A. Animal Disease Prevention & Control Program

A healthy livestock and poultry industry contributes to a robust economy. Among themandate of the office is to ensure a healthy animal population to achieve food securityin a balanced ecological system. The office implements vaccination programs andconducts routine vaccinations against economically significant diseases, vitaminsupplementation, and deworming in the barangays. Listed on the table below are theaccomplishments:

The vaccinations, vitamin supplementation and deworming are yearly routine servicesprovided by the office to the backyard raisers in Davao City. There has been noalarming incidence of domestic animal disease outbreaks which is accredited to theproper implementation of vaccination program, proper management and Information,Education and Communication (IEC) Campaign activities that have been regularlyconducted by the department in the different barangays. The Philippines receivedofficial recognition as a country free from Foot & Mouth Disease (FMD) withoutvaccination in May 2015 from the World Organization for Animal Health (OIE).Mindanao was the first zone in the country that was declared FMD free in CY 2001. Thisstatus further enhances the delivery ofveterinary services, strengthen Public-PrivatePartnerships and improve opportunities forexports of livestock and livestock products.To maintain FMD free status, monitoring oflivestock, disease surveillance and strictborder control measures from countries withcases of FMD are conducted regularly incoordination with the Department ofAgriculture – RFO XI and Bureau of AnimalIndustry-XI.

B. Veterinary Extension Services Program

Administered Treatment. A total of 8,221 head (all species) were treated for commonanimal diseases with 1,971 farmers/clients served. This particular activity hassignificantly controlled the spread of disease in the animal population as well as thepossible transmission to the human population by zoonotic diseases.

The trainings and seminars conducted by the office aims to increase productivity andincome of farmers, access to new technology, improve animal herd healthmanagement. In 2017, a total of 219 trainings and seminars were conducted in thedifferent barangays and participated by 5,308 farmers.

There were about 1,332 head of cattle, carabao, goat and hogs that were castratedserving 262 farmer clients. Castration is done to improve the quality of meat producedfrom the animals.

Free Veterinary Technical Consultation was also provided to 18,541 clients for theirdomestic animals and pets.

Veterinary Integrated Barangay Extension Services (VIBES) were also conducted to thedifferent districts. From January-December 2017, there were fifty one (51) barangayswith 2,840 farmer clients served. The purpose of this activity is to make more availableprograms and services offered by the office such as vaccination, deworming, vitaminsupplementation, castration, veterinary consultation, Artificial Insemination (A.I.) tocattle and carabao to farmers in far flung barangays of the city. This activity intends tocreate an impact and awareness to the farmers on the importance of taking care of thehealth of farm animals.

C. Animal Dispersal Program

The objectives of this program are to upgrade the existing native breeds throughinfusion of quality breeders, increase animal population for food consumption andprovide livelihood alternative for farmers who are interested to go into livestock andpoultry production. The total number of animals dispersed for CY 2017 funded fromdifferent projects and from Animal Production Centers are shown on Table 2 and 3.

D. Genetic Improvement Program (Artificial Insemination for LargeAnimals)

Artificial Insemination, or A.I is a technique that has been used worldwide for decades.It is the process by which sperm is placed into the reproductive tract of a female animalfor the purpose of impregnating the female by using means other than natural

insemination. It is an economically important tool to attain efficiency in production andfor genetic improvement in swine and in large ruminants. The office was able toinseminate 910 heads of swine thru natural heat with 840 farmers/raisers served.There were 153 cattle and 39 carabao that were inseminated with a total of 139 farmerclients served. Based on the accomplishments, conception rate for swine A.I. is 67 %and for large animals is 50%.

Newly Trained A.I. Technicians for Large Animals

With the desire of the City Veterinarian’s Office to strengthen its services in artificialinsemination, two (2) livestock technicians under the animal husbandry section weresent for training to the Philippine Carabao Center (PCC) at Central Mindanao University,Musuan, Bukidnon from July 21-August 19, 2017. They served to be additionaltechnicians who will conduct artificial insemination for cattle and carabao. ArtificialInsemination (AI) in large animals is one of the services that the City Veterinarian’sOffice offers to farmers for free. The purpose of which is to enhance our native breedsby upgrading in order to increase production of our large animals by providing goodquality semen in the absence of a breeder bull. At present, the office has already three(3) AI technicians namely: Aida Omaña, and the newly trained - Felynie Mohammad andOlivia Casas.

