House Votes to Block Carbon Tax and Regulate EPA

The U.S. House of Representatives passed a measure this month that would prevent U.S. EPA from taxing carbon emissions. House

Republicans voted unanimously for the measure, with 12 Democrats joining them, for a vote of 237-176. However, both opponents and

supporters believe a carbon tax might be attractive as Congress gradually moves toward wholesale tax reform, notes Eenews.net. Such a

measure could potentially raise over $1 trillion over a decade. See also Energycommerce.house.gov.

The House has also voted to give the Department of Energy the right to block the Environmental Protection Agency’s energy-related

regulations. Nine Democrats joined Republicans in passing the bill, for a 232-181 vote. However, the White House has said it would veto

the bill on the basis that it would require duplicate reviews on EPA regulations; furthermore the Senate is not expected to consider the

Ormat Technologies: Quarterly Revenues Increased 20.5% to a Record $152.7M

Ormat Technologies has announced its financial results for the second quarter of 2013, with revenue up to a record $152.7 million. This

represents a 20.5% increase over the same quarter last year. Furthermore, Ormat saw a 12.9% year-over-year increase in generation

capacity, as well as a gross margin of 33.1% in improved operational inefficiencies at Ormat plants. Here are several highlights from

Ormat’s August 6 press release announcing the results (Ormat.com).

Quarterly financial highlights compared to the same quarter last year:

• Total revenues grew 20.5%

• Product revenue grew 44.9% and reached $65.0 million

• Electricity revenue grew 7.1% and reached 87.7 million

• Operating income grew 55.3% to $37.9 million

• Net income attributable to the Company’s shareholders amounted to $25.2 million or $0.55 per share compared to $8.6 million or

$0.19 per share; Net income attributable to the Company’s shareholders, excluding a $3.6 million after-tax gain related to oil and gas

derivative instruments and a $3.6 million after-tax gain on the sale of the Momotombo plant in Nicaragua, was $18.0 million compared to

$4.8 million or $0.41 per share compared to $0.11 per share.

• EBITDA grew 37.3% to $69.7 million

Operational highlights and recent developments:

• Increased electricity generation by 12.9% to 1.1 million MWh, driven by new capacity coming on line at Olkaria III Plant 2 in Kenya and

McGinness Hills in Nevada.

• Exceeded the expected capacity in both McGinness Hills and Olkaria III complex which are contributing additional 6 MW, bringing the

total generating capacity to 595 MW.

• Accelerated the handover of the 22 MW Momotombo power plant in Nicaragua that was scheduled for mid- 2014.

• Signed the Sarulla project agreements and secured our role as a supplier for approximately $254 million of equipment;

• Signed a 20-year PPA with Southern California Public Power Authority (SCPPA) for our 16 MW Wild Rose project in Nevada

QUARTER HIGHLIGHTS

The achievement of commercial operation of the Phase II expansion at San Jacinto in December 2012 continued to generate strong year-

over-year revenue growth for the Company of $13.2 million for the three months ended June 30, 2013, compared to $7 million for the

same period in 2012, an 88% increase. Adjusted EBITDA, as defined below, increased 240% to $11.2 million for the three months ended

June 30, 2013 compared to $3.3 million for the three months ended June 30, 2012.

Significant accomplishments during the quarter and to date include:

•The Company reached an agreement on July 31, 2013, with its project lenders syndicate, led by the International Finance Corporation,

to convert its Phase II Credit Facility construction loan for the San Jacinto-Tizate Project (the “Project”) to a term loan amortizing over 11

years through 2024.

•The Company, together with Sinclair Knight Merz, finalized its resource remediation plan for the Project, entered into a drilling contract

with ThermaSource Inc. to carry out the remediation program drilling, and commenced drilling on July 18, 2013.

•The Company has identified a buyer and is currently in discussions to finalize sale of the Geysers project by the end of 2013. Proceeds of

the sale, net of selling costs, are expected to be approximately $6.4 million. The Company recognized an impairment loss of $16.5 million

during the second quarter 2013 to reflect the current expected purchase price net of selling costs.

