THE PROJECT DIR.MI OF THE PROJECT MATTONE INTERNAZIONALE
The "newborn" project DIR-MI is a tool, designed in the context of the
project Mattone Internazionale, to support the implementation process
of the Directive 2011/24/EU "application of patients' rights in cross-
border healthcare", with the full cooperation of the Ministry of Health
and the Regions (through the coordination of the Mobility of the Health
Committee of the State-Regions Conference). DIR-MI, which intends to
drive the creation of a "system of relations and information" between
different actors (and the various project initiatives), involved in the
process of implementation, is divided into 4 work packages: 1. The
creation of a control room that foresees the direct involvement of
technical representatives of the institutions (the Ministry of Health, the
Italian Regions, the National Institute of Health, the AGENAS-National
Agency for Regional Health Services and the AIFA -Italian Drug Agency)
that move, with different roles and responsibilities, in the context of the
Directive and its implementation; 2. The realization of Communication
and Information activities, through a series of cognitive activities and
sharing of content and procedures 3. The implementation of training
actions addressed to healthcare professionals and administrative staff
who will work at the forefront for the application of the Directive 4. The
realization of an evaluation study to monitor the operation of the
instruments used. The project will start in occasion of the first residential
workshop organized in Rome on the 2nd and 3rd of July. The event has
very practical objectives such as identifying among participants the
training needs at various levels, outlining the expected results for each
issue addressed (Rates, Drugs, Networks and Centres of Excellence, Legal
Aspects), and defining indications to be offered to decision makers.

WORKSHOP “LIVING IN AN ACTIVE AND HEALTHY AGEING
CONTINENT”- 3 JUNE 2013 BOLOGNA
Living in an active and healthy ageing continent. It's a good omen for the
future of old Europe but also it’s the title of an international workshop
organized by the Region of Emilia-Romagna. The event was held in
Bologna on June 3 and it was funded in the framework of Notice 1 of the
project “Mattone Internazionale”.
The meeting - while not giving Continuing Medical Education credits - was
attended by nearly 190 people, including professionals in the Regional
Health Service, academia, regional officials, decision and policy makers.
To these must be added those who have followed the live streaming
(about 40). The Emilia-Romagna Region – which was nominated in 2012
as the reference site in the framework of the European Innovation
Partnership for active and healthy ageing (EIP-AHA) – began a long
process of activities dissemination and coordination, designed to
encourage the general objective of EIP-AHA: to raise 2 years the
European citizens expectancy of life in good health by 2020. To reach the
ambitious goal of two years in good health, EIP-AHA has defined activities
and paths which reference site candidates must follow to get back in the
experimentation. Usually these activities are grafted onto paths and
(best) practices that the different existing Regions, Municipalities and EIP-
AHA European institutes have taken since long time.
The Emilia-Romagna Region, which ranks among the Italian regions with
the greatest longevity (population forecasts to 2030 estimate in fact an
increase in life expectancy at birth from 1 to 4 years for women and from
2 to 5 for the men), has decided to face the challenge of aging on two
fronts simultaneously:
The Communication
Emilia-Romagna Region is awarded by the importance of confronting
inside and outside regional and national boundaries to provide innovative
and practical responses to aging and
conveys information relevant on their territory;
organizes meetings to foster the exchange of experiences and the updating of own resources.
The Regional Coordination
Managing existing experience with new practices and experimentation
inside and outside its’ borders is a challenge, that must be taken to avoid
wasting resources, skills and priorities. At this purpose the Region has
created a regional Coordination that identifies and defines the strategies