E. Maintenance of three Animal Production Centers (APC)

The APC’s are facilities for livestock and poultry production, and pasture development.All three APC’s located in Malagos, Malabog and Matina Pangi have swine breeders (6sows and 4 boars) and goat breeders (8 does, 3 bucks for Malagos and 2 bucks, 2 doesfor Malabog). These APC’s are sources of breeder stocks for the dispersal program ofthe office. APC Malabog has been developed into an organic farm, and a showcase forethno-veterinary medicinal garden. Herbal plants and organic forages were planted andpropagated for consumption of animals that would be organically grown in the centerlike native chicken and native pigs, cattle, carabaos and goats. The Malabog APC has abreeder cattle and carabao intended for natural mating purposes. Both the APC ofMalagos and Malabog have developed pasture areas for organic forage from whichcuttings are given to farmers who will undergo or have undergone trainings or seminarson livestock management. For CY 2017, there were 3,470 cuttings, 559 seedlings and832 packs of forage planting materials that were distributed to training participants andwalk-in clients.

Davao City Artificial Insemination Center

Artificial Insemination (AI) in swine is an economically important tool to attain efficiencyin production since it requires fewer boars in comparison to natural service. By artificialinsemination there will always be access to semen supply on weekdays and even onholidays. The semen extender prolongs the life of the semen after extraction for at least10 days with little or no damage to sperm cells. It also expands the volume ofejaculates and at the same time maintains sperm viability.

A boar semen processing laboratory was put up at APC Malagos to cater to the demandof artificial insemination in swine. It was inaugurated last October 18, 2016 and it isfully operational. Boar semen processing averages to 22 squeeze bottles 100ml/bottle)per mature boar per week.

In CY 2014, the office had trained forty two (42) farmers coming from the differentbarangays in Davao City to become Barangay- Based Artificial Insemination Technicians(BBAIT) for swine. These farmers turned BBAITs are now partners of the office indelivering swine A.I. services specially in far-flung barangays. To date, 25 BBAITs areactive and avail the process semen for free in conducting their A.I. activities. Theycharge their clients a minimal amount for the services only for their livelihood andsubmit report to the office on their accomplishments. From June 2016 to date, 670sows were inseminated, to 604 clients. Three hundred sixty nine (369) sows or giltsalready farrowed producing a total of 3,507 piglets or offsprings, from the differentdistricts of Davao City.

F. Intensified Rabies Control Program

The overarching goal is to eliminate dog mediated human rabies by year 2020.Controlling and eradicating rabies therefore means combating it at its animal source.Mass vaccination of dogs is one of the recognized methods of choice. From January toDecember 2017 a total of 101,693 dogs/cats in Davao City have been vaccinatedagainst Rabies with 61,002 clients served. Rabies vaccination routine for pets is doneonce a year and the first semester has the bulk of the accomplishments because thedepartment starts off the year with massive Rabies vaccination.

To intensify the control of rabies, following activities are the accomplishments:

2017 Rabies Awareness Month celebration

March 7, 2017 marked the launching of Rabies Awareness Month in Davao City. It wasstarted with a motorcade by the City Veterinarian’s Office (CVO) and the City Health Office(CHO), and participated in by other government agencies. Participants assembled at the RizalPark and finally converged at the People’s Park where a series of activities were conducted.

A total of 647 clients were served in the following activities:

1. Castration – 54 head ( 30 dogs and cats); 42 clients served;2. Vaccination – 159 head vaccinated; 109 clients served;3. Vitamin Supplementation -229 vials distributed; 200 clients served;4. Dewormer – 150 doses distributed; 150 clients served;5. Tick and flea treatment – 109 vials distributed; 109 clients served;6. Consultation – 37 clients served; and,7. Rabies Information and Education Campaign (IEC) – 233 flyers distributed.

To perk-up the said launching, the office also invited the 911 K-9 Unit to perform. Theaudience was entertained by the working dog while their handlers demonstrated their bombdetection and sniffing prowess. Another dog also performed agility and obedience routine.

