On 20 December 2007, the Government made a decision on national regional development targets for 20072011, effective for the entireterm of government. This decision specified the objectives of the Regional Development Act and established the focal areas for regionaldevelopment measures nationwide. It will guide and reconcile strategic regional development programmes and development targets andmeasures in various administrative sectors.
Regional development aims at ensuring the prerequisites for a good life for members of the population of various regions, regardless oftheir place of residence, and utilising national resources more efficiently than at present. The goal is to promote the international compet-itiveness of regions, to reduce differences in development between regions and inside them, and to secure basic services and connec-tions for citizens throughout Finland. In this, the starting points include specialisation based on regional strengths and competencies, co-operation between operators and networking between regions.
The aim of regional policy is to strengthen the trade, industry and service base of the weakest areas in particular, alongside their network-ing and accessibility and the ability to tackle serious challenges arising from structural changes.
The goal is to establish a regional structure based on strong regions and a functioning network of cities, which will boost the vitality ofurban and rural areas and facilitate more even economic growth and employment nationwide. Tailormade policies are being developedfor different regions. Politics and policies recognise large urban regions and the need for a special metropolitan policy, while vigorous ruralpolicy measures are targeted at areas outside the influence of urban centres.
Regional policy focuses on industrial, commercial and entrepreneurial activities, competence and labour force, services and connections,aiming at the reinforcement of the national and international competitiveness of regions alongside their economic growth, the promotionof competencies within regions and the enhancement of their own strengths and specialisation as well as improving the quality of the liv-ing environment. Regional development guidelines also strive to control climate change.
The decision recognises the key factors influencing regional development and comprehensively defines the principles for achieving therelated goals. The three targets defined in the decision are:
1) Strengthening national and international competitiveness of the regions,
2) Strengthening regional vitality and reducing regional disparities, and
3) Solving specific regional challenges.
In order to implement these targets, the regional development system is to be strengthened, its resources pooled and the role of regionaldevelopment clarified in the decision-making of the Government and various administrative sectors.
The decision was prepared under the steering of the Advisory Committee for Regional Development in co-operation with key ministries.Regional Councils and other regional development stakeholders also commented on the draft decisions.

Valtioneuvosto ptti 20.12.2007 hallituskauden valtakunnallisista alueiden kehittmisen tavoitteista vuosille 20072011. Ptkselltarkennettiin alueiden kehittmislain tavoitteita ja osoitettiin alueiden kehittmistoimenpiteiden painopisteet valtakunnan tasolla. Ptssuuntaa ja sovittaa yhteen maakuntaohjelmia ja eri hallinnonalojen alueiden kehittmisen tavoitteita ja toimenpiteit.
Aluekehittmisell pyritn turvaamaan eri alueilla asuvan vestn hyvn elmn edellytykset asuinpaikasta riippumatta ja ottamaanmaamme voimavarat kyttn nykyist paremmin. Tavoitteena on edist alueiden kansainvlist kilpailukyky, pienent alueiden vlisija sisisi kehityseroja ja turvata kansalaisten peruspalvelut ja yhteydet koko Suomessa. Lhtkohtana ovat alueiden omiin vahvuuksiin jaosaamiseen perustuva erikoistuminen, toimijoiden vlinen yhteisty ja verkottuminen alueiden kesken.
Aluepolitiikalla pyritn vahvistamaan erityisesti heikoimpien alueiden elinkeino- ja palveluperustaa, verkottumista ja saavutettavuutta sekkyky vastata vaikeisiin rakennemuutoksista johtuviin ongelmiin.
Tavoitteena on vahvoihin maakuntiin ja toimivaan kaupunkiverkkoon perustuva aluerakenne, joka vahvistaa kaupunki- ja maaseutualueidenelinvoimaisuutta ja mahdollistaa nykyist tasaisemman taloudellisen kasvun ja tyllisyyden koko maassa. Erilaisia alueita varten kehitetnrtlity politiikkaa. Politiikassa tunnistetaan suuret kaupunkiseudut ja tarve erilliselle metropolipolitiikalle. Alueille, joille keskusten vaiku-tus ei ulotu, suunnataan voimakkaita maaseutupoliittisia toimia.