CAREER DEVELOPMENT (IEF)
Deadline for submitting proposals: 14 August 2013
Tot. Budget : 134 M€
Objective: at various stages of their career, experienced researchers may
welcome an opportunity to acquire new research skills or to work in
other sectors. This broadening of their horizons also helps to broaden
Europe’s knowledge base. In turn, that makes our economy more
competitive, providing more and better jobs. Intra-European Fellowships
for Career Development (IEFs), created in the framework of Marie Curie
Actions, are specifically aimed at helping experienced researchers to try
something new for a while. IEF funding is provided for advanced training.
This may include the acquisition of new and/or complementary skills, and
transnational mobility. The training is based on a personal career
development programme agreed between the researcher and the
supervisor at the host organisation.
Financial support is provided for a period of 12-24 months for individual
projects presented by experienced researchers from Member States or
Associated Countries in liaison with a host organisation from a Member
State or Associated Country.
The types of training might include:
training-through-research under supervision, through an individual
personalised project;
hands-on training to develop your scientific skills (new techniques or
instruments, etc.) and your complementary skills (proposal
preparation to request funding, patent applications, project
management, tasks coordination, technical staff supervision, etc.);
inter-sectoral or interdisciplinary knowledge transfer;
the capacity to build collaborations;
active scientific and financial management of your research project;
developing organisational skills through organisation of training or
dissemination events.
Who may apply: researchers based in EU Member States or Associated
Countries can apply for an IEF. You must have either a doctoral degree or
at least 4 years’ full-time research experience, after obtaining a degree
permitting you to embark on a doctorate. Generally, you must carry out
the project on the premises of a host organisation in an EU or Associated
Country other than your own. Special consideration is also given to those
returning to a research career after a break.
Duration: 12 – 24 months (full-time equivalent)

FP7-PEOPLE-2013-IOF_MARIE CURIE INTERNATIONAL OUTGOING
FELLOWSHIPS FOR CAREER DEVELOPMENT (IOF)
Deadline for submitting proposals: 14 August 2013
Tot. Budget: 44.500.000 €
Objective: European researchers can learn a lot from conducting high-
level research in other parts of the world. The knowledge that they
acquire in Third Countries can then be brought back and used in Europe.
To encourage European researchers to venture further afield (and then to
come back), Marie Curie Actions offer International Outgoing
Fellowships for Career Development (IOFs). IOFs fund advanced training.
In particular, they include a salary for the researcher and a contribution
to research-related costs. The host organisation should be a university,
research centre or enterprise established and located in a Third Country
(for the outgoing phase) and in an EU or Associated Country (for the
return phase). IOF aims at developing and widening the competences of
researchers. In particular, it should strengthen the multi- or
interdisciplinary expertise, inter-sectoral experience and complementary
skills.
The fellowships may include:
training-through-research under supervision, through an individual
personalised project;
hands-on training to develop your scientific skills (new techniques or
instruments, etc.) and your complementary skills (proposal
preparation to request funding, patent applications, project
management, tasks coordination, technical staff supervision, etc.);
inter-sectoral or interdisciplinary knowledge transfer;
building collaborations;
active scientific and financial management of your research project;
developing organisational skills through organisation of training or
dissemination events.
Who may apply: IOFs are for researchers from EU Member States and
Associated Countries. To apply, you must have either a doctoral degree or
at least 4 years’ full-time equivalent research experience, after obtaining
a degree permitting you to embark on a doctorate. But more experience
is welcomed, it will not affect your chances of obtaining an IOF.
Duration: financial support can be given for up to 3 years in all. This
includes an initial outgoing phase of 1-2 years in a third Country. But
there is also a mandatory reintegration phase. In other words, you will be
committing yourself to return to an EU Member State or an Associated
Country.

PROMOTING GENDER EQUALITY THROUGH POLITICAL, SOCIAL AND
ECONOMIC RIGHTS FOR WOMEN (EuropeAid 134-478) _Country:

Deadline for submission of proposals (Concept Note and Full Application
Form): 23 September 2013
Gambian women presently constitute half the population of the country.