During the month-long celebration a total of 13,228 dogs and cats in all districts of the citywere vaccinated and 146 dogs and cats were spayed and neutered in the following Barangays:Poblacion, Toril, Buhangin and Paquibato.

World Rabies Day

World Rabies Day is an international awareness campaign coordinated by theGlobal Alliance for Rabies Control.

World Rabies Day takes place each year on September 28, the anniversary ofthe death of Louis Pasteur who, with the collaboration of his colleagues, developed thefirst efficacious rabies vaccine. World Rabies Day aims to make awareness about theimpact of rabies on humans and animals, provide information and advice on how toprevent the disease in at-risk communities and support advocacy for increased effortsin rabies control.

In Davao City, the City Veterinarians Office celebrated World Rabies Day atBrgy. Cabantian, Buhangin District on September 28, 2017. It was participated bymore or less 500 pet enthusiasts, with the following activities to wit;

G. Livestock Livelihood Development Program

Under the Annual development fund 2014, the marginal livestock farmers ofPaquibato District were provided with animal dispersal project to provide a sustainablelivelihood project and to augment farm family income through sales to be derived fromcattle and carabao raising. Moreover, the project also aims to provide these lowincome families a source of protein from an animal source to address undernourishmentspecially among their children.

In March 2017, the dispersal recipients underwent a one day seminar on cattle &carabao management in three batches. In the early part of May 2017, the CityVeterinarian’s Office staff conducted series of selection of stocks in Sarangani Province.Late last May and June, 85 cattle and 56 carabaos were distributed to 13 barangays ofPaquibato District to 141 beneficiaries. The beneficiaries are coming from the followingbarangays: Paradise Embac, Pañalum, Mabuhay, Fatima, Sumimao, Malabog,Paquibato Proper, Lumiad, Mapula, Salapawan, Pandaitan, Colosas, and Tapak.

Bottom Up Budgeting (BUB) Program:

This program is being implemented by the Local Government Unit using funds from theNational Government with the objective of empowering the genuine involvement of thegrassroots organization and communities in strengthening the delivery of nationalservices to the community.

Under the Livestock Sector, the National Government thru the Department ofAgriculture (DA) Region XI has funded the Goat Dispersal Project under BUB CY 2014 &2015 amounting to P 5,076,100.00 for purchase of breeder stocks, veterinary & biologicsupplies and training expenses. This project aims to attain a sustainable livestockproduction that contributes towards the achievement of food security in Davao City. Itinvolves provision of excellent goat parent stock to marginal farmers.

In January 2017, there were 578 breeder goats of 75% Anglo-Nubian bloodline breedsdistributed to the 128 households. The recipients who are beneficiaries of the PantawidPamilya Program (4Ps) and livestock associations received one packet of goat perhousehold. One packet is composed of 4 females & 1 male, aged 7-8 months oldweighing at least 20 kgs. Listed below are the recipients from the different barangaysin nine (9) districts:

H. Organic Livestock and Poultry Production Program

The City Government of Davao supports and promotes Republic Act 10068 otherwiseknown as the “Organic Agriculture Act of 2010”. The organic agriculture farmingmovement of the city was further strengthen with the creation of City Ordinance No.0384-10 of 2010 , “An Ordinance Institutionalizing, Promoting and DevelopingAgriculture in Davao City”. In the country, Davao City was among the LocalGovernment Units that pioneered in the creation of Organic Agriculture Ordinance.Moreover, the City Government apportioned a budget to boost organic food productionsince organic agriculture provides safe and healthy food for the populace usingproduction method that is in harmony with the environment and local ecosystem.

In the city, organic livestock and poultry raisers are increasing in numbers in responseto the rising demand in the market for organic meat and poultry products. However,supply is still very scarce due to the challenges that raisers encounter in the course oftheir farm operations. The major bottleneck that affects sustainability and commercialproduction of organic meat & poultry is the availability of organic feeds and feedstuff.Raisers are limited to raising organic animals for meat consumption because ofinsufficiency of organic feed supply.

