial Authority.

Concerning the health sector interesting opportunities can be found within one
of the main objectives of the theme No. 2, namely:
environment and health: to develop the information base for policy on
the environment and health (the Environment and Health Action Plan).
The projects proposals should be innovative and in line with the Gothenburg
strategy, especially those contributing to the Lisbon process and Europe 2020.
The overall budget for project action grants under LIFE+ in 2012 is 276 710 000 €
(for Italy: 24.324.882 €). The rate of the EU financial support shall be a maxi-
mum of 50 % of the eligible costs.
Project proposals should be in line with national strategic priorities for 2012
stated by the national competent authorities at the Ministry of Environment.
LIFE+ is open to public or private bodies, actors or institutions registered in the
European Union. Project proposals can either be submitted by a single benefi-
ciary or by a partnership which includes a coordinating beneficiary and one or

COST brings together researchers and experts in different countries working on
specific topics. COST does not fund research itself, but supports networking
activities such as meetings, conferences, short-term scientific exchanges and
outreach activities. COST is an intergovernmental framework for European
Cooperation in Science and Technology, allowing the coordination of nationally-
funded research on a European level. COST aims at contributing to reduce the
fragmentation in European research investments and opening the European
Research Area to cooperation worldwide.
COST is organised in nine broad Domains (Biomedicine and Molecular
Biosciences; Chemistry and Molecular Sciences and Technologies; Earth System
Science and Environmental Management; Food and Agriculture; Forests, their
Products and Services; Individuals, Societies, Cultures and Health; Information
and Communication Technologies; Materials, Physics and Nanosciences;

COST invites proposals for Actions contributing to the scientific, technological,
economic, cultural or societal development of Europe. Proposals playing a
precursor role for other European programme and/or initiated by early-stage
researchers are especially welcome. Applicants are invited to locate their
proposals within one of the nine topics above mentioned; however, inter-
disciplinary proposals not fitting readily into a single domain are particularly
welcome. Proposals should include researchers from a minimum of five COST
countries. Financial support for an Action of 19 participating countries is in the
range of 130.000 € p.a. (for normally four years).
Preliminary proposals will be assessed in two stages. Preliminary proposals

The Executive Agency for Health and Consumers (EAHC) has invited Member
States as well as Norway and Iceland to present proposals in order to benefit
from EU financial contributions for the European Consumer Centres Network
under Article 4(1) and Action 10.2 of Decision 1926/2006/EC. The present call for
proposals covers:
Actions on information, advice and redress, including:
10.2 Financial contributions for joint actions with public or non-profit bodies
constituting Community networks which provide information and assistance to
consumers to help them exercise their rights and obtain access to appropriate
dispute resolution (the European Consumer Centres Network).
The Commission’s annual work programme sets out the specific priority areas for
action to be implemented through this call for proposals. Under this call “The
European financial contribution will cover the actions (focusing on cross-border

CALL FOR PROPOSALS – DG EAC NO EAC/S01/2012 - PILOT PROJECTS
FOR THE DEVELOPMENT OF "SECTOR SKILLS ALLIANCES”
This call for proposals is based on the decision establishing the Lifelong Learning
Programme and on the Lifelong Learning Programme Work Programme 2012,
financing decision C(2012) 1823 of 23 March 2012.2 This call for proposals aims
to test a new type of transnational partnership proposed in “Erasmus for all” and
draw lessons for future implementation.
This call for proposals for pilot projects on "Sector Skills Alliances" (SSA) aims at
gaining experience of transnational partnerships which address the challenges of
skills mismatches and shortages. The lessons of the call will feed into European
and national policy making as well as into the implementation of the future
European programme in the field of education and training. The results will also
boost VET policy and strategy in the economic sectors concerned.

The proposals shall bring together bodies with sector-specific expertise coming
from three complementary fields: the world of education and training (VET
providers, companies, guidance and counselling services, social partners, public
bodies), the labour market (including skills anticipation bodies such as European
Skills Councils…), and VET policy makers. Partnership must include at least 7
partner organisations established in at least 5 Lifelong learning programme
participating countries, including 4 Member States.
The projects shall develop and deliver adapted, updated or new sector-specific
curricula, VET programmes and possibly qualifications. They can also develop
innovative ways of delivering VET in response to evolving skills needs.
Outcomes should be effectively disseminated to guidance services,
representatives of sectorial organisations or enterprises as well as to relevant
national, regional or local authorities.
This call is addressed to organisations in a limited number of sectors, namely:
- automotive industry;
- health and social work;
- tourism and catering;
- energy saving technologies, including sustainable construction;
- aeronautics industry.
Deadline for submitting proposals: 16 August 2012.
Budget of the call: 2 M€ (financial contribution from the Commission cannot
exceed 75% of the total eligible costs). Grants are expected to be 400.000 €
maximum per application selected. It is estimated that around five projects will