Geothermal Role in African Countries Increasing

An article on Renewableenergyworld.com follows up on the GeoPower Africa conference and geothermal energy’s role in several African

countries that are seeing economic growth, and are expected to continue on that trajectory in the foreseeable future. Kenya, Tanzania,

Ethiopia, Djibouti, Rwanda, Uganda are mentioned in particular.

The article notes “a positive example of an African company developing its expertise far enough that it can present itself as a diversified

energy company offering a range of services,” in Kenya’s KenGen; the company mentioned their move into consultancy at the GeoPower

Africa conference.

Albert Rweyemamu at ATI was quoted speaking about the particular importance of energy development his home country: “Tanzania’s

booming economy is set to attract new FDI in almost all the key sectors including infrastructure and energy. However, it is the energy

sector, particularly renewable energy projects which is expected to accelerate FDI flows into Tanzania. Ambitious programs such as the

US ‘Power for Africa’ initiative and Pan African institutions such as ATI expect to play a bigger role in providing the necessary financing

and risk mitigation support in generating clean power not only for Tanzania but also for the entire continent.”

Zambia: Drilling Begins at Kafue Basin

Geo Energy Limited signed a memorandum of understanding with the Zambian government in 2011 for geothermal exploration rights at

Kafue basin and is now beginning drilling. Moses Banda, company director told press the company had been securing necessary

documents in the meantime: “After delays, we finally got the Environmental Impact Assessment (EIA) approval last year,” he said. “We

will drill wells of 350 m deep and depending on the results, we may do deep drilling in September.” Increased demand for electricity in

Chile: Geothermal Insurance Fund Proposed for 2014

Chile is looking at an insurance program for geothermal drilling to help kick off its geothermal concessions to reach generation success.

The program would launch in 2014. IDB and the World Bank are involved in the funding, and the government is asking US$30 million to

35 million from the Clean Technology Fund (CTF). The plan includes US$14 million of Chilean funds toward a geothermal exploration

center.

“Chile currently has 75 exploration concessions,” the energy ministry’s renewable energy head Carlos Barría told press. However, “we

don’t have a single MW of geothermal at the moment. There are difficulties in construction and logistics. In addition many of the projects

are located in the Andes where snow conditions make it impossible to work for four months out of the year.” He added, “By 2025-30 we

hope to have 1,000-1,500 MW of geothermal in Chile.” Bnamericas.com

US-Based Company Sells Assets in Peru, Slovakia

Eurasian Minerals Inc. has announced the sale of geothermal assets in Slovakia and Peru to Starlight Geothermal Ltd. Starlight has agree

to provide cash payments, an equity position, and gross royalties from future geothermal energy production. The Slovakia acquisitions

are located at Ziar Basin in west-central, and the Pannonian Basin in the southeast. The Peru licenses are for the Tambochaca, Pumahuiri,

Sengata, and Coropuna prospective projects in the Western and Eastern Cordillera. See Marketwire.com

Japan: Share of Renewable Energy Output Could Reach 35% by 2030

The senior executive operating officer at Siemens Japan K.K. told press this month that renewable energy could account for up to 35% of

Japan’s energy capacity by 2030. The percentage in 2011 was 19%. The country also continues to use nuclear energy after the meltdowns

at the Fukushima Daiichi plant in March 2011, but the share of nuclear is projected to fall from 20% in 2011 to 15% by 2030, Kenichi Fujita

Northern Mariana Islands: OPA Reaches Decision on KUTh Appeals

KUTh Energy Ltd. (Australia), the company whose bid to develop geothermal energy on Saipan was canceled months later, has now been

granted one of two procurement appeals by the Office of the Public Auditor. The decision allows the company to be a prospective bidder

in a revised solicitation. “KUTh shall be considered a prospective bidder that was aggrieved at not being considered for the -024 RFP

award due to its detrimental reliance on what it was being told by [Commonwealth Utilities Corp.],” OPA was quoted in local press.

KUTh’s other appeal, denied by OPA, alleged CUC had dealt with KUTh in bad faith by canceling the original RFP. Saipantribune.com

Germany: Fifty-nine Geothermal Projects Reported

An update on geothermal energy in Germany shows 23 plants in operation, with an installed thermal capacity of 222.95 MW.