Cognizant to these, the City Veterinarian’s Office, addresses these concerns bymassive Information, Education and Communication (IEC) for organic feed productionamong farmers. Under the Organic Livestock & Poultry Production Program of theoffice, the following were undertaken: 1) distribution of planting materials to farmers;2) technical assistance in organic pasture & forage development and management; 3)promote planting of hybrid or native corn and campaign against planting of GeneticallyModified Organism (GMO) corn among farmers that can become organic feedstuff; and4) conduct of training and seminars on organic feed making.

In collaboration with the Department of Agriculture (DA), RFO XI and AgriculturalTraining Institute (ATI) XI, several organic farms in the city were assisted throughgrants in machineries or funds in improving their farm buildings and enhanceoperations. To name a few, the organic learning sites in the city assisted by thesenational agencies and became learning sites are the following:

Month of November as Organic Agriculture Awareness Month in Davao City

The City Veterinarian’s Office in coordination with the City Agriculturist Office (CAO)celebrated Organic Agriculture Awareness for the month in November 2017. The followingactivities were undertaken by the City Government and partners from Civil SocietyOrganizations (CSOs) that advocate organic farming in the city:

1. The PGS certified organic farmers guested at “I Speak” and “Kapihan” Radio & TVshow and talked about Organic Farming during the second week of November 2017.

2. Conducted “School Hopping” - Information, Education, and Communication (EIC) onOrganic Agriculture in 2 private and 2 government schools in 2nd & 3rd Districts ofDavao City.

3. 1st Participatory Gurantee System (PGS) Davao Summit was held on the November21, 2017 at USEP Auditorium, Obrero, Davao City. The affair was participated byabout 175 persons coming from various stakeholders from the government and non-government sectors, organic farmers/practitioners and advocates. The objectives ofthe activity were to showcase organic products, recognized farmers having exemplaryperformance in the organic farming, and provide educational input on organicagriculture best practices and technologies to the participants.

LIVESTOCK & POULTRY FORUM

The City Veterinarian’s Office of Davao in coordination with the Department of Agriculture- RFOXI, conducted a Livestock and Poultry Forum on November 23, 2017 at the Conference Roomof the Farmer Information Technology Services Building (FITS), Department of Agriculture, Fr.Selga St., Davao City. The participants of the activity were officers of the different livestock andpoultry organizations/associations of Davao City. The forum was funded by the Department ofAgriculture, RFO XI where the participants were provided with food for lunch and snacks in themorning and in the afternoon.

The forum aims to gather the different players of the livestock & poultry industry in Davao Cityto discuss plans, programs, and innovative solutions that needs to be considered in craftingdevelopment plans for the livestock industry in Davao City. Also, an election was done toformally form the Federation of Commercial and Backyard Livestock and Poultry RaisersAssociation of Davao City which had interim officers that was elected last August 17, 2017. Mr.Larry Tungpalan, the representative from the Office of City Councilor Marissa S. Abella,inducted the following newly elected officers:

MAGNEGOSYO TA DAY

The Office of the City Veterinarian had already implemented the Livestock livelihood Project forWomen under the “Magnegosyo Ta Day” (MTD) project. This project was conceptualized by ourMayor Sara Z. Duterte in support to the rights of women; to give women the opportunity topromote their rights of self-determination.

The office was given a budget of P 1,466,179.39 which is a part of the P 25,000,000.00 totalproject cost of MTD. With this budget dispersal on breeding animals was designed, which willbe given to women as means of livelihood.

Breeding animals given include: 20 packets of goat, each packet with one male and fourfemale; 10 packets of native chicken, each packet with one rooster and 10 hens; 3 breederbulls; 25 roosters and 13 bucks.

Recipients of this program are members of women’s association or farmers association. Themembers are women who need assistance and upliftment (the battered wives, widowed, singlemother and jobless women/wives who need additional income to sustain family needs).Interested women were asked to submit letter of intent and were then validated to check ifthey were qualified. Once qualified these recipients will undergo training on animal health careand management.

The City Veterinarian’s Office on the other hand has a selection team who is responsible for theinspection of the animals to be dispersed making it sure that the animals supplied conformedwith the specifications that is required in the program. Selection of breeder stocks was madelast December 7 and 15, 2017.

