So long as there were vacancies, scarcely any were refused admis­ sion. likely to be restored-;--and hence have had precedence of admission given them by law ; if these hopeful cases are in future to be ex­ cluded, by the. hos pi ml being filled with the .. class. above alluded to, its advantages as an hospital will be reduced to the lowest degree, and tho benevolent intention of the legislature in a great measure frustrated. ·. . It is owing in part· to the hopeless class of cases recently admitted,

that the mortality rate of. this year is above the average. Of four: teen deaths which occurredjten were from pulmonary consumption, the disease in most instances having been latent until near the close of life. On examination the lungs were generally found studded throughout with milliary tubercles, while in some there wore numer­ ous and extensive cavities. One patient died, soon after admission, from gangrene of the lung ; and one, aged seve'nty four, from para­ lysis. Two cnaes of suicide occurred, one on tho second day after admission, by hanging; and one during the. summer, by drowning. The coroners inquests, in both instances, absolved the attendants from blame. A substantial fence has since been erected at the wharf to prevent the possibility, of a similar ~courrence there.

HEREDITARY TRANSMISSION.

One of the most melancholy features of insanity is its tendency to hereditary transmission. It has been asserted-that of all diseases it is the most hereditary - (Esquirol). The proportion of cases where the insanity· was known to have been inherited, has varied verv considerably in different asylums, and haa been vaguely eRtima­ ted at from one-sixth to one-half of all admissions, · the 'difficulty having apparently been to ascertain the fact with any degree of certainty. In this hospital we have numerous instances where the transmis­

s!on from parent to offsJ?ring. is undeniable, and every year's expe­ rience presents the subject m a stronger light. 'I'here are among our inmates n mother and· her two daughters, neither one of whom appears at all to recognize the others. There are two sisters of another family who evince a stroug dislike for each other ; while of a third family there are two sisters affectionately attached. Among our former 'residents wore two sisters of 11, fourthfamily, whoso reeog-

nition of each other was very slightly manifested ; and two others of a fifth family ; and two others a~in ( colored) of a sixth.

Of insanity occurring in brother and sister WQ have had seven instances. . In one of these I\ daughter as well as a sister· were under our care, ()f one family we had two, brothers, while of first cousins we· have had four instances. · Tho numhQ,rs. above stated are inde­ pendent of those who have been certified as haying bad insane parents, and do not include those whose uncles and aun.ts are or have been insane. . . . . Tho cases here enumerated are not likely- to have been mere coin­

cidences, and when it is considered they occurred in a total of onti [ five hundred individuals (546, less re-admiasiona 47, equal 499;) 1t

. will go far to prove the hereditary character of the disease. · · Fortunately m~ny who. inherit this unwelcome birth-right; escape

the malady altogether; and in _all cases, before the hereditary .ten­ dency is devolped into actual insanity, some exciting· cause is re- quired. It behoves all, and more especiBlly those having insane relatives,

to guard well their general health, to avoid stimulants, and to shun all excesses, to keep a well balanced mind, bridling the l?assions, not taxing too highly the intellectual powers, nor yet allowmg frivolity or mere pleasure to usurp Jhe place of useful employment. Every- thing like. ~elfishness should ho ~edulously a!oi~ed. . .

One curious feature of hereditary transm1ss1on1 not peculiar how­ . ever to insanity, is who.tis termed avitism, or the tendency to pass over m1e 01· even two generations, and to break out in the third or ~~.. . '

Fortunately there is a limit to the reproduction of all disease, and insanity forms no exception to the rule. When circumstances favor

. tho t.ransmission of the disease·, its form gradually assumes a lower · and lowol' .· type, until it ends in fatuity or idiocy, and eventually terminates:. The children of intemperate parents inherit in many-0ases a strong

tendency to insanity in its various forms. It may be developed as Dip.somania-an uncontrollable thir. st for stimulan_ ts;occurring perio. d­ ically,-or in other instances, in a partial deprivation of reason, the innocent victim being half-witted or daft all his days; or it niay be seen in the feeble and puny youth, whose inherited delicacy of con­ stitution renders him liable. to an attack of insanity, from the slight- est exciting cause. .• "'· · Would that it were possible, by the enactment of prohibitory lawa,

· to prevent those. with either incipient or innate insanity, as well a.s the habitual drunkl\rd, from entering into the mnrried state. '

OCCURRENCES . OF THE YEAR.

