Books of reference, such Ilk dictionaries, cncyclopmdins, ~~isters, journals of tho House of Commons of Erwland and Honse of' Lords, directories, newspapers, mn.p11 and engra,1ngi.i, and books . which are valuable from their rarity or antiquity, cannot be taken from tho Library, except that during the session of the Legislature any member thereof 1110.y to.kc to any room in the Provincial Building any such Look, on leaving a card for tho same with the Librarian, but such book must be returned on tho same day on which it was taken.

I?· four days !,eforo the d1Ly fixed for tho adjournment of any session of the Legislaturo, the Librarian shall address a noto to each member of the Legislature having any book belonging to the Lihrary, requesting tho return thereof. Should such request not he complled with within forty-eight hours, tho Librarian shall give the Speaker and the President of the Legislative Council a list of tho members so notified, and of the book's detained by them, for such action as the respective Houses mn.y order. ·

18. No expenditure of the funds of. the Library, from whatever source such.· funds may arise, whether grant of tho Legislature, or revenue of the N. S. Historical Society, or donation, or any other source, shall ho made, except by authority of the Executive Committee.

19. Regular meetings of the Commlssionera shall be held quarterly, on the first Wednesday of February, May, August a.1111 November, and special -meetings on the requisition of three Co111- missioners,

20. Every new accession of books to tho Library must be stamped and entered in the Vay Book immediately on arrival, and fully catalogued without unnecessary delay ; and every pamphlet, map, manuscript, picture, or aeeessicn other than a hook, shall be entered on a list immediately upon its being received in the .Library,

21. Smoking, loud talking, and other conduct liable to distract the attention of readers, are forbidden ; and persons infringing this rule, after a cautiou, shall be denied access to the Library. _
