NG9-1-1

Today (E9-1-1) A PSAP is connected to its service area via analog 911

trunks “Enhanced” PSAPs operate on the MSAG, 911

database, and Selective Router for call delivery and Automatic Location Identification (ALI).

Tomorrow (NG9-1-1) A PSAP will be connected to its service area via a

digital network infrastructure. Calls will be routed to the PSAP based on GIS

information (service boundaries, geodetic coordinates, and civic address information)

PIDF-LO will be the replacement to ALI

State of NG9-1-1 Standards

Standards do exist for “High Level” Design “i2” – The bridge between E9-1-1 / Phase I/II to NG9-1-

1. “i3” – A complete NG9-1-1 environment

Standards underway to address the details ECRF LIS LVF

Industry Collaboration Event (ICE) testing has demonstrated that the design does work Although still missing some details of implementation

PSAP advantages with NG9-1-1

Call Set up is immediate True Next Generation 9-1-1 will eliminate call setup .

All information related to the call is actually packaged with the call

Eliminate any chance of abandoned calls Provides advanced information when the call is

received. Mapping SMS CAD

PSAP Advantage with NG9-1-1

Database is completely GIS based Single point of entry vs. maintaining GIS and MSAG

Eliminates any chance of error between multiple databases

Mitigates resources Eliminates the requirement for personnel to keep up

the MSAG and other databases. Mitigates any chance of discrepancies with only one

database to worry about Mitigates any chance that a entry is missed or wrong

because of faulty data entry.

PSAP Advantages with NG9-1-1

Shared Resources will lower costs and provide full PSAP to PSAP back up

Mapping, CAD and other resources can be shared between PSAPs at the server level

With a Secure IP Network all that is really required at the PSAP is a server and a telephone.

With a secure IP network, any given PSAP can effectively provide coverage for any other PSAP

PSAP Advantages with NG9-1-1

NEXT GENERATION 9-1-1 will save small community PSAPs It will allow them to fully share equipment and

database costs between PSAPs, while retaining local first responder functionality. A 24/7 PSAP can back up a PSAP that does not have the

resources or personnel to provide that level of service. It will lower the costs of database management and

provide full access to county data when they want or need updates.

It will offer the ability to deal with any kind of 9-1-1 call from any device.

ND Conduciveness for an NG9-1-1 Deployment

Size Population is relatively low, number of service

providers is low, etc. State-wide implementation is a realistic goal

Network Network connectivity exists, work to be done to

ensure reliability, identify suitable networkData

Major GIS data collection effort has been authorized This GIS data is necessary to replace the MSAG and

SR

What can I do to Prepare / Help?

Embrace change Necessary to increase the level of service to the impaired Necessary to address new forms of communication Necessary to extend the capability of 9-1-1

Get Educated Need to be able to recognize what NG9-1-1 is and what it

is not Any money spent on non-NG9-1-1 items will only slow the

process of NG9-1-1 deploymentGet Involved

Once you become familiar with NG9-1-1 it is important that you provide input

Encourage Participation in the Statewide Seamless Base Map Talk to Commissioners, Mayors, Addressing Authorities,

GIS Personnel, etc. Opportunity to finally capture your local government’s

addressing foundation (if you haven’t already done so). NG9-1-1 provides a backup solution in case your PSAP goes

down Consistent data spread amongst the PSAPs

Identify your addressing problems NOW and resolve them during the Statewide Seamless Base Map project

Identify a resource you plan to commit to the project to make sure your county is captured correctly
