NATIONAL DISASTER OPERATION
CENTRE
Background Information
• National Disaster Operation Centre (NDOC) is a Department in the Ministry of State for Provincial Administration and Internal Security Office of the President.
• Established on 21 January 1998 following the adverse effects of El Nino rains.
• US Embassy bomb blast in the city in August 1998 affirmed the requirement to have NDOC.
MISSION
To monitor, co-ordinate, mobilize
resources and respond to disaster
incidents in the country.
VISION
To be the leading focal point for
disaster management and response
in Kenya.
Mandate
• Monitor all disasters on 24/7.
• Mobilize national resources to combat rapid onset disasters.
• Co-ordinate disaster management activities.
• Collaborate and network with other stakeholders.
Manning
The Center is manned on a 24/7 basis by officers drawn from;-
– Ministry of State for Defence
– Ministry of Health
– The Kenya Police
– Administration Police
– National Youth Service
– The Provincial Administration
• Ensuring agencies are informed of the
activation of disaster contingency plans. • Translating the decisions of the National
Disaster Coordination Committee (NDCC) into action.
Roles and Responsibilities

• Prepare inventories for
resources/assets countrywide.
• Develop a prioritized list of needs for
donors & partners.
• Prepare evacuation plans, shelter and
refugee areas.
• Clearance for aircrafts, ships, overseas disaster relief personnel, agencies supplies .
• Prepare disaster information media programmes.
• Carry out annual review, evaluation and validation disaster preparedness and response in the country.
• Prepare and issue daily situation report (SITREP) on disasters/Incidences in the country.

• NCBDA, NDOC & KDN established a camera surveillance system which has enabled surveillance of Nairobi and Mombasa
• UNDP, NDOC, &RCMD are implementing a GIS program at the NDOC
• KENCALL offered to partner with the NDOC to establish a national emergencies call centre that has a toll free line
• HAZMAT and S&R to be conducted by AFRICOM before the end of 2011
• CDC donated 100 PPE sets-HAZMAT/Pandemics
• Google sponsored the creation of an interactive website which is to be launched
• Google provided corporate e-mails

agency can provide.
Governments, institutions and individuals have
to pull together resources in order to address
disasters.

basic level among individuals, through
organizations and finally governments.

The Kenya Red Cross society connects Kenya to the International Red Cross.
United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) country office in Nairobi links it to the international world.