The delivery of breeding animals started last December 2017. December 27, 2017 for breederbulls and breeder bucks; December 29 for the packets of goats. It continued on January 4,2018 with the delivery of 10 packets of chicken. The first week of January was also the time ofdelivering the 25 breeder roosters.

There was a little problem in the delivery because of the bad weather condition, consideringstorm VINTA that brought up heavy rainfall, which causes flood and impassable roads. This kindof weather also causes stress to animals. However, this did not douse the enthusiasm of therecipients.

The recipients were so thankful for the animals given. According to them this is a big help toimprove their lives most especially that it can provide food to their tables and financialassistance to sustain their everyday lives.

I. Quality Control of Meat & Meat by Products and Fish & Fishery Products

Over the years, the Meat, Livestock and Fish Inspection Division of the CityVeterinarian’s Office has been conducting its extensive Program of Activities. Thesecover ante-mortem and post-mortem inspections of animals to be slaughtered for publicconsumption, post abattoir control and monitoring of establishments, informationeducation and communication campaign like orientation seminars in meat and fishhandling, and recommendations for approval of permits and licenses of butchers, meat,livestock, and other related business establishments.

This year has its biggest winners in the Division’s steadfast and zealous campaign inmaintaining the quality of meat for public consumption. This is evidenced by anaccomplishment of about 426% or approximately 10,237kg of its annual target of2,400kg of condemned hogs’ carcasses; carabao’s at 372% or 2,230kg of 600kgtarget; and cattle’s at 326% or 1,632kg of its 500kg target. Confiscation of illegallyslaughtered meat was at 76% or 1,530kg of its 2,000kg annual target; of which913.13kg was donated to charitable institutions and rehabilitation centers. Among therecipients were the Paginhawaan Drop in Center– PDIC; Cosugian; Lingap for mentally-challenged children; Sidlakan; Bahay Pag-asa; Balay Dangupan; and Davao DrugRehabilitation Center.

In the quality control of fish, a total of 200% or 1,000kg assorted fishes from anannual target of 500kg were confiscated in violation of RA 8550 as amended by RA10654 or the Philippine Fisheries Code of 1998; of which, 898.8kg was donated tocharitable institutions. Several periodic laboratory tests were conducted to check on theuse of explosives in fishing which fortunately turned out negative.

In Post Abattoir and related Establishments Control and Monitoring Program, regularschedule has been established for inspection of five (5) slaughterhouses and seven (7)dressing plants; while random ones for eight (8) public and five (5) private markets,twenty eight (28) supermarkets, thirty (30) lechon houses and one (1) fish bagsakan.This aims to increase visibility and intensify monitoring; hence, efficiently increasingawareness and/or apprehension of violators.

Final Warning Notices in violation of the Animal Welfare Act or RA 8485, as amended,were issued against unscrupulous traders on practices of oral drenching/buhos/sumpakin cattle. The same were issued for violation of Ordinance No. 158-05, as amended byOrdinance No. 0291-17, on illegal slaughtering. A total of 147 Notices were served.

In its continuing Information Education and Communication Campaign, orientationseminars in meat and fish handling and related laws are 100% accomplished. Anincrease of 225% (270) and 255% (204) in the number of participants in meat andfish seminars was registered, respectively. Notably, vendors and laborers of five publicand private markets (Bankerohan, Pag-asa, Agdao, Mintal, and Toril) are now donningtheir new Personal Protective Equipment (PPEs).

A special session of Meat Handling seminar was conducted for the uniformed womenand men of the Task Force Davao, Sirawan. As part of the city’s law enforcementofficers, this apprised them of the existing laws, rules and regulations, related to meatfor public consumption. This would come handy in the performance of their duty, as inroutine inspections in checkpoints, or when called upon to assist post abattoiroperations such as monitoring, surveillance, and or confiscation of hot meats.

Finally, this year’s Accomplishment highlights end with a bang with the MaaSlaughterhouse’s renewed ‘AA’ accreditation from the National Meat Inspection Service(NMIS). This meant three (3) years (2017-2020) of expanded opportunities andmarkets for Davao City’s livestock, meat, and related business establishments. Meatand other related products which came from Maa slaughterhouse may continue to bedistributed domestically all-over the country.