The Hospital has been honored by an official visit from the Lieut.­ Governor, Major·G!:meral Sir C. Hnstings Doyle, who kindly expressed his, warm approbation of its' management and condition. His cour­ teous and affable recognition of many of the patients, proving . h!s deep interest in their welfare, was well calculated to promote their contentment and hi,ppiness.

Every season brings its work, but a double portion appeared requisite. thi!I year. · In what was done, all the aid that was practicable was given by the inmates of the hospital. . · .

By means of the · patients' labor, marked improvement has been· made . immediately . in front . of. the building. · Th~• slope has been graded and .terraced, and an unsightly bank removed ; the walk, . have been widened and bordered; and the garden .walks have .b~en renovated. A. great deal, however, yet remains to be done before the grounds will present that attractive appearance . which is' so de- sirable. · ·

The customary means of amusement and recreation have been kept up thr.oughthe _Year, chiefly during the winter months, Musical and dra.mat!c enterta.mments1 .as well as· danc!ng p~rtie~1 have been held.when.it.was found prncttcable,.attended ID severa.1 instances by the Commiss10ners. . · ·

During. the.autumQ a party: of.sixty patients vis1ted the Industrial Exhibition held ·in Halifax. This was a rich ti:eat to all 'that went, and formed a subject for thought and co~versation long afterwards.'.

. The sph~re of labor for the patients has been extended by the cul­ tivation of ground recently brought in~ ti~lage. ·: In ad. dition to the garden_ and field ~qrk of former roars, a large crop of beets, carrots, parsnips and mangolds, was raised on new ground. . · ' ·

Where upwarcls of two hundred inmates had to be thus traneferred · and re­ ..distributed-while carpenters, masons, and pipe-fitters, were1 obliged frequently to pass throngh the· wards-increased excitement was sure to fol~ow,.bnt there was far l~ss .than might have been expected. The vacatmg of parts of. the bmld1ng for tho purpose of repair necessitated tho temporary crowding of the remaining portion th~ inconvenience of which was seriously felt in· the early part of the summer. · In the south wing the pitch· pine floors of the bath room~ were so deca.yed·as to require renewal. While tbia was being done the entire wards were renovated. New water closets. were fitted up and the be.th room flo?rs cover~d with sheet lead. Twelve iro~ · sashes, { several of which had been b~oken) were replaced by wooden sashes, P,ropared for glas~ of extra thickness, so as to obviate the very objec­ tionable use of wmdow~guards.

During the sulllil!,er the medical officers and their families were transferred to the centre building, and provided with convenient and comfortable quarters, their former apartments being l\llotted to the male patients. · The new chapel was brought into use,·and serves its purpose far bett~r than th~ hall .. of one of the wards, formerly assigned to this service. A suitable pla~form, with an apprfpriate railing, was erected for the or~?! and pulpit, by one of the industrious patients. The · panelled ceilmg adds greatly to the appearance of the chapel. . ·

· . Amo~g the improvements of the year the enlargement of. the hos­ rtlll kitchen is worthy of special note. The wall .between the . 1tchen and scullery was removed, affording additional 1,1pace where · 1~ was greatly req11ired. A wing was built on to the south end of the. kitchen, to receive the jacket boilers, in ,vliich all the meat and· v_egetabl~s are ~ooked ~y ateam. Space has been left for two addi­ tional boilers of large s!ze, called for by our increased numbers. A new and ~xcellent cookmg .range, imported from Great Brita.in, has been .set ID t~e place of tho one formerly in use, and has been found to work admirably. · . · · By removal of a ve~y considerable projection, the i~oning room

