NCAR'S ATLANTA FELLOWSHIP PROGRAM UNDER WAYSix college seniors are studying, working, and learning at NCAR this summer as

part of a unique, new program planned and administered by ASP in consultation witha federation of five predominately black colleges in Atlanta, Georgia.

Recognizing that ethnic minority members are found in professional positionsin the atmospheric sciences in disproportionately low numbers, NCAR recruitersconcluded that a large part of the problem is that not enough minority studentshave gotten started through the atmospheric sciences academic "pipeline." TheAtlanta Fellowship program is an outgrowth of this belief.

C. S. Kiang of Clark College's Physics Department spent the summer of 1972 atNCAR as an ASP visitor. He was instrumental in developing the Atlanta FellowshipProgram. Cooperation among four of the colleges--Spelman College, Clark College,Morehouse College, and Morris Brown College--through the Atlanta University Centerand Dr. Charles Meredith, head of the dual degree program there, led to design ofthe Fellowship Program.

Its primary goal is to bring black men and women college students to NCAR towork with staff members in an educational experience broadly designed to stimulatetheir interest in atmospheric sciences.

NCAR's principal intent, according to ASP Director Peter Gilman, is to stimu-late interest among minority students in the professional opportunities in atmo-spheric sciences. He says,

"It is our hope and expectation that a significant percentage of the under-graduate students who participate in The Atlanta Fellowship Program willchoose to take up graduate studies in atmospheric science at some of themany universities offering such programs. In fact, we have advised our UCARmember universities of the program, invited them to visit this summer, andencouraged them to solicit graduate enrollment from the Atlanta Fellows."

"Concurrently," Gilman explains, "we also hope to be able to help develop anundergraduate teaching and research program in the atmospheric sciences. Thiswould, of course, include exchange visits of the Atlanta schools' faculty, thefirst of which will take place this fall, as well as visits of NCAR staffersto lecture, conduct seminars, and, conceivably, teach an entire course--inAtlanta. "

All the students in this summer's program have completed their junior yearof college. Four are math majors, one is studying physics, and the other is major-ing in chemistry. Accordingly, the four math majors are assigned to work with NCARdynamicists, the physicist with Gerry Grams in remote sensing studies, and thechemist with Herman Axelrod in the Air Quality Project.

In addition to this work with individual NCAR scientists, the six fellows areattending a special introduction to atmospheric sciences course taught by Ed Daniel-sen. This daily class provides an intensive course in meteorological theory, withemphasis on thermodynamics and dynamics, using examples from actual data and obser-vations. The students have also attended special FORTRAN courses taught by JohnDonnelly. Two students have flown on an NHRE operational flight.

All of these activities clearly fall within ASP's desired educational emphasis.The fellows are assigned to individual NCAR staff members and they are working onportions of problems that are worth studying, but while doing meaningful researchwork they are also learning. Each fellow meets weekly with Gilman, who made thefinal selection of students from a pool of candidates proposed by their respectiveschools. Summing up, Gilman says: "If the program is successful, in subsequentyears we will probably try to broaden it to include other colleges and other ethnicminorities."

NEW PROJECT NUMBERS FOR COMPUTINGBob Biro of the Computing Facility has announced that effective 1 August 1973

the current project numbers used on the *JOB control cards will be replaced for allusers. The new numbers will be of the format BBBBCPPP, where:

BBBB is the NCAR budget numberC is the classification codePPP is the NCAR program number

All users will be supplied with their new numbers before 1 August. Complete listsof new and old project numbers will be posted on the Computing Facility bulletinboards. Additional copies will be sent to all project leaders. There will beautomatic checking in the system for validating project numbers. An incorrectproject number will cause the job to abort. The Computing Facility will changeevery current project number now in use to the new format on 1 August. If you haveany questions about your new project numbers, call the Computing Facility secre-taries' office, extension 521.

PAYCHECK STUB MAILEREffective with the payroll of July 20, 1973, employees whose checks are de-

posited will receive paycheck stubs in a newly designed data-mailer. The maileris similar to that used for the W-2 forms at the end of the year.

VISITOR FORMS TO GILMANPeter Gilman has been designated as coordinator for the scientifc visitor pro-

gram at NCAR. Therefore, the Personnel Office requests that secretaries sendcopies of all Visitor Authorization forms (including those that require no finan-cial support from NCAR) to him. The original is still to come to Personnel. Thisprocedure is retroactive to 1 July 1973.

LECTURE ON HAIL FORMATIONRoland List of the University of Toronto will lecture on "Recent Advances in

the Understanding of Hail Formation" on Monday, July 23, at NOAA's EnvironmentalResearch Laboratories. The lecture will be at 3:00 p.m. in Room 620, PSRB-3.

UNIVERSITY WITHOUT WALLSA program designed for "fully employed, motivated adults" is available through

the University Without Walls for work toward M.A. degrees in business management,public administration, sociology, urban and regional planning, curriculum andinstruction, and psychology and counseling. Students in this area can completeadvance reading assignments and then attend 20-hour seminars in Greeley or Denver.If there is sufficient enrollment in Boulder, instructors will come here to hold

seminars. Completion of seven seminars qualifies participants to take comprehensiveM.A. examinations. Bachelor's degrees have not been offered to date, but a pilotB.A. program will be conducted in Denver this fall. PERSONNEL NOTES

At the UCAR Personnel Policies Committee meeting on July 30, the Committee willconsider several new NCAR personnel policies and revision or updating of severalexisting policies. All of these policies should be ready for distribution in earlyAugust.

The new policies being considered are: recruiting, promotion and transfer;termination; and discipline. Also, the NCAR leave, educational assistance, griev-ance, group insurance, and equal employment opportunity policies are being revised.We plan to solicit comments on these changes from the Administrative Advisory Com-mittee. Any staff members who wish to read these drafts may do so by contactingFred Roecker. The proposed changes in these policies will be explained in StaffNotes during the next few weeks.