In health, maternal mortality rates remain unacceptably high, fertility
levels high, although declining. Antenatal care and immunization levels
are very high. Other health related issues confronting women, include
infertility, early marriage, boy-child preference, harmful traditional
practices and inadequate representation of women in decision-making. In
the non-formal sub-sector, factors such as heavy work load of women,
lack of labour saving devices, and poor attitude of men towards women’s
literacy continue to be major constraints. Due to the foregoing, women’s
access to employment is limited in terms of getting employed in the first
place, staying there and making it to the top, thus making it difficult for
women to get out of the vicious circle of poverty. The practice of Female
Genital Mutilation (FGM) remains wide-spread in The Gambia, where up
to 80% of girls are submitted to this practise. Many communities remain
unaware of the harmful impact of FGM on sexual and reproductive health
of women and children.
The overall objective of this call for proposals is to promote gender equity
and women's rights in The Gambia. The specific objectives of this call for
proposals are:
1. Promoting gender equality in access to political and others
fundamentals rights.
Applications submitted under this specific objective should contribute to
at least one of the following results:
Effective fight against gender based violence including female
genital mutilation;
Improved access to reproductive and maternal health;
Support to the development and implementation of pro-gender
equality legal provisions and reforms.
The proposed actions may include without limitation: a) Surveys and
research on the current state of implementation of laws and regulations,
prospects, opportunities and challenges of the recommended reforms; b)
Dissemination and awareness-raising about the state and respect of
women's rights; c) Support and advocacy for the rights of women and
girls (legal advice and support, social etc.); d) Awareness raising and
training focused on public servants; e) Monitoring the implementation
and respect of fundamental women rights in national development
strategies; f) Community based sensitisation, mobilization and training of
potential women candidates and of those on the exercise of local power,
with a special focus on rural areas; g) Training / capacity building in
management of women's groups, women leader etc.
2. Enhancing gender equity in access to socio-economic rights and
economic empowerment. MA

Promotion of socio-economic sharing and distribution (network of
women's groups, strengthening socio-economic capacity...);
Promotion of gender equity in access to productive resources
(capital, land, energy, materials, etc.).
The proposed actions may include without limitation: a) Support to
organizations, including strategic studies and marketing, support to fund-
raising; b) Analysis and research on gender equity in access to productive
resources (land, finance, etc.); c) Advocacy, counselling and support for
women's access to production based on inputs of capital, land, energy,

Complementary actions and/ or development support of existing projects
The thematic programme "Non State Actors (NSAs) and Local Authorities
(LAs) in Development" has its legal base in the Regulation (EC) No
1905/2006 establishing a financing instrument for development
cooperation (DCI). The overarching objective of this programme is
poverty reduction in the context of sustainable development, including
the pursuit of the Millennium Development Goals (MDG) and other
internationally agreed targets. It is an “actor-oriented” programme aimed
at strengthening the capacity of civil society organisations and local
authorities as a pre-condition for a more equitable, open and democratic
society through support to their “own initiatives”.
The programme's three main components are the following:
1. Support to development actions, to be implemented by Non-State-
Actors (NSA) or Local Authorities (LA), in close cooperation with the
local communities and the most vulnerable population groups,
aiming at promoting an inclusive and empowered society in partner
countries.
2. Support to actions in the EU and acceding countries aiming at
raising public awareness of development issues and promoting
education for development, to mobilise greater support for actions
against poverty and fairer relations between developed and
developing countries.
3. Support to actions aiming at achieving more efficient cooperation,
foster synergies and facilitate a structured dialogue in the area of
development between civil society networks and local authorities
associations from the EU and acceding countries, within their
organisations and with European institutions.

The chemicals occurrence database includes around 90 000 different food
descriptions available in one or more of the following original languages:
Czech, Danish, Dutch, English, French, German, Hungarian, Italian, Polish,

the existing data, 1 additional dataset per year containing new
occurrence data received by EFSA still codified in FoodEx 1 will need to be
recoded between 2014 and 2017. It is estimated that around 5 000 new

and, if needed, make recommendations for improvement of the FoodEx2
system or the guidelines for its use. Moreover, for each periodic update
of the FoodEx2 system, EFSA will ask the contractor to update relevant
FoodEx2 codes. Some of the fields in the datasets may be reported in
different languages.

