TOPIC: Implementing a New Payroll System OFFICE: Office of the Comptroller STATE: IL DATE: 12/27/2017 QUESTION / ISSUE: The Illinois Comptroller’s Office is developing a plan to update our Statewide Payroll System. As part of our information gathering phase, we are requesting your assistance. The following questions are posed to states that have implemented a new payroll system in the last 5 years, or are in the process of implementing a new payroll system: 1. What software product did you implement? Is it a component of an ERP system? 2. Who was your system implementer? 3. Is there a person of contact at your state who would be willing to provide further implementation details? If yes, please provide that person’s contact information. 4. If a formal RFP was used for your solicitation process, would you be willing to provide a copy to our office? If yes, please attach a PDF or include a link to the RFP, or provide a contact person to obtain a copy.

Alaska 1. Alaska implemented the AMS Advantage software in January 2017 which is a component of an ERP system.  Alaska implemented the financial and procurement modules in July 2015.

Colorado 1. Colorado is in the process of implementing CGI payroll.

2. CGI is the implementer.

4. I don't have the RFP. You would need to submit an open records request to the Colorado Office of Information Technology to obtain a copy.

Hawaii 1. Hawaii selected a hosted PeopleSoft Payroll solution as part of the Human Capital Management offering through Oracle/PeopleSoft. The contract also includes the purchase of the Human Resources and Time and Attendance modules, which are the initial components of an ERP system. The state has other installs of PeopleSoft Human Resources; however, they have been implemented as stand-alone systems.

2. Our system implementer is CherryRoad Technologies.

3. Any additional questions regarding this implementation can be directed to me and I can coordinate the response on behalf of the team. 4. Yes, a Request for Proposal was issued for this contract. I will set up access to a OneDrive folder with the RFP information as there are several files.

Kentucky Kentucky implemented the Kentucky Human Resources Information System (KHRIS), software was SAP’s Human Capital Management (HCM) ERP, in April 2011.  This was following an initial contract awarded in 2007 and a failed initial go-live date of April 2009 when the project was halted. New Kentucky leadership then did a gap analysis of the solution and restarted the project in December of 2009, ultimately going live successfully in April of 2011.

2. Initially IBM, but later contact cancelled for convenience and the commonwealth managed directly with the help of SAP Services.