Information, Education & Communication (IEC) Campaign on Fish Handling

A fish handling seminar was conducted at Mintal Public market with 92 participants lastAugust 9, 2017 by the personnel of the Fish Inspection Section. The topics discussed wereScientific Examination of Illegally Caught Fish, Hazard Analysis Critical Control Point (HACCP),Good Manufacturing Practices (GMP), Sanitation Standard Operating Procedure (SSOP), FishPreservation, R.A. 7394 otherwise known as “The Consumers Protection Code” and R.A. 10654otherwise known as the “Fisheries Code of the Philippines”. The participants of the saidseminar were all ambulant fish vendors, dried fish vendors and salted fish vendors mostly fromDigos City, Sta. Cruz, Davao del Sur and some were from Davao City. During the seminar, theywere challenged to apply immediately what they have learned. The participants pledged toimplement on Sunday, August 13, 2017. As agreed, they will wear red T-shirt and hair net astheir uniform, use wooden pallet (tarema) as display stall, and will put cellophane to cover thepails of salted fish (ginamos).

True enough they did as promised, when they were monitored on August 13, 2017,Sunday at Mintal Public Market Larayan. Most of the ambulant vendors wore red T-shirt &hairnet as uniform, used wooden pallet or “tarema” as display stall and put transparentcellophane cover for the pail of salted fish.

Research Activities

The Research Section manages the following Technical Support Services: a) AnimalInformation Data ( e.g. Research Publications, Commercial Farm Data, Post HarvestFacilities Data, Photo Banking, Video Filling, Manual of Operations, Livestock & PoultryDevelopment Plans); b) Statistical data which includes Accomplishment Reports,Computerized Animal Disease Diagnosis Information System (CADDIS), AnimalPopulation, and Laboratory Results; and Global Positioning System (GPS) Report .

CADDIS is required by the Bureau of Animal Industry (BAI) in reporting systemnationwide. It manages information in the field as a key to effective action in animalhealth. Its purpose is to have an effective system in gathering relevant informationfrom the field, process and present it in a form which is easy for national policy makersand staff to use in implementing appropriate actions to achieve effective diseasecontrol.

The section is also tasked to get Global Positioning System (GPS)coordinates. GPS is very ideal in relation to the implementation of animaldisease control strategy of the office. In animal Rabies occurrence, GPScaptures the exact geographical location of the reference data making iteasier to analyze and report.

Furthermore, the section maintains and uploads pertinent information in the officialwebsite of the office. It also produces and reproduces technical bulletins and traininghandout, with the following accomplishments:

For CY 2017, the DCADDL was able to examine a total of 124 animal head samples ofwhich 46 samples are from Davao City and 78 samples are from other provinces inRegion XI. Out of the total 46 samples coming from Davao City, 22 samples werefound positive for Negri bodies. The presence of Negri bodies is indicative of Rabiesinfection. For this reason, the department intensified its efforts in the control of Rabiesthrough massive vaccination, impounding of stray dogs/cats, IEC and population controlthrough spaying and neutering of dogs and cats.

Rabies Information, Education & Communication Activities (IEC) During BrigadaEskwela CY 2017

The Research & Laboratory Division under the City Veterinarian’s Office conducted anorientation for Rabies awareness and prevention and anti-Rabies vaccination in the differentpublic schools in the city. The orientation was conducted in line with the Davao City DepEdDivision Memorandum No. 34 s. 2016 on Rabies Awareness and Prevention through BrigadaEskwela. The said memorandum stipulates that Republic Act. No. 9482 or the Anti-Rabies Actof 2007 be disseminated to strengthen Rabies education program through school healthteaching or curriculum, assistance in dog mass immunization campaigns in the community, andencouraged collaborative activities with the Department of Agriculture, Department of Health,Department of Interior and Local Government and the Department of Environmentt & NaturalResources, non-government organizations, people’s organization and other concern sectors. Italso directs to integrate proper information and education on responsible pet ownership inrelevant subjects at the elementary and high school levels.