Furthermore, the German Geothermal Energy Association (GtV-Bundesverband Geothermie) reports on 59 projects, totaling 132 MW. Of

these, sixteen are listed as “in development”; three are Enhanced Geothermal Systems (EGS) projects; and 43 geothermal projects are

classified as “in planning.” Geothermie.de

The Netherlands: Commercial Geothermal Growing

Analysis from Dutch banking group Rabobank sees geothermal growing in the country for uses such as heating commercial greenhouses.

The bank finds that geothermal represents low variable costs compared to natural gas, and a technical life 20 to 25 years longer than

combined heat and power (CHP) installations. Clara Van Der Elst, Rabobank analyst was quoted by Renewableenergyworld.com:

“Geothermal energy is a particularly suitable primary energy source because of the greenhouse industry’s concentrated and high heat

demand. We anticipate that more and more greenhouse growers in the Netherlands will be investigating the case for using geothermal

energy. We expect the development of the current pipeline of granted applications to continue at a rate of three to five projects

annually. To realize the full potential by 2020, we estimate that the project development rate would have to grow to ten projects

annually”

Geothermal Neighborhood in Washington State May Be Nation's Largest

Southridge housing development will be the nation’s largest geothermal neighborhood. EnerGeo of Richland already is installing a

geothermal heat pump system for the first 18 lots of the subdivision. Once finished, the geothermal grids will have a thermal energy

capacity of more than 5.5 megawatts. The full project is expected to reduce carbon dioxide emissions by more than 10,000 metric tons

each year.

Report Says Investors See Climate Change as Risk That Influences Decisions

Climate Change” released by a coalition of global investor groups, climate change remains a material risk for a majority of investors and,

in many cases, it is increasingly influencing their investment activities. About 81 percent of asset owners and 68 percent of asset

managers said they view climate change as a material risk across their entire investment portfolio. Most of the remaining respondents

identified climate risks only for certain asset classes, such as real estate and infrastructure. Climate change also had an impact on

investment activities in 2012, with more than half of asset managers and almost a quarter of asset owners saying climate change

concerns influenced their investment or divestment decisions. The report, based on survey responses from 84 investors representing

more than $14 trillion in assets, was released by the Global Investor Coalition on Climate Change.

Correction to Last Week’s “Phase Two of Ball State Geothermal System Approved”

Last week’s GEA newsletter mistakenly placed Ball State University in Idaho; it is in Indiana. We apologize for the error. The Idaho

Geological Survey representative who noticed the error added that Indiana’s newly allotted $30 million for phase two of BSU’s

geothermal system is “great Indiana state support for the university and geothermal energy use.” Ball State University’s project to create

a geothermal system is the largest of its kind in the nation.

GDC Calls Investors for 90 MW Geothermal Plants

Via Gdc.co.ke — GDC has invited three bids from eligible firms for the supply and installation of three geothermal modular power plants

at the Menengai Geothermal Project. Each plant will be 30 MW and are expected to be completed by the end of 2014. The successful

firms will finance, design, procure/manufacture, install, construct and test the plants. They will also be required to commission, operate

and maintain the plant on a 25-year Build Own Operate (BOO) basis at the Menengai field. The 90 MW will be part of the larger 400 MW

phase 1 Menengai Project Development, scheduled for commissioning by 2016/2017. The interim injection of the 90 MW to the grid will

offer a reprieve to the consumer who has had to make do with unstable and expensive power supply.

Public Meeting in Modoc County, California (Aug. 17)

California Geothermal Energy Collaborative (CGEC) at UC Davis will conduct a public meeting to discuss geothermal in the area from 8

a.m. to noon Saturday, Aug. 17, at the Alturas City Hall. “Modoc County has been of interest to the geothermal industry for quite some

time, attracting researchers from a number of geothermal companies, government agencies and universities,” William Glassley, executive

director of the California Geothermal Energy Collaborative (CGEC) at UC Davis, is quoted on Heraldandnews.com. Institutions studying the

area have included the U.S. Geological Survey, Stanford University and other private and public organizations.