INNOVATIVE MEDICINES INITIATIVE (IMI)_ 7TH CALL FOR PROPOSALS
2012
IMI launched its 7th Call for proposals on 17 July 2012.
The IMI JU applies a two stage Call process:
• first stage: ‘Applicant Consortia' (i.e. formed by academia, small and
medium sized enterprises SMEs, patient organisations, non EFPIA companies
European Federation of Pharmaceutical Industries and Associations, etc.) are
invited to submit, to the IMI JU, an expression of interest (EoI) in response to a
Call Topic;
• second stage: Applicant Consortium with the highest ranked EoI for each
topic will be invited to jointly develop a full project proposal together with the
EFPIA Consortium.
Deadline for submitting EoI: 9 October 2012
Total Budget: 26 M€
The financial contribution from the EU to the IMI JU for the support of research
activities matches the in kind contribution from the research-based companies
that are members of the EFPIA, which indicative budget is estimated to 13 M€.
The financial contribution from the EU to the IMI JU for the support of research
activities is therefore planned to be up to 13 M€.
The IMI 7th Call 2012 for proposals will have 2 topics covering the following key
research priorities:
• Knowledge Management (correlated to the Areas of Interest: knowledge,
patient, development);
Coping with regulatory and legal hurdles (correlated to the Area of
Interest: development).
These two topics are:
a) Developing a framework for rapid assessment of vaccination benefit/risk
in Europe (IMI JU contribution: up to 5 M€)
Objective: to deliver the following steps to prepare the implementation of a
sustainable infrastructure accessible for all relevant stakeholders in Europe for
facilitating post-approval, rapid and integrated assessment of the benefit/risk of
vaccines by:
• Delivering a set of governance principles and rules that recognizes all main
stakeholders;
• Mapping the current synergies in existing relevant ongoing projects that
provide relevant technical and methodological output and to identify any
transitions needed for their application in vaccine benefit/risk assessment
studies;
Budget: 5 M€
b) Incorporating real-life clinical data into drug development (IMI JU
contribution: 8 M€)
Objectives:
• Assess existing methodologies and develop new research methodologies
to be tested in pilot studies to improve quality of information generated to
inform both benefit-risk and real world effectiveness at critical points in the
assessment of medicines;

research how and at which stage Relative Effectiveness can be
incorporated in R&D drug development plans;
• develop open tools to assess the value of new medicines which would
increase the confidence and consistency of decisions that HTA bodies and
other decision makers may take, affecting patient access and the ability

• develop training activities on relative effectiveness research, in particular
on the value of new medicines to patients and providers, for a better
understanding and awareness in R&D;
identify research issues and develop pragmatic designs to address
difficulties associated with generating evidence of relative effectiveness
before launch;
• develop and pilot approaches to analyse and incorporate the results of
effectiveness studies in evidence reviews to foster discussions/decisions
between industry, regulatory authorities, HTA and reimbursement
agencies on:
- reasonable expectations for evidence available at launch;
- the robustness of predictive models;
- the value of further evidence collected after launch.
The indicative duration of the project: 5 years for the first topic and 3 years for
the second topic.

COOPERATION NEEDED FOR AN EUROPE CLOSER TO ITS NEIGHBOURS
IN THE HEALTH SECTOR
The need for further development of the capacity for effective protection and
control of cross-border health threats at regional level was highlighted at a
Conference of experts organized by the Cyprus EU Presidency. The Conference
on communicable diseases welcomed many experts from across Europe who
were willing to work towards an “Europe closer to its neighbors” thus making the
event a real success. It was stressed the role of the European Union as effective
channel of communication as well as means to strengthen the mechanisms for
prevention, early detection and control of communicable diseases in wider
European regions. The discussion and debates focused on the importance of
close cooperation among Member States and their neighbors, as well as on the
training of health professionals within the EU, in order to respond efficiently and
effectively in cases of real danger of cross-border transmission of diseases.