Simultaneous orientation and vaccination was conducted last May 15 and 16, 2017 atTalomo District specifically Talomo Central Elementary School with 67 participants, Dr. JovityoS. Francisco Elementary School with 24 participants, Generoso Elementary School with 44participants, RC Quimpo Elementary School with 36 participants and Jose Bastida ElementarySchool with 48 participants. On May 18, 2017, 28 participants from F. Bangoy National HighSchool at Buhangin District joined the said orientation and vaccination. On May 19, 2017, 33participants from Bustamante National High School at Bunawan District were also catered withthe same activity.

The said activity helps the community to increase their awareness on the importance ofanimal immunization and on the emphasis of educating pet owners on their responsibility

AVIAN INFLUENZA MONITORING

In August 2017, outbreaks of Avian Influenza were reported in some parts of Pampanga. Thiscaused heightened alertness all over the country. The Department of Agriculture –Bureau ofAnimal Industry- released Memorandum Circular No. 09, Series of 2017 that ordered atemporary ban on the movement of live domestic and wild fowl and their products includingpoultry meat, day old chick, eggs, manure from Luzon to Visayas and Mindanao. TheDepartment of Agriculture (DA), RFO XI, directed all concern agencies in the region to conductmonitoring and surveillance activities.

The City Government of Davao through the City Administrator’s Office reactivated andreconvened the Avian Influenza Task Force on August 24, 2017 which aimed to discussstrategies to keep Davao City free from the frightful disease. Furthermore, The CityVeterinarian’s Office through the Research and Laboratory Division conducted monitoring forAvian Influenza through blood sampling and oropharyngeal swabbing. The surveillance andmonitoring activities were conducted from August 23 to Sept. 11, 2017. Listed below are theschedule of monitoring and the areas covered.

Cont. Avian Influenza Monitoring

The serum samples collected were sent to the DA-RFO XII Regional Animal Disease DiagnosticLaboratory, General Santos City for examination and were confirmed negative for antibodiesagainst Avian Influenza virus.

The monitoring and surveillance activities are in line with the Executive Order (E.O.) No. 24Series of 2005 from the Office of the City Mayor of Davao. The said executive order createdand Constituted the Avian Influenza Task Force, Providing Powers Thereof, and Other Purposes.In this E.O. ,the chairperson is the City Mayor or the City Administrator as the duly authorizedrepresentative and the City Veterinarian and the City Health Officer are the Co-Chairpersons.Other members include the City Disaster Office, PNP/TF Davao, 911, Regional Animal DiseaseDiagnostic Laboratory (RADDL)- Department of Agriculture, Southern Philippine Medical Center(SPMC)-Infectious Diseases, and Philippine Association of Infectious Diseases.

City Veterinarian’s Office Participated DATE 2017

The City Veterinarians Office participated in the Davao Agri-Trade Expo (DATE), a 3 day eventheld from September 21-23, 2017 at the SMX Convention Center, Davao City. The DATE is anannual gathering of the region’s leading industries and various stakeholders. This year, itfocused on the livestock, hogs, poultry, game fowl & aquaculture industries with the theme:“ Towards Available and Affordable Food for all”. The event consisted of an Agri-Trade exhibits,Break-out-Sessions, Networking Night, Technical Seminar and Business Matching.

The office worked with the Davao City Investment and Promotion Center in setting up thebooth to showcase the livestock & poultry programs of the City Government of Davao.Technical handouts and IEC materials were provided for the expo visitors in the said booth.The event was well attended and participated. Livestock, poultry and aquaculture producersand farmers as well as farming enthusiast were invited to tour the exhibits, attend the Break-out-Sessions, and series of Technical Seminars where technical speakers who were specialistson significant topics on the expo theme conducted presentations. Other important activitiessuch as Round Table Discussions were also done where public and private sectorrepresentatives discussed emerging issues and concerns as well as updates on the industry.The event was organized by the Davao City Chamber of Commerce and Industry, Inc. Theprimary aim of the DATE is to develop the Agriculture industry in Mindanao. Its purposealigned to the mandate of President Rodrigo R. Duterte to the Department of Agriculture whichis to “ensure available, affordable food for Filipinos”.