EOI Sought for Feasibility Study at Olkaria I (due Aug. 15)

The first unit was commissioned in June 1981, the second unit in November 1982 and the third unit March 1985. The plant has however

experienced normal wear and tear over the 32 years of operation. Besides the wear and tear, the technology which was the basis for

design of the plant has now been overtaken by the latest user friendly and efficient technologies. In addition, most equipment of the

plant is no longer in production (obsolete) thus making acquisition of spare parts difficult. It is in view of the above that KenGen wishes to

engage a consultant to carry out a detailed examination and study of the power plant in its current condition and advice on whether to

rehabilitate, upgrade or retire the power plant and construct a new one.

In order to be-shortlisted the interested bidders must have as a minimum:

i) A track record of relevant experience on geothermal power plants including steam gathering and HV Substations & Transmission

systems, including knowledge of Geothermal Power Plant operations and maintenance of the same;

ii) Undertaken at least two Feasibility study of a geothermal power plant during the last 15 years;

iii) At least 15 years experience in the design and engineering of geothermal power plants and their associated steam field

Reykjavik Energy Seeks a PhD Student for CO2-REACT (deadline Aug. 31)

Reykjavik Energy is working towards reducing gas emissions from the Hellisheidi geothermal power plant. Pilot scale CO2-H2S capture

and sequestration has already been carried out at the Hellisheidi geothermal power plant and plans call for up-scaled CCS activities in

2014. OR plans to hire a Ph.D. student to develop reactive transport models of the up-scaled injection activities at Hellisheidi. Funding for

Call for Bidders for Geothermal Replacement Parts, East Africa Power Company

An East African electric utility is planning to procure a list of key replacement parts for their Ormat Combined Cycle Geothermal Power

Plant. They plan to issue a request for proposals for the purchase and supply of these replacement parts, including among others, a 2”

Rupture Disk, Processor for PLC, and centrifugal pump/condensate pump.

The USAID/GEA East Africa Geothermal Partnership Program (EAGP) is seeking to help the African utility company to identify companies

interested in being short listed for the planned RFP. Interested potential bidders should contact Steve Hirsch (shirsch@usea.org),

First Annual Best Student Geologic Map Competition, USGS (deadline Sept. 6)

The US Geological Survey (USGS) National Cooperative Geologic Mapping Program (NCGMP) in partnership with The Geological Society of

America (GSA), GSA Foundation, Association of American State Geologists (AASG), American Geosciences Institute (AGI), American

Institute of Professional Geologists (AIPG), and the Journal of Maps invite students to participate in the first Best Student Geologic Map

competition, at the GSA Annual Meeting in Denver, Colorado, in celebration of GSA’s 125th Anniversary and the 125th year of geologic

mapping.

The competition will highlight student research from around the world that utilizes field mapping and the creation of geologic maps as a

major component. The First place student will receive the honor of constructing the Best Student Geologic Map for that year, a Certificate

of Recognition signed by the partner organizations, and a Brunton Compass contributed by the AASG. The student’s name will also be

added to a Best Student Geologic Map plaque that will be posted at USGS Headquarters in Reston, Virginia. The first place map will also

receive a limited run in the Journal of Maps.

GEA Honors Nominations are Open (due Sept. 6)

Nominations are currently being accepted for the Geothermal Energy Association (GEA) Honors 2013 awards program. Awards will be

given to GEA member companies in the following categories: Technological Advancement: Awarded to an individual or company that has

developed a new, innovative or pioneering technology to further geothermal development; Environmental Stewardship: Awarded to an

individual or company that has fostered outstanding environmental stewardship through the use of geothermal systems. In conjunction

with the Environmental and Energy Study Institute (EESI); the Economic Development award will be presented to an individual or

company that has made a substantial contribution to the development of local, regional or national markets through the development of

geothermal systems. In the Special Recognition category: Nominations will also be accepted for special recognition of individuals and

companies for outstanding achievement in the geothermal industry (open to GEA members and non-members alike).