Service contract notice: “DCI — MONITORING, EVALUATION,
COMMUNICATION AND VISIBILITY FOR FOOD AND NUTRITION SECURITY
AND SUSTAINABLE AGRICULTURE, AND ADVISORY SERVICES FOR
SUSTAINABLE AGRICULTURE AND SUSTAINABLE FOOD SYSTEMS
(EuropeAid/134344/C/SER/Multi)”
Deadline: 18 July 2013
Description: sustainable agriculture and food and nutrition security are at
the top of the EU's long-term development cooperation agenda because
they are important globally, particularly for developing countries where
inadequate food and nutrition security takes enormous tolls on economies.
The gap between food supply and demand is set to widen with an additional
2 billion people to feed in 2050. Agriculture faces multiple challenges: it must
become more sustainable on a dwindling resource base while having to feed
and nourish an increasing number of people; and as the key economic
activity for a large number of those in developing countries, it also needs to
provide greater returns and opportunities for growth and poverty reduction.
The EU development policy paper 'Agenda for change' (COM(2011) 637)
identifies sustainable agriculture/food security as a key sector driving
reduction in poverty and hunger; and for the next period 2014–2020 a
significant number of countries could choose SA-FNS as a focal sector for aid.
National authorities and European Union Delegations (EUDs) will be engaged
in a dialogue to better define the objectives, expected results of future
cooperation, in particular for FNS-SA focal sectors. Against this background,
advisory services are needed to support the EU (EC headquarters and
Delegations) in stepping up its assistance to food security across various
regions of the world, with a special focus on countries most vulnerable
(where the principles of 'linking relief rehabilitation and development —
LRRD' will be reflected), and by paying special attention to the aid
effectiveness agenda (national ownership, harmonisation and alignment,
coordination, in particular for a collective EU response). The services to be
provided under this contract will comprise technical advice, studies, support
to assist operational managers in HQ, Delegations and partner countries to
improve project design, monitoring and evaluation, and result frameworks. It
also encompasses an inventory of best practices of EU's support in the areas
of sustainable agriculture and food security. The services will work in full
coherence and complementarity with advisory services aiming at addressing
under-nutrition and social transfers through EU external assistance. Location:
ACP countries, Asia, Caribbean region, central Africa, central America, Gulf
countries, East Africa, EEC (Andean Community Cooperation Agreement),
Europe (non-EU), Latin America, Mediterranean partners, Mercosur, Pacific
ACP countries, SADC (Southern African Development Community), SAHEL.

PUBLIC CONSULTATION ON EU STRATEGY ON SAFETY AND HEALTH AT
WORK
On May 31st, the European Commission launched a public consultation
concerning the evaluation of the European Strategy on Safety and Health
at Work 2007-2012. The overall aim is to identify and address current and
future challenges in the occupational safety and health area.
As László Andor, Commissioner for Employment, Social Affairs and
Inclusion, stated: "Accidents at work are at a historically low level, and
the European Union’s occupational safety and health standards are a
reference for the rest of the world. Investing in occupational safety pays
off in terms of improved productivity and staff well-being, reduced
absenteeism and staff turnover and greater job satisfaction, especially
during the crisis. However, this policy area also faces challenges and
together we need to find solutions to address these challenges".
Citizens and organizations are welcome to contribute to this consultation
that will run between 31 May and 26 August. The Commission is
particularly interested in getting feedback from representatives of
Member States' public authorities, organizations representing employees
and employers, and stakeholders and experts with an interest in the area
of occupational safety and health.
The evaluation of the European Strategy on Safety and Health at Work
showed that action is needed in order to reduce work accidents and
enhance the role of the EU strategy in coordinating efforts and providing
a common framework.
Additional areas that require attention include, improving the
implementation of occupational safety and health provisions in SMEs and
micro-enterprises, developing more accurate monitoring and evidence
gathering tools, better focusing on emerging risks and occupational illness
and effectively tackling the occupational safety and health problems
linked to the ageing of the working population.