Aluepolitiikan painotukset ovat elinkeino- ja yritystoiminta, osaaminen ja tyvoima, palvelut ja yhteydet. Tavoitteena on alueiden kansal-lisen ja kansainvlisen kilpailukyvyn ja taloudellisen kasvun vahvistaminen, alueiden osaamisen edistminen, niiden omien vahvuuks-ien ja erikoistumisen parantaminen sek elinympristn laadun kehittminen Aluekehittmisen linjauksilla pyritn mys hillitsemnilmastonmuutosta.
Ptksess on tunnistettu alueiden kehittmiseen vaikuttavat keskeisimmt tekijt ja mritelty kattavasti tavoitteiden toteuttamisen peri-aatteet. Ptksess mritellyt kolme tavoitetta ovat:
1) Alueiden kansallisen ja kansainvlisen kilpailukyvyn vahvistaminen,
2) Alueiden elinvoimaisuuden vahvistaminen ja alueellisten kehityserojen pienentminen sek
3) Alueellisten erityishaasteiden ratkaiseminen.
Tavoitteiden toteuttamiseksi aluekehittmisjrjestelm vahvistetaan, sen voimavaroja kootaan ja alueiden kehittmisen roolia selkiytetnvaltioneuvoston ja eri hallinnonalojen ptksenteossa.
Pts valmisteltiin alueiden kehittmisen neuvottelukunnan ohjauksella. Valmistelu tapahtui yhteistyss keskeisten ministeriiden kanssa.Ptsluonnoksia kommentoivat mys maakunnan liitot ja muut aluekehittmisen sidosryhmt.

Statsrdet fattafe den 20 december 2007 beslut om de rikstckande mlen fr regionutvecklingen fr ren 20072011. Genom beslutetpreciserades regionutvecklingslagens ml och vilka tyngdpunkter som gller fr regionutveckling p riksniv. Beslutet inriktar och samord-nar landskapsprogram samt ml och tgrder fr regionutveckling inom olika frvaltningsomrden.
Strvan men regionutvecklingen r att trygga frutsttningar fr ett gott liv fr befolkningen i olika regioner oavsett bostadsort och attutnyttja vrt lands resurser bttre n nu. Mlet r att frmja regionernas internationella konkurrenskraft, minska utvecklingsskillnadernamellan och inom regionerna och trygga medborgarnas basservice och frbindelser i hela Finland. Utgngspunkten r specialisering sombygger p regionernas egna styrkor, samarbete mellan aktrerna och ntverksbildning mellan regionerna.
Genom regionalpolitiken frsker man strka nrings- och serviceunderlaget, ntverksbildningen och tillgngligheten i de svagaste region-erna samt deras frmga att svara p de svra problem som fljer av strukturfrndringarna.
Mlet r en regionstruktur som bygger p starka landskap och ett fungerande ntverk av stder, som strker stads- och landsbygdsre-gionernas livskraft och som mjliggr en jmnare ekonomisk tillvxt och sysselsttning i hela landet n nu. Avsikten r r att utveckla enskrddarsydd politik fr olika regioner. Inom politiken identifieras de stora stadsregionerna och behovet av att skapa en srksild metropol-politik. Starka landsbygdspolitiska tgrder riktas till de omrden som inte nr av centrumens inverkan.
Tyngdpunkterna i regionalpolitiken ligger p nrings och fretagsverksamhet, kunnande och arbetskraft, service och frbindelser. Mletr att strka regionernas nationella och internationella konkurrenskraft och ekonomiska tillvxt, frmja regionernas kunnande, frbttraderas styrkor och specialisering samt att utveckla kvaliteten p livsmiljn. Genom riktlinjer fr regionutvecklingen frsker man ockshejda klimatfrndringen.
I beslutet har de mest centrala aspekterna fr regionutvecklingen identifierats och definierats i stor omfattning samt principerna fr derasgenomfrande. De tre ml som r definierade i beslutet r fljande:
1) Att strka regionernas nationella och internationella konkurrenskraft
2) Att strka regionernas livskraft och minska de regionala skillnaderna i utveckling samt
3) Att lsa de srskilda regionala utmaningarna .
Fr att uppn mlen strks regionutvecklinssystemet, resurserna fr det sammanfrs och regionutvecklingens roll klarlggs i statsrdetsoch de olika frvaltningsomrdenas beslutsfattande.
Beslutet frbereddes under ledning av delegationen fr regionutveckling. Beredningen gjordes i samarbete med de centrala ministerierna.Beslutsutkasten kommenterades ocks av landskapsfrbunden och andra regionutvecklingens intressegrupper.