INVESTMENT IN RESEARCH AND INNOVATION CAN OFFER A WAY
OUT OF THE CRISIS
“The way out of the crisis is through growth enhancing policies and investment
in research and innovation”. This was the watchword during the meeting in
Brussels held on 12 July where it has also been discussed about health topics and
emerged the will of the European Parliament to continue its efforts on these
themes. It is necessary to face the crisis by focusing all efforts in a careful
management of available resources trying to find innovative approaches in the
health sector in order to tackle effectively the challenges and maintain high
current services available to citizens in terms of quality at lower costs. The main
priority of research will be to improve Horizon 2020, the European funding
program for research and innovation. In the health sector the objective is to
support Healthy Ageing across the Lifecycle, useful for the prevention, early
detection of diseases and the promotion of health in all stages of life, through
the implementation of relevant programs to ensure healthy aging.

THE EMPLOYMENT PACKAGE: INVESTMENTS IN THE HEALTH SECTOR
TO ADDRESS UNEMPLOYMENT IN EUROPE
The European Commission has presented at the beginning of this year the so-
called “Employment Package” to respond to the high level of unemployment in
Europe. This policy communication identifies the EU's biggest job potential areas
and the most effective ways for Member States to create more jobs. It provides a
medium-term agenda for EU and Member States action to support a job-rich
recovery and reach Europe's 2020 goals for smart, sustainable and inclusive jobs
and growth. It is accompanied by nine staff working documents.
The employment package proposes a fresh look at what can be our priorities for
a medium-term policy to make our labour markets more open, more dynamic
and more inclusive:
• A stronger accent on job creation policies by reducing taxes on labour and
making a more effective use of hiring subsidies and exploiting the potential of
some key sectors, such as green economy, ICT, or health and care sector;
• Using the experience gained in Member States during the crisis in view of
steering the reforms required. For instance on the role of internal flexibility, or
the role of public employment services to help workers succeed when changing
job or getting back into work;
• Measures to improve job quality through decent wage floors, making
transitions pay, or fighting undeclared work.
• Investment in skills based on better forecasting of skills needs and on new
monitoring tools at EU level.
Within this context, healthcare is a highly labour intensive activity and one of the
largest sectors in the EU: in 2010 there were around 17.1 million jobs in the
healthcare sector which accounted for 8% of all jobs in EU-27. Even during the
economic crisis, employment in the healthcare sector has continued to grow.
There will be about 7 million additional job openings till 2020 due to
replacement needs. Most jobs will require highly qualified people (more than 5
million) while the need for medium qualified personnel will remain rather
significant (around 3 million). Around 200 000 job openings are expected for low
qualified people.
With an ageing population and the rising demand for healthcare, the sector will
remain a key driver for providing jobs in the years to come. In addition,
emergence of new care patterns to cope with chronic conditions of the elderly
and the rise in new technologies will require new skills. Budget constraints will
mean that innovative solutions need to be found through use of new
technologies, products and organisational changes.
Though health is mainly a national competence, the EU dimension of the issue is
on the rise. The next step will be the launch of a Joint Action on workforce
planning by the end of 2012. With the help of the Commission, a partnership of
Member States and professional organisations will share good practices and
develop new methodologies on forecasting the health workforce and its skill
needs.

RESPONDING TO CROSS-BORDER HEALTH THREATS WAS THE
RECURRING THEME OF THE LAST COUNCIL MEETING ON HEALTH
During the last Council Meeting on Health held on June 22nd, the Health
Ministers showed commitment to continue and strengthen the fight against
antimicrobial resistance which is a serious and increasing problem in the EU and
the rest of the world. Every year 25,000 European citizens die due to
antimicrobial resistance. The Ministers agreed to draw attention to reducing the
use of antibiotics and to more cooperation between the human and veterinary
sectors.
The Ministers also discussed the Commission’s Health Security Initiative
regarding how to cooperate at EU level when responding to future flu
pandemics, outbreaks of E.coli or other cross-border health threats including the
joint procurement of vaccines. The proposal made by the European Commission
in December last year focused on the need of strengthening cooperation and
sharing information between EU countries when serious cross-border health
threats arise. The EU’s role in dealing with serious crossborder threats to health
was expanded by coordinating Europe’s response to all health threats caused by
biological, chemical or environmental causes. The EU was given new
opportunities to coordinate the preparedness and response to health threats in
Europe.
During the lunch Ministers discussed the possibilities for joint procurement of
vaccines or other medical countermeasures. The negotiations on the Health
Security Initiative will continue under the Cyprus Presidency and the proposal
will now be considered by the European Parliament.
Finally, the Council reached agreement on the new Health Programme for 2014-
2020.