Last year’s winners included Enel Green Power North America (Technological Advancement) for its development of the first ever solar-

geothermal hybrid power plant; Ram Power/Polaris Energia (Economic Development) for adding 10% of clean, sustainable, reliable and

Savannah US Army Corps of Engineers Seeks Rig, Tooling for Geothermal Work (respond by Sept. 30)

The Savannah District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ) for a firm fixed price contract to supply

and deliver a Sonic Drill Rig and Various Tooling to Savannah Georgia. The requirement for this anticipated contract is to furnish and

deliver complete and ready for operation one (1) Sonic Drilling Rig with Various Tooling. The items shall be used for rock and soil

sampling, foundation testing, monitoring well installation, geothermal and subsurface exploration work. Response Date: September 30,

RFP for a Renewable Energy Project, Chugach Electric (rolling submissions thru March 31, 2014)

Submitted by Chugach Electric Association — Chugach Electric Association, Inc. is soliciting competitive proposals for renewable and zero-

carbon energy sources. Some of Chugach Electric’s key details of the RFP: Eligible projects will range in size from 5 to 50 MW and rely

upon renewable or zero emission fuels or energy sources for electricity production. Chugach is soliciting renewable energy resources

that comply with the Green-e Energy National Standard 2.0 — currently wind, solar, geothermal, certain types of hydropower, certain

biomass, biodiesel and fuel cells powered by renewable fuel (Green-e.org). This RFP is open to submittals at any time during the rolling

review process, which is initially intended to run from April 1, 2013 through March 31, 2014. The rolling submission deadlines are: June

30, 2013; September 30, 2013; December 30, 2013; and March 31, 2014. Chugach will review projects submitted before each Submission

Deadline prior to the next Submission Deadline. Bidders must indicate their interest and establish themselves on Chugach’s “Renewable

RFP 2013 List” by completing the Expression of Interest form (Appendix B of the RFP) which should be sent via e-mail

Press Release (Las Vegas) August 5 – Members of the international geothermal community plan to discuss their successes and emerging

market opportunities at the GRC Annual Meeting & GEA Geothermal Energy Expo in Las Vegas from Sept. 29-Oct. 2. This is the premier

gathering to learn about the latest developments in geothermal energy, and brings together geothermal companies, academics,

GEA Seeks Entries for the Best in Geothermal

Press Release (Washington, D.C.) August 6 – Deadline Extended Until September 6 -– The Geothermal Energy Association (GEA) has

extended the deadline to submit a nomination for GEA Honors 2013 to Friday, Sept. 6. “After two successful years of honoring the best in

the business, we are pleased to have the opportunity to again recognize the inspiring innovators and developers in the geothermal

industry over the past year,” said Geothermal Energy Association Executive Director Karl Gawell. “Honorees will exemplify the great

accomplishments and potential for the geothermal energy industry in the United States.”

Nominations are currently being accepted for the awards program. An application may be submitted for more than one award category.

This year, awards will be given to GEA member companies in the following categories:

Technological Advancement: Awarded to an individual or company that has developed a new, innovative or pioneering

technology to further geothermal development.

Environmental Stewardship: Awarded to an individual or company that has fostered outstanding environmental stewardship

through the use of geothermal systems. This award will be presented in conjunction with the Environmental and Energy Study

Institute (EESI).

Economic Development: Awarded to an individual or company that has made a substantial contribution to the development of

local, regional or national markets through the development of geothermal systems.

Special Recognition: Nominations will also be accepted for special recognition of individuals and companies for outstanding achievement

in the geothermal industry. These awards are open to GEA members, as well as non-member companies and individuals.

The GEA Honors program extended deadline for nominations is now Friday, Sept. 6. Finalists will be named at the GRC Annual Meeting &

Geothermal Track 3 (Panel Discussion) Wednesday, Nov 13 1:30-3:30pm

Session Title: Geothermal and Oil/ Gas Industries: Areas for Mutual Benefit -- The use of oil and gas fields for electrical development has

been rigorously discussed for years, but rarely acted upon. The application of geothermal co-production and geo-pressured hybrid

technologies, including waste-to-heat power, is increasingly being transferred to the oil and gas industry and has been shown to reduce

costs, CO2 emissions and more. Meanwhile geothermal projects are also using more oil and gas technologies to enhance their production

through EGS (enhanced geothermal systems). This session covers mutual benefits to both industries.
