Digital Bangladesh Vision
• "Digital Bangladesh by 2021" emerged as part of "Charter for Change"— the election manifesto of Bangladesh Awami League for the 9th Parliamentary Election.

Policy Features
• 'National ICT Policy Review Committee' was formed by the Ministry of Science and ICT in 2009
• The policy document is structured as a hierarchical pyramid with a single vision, 10 broad objectives, 56 strategic themes and 306 action items
• Action items are categorized into: short term (18 months or less), medium term (5 years or less) or long term (10 years or less).

Policy Features
• Ownership is assigned multiple stakeholders as mentioned in Policy
• Implementation is coordinated and monitored by MoICT
• Strategic themes to be reviewed in three years, whole policy to be reviewed in 6 years with adjusting long term goals

Vision of the Policy
• Expand and diversify the use of ICTs – to establish a transparent, responsive and accountable
government; – develop skilled human resources; – enhance social equity; – ensure cost-effective delivery of citizen-services through
public-private partnerships; – and support the national goal of becoming a middle-
income country within 2021 and – join the ranks of the developed countries of the world
within thirty years.

recommendations are generally prioritized in Planning Commission and NEC

• Funded by UNDP (& USAID)• PS-1 to Prime Minister is the PD• Initially developed for implementing e-governance• Became the core technical group in coordinating the
implementation of ICT Policy• Initiative for PPP policy and other ICT related guidelines• Capacity building, awareness and consultancy support
to public projects- are main agenda• Now became Project Implementing organ in
collaborating with other Govt Ministries

Union Information Centers by Ministry of ICT A2I
500 UISC has been established by 2012. Run on a PPP operational model
Provided with means of ICT facilities
Local youths are operating these centers
with Govt support. Women participation is

Computer Facility in Schools2100 secondary schools are provided with Multimedia Classrooms. Others thousands are provided with computer labs with internet connectivity

with a secured network. Extending this project t

NCTB, Education Ministry & BCC are coordinating the content development for sectional users. BCC is mentoring the hosting of all available contents in National Content Repository

• The Policy has been revised in 2013• Implementation agencies and targets have been
adjusted with practical experience • The best review framework for policy
implementation so far for Bangladesh