.has been enll~rged and improved.. The oven of' the bakery was tho­ roughly repaired, and the floor of the room renewed. 'l'~e apartments occupied by t~e engineer and housekeeper were

· F.acilitiee have been offered for visits of patients to theirfriends, and in one instance a patient bad a week's furlough to go to the country. . . , Several hi\ve attempted their escape, but after a longer or shorter

absence were brought back. One even returned voluntarily. The majority of tho patients in this, as in every asylum for the .

insane, believe themselves to be wrongfully detained. They .stoutly aver their entire freedom from insanity ; nervous they may have been but inaane never. Visitors are frequently besot with entreaties to aid them in r~gaining their lost liberty; but few1 however, can eo far command their utterances as to lead any one to Judge they ought to be elsewhere than whore they are.

The unabated interest of tho community in the welfare of the insane is encouraging to those to whose care this afflicted class is c~mmitted. The gratitude of the patients, and tho sympathy of friends go far to counter-balance . the discouragements of a life of anxiet_y and J1eavy responsibility. From year to year we record with . increasing aatisfaetion these cheering evidences of good-will l\nd kind consideration. · ·

To the ministers of religion we fender sincere acknowledgments for. their continued gratuitous services. From week to week our Sabbath :ministrations, }n due suocessi~n,. are unfailjngly' kept up. Nor are these the only 1~stances of considerate attention on the part . of the.~lergymen.who kmdly oftfo1ate for us .. Our united endeavours to carry out. efficiently tho benevolent design of the institution, have been steadily promoted by your own personal and assiduous attention and kindness, encouraging the officJrs and attendants, aympatbisiog with the patients, nod control­ ling most judiciously the business affairs of the hospital.

REQUIREMENTS.

It becomes the duty of your Superintendent, having reported "the condition and progress of thirinetitutioq," to name its II require­ meuts,". These are fortunately Iese than in former years, since· so much bas recentlv been done to meet our nrgent wants.

A suitable root.house is · needed in which to store the vegetables for winter use. . . '

A bowling alley for the male patients; and a sunshade or verandah for the females, are also wanted. . _ . .

Further improvement of the grounds 1s much required ; and a substantially built, and partially hidden fence, to enclose the who!e premises is a. desideratum. An extension of our present boundary is earnestly sought, and is believed to be attainable. ' It may appear premature to ask at present for tho completion of

tho Hospital, and yet it c!'n~ot be ~mderta~en too. soon .. , :rhe unpre­ cedented number of admissiona this year, ta not likely again to occu!, at least for years to come ; but the average rate of former years 1~ almost certain to be kept ttp, while the discharges are likely to dl-: miniah in number, the recoveries being pro.porti?nately leas ~ur~er­ ous owing to the hopeless character of the Insanity of a large maJor­ ty of those now resident. •

The Hospital haR at present as many inmates as can be comfortably and satisfactorily accommodated, so that every admission hereafter above the number discharged will lead to. orowding1 the injurious · effects of which are well known. I would respoctrully urge that early attention bo given to this important matter.

CONCLUSION.

Year by year. new scenes arise, to call for watchfulness and care ; day .by day the even tenor of our way is, steadily pursued. Wo aim to administer the affairs of tho Hospital economically and satisfactor­ ily ; and if failure !Dar~ our progress it is not from. any want of d_is-

. position or determination to effect the best professional and flnancial results. The accompanying tables exhibit . what bas been done in tho past,

and offer some guarantee of future usefulness. 'l1hey have been so arranged as to present in a comprehensive form nll the leading nu­ merical results, and will repay a careful perusal by those to whom . - the subject of insanity .may provo interesting. . The more extended interchange of Asylum Reports, and especially

tho distribution of the annual reports of.the Commissioners in Lunacy of England, Ireland, and Scotland to the several Asylums throughout

· the Colonies of the Empire, is once more respectfully and ur~ently . recommended.
